Armenia-European Union and Armenia-Russia relations will be the key
topics of discussion at today’s meeting between Serzh Sargsyan and
Vladimir Putin, political scientist Suren Surenyants told a news
conference in Yerevan.

Surenyants believes that Armenia’s political elite should voice its
intention to see the Russian military bases outside Armenia.

“The establishment of relations with the neighboring countries and the
Euro-Atlantic integration should be the main guarantee of security
for Armenia. The significance of the Russian military base in our
country’s territory should not be overestimated in the context of
the new realities,” Surenyants said.

According to the expert, Russia clearly makes understand that it has
long ago given up the status of Armenia’s strategic partner.

Armenia’s Agricultural Output Amounted To 297.9bln Drams In Jan-July

ARMENIA’S AGRICULTURAL OUTPUT AMOUNTED TO 297.9BLN DRAMS IN JAN-JULY

YEREVAN, September 3. / ARKA /. Agricultural output at current prices
was about 297.9 billion drams in January-July 2013, an increase of 4.7%
compared to the same period of the year before, ArmStat reported.

Total output in agriculture and fishery rose by 5.6% in the reporting
period to over 308.1bln drams, according to the report.

Livestock production amounted to about 160.1 billion drams in
January-July, an increase of 1.6% compared to the same period of the
year before. Plant growing rose by 8.8% to about 137.9 billion drams
and fishing output amounted to 10.1 billion drams (34.0% increase).

Cattle and chicken sales remained unchanged compared to January-July
2012 – 4,500 tons; a small difference

Occurred only for Gegharkunik and Armavir regions – 0.7 and 0.8
thousand tons respectively.

Milk production totaled 68,400 tons, an increase of 5.5% against July
2012. The highest milk production level in the period was recorded
for Gegharkunik region – 12,500 tons.

Egg production dropped by 1.6% to 67.2 million pieces in July compared
to the same period of the year before. The highest number of eggs
was produced in Armavir region in the period – 14.3 million.

In July fishing production output totaled 412.2 tons (with all of it
sold), an increase of 27.1% compared to the reporting month of 2012.

Los Angeles, September 3, 2013 – With the pomp and circumstance of its
traditional Opening Ceremony, TCA Arshag Dickranian School re-opened its
doors for its 33rd consecutive scholastic year to its students on Tuesday,
September 3, 2013 at 8:30 a.m. The highlight of the Opening Ceremony this
year was the shift of the leadership of the school with the appointment of
Dr. Manoug Seraydarian as the new principal.

The guests of the event included the Primate of the Western Diocese Arch.
Hovnan Derderian, benefactors Mrs. Cindy Norian and Mr. Hmayak Baltayan,
school structural engineer Mr. Hagop Nazarian and TCA Beshguetourian Center
Chairman Mr. Kevork Keushkerian. Among the board members attending were
board chairman Mr. George K. Mandossian, vice chair Mr. Parsegh Kartalian,
treasurer Mrs. Angine Garibyan and Mr. Diran Depanian,

The event took place at the open courtyard of the school where students
ranging from pre-kindergarten to twelfth grade gathered under the
supervision of their teachers, along with the presence of dedicated
parents.

Mr. Parsegh Kartalian, who acted as the MC, first invited Archbishop Hovnan
Derderian to offer his prayers, after which all participants stood for the
renditions of the US, Armenian and school anthems. Next, student council
vice president Arthur Mazloumian was invited to recite the pledge of
allegiance, which was followed by student council president Mary
Sultanyan’s greetings. Mr. Kartalian then invited the chairman of the board
of trustees Mr. George K. Mandossian to deliver his message on behalf of
the board. Mr. Mandossian greeted the students, parents, teachers and
guests, and officially announced the appointment of Dr. Manoug Seraydarian
as the new principal of the school. He concluded his speech wishing
everyone a productive year. Following Mr. Mandossian’s message,
benefactress Mrs. Cindy Norian was invited to present her message on behalf
of the Dickranian Family. “There were some changes last year and there will
be more changes this year,” said Mrs. Norian. “Change means progress. It’s
important to embrace it.”

