Le president de la Republique d’Armenie participera aujourd’hui a sa
première visite officielle en France sous la mandature de Francois
Hollande. Le dernier voyage de Serge Sarkissian a Paris remonte
a 2011. Il etait venu assiste debut octobre au concert organise a
l’Olympia a Paris par Charles Aznavour, au profit de son association
caritative. Cette initiative avait precede de peu un deplacement
en retour de Nicolas Sarkozy en Armenie, où il avait prononce un
discours a dimension historique, engageant la France a penaliser le
negationnisme du genocide armenien si la Turquie ne procedait pas a
sa reconnaissance.

Le voyage de ce jour intervient moins de deux mois après celui,
controverse, du dirigeant azerbaïdjanais Ilham Aliev qui avait ete
recu a l’Elysee dans le cadre d’une visite privee en France, et ce
dans le contexte explosif de l’affaire Safarov.

Pour le president de la Republique d’Armenie, sa venue vise tout
d’abord a rappeler les liens privilegies qui unissent les deux pays.

La France est au niveau politique le principal partenaire europeen
de l’Armenie. Elle copreside de plus le groupe de Minsk sous l’egide
duquel s’organisent les negociations de paix sur la Haut Karabagh,
et possède une communaute armenienne qui constitue un trait d’union
important entre les deux Etats.

Cette initiative intervient egalement a quelques mois de l’election de
fevrier et tend a renforcer le prestige du president en exercice. Une
dimension internationale dont il a d’autant plus besoin qu’a
l’interieur du pays il traverse une periode de turbulence liee entre
autre a la situation difficile de l’Armenie au plan economique et
politique, a l’hemorragie de sa population et a la mise en examen très
contestee de Vartan Oskanian, ancien ministre des Affaires etrangères
et potentiel candidat a la presidentielle de fevrier.

Pour Francois Hollande, cette visite sera l’occasion de renouer les
liens non seulement avec l’Armenie mais egalement avec les Francais
d’origine armenienne dont il a partage les combats du temps où il
dirigeait le parti socialiste et auprès desquels il avait pris en
tant que candidat a l’election presidentielle un certain nombre
d’engagements. Parmi ceux-ci se trouvent notamment le soutien de
l’Etat au projet d’edifier un musee-memorial du genocide armenien a
Paris et la repression du negationnisme, une promesse de projet de
loi qui avait fait l’objet de declarations contradictoires en debut de
mandat de la part en particulier du ministre des Affaires etrangères.

Lors d’un passage de son homologue turc en France, Laurent Fabius avait
en effet mis en doute sa faisabilite, compte tenu de l’invalidation du
Conseil constitutionnel. Un commentaire qui avait entraine le 7 juillet
une mise au point rassurante de l’Elysee. Debut octobre, Elisabeth
Guigou s’etait aussi livree a des propos de nature a encourager les
tenants du negationnisme dans une reunion de l’Institut du Bosphore
dont elle fait partie. Tous ces evenements, associes a une relance des
relations avec la Turquie, avaient provoque l’emoi de la communaute
armenienne de France.

Cette visite devrait permettre au president de la Republique francaise
de preciser les choses et de rassurer ses nombreux partisans d’origine
armenienne qui avaient ete pour le moins decus par les premiers mois
de sa mandature.

Un dejeuner est prevu le 12 novembre a l’Elysee. Il sera suivi
d’un point de presse. Le president armenien sera ensuite recu par le
Premier ministre francais, le president de l’Assemblee nationale et un
diner est organise ce soir au Senat où Serge Sarkissian rencontrera le
president de la Haute assemblee. Demain le president se rendra a Lyon,
a l’invitation de Philippe Grillot (President du CCI), accompagne
d’Edward Nalbandian et du Ministre de l’Economie Tigran Davtyan. Il
s’entretiendra avec le maire Gerard Collomb.

Armenian Pharmaceutical "Liqvor" To Be First To Use Gmp Standard In

ARMENIAN PHARMACEUTICAL “LIQVOR” TO BE FIRST TO USE GMP STANDARD IN REGION

YEREVAN, November 12. /ARKA/. Armenian pharmaceutical “Liqvor”
plant will be the first to start using GMP standard in the region,
the government press service reported.

Armenian Prime-Minister Tigran Sargsyan and Minister of Economy Tigran
Davtyan visited Armenian “Liqvor” pharmaceutical company Friday.

The Good Manufacturing Practice (GMP) will be introduced in Armenian
pharmaceutical production in January 2013, after that Armenian Ministry
of Economy will start inspections in the country’s pharmaceutical
enterprises to check the compliance of the products with GMP standard.

In the next months the company will finally receive a GMP certificate,
and the new plant will be the fist in the region to operate in
accordance with GMP standards, says the report.

According to the report, increased production will enable the company
to expand exports, find new markets, increase capacity and jobs.

The government supported the company twice: first, “Liqvor” received
an 860mln drams credit under anti-crisis government measures in 2009,
the second, it was granted a three years’ deferment of VAT payments
against its investment program. The company invested about 5mln
dollars in the newly opened modern plant.

