Baku: PACE: Armenian And Azerbaijani Delegations Are Subject To Grea

PACE: ARMENIAN AND AZERBAIJANI DELEGATIONS ARE SUBJECT TO GREAT RESPONSIBILITY

Trend, Azerbaijan
April 22 2013

The Parliamentary Assembly of the Council of Europe (PACE) is
continuing negotiations on the organization of meetings of the
delegations of Azerbaijan and Armenia, PACE President Jean-Claude
Mignon said at a press conference on Monday.

“I expressed my attitude towards the issue at today’s Bureau meeting.

I want to tell both our Azerbaijani and Armenian friends that soon they
will take on more responsibility. As you know, the two countries will
chair the Committee of Ministers of the Council of Europe” Mignon said.

According to him, after Austria, the presidency of the Committee will
pass to Azerbaijan.

“Chairmanship in the Committee of Ministers of the organization which
was formed in 1949 imposes great responsibility on both countries.

This organization was created in 1949 to ensure that there are no
conflicts on the European continent. The state of war between the
two chair-nations of the Council of Europe Council of Misters is
a somewhat paradoxical phenomenon. It raises questions about the
inadmissibility of this and of whether this is an obstacle or a
chance for the Council. I think that if we behave wisely and if we
are able to control the chairmanship of the two countries in the
Committee of Ministers, it could be a kind of a chance. However, only
on the condition that both countries take advantage of this chance,”
Mignon said.

According to him, he will continue the dialogue with both delegations.

“I will continue discussions with the delegations of both countries.

Discussions will also be held this week. Of course, in order to
progress in the discussions it is necessary to bring together both
delegations in corpore as soon as possible,” Mignon said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied Nagorno-Karabakh and seven surrounding
regions of Azerbaijan.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the occupied territories.

Levon Ter-Petrosyan’s Statement On Necessity Of Bourgeois-Democratic

LEVON TER-PETROSYAN’S STATEMENT ON NECESSITY OF BOURGEOIS-DEMOCRATIC REVOLUTION IN ARMENIA IS POLITICAL SPECULATION – MP

19:29 22/04/2013 ” POLITICS

The statements of some politicians on the necessity of a
bourgeois-democratic revolution in Armenia are ungrounded because there
are no historical regularities in Armenia which are peculiar to such
revolutions – there are conclusions resulting from historiographic
speculations based on one factor, MP Samvel Farmanyan told a news
conference today when asked about the possibility of such revolution
in Armenia.

The constituent congress of Armenian National Congress (ANC) party
took place at Yerevan’s Sports and Concerts Complex on April 13. Levon
Ter-Petrosyan, who was elected chairman of ANC, said in his remarks
that it is necessary to carry out a bourgeois-democratic revolution
in Armenia.

According to Farmanyan, this statement by Levon Ter-Petrosyan is
motivated by his excessive confidence in his knowledge of history
and willingness to substantiate everything.

The MP thinks that from historical point of view it would be more
topical to talk about, for instance, a socialist revolution in
Armenia. “But no one talks about it because no political force has so
far managed to express the interests of the socially insecure stratum.”

official recognition of the Armenian Genocide.

Spokesman of Ararat Union of Armenians of Israel Mendel Korsunsky
told a PanARMENIAN.Net reporter that the issue was on Knesset’s annual

recognize the Armenian Genocide. The union calls on everyone who put
morality above political interests to participate in April 24 action
to protest the denial of the Armenian Genocide,” Mr Korsunsky said.

COMMEMORATION EVENTS TO TAKE PLACE ACROSS CANADA TO MARK THE 98TH ANNIVERSARY OF ARMENIAN GENOCIDE

15:49, 22 April, 2013

YEREVAN, APRIL 22, ARMENPRESS: The Armenian National Committee of
Canada (ANCC) today announced the complete list of remembrance events
that will be taking place over the next six days across Canada to
commemorate the 98th Anniversary of the Armenian Genocide perpetrated
by the Ottoman Turks at the beginning of the last century. As reports
Armenpress referring to ANCC, commemoration events organized by the
ANCC, its local chapters, and affiliated organizations will be taking
place in Montreal and Laval, Ottawa, Toronto, Cambridge, Hamilton,
Saint Catherines, and Vancouver.

