INVESTIGATION LAUNCHED AGAINST EDITOR-IN-CHIEF OF “AGOS” CAUSED DISCONTENT IN TURKISH SOCIETY

YEREVAN, APRIL 5, ARMENPRESS. The investigation launched by the
Republican Prosecutor’s Office of Istanbul against the Editor-in-Chief
of Armenian “Agos” periodical Rober KoptaÅ~_ and Turkish writer Umit
Kıvanc caused a serious discontent in the Turkish society. As reports
“Armenpress” citing “Agos” periodical, a number of individuals voiced
about their dissatisfaction regarding the recent event in Twitter
social website. In particular one of the users stated that this is a
result of discrimination and ignorance and the same factors resulted
in Hrant Dink’s murder.

Another user stated: “Now I can say one thing. I also think like them,
launch another investigation against me too.” Also one of the users
highlighted that it’s not the Armenian editor’s statement regarding
Hrant Dink’s trial that will serve as a reason to sue a new case,
but the national identity of the editor.

Resident of Antalya, Aydin Tascin filed a complaint against the
statement, Rober KoptaÅ~_ and Turkish writer Umit Kıvanc issued on
January 17, 2012 on Haber Turk TV. Turkish citizens Rober KoptaÅ~_
and Turkish writer Umit Kıvanc dubbed the Turkish state an assassin
that keeps masterminding murders.

NOUVELLE POLEMIQUE ENTRE LES PARTENAIRES DE LA MAJORITE

Le Parti republicain d’Armenie (HHK) et son ancien partenaire de
coalition, Armenie prospère (BHK), se sont adresses de nouvelles
attaques verbales avant les elections municipales d’ Erevan dont ils
sont censes etre les principaux pretendants.

Les responsables des formations du HHK et du BHK se sont livres
jeudi a une guerre des mots sur reseaux sociaux en ligne. ” Pourquoi
n’ont-ils pas exprime leurs critiques et fait des propositions quand
ils etaient au gouvernement ? ” s’est demande Hovannes Sahakian,
le secretaire du groupe parlementaire du HHK, le plus important a
l’Assemblee nationale. Il visait notamment l’ancien ministre des
Affaires etrangères Vartan Oskanian, du BHK : ” Un ministre qui a
grandi et prospere au sein du gouvernement pendant dix ans vient
maintenant … critiquer le gouvernement”, a-t-il declare. “Je ne
peux pas comprendre cela. Une personne doit se comporter d’une facon
plus digne, au moins en reconnaissant ses propres erreurs. ”

Tigran Urikhanian, depute du parlement et porte-parole BHK, a fustige
le parti au pouvoir dirige par le president Serge Sarkissian lors d’une
conference de presse quasi simultanee. “Ce qui se passe n’est pas un
conflit, mais des reactions inadaptees et incorrectes de certains
representants HHK aux questions posees par les deputes BHK sur les
problèmes qui preoccupent l’opinion “, a-t-il dit.

Les relations entre les deux partenaires de la coalition ont commence
a se deteriorer a la fin de 2011 avec les reticences de son leader
Gagik Tsarukian a soutenir la reelection de Sarkissian. La discorde
a debouche sur le retrait du BHK du gouvernement de coalition de
Sarkissian en juin 2012.

Dans la foulee de ces dissensions publiques, la candidature de
Tsarukian a la presidentielle etait attendue. Mais elle ne s’est pas
produite, pour des raisons encore obscures.

Le BHK, qui est le deuxième plus grand groupe parlementaire, a une
fois encore renforce ses critiques du gouvernement après le scrutin
presidentiel conteste et dans le cadre de la campagne pour les 5
elections municipales de mai a Erevan. Urikhanian affirme que le
parti Tsarukian a “de très bonnes chances de gagner” ces elections.

Sahakian, a pour sa part, a estime que le HHK gardait de grandes
chances de conserver le contrôle de la majorite des sièges au conseil
municipal d’Erevan et donc de prolonger de cinq ans le mandat du
maire sortant Taron Markarian.