In his first principal’s message, Dr. Manoug Seraydarian greeted attendants
and welcomed the students to the new scholastic year. “I am honored to be
here amongst you to serve this school and be a part of this family. The
gift of education is upon us.” Said Dr. Seraydarian. “The best way to
predict the future is to create the future. Aim high, dear students, and be
our distinguished ambassadors at UCLA, USC, Stanford and other respected
universities.”

At the end of the program, Mr. Kartalian invited Arch. Hovnan Derderian to
deliver His closing remarks, who wished the students a blessed, industrious
journey this year.

Diverting from the previous years, the surprise of the moment was the
sounding of the first bell by the pre-kindergarteners. As students headed
towards their classrooms, the senior students guided the first grade
students to their classroom and handed them books as gifts.

YEREVAN. – Armenian and Russian presidents Serzh Sargsyan and Vladimir
Putin will hold a working meeting with positive results fro Armenia,
head of ruling party’s faction said.

“Do not expect a sensation. The further steps will be discussed, and
the results will be positive for us,” Galust Sahakyan told reporters
on Tuesday.

As reported earlier, Serzh Sargsyan will meet with Vladimir Putin on
Tuesday within the framework of his working visit to Moscow.

The presidents will exchange views on key issues related to political
ties, economic and energy cooperation, humanitarian contacts.

The leaders are supposed to touch upon issues related to the
integration issues in CIS area, as well as security and stability in
the South Caucasus.

GYUMRI, SEPTEMBER 3, ARMENPRESS: The fresco “Armenia” of Minas
Avetisyan, kept at the cultural house of the Vahramaberd Village,
needs to be restored and preserved. This was reported to Armenpress
by the son of the famous painter Arman Avetisyan, noting that
notwithstanding the fact that by the funds of the state budget the
cultural house was built in 2012, no means have been provided for
the preservation of the fresco. “”Armenia” is one of the frescos,
which needs urgent recovery. Before the building of the house the
fresco had been damaged during the years. By the way, in the course
of the construction as well the fresco was damaged.

This is the most valuable work of Minas Avetisyan”, – said the son
of the Armenian painter.

To save the fresco from destruction, the cultural house was built by
the Government’s decree and with state funds, leaving the “Armenia”
fresco inside the building.

Minas Avetisyan – the Armenian painter, theatre artist, honored artist
of Armenia (1968) – was born on July 20, 1928, in the Armenian village
Djadjur. Fortunately, in 1915 the parents of the artist escaped the
massacre, when not far from Djadjur thousands of people were killed
in the gorge. Often in winter evenings, sitting near the hearth of
his country house the painter heard stories of witnesses who had seen
those terrible events with their own eyes.

The historical paintings by Avetisyan became a silent tribute to the
innocently dead. Among the most famous canvases of this series is
the painting “Road: Memories of My Parents” (1965-1967). The first
exhibition of the painter took place in 1960, but Avetisyan became
wellknown in 1962, after the exhibition “Five Artists”, which was
held in Yerevan. Numerous specialists and visitors estimated his
paintings at their true worth.

Minas traveled about Armenia a lot looking for historical monuments,
he studied Armenian miniatures and works of the greatest Armenian
painters, above all, those of Martiros Saryan. Saryan was the spiritual
father of Minas. The young artist was the real heir to the works of
the great artist and a symbol of new growth of the national art.

Brightness and dramatic passion of color playing of Minas is dictated
by the nature of Armenia, cliffs, singed with bright rays of sun,
which seem to represent mysterious eternity.

Following the national traditions in painting, using the means of
expression found in ancient miniatures and the work experience of
famous artists, however, Minas never turned to blind copies. In his
works he expressed the reality by his own perception and interpretation
of life.

