Vardanashen, un village dans la province armenienne d’Armavir, est
a seulement 3,5 km de la frontière avec la Turquie.

1360 habitants sont officiellement enregistres dans Vardanashen,
mais beaucoup n’y vivent plus.

Edik Zakaryan l’ajoint au maire de Vardanashen a dit au site Hetq que
certaines ameliorations ont ete apportees dans le village au cours
des dernières annees. Le gaz naturel est maintenant fourni et routes
du village sont reparees.

Mais de nombreux problèmes demeurent, notamment l’eau potable. À
l’heure actuelle, les habitants puisent leur eau potable a partir de
puits artesiens mais Zakaryan a dit que les nombreuses piscicultures
de la region utilisent cette ressource souterraine a un rythme
alarmant. Une autre question porte sur le taux de natalite. ” Les
couples ont un fils et une fille et c’est tout. Qui peut s’occuper de
plus d’enfants etant donne les conditions economiques d’aujourd’hui ?

” demande Zakaryan. L’adjoint au maire voit une augmentation des
exportations agricoles comme la seule solution pratique aux problèmes
auxquels est confronte le village.

Zakaryan s’est recemment rendu a Moscou, où il a visite le supermarche
Globus. Il a ete surpris de voir des rangees de legumes bulgares et se
demande pourquoi les produits armeniens ne sont pas commercialises a
l’etranger. ” Nous n’avons pas vraiment un ministère de l’Agriculture
ici en Armenie. Ils recoivent de l’argent du gouvernement, mais font
peu avec “, se plaint Zakaryan.

La diminution de la population concerne egalement le directeur de
l’ecole Hagop Hovasapyan. Il a dit qu’il y a dix ans, l’effectif
s’elèvait a 220 elèves et a chute a 160 aujourd’hui.

” La migration est la principale raison de la chute. Surtout des
familles yezidis quittent le village. Cette annee deja trois familles
ont tout ramasse et sont partis “, note Hovasapyan, ajoutant que 90%
de ceux qui sont partis avaient obtenu des prets bancaires pour payer.

Trouver du travail est la principale raison du depart des gens de
Vardanashen.

Hagop Hovasapyan dit qu’il est grand temps que le gouvernement tourne
son regard des zones urbaines vers les communautes rurales d’Armenie.

” La plupart des gens ici vivent avec les plus fondamentales
conditions. Meme avoir une douche ou des toilettes interieures est
un reve ” a-t-il dit.

Hausse Du Tourisme Au Karabagh

HAUSSE DU TOURISME AU KARABAGH

Le nombre de touristes etrangers visitant le Haut-Karabagh continue
d’augmenter rapidement après une croissance importante enregistree
au cours des dernières annees selon les autorites du territoire.

Les chiffres officiels publies par le Departement du Tourisme de la
Republique du Karabagh montrent un doublement des visiteurs au cours
du premier trimestre de cette annee.

Selon le ministère, quelque 16000 touristes provenant de 86 pays
ont visite le Karabagh l’an dernier, en hausse de 40 pour cent par
rapport a 2011. Ils ont depense un montant estimatif de 6 millions
de dollars en frais d’hebergement, de nourriture et frais de services.

Ces chiffres ne comprennent pas les residents d’Armenie, qui semblent
egalement voyager au Karabagh en plus grand nombre ces jours-ci.

Les autorites de Stepanakert ont enregistre une croissance annuelle
similaire depuis 2007, lorsque le nombre officiel des touristes
non-armeniens se situait a environ 5000. L’expansion du secteur du
tourisme se traduit par l’emergence de nouveaux hôtels et chambres
d’hôtes non seulement a Stepanakert mais aussi a Chouchi (Choucha),
deuxième ville la plus importante du Karabagh qui a ete principalement
peuplee par des Azeris avant la guerre armeno-azerbaïdjanaise de
1991-1994.

Sergey Shahverdian, le chef du Departement du Tourisme, a declare
que l’afflux croissant montre que les dirigeants du Karabagh ont
reussit a promouvoir le territoire conteste ravage par la guerre
comme destination touristique malgre l’obstruction azerbaïdjanaise.

mais cet endroit est beaucoup plus grand. Je ne m’attendais pas a voir
la beaute tellement naturelle ici ” a declare un touriste, un homme
d’origine armenienne du Koweït, qui a declare qu’il a passe du temps
dans un cafe de Stepanakert avec plusieurs autres Armeniens du Koweït.