Les societes offshore de la famille Aliyev, creees en 2008, se nomment
Arbor Investments, LaBelleza Holdings, Harvard Management et Rosamund
International. Une autre societe off-shore creee en 2003, est, quant
a elle, enregistree sous le nom d’Ilham Aliyev et de sa femme Mehriban.

Selon le Guardian, les personnes concernees ont decline l’invitation
a commenter ces informations.

Comme tous les dictateurs qui se “respectent”, Ilham Aliyev protège
sans doute ses arrières au cas où la population azerie – qu’il
maintient sciemment dans la misère afin d’alimenter la haine et
le ressentiment a l’encontre du voisin armenien – deciderait de
se rebeller.

Le Guardian ne dit pas si cette manne financière du clan Aliyev,
a l’abri dans les paradis off-shore, pourrait egalement servir a
obtenir les faveurs de decideurs politiques. En France, en Europe,
aux Etats-Unis ou ailleurs, ils sont nombreux ceux qui se pressent dans
l’entourage du couple de Bakou : une chose est sûre, ce n’est pas pour
ce que Mehriban et Ilham Aliyev apportent a l’ideal democratique…

EX-MINISTER RULES OUT TURKEY’S OPENING BORDER WITH ARMENIA WITHOUT AZERBAIJAN’S CONSENT

Opening Turkey’s border with Armenia is only possible after an
agreement with Azerbaijan, former Turkish Foreign Minister Hikmet
Cetin told Trend news agency on Thursday.

According to him, Azerbaijan and Turkey have a very close relationship,
and Turkey can not unilaterally open the border with Armenia.

“Turkey and Azerbaijan have a special relationship. Nobody has
described it better than the great leader Heydar Aliyev: “One
nation – two states.” Turkey’s border with Armenia can not be opened
unilaterally. This is very important in terms of relations with the
South Caucasus, in particular with Azerbaijan. The border was open back
when I was the Minister of Foreign Affairs. However, we shut it down
when Armenia occupied Nagorno-Karabakh and the surrounding regions.

The opening of the border between Turkey and Armenia is only possible
after an agreement with Azerbaijan has been reached. Turkey should
not make any decision potentially harmful for Azerbaijan,” Cetin said.

With regard to the opening of the Van-Yerevan flight, the ex-minister
said that was a decision of a private company, not the Turkish
government.

“Turkey is an open country, and private companies can make any
decisions. However, observing Azerbaijan’s concern on the issue,
the decision was canceled,” Cetin said.

According to him, peace must be established in the region. However,
this peace must be consistent with international laws and the UN
resolutions.

“The Nagorno-Karabakh conflict should be solved step by step. At the
first stage, at least five regions surrounding Nagorno-Karabakh must
be freed. This would mark a sign to promote the settlement of the
conflict,” Cetin said.

Azerbaijan and Armenia fought a lengthy war in the early 1990s.

Armenian armed forces have since occupied over 20 percent of
Azerbaijan’s internationally recognized territory, including
Nagorno-Karabakh and seven adjacent regions. The UN Security Council
has adopted four resolutions on Armenia’s withdrawal from the
Azerbaijani territory, but they have not been enforced to this day.

A precarious cease-fire was signed in 1994. However, units of the
Armenian armed forces commit armistice breaches on the frontline
almost every day.

Russia, France and the U.S. — co-chairs of the OSCE Minsk Group
— are mediating peace negotiations. Peace talks have been mostly
fruitless so far.

Tehran: Iran Calls For Iran-Armenia Academic Cooperation

Foreign Ministry spokesman Ramin Mehmanparast said on Wednesday that
academic cooperation between Iran and Armenia would help consolidate
mutual ties.

Mehmanparast told Ruben Safrastian, director of the Institute for
Eastern Studies of the Armenian National Academy of Science that
Iran has throughout history had the best kind of relations with other
countries and currently favors restoration of peace, tranquility and
security in the region.

Terming current world order as ~Sunfair~T, Mehmanparast said,
~SDue to the same reason, we are witnessing that advanced sciences
are monopolized by few states and the big and deep rooted problems
emanated from monopoly.