Unfortunately a lot of works by the artist were lost in 1972 in a
fire. During the night of January 1, when Minas was in Djadjur with
his family, his studio located in Yerevan was burned along with most
of his best canvases. Three years later, in 1975, Minas Avetisyan
died under the wheels of the car, which stopped off at the sidewalk.

Fate seemed to be against him even after his death, when the earthquake
destroyed a part of his frescoes in Leninakan (Gyumri) and leveled to
the ground the museum of Minas Avetisyan in his native village Djadjur.

The name of the painter is pronounced in Armenia with special
affection. He devoted his whole tragically short life to art. Between
1960 and 1975, Minas created 500 large and small canvases, almost
500 paintings, 20 large frescoes and projects for about a dozen of
theatrical performances.

Representatives of the ICRC Baku Office have indeed met with Armenian
prisoner of war Hakob Injighulyan and the POW and his family exchanged
information, ICRC Yerevan Office Communication Programs Director
Ashot Astabatsyan told Panorama.am

Commenting on the rumors that the Armenian POW wants to be moved to
a third country and that the process is underway, the ICRC official
said, “I can only say that if there were any news about this issue,
the public would be informed. Meanwhile, I should say that the ICRC
has very limited participation, if any, in the transfer of people to
third countries. Our authority in this issue has been exhausted. We
only make sure that the serviceman takes this step voluntarily,
but we are not involved in further process.”

On the night of August 7, Hakob Injighulyan, an Armenian citizen and
an army conscript, crossed the Azeri border and was subsequently
captured by Azeri soldiers. According to preliminary information,
Injighulyan had lost his bearings on the terrain and inadvertently
crossed the line of contact.

Four factions of the National Assembly – Armenian National Congress
(HAK), Prosperous Armenia Party (BHK), Heritage, and ARFD factions –
took a decision prior to the recess that they would start the autumn
session of the parliament with joint political initiatives aimed at
making parliamentary life more active, ‘Chorrord Inknishkhanutyun’
writes.

According to the newspaper, the matter concerns initiatives which
will cause serious concern of the Armenian authorities. Yet the act of
‘initialing’ by the factions cannot be held now for the simple reason
that ARF-Dashnaktsutyun has gone underground.

“All the faction have discussed the initiative and reached an
agreement, whereas ARFD keeps silent in a strange way. Although a few
months ago ARFD verbally expressed willingness to join the initiative,
it currently expresses neither a positive nor a negative assessment”,
the paper notes.

“The inexplicable conduct of ARFD can be explained by the
changes expected in the party. There are all the signs that ARFD
representatives will not only accept diplomatic posts, but also start
‘coalition’ cooperation with the Republican Party of Armenia,” the
paper writes.

YEREVAN. – The term of office of Armenia’s Prosecutor General
Aghvan Hovsepyan will come to an end on September 13, Zhoghovurd
daily reports.

“But, as Zhoghovurd’s sources inform, Hovsepyan’s reappointment
matter, which was considered a closed topic months ago, seems to
have been reviewed. It is possible that, after returning from Moscow,
[President] Serzh Sargsyan could decide no to ‘touch’ Hovsepyan.

“Despite this fact, however, the ruling backstage continues to
‘push forward’ some credible candidates. Accordingly, there is news
that several senior officials have put in a good word to Sargsyan
for Deputy Police Chief Arthur Osikyan, as a deserving Prosecutor
General candidate.

“[The Justice Ministry’s Compulsory Enforcement Service of Judicial
Orders] CESJO Chief Mihran Poghosyan likewise is lobbying for the
office of the Prosecutor General.

“But the matter will be resolved once and for all after the Moscow
visit,” Zhoghovurd writes.

Des responsables de la sante en Armenie disent qu’ils ont fait des
progrès en vue de reduire les taux eleves actuels de tabagisme,
mais les critiques disent qu’une legislation percutante tarde a venir.