” Comme vous le savez, le Koweït est un pays desertique “, a declare
l’un d’eux. ” Il n’y a pratiquement pas de zones vertes la-bas. Les
gens qui y vivent ne vois pas tellement de verdure et tant de montagnes

Les autorites azerbaïdjanaises considèrent les voyages prives ou
d’affaires au Karabagh non autorisees par eux comme une violation
de la souverainete internationalement reconnue de Bakou sur le
territoire. Plus de 300 dignitaires etrangers et des visiteurs
ordinaires ont ete declares personae non grata en Azerbaïdjan pour
avoir ignorer ces avertissements. Le ministère azerbaïdjanais des
Affaires etrangères a publie sa liste noire mise a jour plus tôt
ce mois-ci.

Les Dirigeants Des Etats Turcophones Se Rassemblent En Azerbaidjan

LES DIRIGEANTS DES ETATS TURCOPHONES SE RASSEMBLENT EN AZERBAÏDJAN

Les presidents de l’Azerbaïdjan, du Kazakhstan, du Kirghizistan et
de la Turquie se reuniront en Azerbaïdjan pour un sommet du Conseil
de cooperation des Etats turcophones.

Les dirigeants se renderont a Qabala le 16 Août, a quelque 200
kilomètres au nord de la capitale, où le sommet se tiendra.

Le ministres des Affaires etrangères des pays se sont retrouves le
15 Août.

Ramil Hasanov, secretaire general de l’Assemblee parlementaire des pays
turcophones, a declare que le sommet devait discuter de la creation
eventuelle d’une zone de libre-echange entre les Etats membres.

Le regroupement est consacree a la preservation de la langue et de la
culture des pays turcophones et promouvoir la cooperation politique,
economique et culturel.

"Turan": Special Services Of Azerbaijan Have Ignored Conspiracy Alle

As reported by the Azerbaijani information agency Turan, few days
have passed after the Azerbaijani mass media published information
exposing the conspiracy against the President Ilham Aliyev, while
the law-enforcement bodies and special services of Azerbaijan have
not in any way reacted to this.

The agency reminds that Azeri human rights activist Eynulla Fatullayev
published an article on haqqin.az website, where he argued the
conspiracy against Ilham Aliyev was masterminded by the Russian
Presidential Administration Chief of Staff Vyacheslav Volodin, also
involved few others, like one of the leaders of the Azerbaijani
Diaspora in Russia, former Deputy Prime Minister Abbas Abbasov,
Ambassador of Azerbaijan to Serbia Eldar Hasanov, a number of former
high-ranking officials as well as the leaders of the National Council
Rustam Ibragimbekov and Eldar Namazov.

Fatullayev argues in the publication that the conspirators were
plotting to stir unrest during forthcoming Presidential elections
in October with the purpose of forceful regime change. “It was the
intervention of President Vladimir Putin and also perhaps some
American friends, which saved the country from a new disorder,”
the activist asserts.

“This publication suggests that the “conspiracy” was prevented by
Putin or by American friends. It turns out that secret services of
Azerbaijan have overlooked the conspiracy,” concludes Turan.

Attempts of the news agency to obtain more information about the
exposed conspiracy from MFA and the Ministry of National Security of
Azerbaijan have yielded no results.

“One gets the impression that they indeed know nothing about it,”
Turan writes.

“At the same time the calmness of the security agencies is quite
surprising. Let us remember that in 2007 it was the MNS which filed a
lawsuit against Eynulla Fatullayev and arrested him for the publication
in which he stated that in case of a new conflict Iran could launch
a strike on the strategic objects of Baku. Now however the KGB gives
no reaction to the message about the plot in which foreign actors
are involved,” says the article.

The article also notes that the fact of mentioning the name of
Ambassador to Serbia Eldar Hasanov requires a response from the
Azerbaijan Foreign Ministry. However, this institution keeps silent
either, while its officer is in fact being accused of conducting
anti-government activities.

At the same time haqqin.az reports that Azerbaijani diplomat Tural
Gurbanov who recently died in the Maldives, is a relative of the
former General Prosecutor and currently the Ambassador of Azerbaijan
to Serbia and Montenegro Eldar Hasanov. The article also mentions
that T. Gurbanov is affiliated with the MNS foreign intelligence unit.