Safrastian in turn called Iran-Armenia relations friendly and cordial
and said while maintaining a balance in the region for tens of years,
the Islamic Republic of Iran has had good relations with Armenia.

He said the stance and policies of Iran in the region are of importance
for Yerevan, so, thanks to endeavors of the Institute for Eastern
Studies of the Armenian National Academy of Science, the studies have
been published about a special country and on the region in a book:

Iran and Armenia on Tuesday decided on expanding their cooperation and
communication between universities of the two neighboring countries.

The rector of the Yerevan State University (ESU), Aram Simonian,
during a meeting with the Speaker of the Iranian Foreign Ministry,
Ramin Mehmanparast, held in Yerevan, capital of Armenia, requested
an increase in the number of Iranian students in their country and
increased university cooperation in the fields of geology, seismology
and book publishing.

Mehmanparast, at this meeting, said Iran has 45 million people under 35
years of age, so it is considered a young country with high academic
abilities, so they welcome the increase in university partnerships
with other countries.

Currently, he continued, Iran’s universities occupy a good place
internationally and despite pressure and sanctions policies that
prevent student access to Persian scientific sources, Iranian
university students have advanced even further because of their
talents and their efforts.

Elsewhere in his remarks, the Iranian Foreign Ministry spokesman
referred to the good relations between Tehran and Yerevan and then
ensured that they should strive for these links to reach the highest
level.

He noted that Tehran and Yerevan’s diplomatic relations are currently
at their best level, and called for further trade, economic, cultural,
and tourism ties between the two countries.

Mehmanparast highlighted that Iran and Armenia’s support for each
other at the international level clearly attests to the fact that
both states enjoy excellent relations.

Armenian Deputy Foreign Minister Shavarsh Kocharyan, for his part,
said that Armenia seeks peace and tranquility and thinks the Islamic
Republic of Iran plays a significant role in the establishment of
regional stability.

After a visit to Belarus, Mehmanparast traveled to Armenia to hold
a series of meetings with the authorities of this country.

Armenian Diaspora Minister, Hranush Hakobyan, expressed her
satisfaction with the Iranian government’s policy towards religious
minorities, particularly the Armenians. Armenians are respected in
Iran, says Iranian MFA spokesman, and Iranian-Armenian relations
develop in atmosphere of mutual trust. Armenians are overwhelmingly
Orthodox Christians,

According to Iran’s state-run news agency IRNA, the spokesman is to
meet with Armenian Foreign Minister Edward Nalbandian on Wednesday.

Armenia has had various firsts in its history — from establishing
Christianity as a state religion to setting up a winery — but now,
it has scored the lesser honor of being named in a Gallup poll as
the post-Soviet country residents are most eager to leave.

Based on personal interviews with 41,072 people throughout 12 former
Soviet republics between 2010 and 2012, the survey found that 40
percent of the Armenian respondents would like to move permanently to
another country. (The number of respondents was not provided. Online
data sets reflected numbers only for 2005 and 2006.)

Moldova, at 32 percent, followed in second place.

By comparison, Armenia’s Caucasus neighbors, Georgia and Azerbaijan,
were far less inclined to acknowledge their willingness to seek
greener grass for good — a mere 14 percent of the respondents in
both countries. Respondents in Caucasus player Russia expressed the
same level of wanderlust.

Armenia long has topped the charts for labor migration; most
particularly to Russia, but also to Europe and the United States.

After a brief economic rally, malaise set in for good with the 2009
international financial crisis. Despite various attempts by the
government to kickstart the economy, unemployment, according to
unofficial estimates, remains dizzily high, at well over 50 percent.

The Gallup survey reflects that trend. Fifty-two percent of the
respondents polled throughout all 12 countries cited improving
standards of living as their main reason for wanting to move abroad.

At 13 percent of those interviewed, securing a better future for
their children trailed far behind as a reason.

