YEREVAN. – Armenian President Serzh Sargsyan’s plenipotentiary
representative Seyran Yuzbashyan submitted Thursday, to the Central
Electoral Commission (CEC), Sargsyan’s formal nomination for the
presidential elections to be held in the country on February 18,
2013, CEC member Silva Markosyan told Armenian News-NEWS.am.

To note, pursuant to the Electoral Code, the formal nominations can
be submitted to the CEC until January 4, 2013. Subsequently, the
presidential candidates will be registered between January 4 and 14.

On Wednesday, non-party affiliate Mher Hayrapetyan, epos specialist
Vardan Sedrakyan, and National Self-Determination Union Chairman
Paruyr Hayrikyan submitted, their formal nominations to the Central
Electoral Commission.

IRAN, CRITICAL OF CUTTING IRANIAN TV BROADCASTS, SEEKS SATELLITE SERVICES FROM TURKEY

Ankara, Dec 26, IRNA – Foreign Ministry spokesman, Ramin Mehmanparast,
on Wednesday sought satellite services from Turkey for Iranian TV
broadcasts.

He criticized the western satellite service providers for refusing
service for Iranian TV broadcasts.

He said that the move is a clear violation of freedom of expression,
and that the Turkish satellite service providers are expected to help
Iranian TV broadcasts with satellite services.

In a meeting with Ibrahim Shahin, director general of the state-owned
Turkish Radio and Television Corporation (TRT), Mehmanparast pointed
to historical and cultural commonalties of Iran and Turkey and said
there are many fields for Iranian and Turkish media cooperation.

He said that introduction of the culture, history and tourist
attractions of the two countries would provide a common ground for
media cooperation.

“Exchange of the media and TV products would serve as an important
and practical area for cooperation.”

He said that Iranian and Turkish media shoulder a grave role in
outlining the sensitive situation of the Middle East region and
reflecting the concerns of the public opinion and measures the
governments must take in this respect.

Mehmanparst said western media by disseminating false news and reports
are after sowing discord among Muslim states.

“Using capacities in the field of mass media would serve transparency
for the public opinion in both Iran and Turkey.”

He called for forming direct links of the Iranian and Turkish reporters
with the government officials would serve clarity of the national
and international issues, so that the public would get access to
accurate information.

Shahin for his part called for media cooperation between Iran and
Turkey and said there are common cultural and historical affinities
which must be utilized for cooperation.

He welcomed Mehmanparast’s proposal for direct dialogue between
reporters and Iranian and Turkish government officials.

TOP TEN POLITICAL EVENTS IN ARMENIA AND ARTSAKH FROM ARMENIAN NEWS-NEWSAM

YEREVAN. – The Armenian News-NEWS.am presents own version of top ten
political events of this year.

1. Criminalization of denial of the Armenian Genocide in France

The French Senate recognized on Jan. 25 a bill criminalizing denial of
the Armenian Genocide in France, which was perpetrated in the Ottoman
Empire. The Senate’s decision caused a real panic in Turkey, the latter
blackmailed and pressed France. As a result, the Constitutional Court
of France recognized the bill anti-constitutional.

2. Parliamentary elections in Armenia

Armenia’s key political event was the May 6 parliamentary elections,
where the ruling Republican Party of Armenia (RPA) headed by the
Armenian President Serzh Sargsyan won. It was followed by Prosperous
Armenia Party (PAP), opposition Armenian National Congress (ANC),
Orinats Yerkir and opposition ARF Dashnaktsutyun and Heritage parties,
represented in the parliament.

3. Incident in the Harsnakar restaurant

Armenian military doctor Vahe Avetyan and two of his colleagues
were brutally beaten on June 17 at the Harsnakar restaurant, which
belongs to the RPA MP and head of the Armenian Football Federation
Ruben Hayrapetyan. Avetyan died on July 29, as a result Hayrapetyan
withdrew his MP mandate.

