On August 31, 2013, Minister of Foreign Affairs of the Nagorno
Karabakh Republic Karen Mirzoyan received Personal Representative of
the OSCE Chairman-in-Office, Ambassador Andrzej Kasprzyk.

During the meeting, the sides discussed a series of issues on the
situation on the Line of Contact between the armed forces of the NKR
and Azerbaijan and the monitoring conducted by the Office of the
Personal Representative of the OSCE Chairman-in-Office.

Ombudsman’s Office Condemned Harassment By Policeman

The ombudsman’s advisor Anna Safaryan made a statement on sexual
harassment by the policeman against the female activist. She notes
that the policeman holding from back and kissing the neck of a women
amid a police action is obviously harassing the woman, which has legal
implications. `We demand an appropriate investigation of such an
outrageous incident and expect responsibility for an immoral and
criminal act. Any sexual harassment of women is to be condemned
severely, and employing any pervert policeman is impermissible.’

The advisor to the ombudsman notes that the Defender’s office will
provide urgent assistance to women who underwent sexual violence at
word, in the street or any other environment and accompany them all
through the legal process.

Putin says Russia’s decision to recognize independence of Abkhazia and
South Ossetia was `difficult but correct’

Russian President Vladimir Putin sent messages of congratulations to
President of South Ossetia Leonid Tibilov and President of Abkhazia
Alexander Ankvab on the fifth anniversary of Russia’s recognition of
their sovereignty, according to the official website of the Russian
President.

The President noted in his messages that the Russian Federation’s
difficult but correct 2008 decision to recognize the independence of
Abkhazia and South Ossetia was decisive for giving these two young
countries the chance to choose their own future.

Mr Putin assessed highly the results the two countries have achieved
over these last years in state-building and strengthening their
democratic institutions, restoring social and economic infrastructure
and creating conditions for long term development and raising their
peoples’ living standards.

The President said that Russia will continue to provide the two
republics with help and support in all areas.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic
has issued a statement that reads: “Azerbaijan, whose attempts to
abort the negotiation process for the peaceful settlement of the
conflict between Azerbaijan and the Nagorno Karabakh Republic (NKR)
are becoming more evident, has resorted to new propaganda tricks.

The July 19, 2013 letter of the Minister of Foreign Affairs of
Azerbaijan to the UN Secretary General (circulated in the UN as
a document A/67/952-S/2013/478 on August 13, 2013) is a vivid
manifestation of such a policy of Azerbaijan.

This time Azerbaijan is trying to utilize for its political goals the
Syrian crisis, which is currently under the focus of the international
community, in particular the fate of the Syrian Armenians that, along
with other Syrian refugees, are forced to find refuge in different
parts of the world.

Overwhelmed by its mania of distorting the essence of the conflict
and misleading the international community, the Minister of Foreign
Affairs of Azerbaijan did not hesitate to use obvious lies and
misinformation. It should be noted in particular that no single
person mentioned in the so-called “resettled people” list conveyed
along with the letter to the UN Secretariat, has ever been, and is
not currently on the territory of the NKR.

Azerbaijan once again distorts and selectively interprets facts
concerning the activities of the OSCE Minsk Group Co-Chairs,
claiming that two field assessment missions of the OSCE Minsk Group
Co-Chairs dispatched to Nagorno Karabakh have allegedly recorded
“numerous violations of the norms and principles of international
humanitarian law.”

It is well-known that those missions, which were carried out with the
consent and support of the NKR authorities, in their reports refuted
the Azeri allegations about the implementation of resettlement
programs. Meanwhile, it is appropriate to recall that Azerbaijan
refused and still does not allow access for an OSCE Minsk Group
Co-Chairs’ field assessment mission to the occupied territories
of Nagorno Karabakh, where in an organized manner large-scale
projects of settlement of Azeris are being implemented in previously
Armenian-populated areas.

It is a matter of special concern that the Minister of Foreign Affairs
of a country with a status of non-permanent member of the UN Security
Council uses direct threats in his letter.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic calls
on the UN Member States to take measures preventing the attempts
of Azerbaijan to use the high tribune of the UN for propaganda
machinations, and support the mediation efforts of the OSCE Minsk
Group Co-Chairs in finding a comprehensive and lasting solution to
the conflict between the Nagorno Karabakh Republic and Azerbaijan”.

sur le lac de Van, se deroulera le premier bapteme armenien depuis la
reouverture de l’eglise. ” De Turquie et de la diaspora, de nombreux
Armeniens s’appretent a venir a cette messe sur l’île d’Akhtamar
sur le lac de Van. Les autorites turques ont dans les annees 2005 a
2007 renove l’eglise et rouvert en tant que musee. En 2010, pour la
première fois depuis 95 une messe y etait celebree ” ecrit le journal
turc ajoutant que cette annee un bapteme aura egalement lieu selon
Mouzafer Akcut le responsable delegue du ministère de la Culture et du
tourisme pour la region de Van. Cette annee, selon cette meme source,
un nombre plus important de fidèles Armeniens que les autres annees
est attendu.