To this day, the Republic of Turkey (the legal successors of
the Ottoman Empire) continues to actively deny that the Armenian
Genocide ever took place despite overwhelming historical and academic
evidence attesting to the Ottoman Empire’s systematic campaign of
ethnic-cleansing against Armenians from centuries-old Armenian lands.

“Every April 24th, Armenian-Canadians and Armenians throughout the
world remember the horrendous acts of genocide perpetrated by the
Ottoman Turks against its indigenous Armenian population,” remarked
Dr. Girair Basmadjian, president of the ANCC. “We also commemorate
the resilience of the survivors of the genocide, and the collective
strength of character of the Armenian people to not become a footnote
in History.”

Canada has officially recognized the Armenian Genocide in the House
of Commons (2004), the Senate of Canada (2002), and by the government
of Canada (since 2006). The provinces of Quebec, Ontario, and British
Columbia as well as the City of Montreal and the City of Toronto have
passed legislation or resolutions recognizing the Armenian Genocide.

Recently, the Canadian Museum for Human Rights has unequivocally stated
that the Armenian Genocide will have a permanent exhibit in the museum.

“It is unfortunate that the government of Turkey continues to actively
embark upon campaigns of misinformation, political blackmail, and
denial,” stated Dr. Basmadjian, “Such denials and misinformation
campaigns make Turkey look small and immature as a nation. Especially
in Canada, where informed politicians and academics follow facts and
truth. Canadians know better.”

Raffi Hovannisian Is For Having Citizen Protecting Policeman And Not

RAFFI HOVANNISIAN IS FOR HAVING CITIZEN PROTECTING POLICEMAN AND NOT SLAVE POLICEMAN

13:45 ~U 22.04.13

Heritage party leader Raffi Hovannisian came to the Special
Investigation Service together with party activists to support deputy
leader of the party Armen Martirosyan invited to the SIS in connection
with April 9 incident with a policeman on Baghramyan Ave.

Speaking to reporters in front of the building of Prosecutor General
office, Hovannisian said their aim is to have a policeman serving
for the citizens and not being a slave policeman.

He said they are demanding from ‘de facto’ authorities to subject to
responsibility those who gave orders to policemen on April 9 and the
policemen who used force against a citizen.

“The double violence against Armen Martirosyan impedes the
constitutional right of Barev Yerevan alliance’s activity. We have come
to demand punishment of each violator be it a policeman, a commander,”
he said.

ARMENIAN COMMISSION FOR ECONOMIC COMPETITION IS EMPOWERED TO PENALIZE FOREIGN AIRLINE COMPANIES – COMMISSION CHIEF

April 22, 2013 | 13:53

YEREVAN. – If competition problems are revealed in Armenia’s aviation
sector, the guilty party will be held accountable regardless of
whether or not they are residents of the country. Chairman Artak
Shaboyan of the Armenian State Commission for the Protection of
Economic Competition (ASCPEC) told Armenian News-NEWS.am.

In his words, the foreign companies that conduct activities in Armenia
are obligated to observe the requirements of the country’s laws.

“If problems arise while the accountability is applied, we will
collaborate with our colleagues in the respective country,” Shaboyan
stated.

The ASCPEC chief also noted that the commission is conducting a study
on competition problems in the aviation sector, and the results will
be submitted to the Government of Armenia in about one month.

As for the recent hikes in the prices of airplane tickets being
purchased for flights to and from Armenia, Artak Shaboyan said they
are collaborating with the Government-Affiliated General Department
of Civil Aviation and, according to the latter’s information,
the ticket prices have returned to the level prior to when Armavia
Airline Company-which is Armenia’s national carrier-had stopped its
operations on April 1.