4. Presidential elections in Artsakh

Artsakh held on July 19 presidential elections, where the incumbent
President Bako Sahakyan was re-elected. International observers
of over 80 countries, including the United States, Russia, France,
Germany and other states monitored the elections.

5. The Azeri killer Safarov scandal

At the end of August, Armenian and international community was
shocked by the extradition from Hungary and pardoning in Azerbaijan
of an Azeri killer Ramil Safarov, who had axed an Armenian lieutenant
Gurgen Margaryan in Budapest. Armenia ceased diplomatic relations with
Hungary, while all the international and prestigious organizations
condemned the pardoning and making hero of a killer.

6. International recognition of Artsakh

An Australian New South Wales state recognized on Oct. 25 the right to
self-determination of the Karabakh people, and afterwards information
on supposedly recognition by the U.S. California was reported. A
little later Speaker of the Uruguay Parliament Jorge Orrico visited
on Nov. 13 in Artsakh.

7. Tension on the border

This year was notorious by extreme tension on the Armenian-Azerbaijani
line of the contact. If earlier Azerbaijani Armed Forces shot at the
direction of Artsakh, this time the target was the Armenian border. As
a result of the Azerbaijani diversions, which received Armenia’s
proper respond, 25 Azeri died according to Azerbaijani media outlets,
while Armenian side had 4 losses.

8. Accusations against former Armenian FM Vartan Oskanian

Accusations were brought against Armenian former FM and currently PAP
MP Vartan Oskanian, who was heading the Civilitas Foundation and was
blamed for money laundering.

9. Split of the opposition ANC

Following the parliamentary elections in Armenia, Armenian National
Congress member Republic party left the opposition bloc on May
18. On Dec. 20, the Freedom party leader and former Armenian PM Hrant
Bagratyan declared about quitting membership in the bloc and balloting
for the next president. Afterwards, Conservative party quitted its
membership to the bloc.

10. 2013 presidential election campaign launched in Armenia

The process for the next presidential elections in Armenia, scheduled
for Feb. 18 started in December. Among the candidates to run for
the next president is the frontrunner and the incumbent President
Serzh Sargsyan, opposition Heritage party leader Raffi Hovannisian,
while PAP, ANC and ARF Dashnaktsutyun will have no nominations.

2012: THE TOP STORIES ACROSS THE CAUCASUS

2012 is coming to an end. With the passage of another year, many of
our global perceptions have been destabilized. In the case of Syria,
many of us misjudged one of the biggest political phenomena of the
year, underestimating the remaining power of the Assad regime. The
other widely held misapprehension was that Israel would launch an
attack on Iran before the US elections.

Bets are off on what history will consider the biggest story of 2012;
it might be the unrest in Syria; it might be the escalating nuclear
situation in Iran. Needless to say, there are many other competitors.

Looking to a more regional focus from the perspective of the Caucasus,
I have picked out the top 10 stories from the region:

1. TANAP: Towards a new age of partnership — One of the biggest
stories for the Caucasus and Caspian region in regard to energy
diversification is the intergovernmental agreement signed by Turkey
and Azerbaijan on the trans-Anatolian natural gas pipeline project
(TANAP) on June 26, 2012. TANAP, set to be completed in six years,
will pipe 16 billion cubic meters of gas a year from Azerbaijan’s Shah
Deniz II field to Europe via Turkey and will significantly contribute
to the diversity of energy resources of Turkey.

2. The failure of the Gabala radar lease deal — This year’s
surprise was the lengthy negotiations between Azerbaijan and Russia
over Moscow’s desire to keep its lease on the Gabala radar station,
Russia’s only military installation in Azerbaijan. Given that Russia
has been able to extend its lease agreements on military installations
in Central Asia, the suspension of the Azerbaijani lease on Dec. 10
was highly significant.