The Armenian soldier Hagop Indzhigulyan announced a voluntary
transition to the Azerbaijani side in the direction of Aghdam.

Yesterday on the TV channel ANS Indzhigulyan described the
circumstances and the reasons for his escape.

“Me and the boys were eating and drinking. The platoon commander in
the late afternoon forced me to go and fetch water. I told him that
I was a little tired and wanted to rest, and then I would go. And
he said to me, “Who are you not to do my orders.” He hit me with a
foot on the eye, and a fight broke out between us. For this reason,
I was forced to go to Azerbaijan,” said the Armenian soldier. -06D-

Taking place in Yerevan on the initiative of the civil society since
July 20, the action against the increase in transportation tariffs by
50% is gradually laying the foundation for much more serious actions.

Despite the concession of the city authorities, which abolished their
own decision and returned the 100-dram tariff for transport, protesters
were not only outraged but also began to demand the resignation of
Mayor Taron Margaryan, and the situation is now aggravated day by day.

Prime Minister Tigran Sarkisian described the rise of the protest
movement in Yerevan as a sign of a dynamic civil society. However,
judging by the reaction of the police, not everyone agrees with the
prime minister. On August 1, members of the youth movement attempted
to set a tent in front of the City Hall for those who conducted
picket, but the police did not allow it, and as a result of clashes
with activists a woman was trampled, and a member of the movement was
arrested. The number of police officers who cordoned off the city hall
building was several times higher than the number of protesters. It
seems that the authorities are worried that the social revolt can be
transformed into the deeper processes that can lead to a revolution,
and today the only deterrent of these processes is the repressive
apparatus of the police, which in recent days, using legal and illegal
methods, are trying to suppress the movement.

As for the fact that the revolt could turn into a revolution, not only
the authorities, but also the opposition camp which still includes
the parliamentary opposition prefer to keep quiet about this. The
perseverance of the police fighting against the tents suggests
that the Republican Party of Armenia and President Serzh Sargsyan’s
administration understand that the installation of a tent can lead
to tent camp in front of City Hall. The authorities and surrounding
minions remember quite well what the appearance of the tent city in
Freedom Square on the eve of the March 1 events caused. In 2008, the
“cost” was ten victims who have been the cost of confrontation with
the authorities, and the great question is what victims the emergence
of a new “campus” near City Hall in 2013 can cause. The authorities
still have not “digested” the death of ten citizens of Armenia,
and new victims today are not needed.

Tents near the walls of City Hall may initiate an uncontrolled
revolution, which in a few days will sweep the current regime. This
lack of control disturbs the authorities, since an “agreement” with
the youth will be much more difficult than with the parliamentary
opposition. However, it seems that the government still does not
intend to drop the opposition off. This is evidenced by the recent
statements of certain political forces of an intent to hold protest
actions “against the authorities.” Also there have been calls on the
pro-government TV channels and media about the need for “political
forces and civil society to abandon their ambitions, sit down at
a round table and make a fateful decision for Armenia.” Obviously,
without seeing the possibility of “agreeing” with the youth, the power
hopes to do this through law enforcement agencies. These in turn are
still hoping to “betray” the power, leading the protesting youth,
who on their shoulders will let them enter the presidential palace,
opening access to the feeder for which they have been languishing
for a long time.

However, the main thing in all this is not the reaction or expectations
of the authorities or “the opposition”. Both have long been discredited
in the eyes of the public due to their tractability, lies and lust to
keep their positions and get to the coveted bowl. The main thing is
that the current youth movement in Armenia may lead to fundamental
changes in the formal independence of the country in which there is
no government, political system, its own thoughts and laws.

And the movement “We pay 100 drams” has created an atmosphere that
reflects the true people of Armenia. This is Armenia of early 1990s,
when people, despite the cold and hunger, smiled at each other. In late
July, the propertied section of society and known entertainers for the
first time supported the protesters. Car owners have started to openly
pick up for free the people unwilling to pay 150 drams for public
transport. The result is obvious – the cohesion and mutual support of
the protesters gave the first results – the City Hall decision was
reversed. The wariness of young people to the political parties and
the reluctance to leave the “battlefield” indicates the understanding
of the situation, which in turn promises some prospects to the youth
movement. And all of this together gives the youth movement prospects
to acquire the power for radical changes in the country, not becoming
a plaything in the hands of the government or pseudo-opposition.

