AMERICAN ENGLISH LEARNING HALL OPENS AT ARMENIA’S MOD

YEREVAN. – An American English learning laboratory officially opened
at Armenia’s MOD on Wednesday.

The hall is equipped with fifteen computers and other necessary items,
and will enable the Armenian Armed Forces officers and special civil
servants to develop their English-language skills. Subsequently,
online tests and vocational teaching will be conducted there, MOD
press service informs.

First Deputy Defense Minister Davit Tonoyan, Rear Admiral Mark
Montgomery-the Deputy Director

of Plans, Policy and Strategy of the US Army European Command-, and US
Embassy personnel were on hand at the hall’s official opening, during
which the American side underscored the role of such laboratories
along the lines of Armenian-American cooperation and the need to have
more of them.

The U.S. ambassador to Armenia personally asked the U.S. citizen
Edmond Khudyan the details of his “case”. As we know, the businessman
claims that he is the victim of fraud in the result of which he lost
several million dollars. He has sent a letter to the U.S. ambassador
asking for assistance to take the case to the U.S.

judicial system.

Edmond Khudyan is apparently excited about the experience of Global
Gold Company which sued Vardan Ayvazyan in New York and the U.S.

court ruled against Ayvazyan imposing a fine of USD 35 million. The
MP has not paid the fine but the verdict is in place which means
charging of the money is a technical-political issue.

On these days, the U.S. ambassador to Armenia John Heffern said that
new things should expected in the economic cooperation between Armenia
and the United States. At the same time, Ambassador Heffern stated
that he is doing everything to make sure American investments are
made in Armenia. He added that it is still required to improve the
economic environment and to ensure the security of investments.

What news should we expect after the examples of Edmond Khudyan
and Global Gold? What does the U.S. ambassador think after getting
acquainted with Khudyan’s story and the ineffective justice system?

What will the ambassador, who knows all these stories, tell those
investors, who show interest towards making investments in Armenia?

Will Heffern say that it is not time to come to Armenia because the
Armenian business environment is not “worth” American investments,
or the U.S. embassy will directly assume the task of protection of
American investments in Armenia?

The point is that in Armenia Western investments, in particular U.S.

investments, are important not only for Armenia in economic and
political terms but also for the U.S. again in economic and political
terms. The investments can be the influential and fundamental tools
to help Armenia become a competitive regional country, to change the
thinking of the public and the “elite”, to promote the integration of
Armenia in the civilized world and render it a reliable partner of the
“modern world” in the South Caucasus.

In this sense, the U.S. perhaps prefers not preventing U.S.

investments and make sure the investors don’t appear in a similar
situation as Khudyan but to invite them to Armenia and engage in
their defense personally. No doubt if the U.S. embassy is involved
the effectiveness of the protection of the investors’ interests will
increase even in the judicial system.

This is important first of all because it stems from the strategic
interests of Armenia. If Armenia is unable to ensure the legal
protection of American investments in the country, then it would
be commendable if protection is carried out by the diplomatic
representations of those countries from where the investors come,
which will, willingly or unwillingly, take care of the Armenian
interests too.

PanARMENIAN.Net – Artsakh Republic President Bako Sahakyan met Tuesday,
Nov 13, with the Uruguayan delegation lead by President of the House
of Representatives, Mr. Jorge Orrico, to discuss development of
bilateral relations.

President Sahakyan stressed similarities in history and state building
philosophy between the friendly countries of Artsakh and Uruguay,
hoping for them to promote further cooperation.

He hailed Uruguay’s significant contribution to the international
recognition of the Armenian Genocide, the country’s balanced policy in
acknowledgement of Artsakh Republic and Karabakh conflict settlement.