3. The parliamentary elections in Georgia: Shock victory by the
Georgian Dream coalition — Last year, Bidzina Ivanashvili’s
appearance on the Georgian political scene came as a surprise for
many, and another surprise followed with his victory in the Oct. 1,
2012 parliamentary elections, where Georgian Dream won the majority
in parliament, marking the first non-bloody, “non-revolutionary,”
democratic power transition in the post-Soviet space (with the
exception of the Baltic countries).

4. The once and future tsar: Putin’s return — Russian President
Vladimir Putin was officially back in office as of May 2012. In fact,
many would contest the term “the return of Putin” because in the
eyes of the public he never left. However, with his return, Putin
faced an angry protest movement, which began in September 2011 with
the announcement of his candidacy and quickly became the biggest
anti-government rally since the fall of the Soviet Union. With his
return, he launched the “Eurasian Union” project, feared by many
post-Soviet states as an attempt to rebuild the USSR.

5. Visa facilitation agreements with the EU — After Georgia, which
signed a visa facilitation agreement with the EU in June 2010, Armenia
signed a similar agreement on Dec. 17, 2012, making it easier and
cheaper for citizens of Armenia to acquire short-stay visas for the
EU and signaling further integration with the EU.

6. A billion-dollar deal with a million problems — The
Azerbaijan-Israel arms deal was one of the biggest controversies of
the year. In February there were media reports that Azerbaijan had
agreed to buy a $1.6 billion weapons package from Israel, which is
likely Azerbaijan’s single largest arms purchase. The problem was
that the timing of the deal was misleading: The story broke just as
tensions between Israel and Iran were increasing, and this information
led Iran to blame Azerbaijan. Official Baku several times reiterated
its neutrality in the possible military intervention by the US or
Israel in Iran.

7. Escalation of tensions between Armenia and Azerbaijan — This year,
the Armenian and Azerbaijani presidents met just once in Sochi in
January. Small military skirmishes erupted several times along the line
of contact. In addition, the Nagorno-Karabakh conflict brought about a
dramatic situation, and for the first time deeply affected relations
with a third country when an Azerbaijani officer imprisoned for the
murder of an Armenian officer in 2004 during a NATO military course in
Budapest was released, Yerevan broke diplomatic relations with Hungary

8. Armenian parliamentary elections — The May 6, 2012 parliamentary
elections were important — following the bitterly disputed 2008
presidential vote that left 10 people dead and hundreds injured —
and considered a crucial test for the country’s fragile democratic
process. The result of election did not change anything. Armenian
political analyst Alexander Iskandaryan commented, “The overall result
is that the big parties got bigger and the small parties got smaller.”

The primary effect of the parliamentary elections was to secure the
position of the incumbent, President Serzh Sargsyan, for next year’s
presidential election.

9. Increased enmity from Iran towards Azerbaijan — The number of
security alerts issued by the US and Israeli embassies increased in
the first half of 2012 when Azerbaijan national security services
stopped a terrorist attack on Israeli and US diplomats. During the
2012 Eurovision Song Contest, the main target was the leadership of
Azerbaijan. The primary reason for the increasing number of Iranian
financed terrorist groups is likely the increasing discussions about
military interventions in Iran by Israel and US, and at the same time,
Iran’s desire to destabilize the country.

10. Military exercises reveal political anxieties — This year has
seen an increasing number of military exercises in the region.

Russia’s “Kavkaz-2012” (Caucasus-2012) military exercise in September
in the North Caucasus and adjacent sectors of the Black and the Caspian
seas, involving 8,000 military personnel. The Russian-backed Collective
Security Treaty Organization (CSTO) also held a military exercise
in Armenia earlier in September designed to test the organization’s
20,000-strong Collective Rapid Reaction Forces. These military
exercises demonstrated a careful balance of military ambition,
territorial anxiety and political showmanship.

“The first Armenian President’s decision not to run in the election
was a sober assessment of a skilful politician,” former deputy of
the National Assembly Ms. Larisa Alaverdian said at a meeting with
reporters today.