Earlier, the head of Medicine Producers and Importers Union of Armenia
Samvel Zakaryan informed that GMP introduction will increase production
and export capacities by 2-3 times.

“Liqvor” company was founded in May 1991 and was the first private
manufacturer of finished dosage forms in Armenia. The company is
producing 60 names of infusion, injection, ophthalmologic, hemostatic
and otolaryngological medicine and is exporting its products to almost
all CIS countries. In certain fields, such as infusion therapy and
ophthalmology, the company’s products are considered basic in standard
treatment schemes. -0-

ANTI-MONOPOLY COUNCIL OF CIS TO STUDY MARKETS OF FUEL, AVIATION AND MEDICINE

YEREVAN, November 12. /ARKA/. Anti-monopoly inter-government council
of CIS countries will carry out studies in three fields – fuel,
pharmaceuticals and aviation. The respective decision was made at
the council’s meeting held in Ukraine Friday, the press service of
Armenian state commission for economic competition reported.

According to most participants, these fields are among the most
problematic ones in terms of pricing policy and behavior of economic
entities.

Participants have also agreed to maintain control over economic
entities that violated the laws.

Anti-monopoly bodies decided to exchange information about major CIS
companies violating the laws, which will allow monitoring activities of
an infringer in all CIS countries where the given company is presented,
says the report.

Head of the Armenian state commission for economic competition
Artak Shaboyan reported about the Commission’s efforts in 2012. The
achievements were quite impressive, according to head of Russian
anti-monopoly agency Igor Artemiev.

Head of anti-monopoly committee of Ukraine Vasily Yushko, in his turn,
mentioned that success of their Armenian colleagues will help start
large-scale studies in other CIS countries.

Armenian State Commission for Economic Competition made some 112
decision to hold economic entities responsible over the first 9 months

Armenia’s Police undertake serious measures to fight against illegal
tree cutting, convincing that they are not targeting poor people.

According to the Police web site, with the instruction of chief of
the Armenian Police Vladimir Gasparyan a working consultation was
convened on November 10 with the participation of Tavush regional
division representatives to find out why the responsible bodies are
not conducting continuous work against illegal tree cuttings and for
revealing the sponsors of the crimes.

Head of Organized Crime Department of the Police Rafael Zakaryan warned
the present that they are not speaking of “punishing or pressing the
poor villagers.” “We do not have such goal at all. We mean those who
make the villagers work for 1,000 dram and build houses, restaurants,”
he said, adding that the issue of policemen is to reveal and punish
these people.

While conducting checking only during one night about 50 trucks have
been found.

During the working consultation head of Ijevan regional police
department, Tavush regional division chief and other police officials
were relieved of their duties.

Turkish hackers have broken into the Twitter account of Diyarbakir
Mayor Osman Baydemir, who is Kurdish.

Also, the hackers posted Turkey’s national flag on Baydemir’s
account and wrote as follows: “Turkey is one country, one flag, and
one nation. [And] No one, including the PKK [that is, the Kurdistan
Workers’ Party], can break this nation apart!”, Milliyet daily of
Turkey informs.

To note, in recent times the Mayor of Diyarbakir has become the target
of criticism by the Turkish press and nationalists, and for allocating
a portion of the renovation costs for Diyarbakir’s Saint Giragos
Armenian Church and his efforts to settle Turkey’s Kurdish issue.

Russia Developing New Airborne Fighting Vehicle

PanARMENIAN.Net – Russian defense firm Kurganmashzavod is developing
a new airborne fighting vehicle, Deputy Prime Minister Dmitry Rogozin
said on Monday, Nov 12, according to RIA Novosti.

“We are ready to continue the work on the new platforms that are
currently being developed at Kurganmashzavod. This includes the
Kurganets platform for the new airborne fighting vehicle,” Rogozin
said.

“The General Staff of the Armed Forces will make the final decision
on the system to be adopted. The industry may propose a variety of
technical options to the Defense Ministry but it may not act as the
contracting authority,” he said.

Ground Forces commander Col. Gen. Vladimir Chirkin earlier said that
the military will take delivery of new armored vehicles some time
after 2015.

Yura Movsisyan is set to miss his team’s Russian Premier League clash
with Spartak on Sunday due to injury, he told R-Sport on Friday.

Movsisyan is the Russian top flight’s joint top scorer with nine
goals, but missed Krasnodar’s 2-0 win over Dynamo Moscow on Sunday
with a foot injury.

“My chances are not looking too good. I don’t think I’m going to
be playing in the game,” he said, adding that he was confident of a
swify recovery.

“It’s not a big injury. I’m just not 100 percent, that’s why I’m
not playing.”

Fellow attacking players such as Moussa Konate and Wanderson could
step up in his absence, Movsisyan said.

“We do have players who can come in and do the job. They have shown
they can do it,” he said.

Movsisyan started his career in the United States with the Kansas City
Wizards and Real Salt Lake, and joined Krasnodar last year following
a spell in the Danish league.

He plays international football for Armenia and has scored five