Les hommes sont des contrevenants bien pires que les femmes, et selon
une enquete menee en 2010, plus de 60 pour cent des hommes âges de 15
ans a 47 ans fument. ” Le tabagisme chez les hommes, en particulier,
est un problème de sante publique “, a declare Arusyak Harutyunyan
de la Coalition pour une Armenie sans tabac.

En 2010, le gouvernement a cree une commission speciale pour coordonner
les efforts afin de reduire le tabagisme. Il a egalement produit des
annonces de sante publique, des medecins formes dans la facon d’amener
les patients a cesser de fumer. Bien que les ministres ont presente une
demi-douzaine de projets de loi au Parlement, les legislateurs doivent
encore adopter une loi visant a restreindre la consommation de tabac.

La dernière edition de l’atlas du tabac de l’American Cancer Society
classe troisième l’Armenie dans le monde pour la proportion de decès
causes par le tabagisme.

” Environ 3000 a 4000 personnes meurent de maladies liees au
tabac chaque annee “, a declare Alexander Bazarchyan, qui dirige le
departement de la sante publique au ministère de la Sante et coordonne
le programme de lutte contre le tabagisme.

Alexander Bazarchyan a dit 50 pour cent de tous les decès dans le pays
sont causes par les maladies cardiaques et 20 pour cent par le cancer.

Il a declare que les efforts deployes ont deja produits des resultats.

” La campagne est generalement consideree comme efficace si la baisse
annuelle du nombre de fumeurs se situe entre 1 et 1,5 pour cent. Sur
cette base, nous pouvons dire que les chiffres ont ete reduits de
quatre pour cent au cours des quatre dernières annees ” a-t-il dit. ”
Il y a dix ans, personne ne se plaignait si les gens fumaient dans
les bus ou dans les magasins et restaurants haut de gamme. Mais l’etat
d’esprit d’une certaine partie de la societe a change “.

Ce qu’il faut maintenant selon Alexander Bazarchyan c’est une
legislation plus stricte.

” Il doit y avoir une participation de 100 pour cent d’augmentation
des prix et des restrictions sevères sur la publicite. La distribution
et la disponibilite du tabac doivent etre aussi limitees ” a-t-il dit.

Le gouvernement a deja charge le ministère de la Justice d’elaborer
un nouveau projet de loi mettant davantage de restrictions sur la
vente et la consommation de tabac, de retirer l’affichage dans les
supermarches, et de la necessite dans les restaurants et cafes de
creer des zones non-fumeurs.

Une version anterieure de ce projet de loi devait etre soumis au
Parlement pour debat en Octobre 2012, mais a ete retiree le meme jour.

Selon Narine Movsisyan de la ” Coalition pour une Armenie sans tabac
“, a 11 heures du matin, le president Hovik Abrahamian a annonce que
le projet de loi serait a l’ordre du jour du Parlement, mais a quatre
heures de l’après-midi du meme jour, il a declare que le gouvernement
avait retire le projet de loi. On ne peut que deviner ce qui s’est
passe entre 11h et 16h “.

La porte-parole du Ministère de la Justice Karine Kalantaryan a indique
a l’Institute for War & Peace Reporting que le projet de loi avait
ete retire pour de nouvelles modifications, mais a refuse de donner
des informations sur ces changements.

Les militants anti-tabac craignent que le retrait hâtif du projet
de loi ait coïncide avec un lobbying de l’industrie du tabac, qui
comprend deux des dix premiers contribuables en Armenie.

” Nous sommes tout a fait convaincus que les entreprises de tabac
etaient contre ce projet de loi “, a declare Narine Movsisyan. ”
L’interet public doit se distinguer nettement des milieux d’affaires “.

Les compagnies de tabac ont nie tout lobbying contre le projet de loi.