She reminded those present that she had forecast this months ago
because, in her words, analyses showed that in case of running for
President, Ter-Petrosian would collect fewer votes than during the
2008 election.

According to Larisa Alaverdian, this is the only reason, but not the
explanation provided by the fist president when he said that by taking
this step, he makes way for new, younger forces.

Speaking about the electoral processes, she noted that violations are
committed in the pre-election period, rather than during an election.

Armenia And China To Develop Technical-Economic Cooperation

ARMENIA AND CHINA TO DEVELOP TECHNICAL-ECONOMIC COOPERATION

YEREVAN. – Armenia and China will develop cooperation in
technical-economic field. The issue of cooperation agreement is
included in the Armenian Government Thursday session agenda.

According to the Armenian MFA, Chinese Government has allocated
uncompensated aid to Armenia since 1999, as well as the both
counties have realized joint programs on agriculture, healthcare and
transportation spheres.

China has increased the uncompensated aid levels in the recent years.

Armenia and China will conclude another contract amounting to about
$11 million on Saturday on uncompensated technical aid.

Armenia, Eu To Hold 5 Rounds Of Free Trade Deal Talks In 2013

years to come, Economy Minister said.

As Tigran Davtyan reminded in this context, in 2012, Armenia held 3
rounds of free trade agreement negotiations with the Eum with 5 more
expected in 2013.

The resolution on the lauch of EU-Armenia negotiations on deep and
comprehensive free trade area agreement was adoptd on February 29,
2012. The agreement will enable Armenia to diversify its export
structute and gain favorable conditions for entering European market.

The negotiations will be finalized in December 2013.

Nkr Foreign Minister Summerizes 100 Days Of Activity

NKR FOREIGN MINISTER SUMMERIZES 100 DAYS OF ACTIVITY

On December 26, the Ministry of Foreign Affairs of the Nagorno-Karabakh
Republic hosted the press conference of NKR Foreign Minister Karen
Mirzoyan. Participating in the event were representatives of local
mass media, as well as foreign journalists accredited in the country.

Karen Mirzoyan summarized the Foreign Minister’s 100-day activity
and the year of 2012.

The Minister said the most important political event of the year was
the July 19 presidential election, which was an important stage in
the state-building process and confirmed the steadfast democratic
development of the country – a fact also noted by the international
observation missions.

Speaking of the Karabakh conflict settlement process, the Minister
regretfully stated the lack of sufficient progress, mainly due to the
destructive position of official Baku actually driving the negotiation
process into a deadlock. In this context, Mr. Mirzoyan noted the pardon
and glorification of the Azerbaijani insidious killer, Ramil Safarov.

The Minister called the Azerbaijani-Karabakh conflict settlement
through peaceful negotiations and the achievement of the international
recognition of the NKR the basic goal of the Karabakh diplomacy.

Mr. Mirzoyan gave comprehensive answers to various questions of
the journalists related, in particular, to the current stage of the
Karabakh conflict settlement process and the impact that the global and
regional processes have on it, to the activities of the NKR Missions
to foreign states, to various humanitarian issues arisen as a result
of the military aggression of Azerbaijan against the NKR.

Minister Mirzoyan noted that all the issues within the Karabakh
conflict settlement required a comprehensive and package solution.

In conclusion, the NKR Minister of Foreign Affairs noted the importance

Expert Forecasts Serious Conflict Within Ruling Authorities

weakening, Regional Studies Center head said.

“The ruling authorities have finally realized that oligarchs are
their top enemies,” Richard Giragosian said.

Dwelling on Armenia’s parliamentary elections, the expert noted that
they reflected the current political landscape.

He noted that the forthcoming elections will be held in a
noncompetitive atmosphere, voicing confidence for incumbent Armenian
president to win a second term.

The expert further deemed breakout of a serious conflict among
the ruling authorities possible following the presidential polls,
attributing the problem to the current political system.