Now the main thing for the society is the duration and perpetuityof
protests. The key to their success is isolation from the processes
of political forces. The people taking the careless clerk’s hand are
the best guarantee of a relative degree of democracy. And no America
and no Europe could provide that democracy to Armenia.

Armenia Expands Tea Export

ARMENIA EXPANDS TEA EXPORT

YEREVAN, AUGUST 15, ARMENPRESS: The tea export from Armenia has
increased 12 times in the first six months of 2013 compared to the
same period of the previous year. The coffee export for the same
period has decreased by 20 percent. According to data of State Revenue
Committee during first six months of 2013 from Armenia was exported
515.7 tones of coffee (a638.8 tones in 2012) and 1703,3 kg tea (137.3
kg in 2012). “Armenpress” reports that coffee exported from Armenia
was bought by Russia (255 tones), Georgia (258 tones) and Spain (200
tones). The main buyers of tea from exported from Armenia are again
Georgia (462 kg) and Russia (1200kg).

During 2012 from Armenia was exported 1346.1 tones of coffee compared
with 1437 tones in 2011 and tea export volume was 4.1 tones in 2012
(8.1 tones in 2011).

Yerevan State Circus Will Give Charity Concerts In Lori Province

YEREVAN STATE CIRCUS WILL GIVE CHARITY CONCERTS IN LORI PROVINCE

YEREVAN, August 15. / ARKA /. The Yerevan State Circus will perform
charity concerts in the northern province of Lori , its director, Sos
Petrosyan, told ARKA. He said during the five-day tour of the region
the circus will perform for military units and local rural population.

He said the troupe had already given charity concerts in June and July
in Tavush region of Armenia and Nagorno-Karabakh.

The building of Yerevan Circus was demolished in September 2012 to
build in its lieu a modern complex in accordance with international
standards. The new building will have more seats. Their number will
increase from previous 1563 to 2050, and the height of the dome will
be 21 meters, instead of the previous 16. The old building was built

Eurostart, a leading provider of high quality statistics on Europe,
has published data of the persons seeking shelter in the EU for
Q1 2013, Radio Liberty Armenian service said. Thus, the number of
Armenian citizens seeking refuge in Europe fell 12% in Q1 2013 as
compared to the same period of 2012 (by some 200 people).

Within the first three months of this year, 1,355 residents of Armenia
asked for asylum in Europe. For comparison, 10% more citizens of
Georgia (2310 people) applied for refuge in Europe in the period
under review.

Data on Azerbaijan are not available in the list of 30 countries
wherefrom people most of migrate to the EU countries. Nevertheless,
by Eurostat’s data, 650 people from Azerbaijan have applied for asylum
in Q1 2013 – half as much as from Armenia.

For the last 12 months 5,300 people from Armenia, 11,035 people from
Georgia, about 6,300 from Turkey, and around 14,000 people from Iran
have sought asylum in Europe.

Nearly 40 percent of the Armenian citizens seeking refuge in Europe
are at the age of 18-34, while another 32% are at the age of 35-64.

Only 3% of the Armenian citizens appealing for refuge are above 65
and another 25% are minors.

France and Germany are among the most attractive countries for the
Armenian citizens. In Q1 2013 48% of the Armenian citizens seeking
asylum in Europe left for France. Armenian citizens are the second
after the citizens of Congo to receive most rejections from the French
authorities. 18% of Armenian citizens have appealed for asylum to
the German authorities in the period under review. Then go Belgium
(9%), Poland (6%), and Sweden (5%).

Most of the appeals by Armenian citizens were rejected in Europe in
Q1 2013: only 125 out of 1500 decisions on the appeals were positive.

Our mining mafia keeps secret that there are uranium and thorium
deposits in the country, says Hakob Sanasaryan, President of the
Green Union of Armenia.

He points to the Nature Protection Ministry’s reply to the Meghri
City Council’s complaint to the President that despite bad ecological
conditions in the Meghri region, the Ministry has issued exploration
and development licenses for 14 more deposits.

“The Ministry refuted the Council’s warning that the Lichq, Tashtun
and Lichtqvaz-Tey deposits have high content of uranium and thorium.

But there are lots of materials confirming the presence of uranium
deposits in Armenia. One of them is the uranium exploration and
extraction agreement signed by Armenia and Russia. All this proves
that the Ministry is trying to mislead the public so as to be able to
develop deposits containing scattered uranium despite their potential
risks for human health and nature,” Sanasaryan said.