Vahram Brutyan, qui travaille comme porte-parole de Grand Tabacco et
International Masis Tabak, a declare a l’IWPR que les deux societes
supporteraient toutes les restrictions actuellement a l’etude.

” Les fabricants locaux soutiennent l’idee de salles separees pour les
fumeurs et l’interdiction de publicite pour les cigarettes dans les
supermarches. Nous sommes encore en faveur du retrait des produits
du tabac a partir de la vue du public – une pratique courante dans
de nombreux pays europeens, aux Etats-Unis et au Canada “, a-t-il dit.

Le Cabinet du President armenien a cree un certain nombre
d’organisations non-gouvernementales afin d’executer des programmes
anti-tabac, en utilisant le groupe de developpement et d’integration
en tant qu’intermediaire. Quatorze ONG ont recu des fonds entre
2008 et 2011, mais il y a des questions sur leur visibilite et
leur efficacite. IWPR a essaye de les contacter, mais aucune n’etait
inscrite dans l’annuaire du telephone ou sur Internet. Narine Movsisyan
a dit que sa coalition avait a plusieurs reprises contacte le bureau
du president pour de plus amples informations, mais il lui est ”
impossible de savoir quel genre de projets a ete realise avec le
financement “.

Un porte-parole de l’administration presidentielle a ete incapable
de dire a l’IWPR comment les projets ont ete supervises ou quelle
efficacite a eu l’argent depensee. Lia Khachatryan, responsable du
developpement et de l’integration, a declare que l’un des groupes
actuellement finance, le Forum Sante, a prevu de lancer un programme
d’education en Septembre. L’ONG elle-meme n’a ete mis en place qu’en
janvier.

” Nous offrons habituellement des subventions aux ONG start-ups afin
de leur donner une chance de lancer leurs activites “, dit-elle.

Pierre-Emerick Aubameyang désormais remplaçant, c’est désormais
l’autre principale recrue du Borussia Dortmund qui brille. Dimanche, à
Francfort, Henrikh Mkhitaryan s’est offert un doublé pour la victoire
de son équipe (0-2). Le milieu offensif arménien est bien parti pour
briller.

Il n’était peut-être pas si compliqué de remplacer Mario Götze au
Borussia. Dans un collectif aussi bien huilé, avec un buteur de grand
talent comme Roberto Lewandowski, un dribbleur étincelant qu’est Marco
Reus et des organisateurs de jeu plus que compétents, Henrikh
Mkhitaryan avait une place toute trouvée dans le dispositif, plus que
le polyvalent Pierre-Emerick Aubameyang. L’Arménien est un milieu
offensif génial, pas vraiment meneur de jeu mais bien plus provocateur
ballon au pied et capable de solliciter la balle très haut.

Le joueur recruté au Shakhtar Donetsk a fait l’étalage de son talent,
dimanche, en inscrivant un doublé à Francfort. La formation de
Dortmund a enchaîné une 4e victoire consécutive, toujours de manière
pénible, comme contre Brunswick (2-1) et le Werder de Brême (0-1).
L’Eintracht aura su égaliser, par Michal Kadlec (36e), en reprenant un
ballon repoussé par Roman Weidenfeller, déjà auteur d’une belle parade
auparavant (21e). Le Mkhitaryan avait donc ouvert le score, dès la 10e
minute, en étant lancé dans la surface par Reus (10e). Avant l’heure

Remplaçant pour la deuxième rencontre consécutive, le Franco-Gabonais,
entré à la place de Blaszczykowski sur la droite (71e), n’aura pas eu
le temps de se distinguer. L’ancien Stéphanois devra cravacher pour ne
pas se contenter d’un rôle de joker, même si sa vitesse pourrait être
bien utile en seconde période face à des équipes plus fatiguées.
“PEA”, hype en ouverture de la Bundesliga, va de toute manière attirer
les projecteurs avec le retour de la Ligue des champions et une
confrontation contre l’OM, dans exactement un mois.