During the Aug 30 questioning at the Special Investigation Service of
Armenia, ARMENIA Today Coordinator, civil activist Argishti Kiviryan
refused to give any testimony and challenged the investigator. He
pointed out that the Investigation Service did not let his lawyers
be present at the question.

Kiviryan said that he would send his testimony to the Special
Investigation Service in the written form. To note, Kiviryan visited
the Special Investigation Service with about 30 lawyers. 100 more
lawyers have expressed their willingness to defend Kiviryan.

Earlier on Friday Kiviryan told the media that the Investigation
Service considers him a witness, while the decision on institution of
the criminal case mentions him as a person who has committed violence
against the police. “They should have summoned me as the aggrieved
party, but their goal is to summon me as a defendant”, said Kiviryan.

To recall, Kiviryan was severely beaten Aug 24 evening during the
action of protest against construction of a high-class apartment
building in Komitas Street. Kiviryan says that he is ready to identify
those who beat him. The information about the beating of Kiviryan and
the relevant photos were posted on Facebook at midnight. According to
the information, the police hindered provision of emergency medical
services to Kiviryan. A criminal case has been instituted under
Article 316 of the Armenian Criminal Code (violence against officials).

Earlier this week Kiviryan told ArmInfo’s correspondent that the
criminal case had been instituted under an absolutely different
“scenario”. He is sure that that his detention, beating and the
following processes were aimed at isolating him and causing an
atmosphere of fear in the public. Kiviryan connects the police’s
actions with his journalistic and public activities.

YEREVAN, August 30. /ARKA/. Armenian President Serzh Sargsyan talked
to Catholicos Garegin the Second, Armenian Apostolic Church leader,
and Catholicos Aram the First, the head of Cilicia Seat, today by
telephone and discussed issues related to assistance for Syrian
Armenians, the president’s press office reports.

Ways to protect the Armenian community and diplomats in Syria were
discussed as well.

The president and the clerics decided to unite their efforts to do
whatever possible for Syrian Armenians.

Cilicia Seat in Antelias, Lebanon, is one of Armenian Apostolic
Church’s seats.

The Armenian community in Syria numbers at various estimates 100,000
people. The largest community is in Aleppo (60,000). Armenians also
live in Damascus, Latakia and other cities.

Clashes between government troops and armed opposition in Syria have
forced many Armenians to flee their homes.

Armenian Student Union To Start Tuition Hike Protests Next Month

ARMENIAN STUDENT UNION TO START TUITION HIKE PROTESTS NEXT MONTH

The ARF-D Nikol Aghbalyan student association will launch Monday its
active campaign against the university tuition hikes.

As the organization’s leader, Gerasim Vardanyan, told reporters on
Friday, their efforts are targeted at having the measure suspended.

“That [the decision] offers no solution, as a matter of fact. The
tuition fees increased gradually in the past three years. But what
problem was solved? None, actually,” he said.

Mher Ghazaryan, another member of the association, said they are
simultaneously planning to address other educational problems,
particularly the government funding at state-run universities and
the problems of post-graduate education.

Ghazaryan noted that the campaign is not going to be limited to narrow
party interests.

“We may join other protesting group as was done during [the protests]
against the transport fare hike. We do not rule out any option. We
may also go on a teach-in. You will be informed of our tactical steps
in September,” he said.

Head of the Armenian National Congress (ANC) parliamentary group
Levon Zurabyan participated in a protest in front of the Prosecutor
General’s Office of Armenia.

With respect to the clashes between citizens and police at 5 Komitas
Avenue in Yerevan, Zurabyan stated that, in front of the police
station, the activists were saying what they have been saying since
2008.

“When you learnt that some of the activists had been beaten up, which
caused tension, I considered it my duty to go to the police. There I
heard that the activists had cried out what we had been saying since
March 1, 2008,” Zurabyan said.

With respect to police behavior, Zurabyan said: “Last Friday we held
our action here, and the following day we learnt that police had
committed gross violations during the clashes. Police showed their
true worth that day.”

Ahead of the European Heritage Days in Armenia, a photo exhibition
dedicated to the legacy and unique beauty of Rome – a coeval of Yerevan
– opened at the “Erebuni” Historical & Archaeological Museum-Reserve
today.

Forty photos presented at the exhibition picture the Coliseum,
the Trajan’s Forum, the Pantheon, the Trevi Fountain, the Vatican,
the Capitoline Hill, the Villa Pamphil, the Villa Borghese, other
examples of monumental heritage of Rome.

The exhibition titled “Rome: The coeval of my city” will be on display
until October 30.

The opening ceremony was attended by the Head of EU Delegation
to Armenia Traian Hristea, Italian Ambassador Extraordinary and
Plenipotentiary to Armenia Bruno Skapini, Yerevan’s Deputy Mayor
Aram Sukiasyan, Chairman of the Armenian Union of Architects Mkrtich