NKR National Assembly speaker Ashot Ghulyan, Armenia’s Ambassador
Extraordinary and Plenipotentiary to Uruguay Vahagn Melikyan, Armenian

keep Azerbaijan in its zone of influence as much as possible. I
consider the ambassador’s statement as an attempt to make a difficult
maneuver, an ultimate goal of maintaining the level of relations with
both parties to the conflict as allies, which perhaps wasn’t that
successful. However, I wouldn’t be inclined to consider the statement
of the Russian Ambassador to Azerbaijan as the official position of the
Russian side. It is perhaps a gesture to the Azerbaijani government,
however, not the Russian Ambassador to Azerbaijan, but his superiors
decide the policy of the Russian Federation. The Russian side maybe
makes a pro-Azerbaijani statement in Azerbaijan, which I don’t think
will cause a change in the prospect of exploiting the airport.”

THE ROOTS OF FEUDALISM

I have already written that there is no feudalism in Armenia in the
academic sense of the word – i.e. a system that is based on closed,
natural economy and simple exchange of goods. When we say “feudalism,”
we mean the figurative meaning of the word – a system established on
the given territory, a relationship, in which one person has
unlimited,

uncontrollable power and affords to behave like a medieval feudal
lord. For example, he shouts “Who is the man who will be able to
topple me?” or orders his bodyguard to kill a man who greeted him
incorrectly. Or he beats up guilty people, being convinced that
nothing will happen to him, the feudal lord.

In that sense, there is a so-called “feudal” system in Armenia and
Robert Kocharyan is right that majoritarian representation contributes
to that system – in the pre-election period, the feudal lord is
engaged in “charity,” mobilizes the whole law-enforcement and
administrative resource and guarantees the victory of the government’s
team. However, firstly, I can’t recall that the second president was
so opposed to the majoritarian system when he was in power, and
secondly, the electoral system of the National Assembly is not the
most important factor that contributes to feudalism.

I don’t want to simplify and personify the issue, writing about what
is on the surface – the Armenian feudalism advanced, flourished and
gained the current image during Robert Kocharyan’s tenure. However, if
the roots of the problem had been in the presidents’ “political will,”
we would have gotten rid of those morals long ago. The worst thing is
that if, God forbid, I or, say, Avetik Ishkhanyan was the president of
the republic, we would contribute to maintaining feudalism too.

This system emerges not because the leaders and their “viziers” want
it, not even because the feudal lords want it. The main reason is what
the overwhelming majority of our population expects from the
government. It expects that it will patronize, look after and take
care of them. If a person expects a patron who will be kind, powerful
and forgiving, who can play that role, besides a feudal lord?

By the way, that expectation dominates the social atmosphere – the
majority of citizens don’t care much about the rest. Yesterday, for
example, the Court of Appeals made an absolutely illegal decision. How
many people protested against it? The very people who don’t protest
contribute to feudalism.

YEREVAN, NOVEMBER 14, ARMENPRESS: Armenian- German Intergovernmental
Commission regular session on financial and technical cooperation was
launched in capital Yerevan on November 14. As Ministry of Finance of
the Republic of Armenia informed Armenpress, Armenian Deputy Minister,
chief treasurer Atom Janjughazyan is the co- chair from Armenian side,
Germany Democratic Republic Economic Cooperation and Development
department head Andreas Gis is going to co- chair from Germany side.

In the course of the launched session the sides have discussed issues
of mutual interest in the frame of bilateral cooperation refer to
sustainable economic development, energy, environment, democracy,
community development and social state. The meeting is scheduled to
be summed up by a cooperation protocol which will become a basis
for signing of Financial cooperation agreement between Armenian
and GDR Governments according to which Germany will provide Armenia
with 75 million euro loan and 4.5 grants. Caucasus Protected Areas
Support Project (Regional program- Armenia III phase, 4,250,000 euro)
financing agreement is also set to be signed.

develop relations with Uruguay and we are setting no preconditions,

currently Artsakh is hosting Uruguay high ranking officials. In the
words of Davit Babayan Artsakh and Uruguay are developing relations
in various spheres, namely cultural, sport and surely political yet

Le parti d’opposition a condamne le verdict de la cour d’appel
en ce qui concerne plusieurs de ses militants. La Cour d’appel a
Erevan presidee par le juge, Armen Danielian, mardi 13 novembre
2012 a confirme les peines exceptionnellement strictes adoptees
pour quatre jeunes militants du Congrès national armenien (HAK)
en juillet dernier. Les quatre ont ete juges pour avoir agresse des
policiers et commis des actes de hooliganisme en août 2011 dans le
centre-ville d’Erevan.