Armenia is well aware of its migration problem. It recently
successfully pushed for the closure of a Russian migration program
that offered applicants cash, citizenship, and accommodation to move
for work to Russia, the destination of most Armenian migrants.

The easing of European Union visa rules, anticipated for 2013, though,
could raise fresh concerns. The EU last month allotted 1 million euros
(over $1.28 million) to Armenia for a migration program, which, among
other aims, would further the “prevention of emigration,” in the words
of Armenian Deputy Labor and Social Affairs Minister Araik Petrosian.

Others, though, pointing at perceptions of rampant corruption within
the country and scant signs of political change, believe that larger
issues must first be addressed before more Armenians will agree that,
east or west, home is best.

CENTRAL BANK OF ARMENIA LEAVES INTEREST RATE STABLE AS ACCELERATING INFLATION REMAINS BELOW TARGET

The Board of the Central Bank of Armenia (CBA) in its 26 March meeting
decided to leave the key policy interest rate unchanged at 8%, where
it has remained since late 2011. The latest inflation data from the
Armenian National Statistics Service show that consumer prices in
March rose by 3.4% year-on-year (y/y), following a gain of 3.1% y/y
in February and 2.6% y/y in January. Meanwhile, in month-on-month
(m/m) terms, prices last month grew by 0.4%, after retreating by
the same relative rate in February. Among the main price categories,
non-food goods saw the highest gain, with an average inflation rate
of 5.5% y/y. Food prices climbed by 3.2% y/y, while service tariffs
rose by 2.3% y/y. The average annual inflation rate for the first
quarter of the year came in at 3.0% y/y, while the cumulative price
gain since the beginning of the year made 2.9%. Notwithstanding the
acceleration, Armenia’s inflation rate still clearly remains below
the CBA’s central target rate of 4%, although the variation range of
+/1.5% implies that it has reached the lower bound of the band.

When announcing its latest interest rate decision, the CBA board
noted that no marked external inflationary pressures are likely in
the coming months, while also domestic demand-side impacts on prices
should remain moderate. Overall economic growth has recently proved
stronger than expected, but fiscal policy has been more restrictive
than was projected when the CBA’s monetary policy was outlined. Fiscal
restraint counteracts the boosting impact on private spending related
to the surprisingly strong overall growth in the industrial and
service sectors. Consequently, the Board expects annual inflation
to reach the central target of 4% in the second quarter of 2013,
then remaining fairly stable in the coming quarters.

Significance:Even as the latest interest rate decision was taken
shortly before the March inflation results were published, we believe
that the CBA’s inflation outlook is fairly plausible. Indeed, its
projections well match with our outlook; our current projection
for Armenia’s average inflation rate in 2013 stands at 4.4%. Thus,
we believe that the CBA will retain its refinancing rate unchanged in
the near term as well. A key risk to the inflation outlook is posed by
the development of food prices; if harvests prove disappointing, the
inflationary push from this source could be potentially significantly
stronger than currently foreseen.

Raffi Hovannisian, the official runner-up in the February 18
presidential ballot who disputes President Serzh Sargsyan’s reelection,
has called on his supporters to gather en mass in Yerevan next Tuesday
to “inaugurate a new Armenia”.

April 9 is the day when Sargsyan is due to be sworn in for a second
five-year presidential term. The opposition, however, plans an
“alternative” inauguration of Hovannisian on that day.

“We are coming from all over the country to get rid of this
government,” said Hovannisian, addressing supporters at another
Yerevan rally in Yerevan on Friday.

The opposition challenger, who has completed another tour of the
regions this week visiting communities and meeting with provincial
folks, urged people from across Armenia to gather in Yerevan’s Liberty
Square on April 9, beginning at 11 am, to witness the “declaration
of a new Armenia.”

Hovannisian said that later that day a march will be staged “to return
the power to the people.”

“Struggle is today… It depends upon us. We will stand and will not
kneel down,” the opposition leader emphasized.

At the same time, Hovannisian said that until April 9 he was still
ready to listen to and appreciate any message from President Sargsyan
or Catholicos of All Armenians Karekin II or lack thereof.