Tigran Arakelian, un chef de file de l’aile jeunesse du HAK, a ete
condamne a six ans de prison. Artak Karapetian a ete condamne a
trois ans de prison, tandis que deux autres, Sarkis Gevorgian et
Davit Kiramijian, ont ete emprisonnes pendant deux ans.

Le HAK a revendique que les jeunes hommes ont ete accuses a tort et
ont ete persecutes pour leurs opinions politiques. Des dizaines de
membres et sympathisants du HAK se sont rassembles devant le bâtiment
de la Cour a Erevan pour protester contre la dernière decision.

Le verdict a ete lu en l’absence des accuses, qui ont refuse d’assister
au procès, en signe de protestation. Le procureur n’etait pas present
dans la salle d’audience. Les partisans de l’opposition ont proteste
contre la decision en criant : ” Shame On You, esclaves, criminels “.

Le chef de la faction parlementaire du HAK Levon Zurabian a condamne
le verdict de la cour, le qualifiant de ” petite vengeance “. ” Les
autorites se sont pas soucies des possibles repercussions politiques et
des dommages causes a l’image de l’Armenie a l’etranger “, a-t-il dit.

Le president armenien Serge Sarkissian a exhorte la Turquie a suivre
l’exemple de la France. Il souhaite qu’Ankara s’inspire, pour le
genocide de 1915, de la condamnation par Paris.

Dans une interview avec le quotidien francais Le Figaro, Sarkissian a
souligne lundi 12 novembre, que l’Armenie n’a pas toutefois l’intention
de nuire a la Turquie :” Notre politique n’est pas fondee sur le desir
de nuire a la Turquie. Elle est basee sur des principes clairs. Nous
voulons que la Turquie entretienne des relations avec la France et
d’autres pays europeens, de sorte que la Turquie puisse, grâce a ses
relations, adherer aux valeurs europeennes. ”

En tant que candidat a la presidence et plus tard en tant que
president, F. Hollande a assure qu’il souhaitait poursuivre la mesure
initiee par son predecesseur Nicolas Sarkozy qui a ete adoptee par
les deux chambres du parlement francais et rejetee par le Conseil
constitutionnel.

” La politique de la France concernant le Genocide armenien n’a pas
ete imposee par nous. La France a reconnu publiquement le Genocide
armenien. La negation du genocide est une prolongation du crime. Nous
considerons sincèrement que ceux qui essaient de soumettre a une
revision l’histoire du genocide d’un peuple a l’encontre d’un autre
peuple, partagent pleinement la responsabilite du crime commis. Il
m’est difficile de prevoir les decisions qui seront prises concernant
ce projet de loi. “, a declare Serge Sarkissian.

Le president armenien a egalement declare que les dirigeants turcs
devraient etre en mesure d’affronter le passe et de suivre l’exemple
des dirigeants francais qui ont trouve la force de parler sur les
pages sombres de l’histoire francaise. ”

Les presidents francais ont eu la force de faire face a l’histoire. Je
salue leur courage. Je vais demander au president Hollande de dire aux
autorites turques comment il a personnellement condamne la deportation
des Juifs et leur incarceration dans des camps de concentration
[pendant la Seconde Guerre mondiale]. Cela pourrait servir de lecon
pour les dirigeants de la Turquie ” , a declare Sarkissian.
