son propre peuple. En reponse, le Catholicos a dit l’ambassadeur
Ali que le conflit syrien devait etre resolu par le dialogue avec la
participation de toutes les parties, y compris les minorites.

Turkey will take all necessary measures to prevent activities in
connection with the 100th anniversary of the so-called ‘Armenian
genocide’ to be held by Armenia and the Armenian Diaspora, Turkish
Ambassador to Azerbaijan Ismail Alper Joshgun told media today.

He was commenting on the activities that Armenia might hold in 2015 in
connection with 100th anniversary of the so-called ‘Armenian genocide’.

“Earlier, Armenians voiced far-fetched claims and such claims can be
expected in the future,” the ambassador added.

“Turkey will celebrate the centenary of the Battle of Canakkale in
two years,” he said.

He stressed that Armenia’s state ideology is based on falsification
of the 1915 events.

“I hope that all historical events will be considered from the point of
view of archival material, as Turkey and Azerbaijan proposed,” he said.

The chief of the foreign relations department of the Azerbaijani
Presidency urges Ankara not to repeat the 2009 ‘mistake’ of attempting
to open borders with Armenia before the country withdraws from
occupied lands

A senior Azeri official has urged Turkey not to repeat the 2009
“mistake” of attempting to open borders with Armenia before the
country withdraws from occupied Azeri lands, underlining that they are
suspicious of similar efforts to revive the stalled process between
Ankara and Yerevan.

“There are such attempts [for the revival of the Ankara-Yerevan
process] these days. I am hopeful and sure that the Turkish leadership
will not take steps contrary to the will of Azerbaijan and the
Azerbaijani people,” Novroz Mammadov, chief of the foreign relations
department of the Azerbaijani Presidency, told the Hurriyet Daily
News in an interview on Sept. 19.

Without further elaborating on what these attempts were, Mammadov
said he was talking about “possibilities” rather than concrete moves.

Approached by the Daily News, Turkish diplomatic sources said there
were no intentions for the revival of the reconciliation process
and that Turkey’s position vis-a-vis the Nagorno-Karabkh issue had
not changed.

“A step was taken in 2009. An agreement was signed between Turkey
and Armenia under the monitoring of six foreign ministers. It was not
possible to implement this agreement because it was unfair,” he said.

“We do not want it to occur a second time.”

Turkey and Armenia signed two protocols in 2009 but neither side
succeed in bringing them before their Parliament for ratification
and implementation. Turkey stopped the process because of a fierce
reaction from Azerbaijan, 20 percent of whose territory is still
under the occupation of Armenian troops.

“We are grateful for Turkey’s support to Azerbaijan with regard to
the Nagorno-Karabakh problem. We are regretful because of the failure
of the international community’s efforts to resolve the problem since
the early 1990s,” he said.

President İlham Aliyev’s adviser underlined that Baku was not in fact
against Turkey opening its borders with Armenia but that such a move
should follow a step taken by Yerevan with regard to Nagorno-Karabakh.

“Turkey sealed its borders and cut diplomatic ties with Armenia after
this country occupied our territories and the U.N. Security Council’s
resolution on this occupation. We’ll have no objection to Turkey
if it says it will move forward with Armenia on condition of ending
this occupation,” Mammadov said, in reference to the withdrawal of
Armenian troops from the regions surrounding Karabakh.

There are seven regions occupied and, as the Madrid Principles
recommends, a gradual withdrawal process from such regions would
allow Baku and Yerevan to start political talks for future steps.

“Withdrawal from even three regions would allow the opening of the
Turkish-Armenian border and the beginning of Azerbaijan-Armenia
relations,” he said.

TANAP a historic deal

Since 2009, Turkey and Azerbaijan have boosted economic, energy and
political relations. The most important achievement was the signing
of the Trans-Anatolian Pipeline Project (TANAP), aiming to carry
Azeri gas to Europe via Turkey.

“Our relations have entered into a new historic phase. The two
countries have proven that they can initiate such projects together
and take advantage of it,” Mammadov said.

Recalling that Turkey and Azerbaijan were already connected via the
Baku-Tbilisi-Ceyhan oil pipeline and the Baku-Tbilisi-Erzurum natural
gas pipeline, Mammadov said the accomplishment of the Baku-Tbilisi-Kars
railway would add another chain to this strong connection.

“TANAP is the joint project of our two countries. Some other countries
have also joined but this project is a success of our countries. Our
brotherly relations have arrived at such a point that we can carry
out such big projects,” he said.

TANAP will likely cost $7 billion and is expected to send 6 billion
cubic meters (CBM) of gas to Turkey and 10 billion cbm to Europe
by 2018.

$17 billion Azeri investment

The Azeri diplomat forecast that total Azeri investment into Turkey
would reach around $17 billion by 2020, which would make Baku the
biggest foreign investing country in Turkey. So far, the State Oil
Company of the Azerbaijan Republic (SOCAR) has initiated the Petkim
Star Refinery, the Petkim Container Port, the Step Power Plant and the
TANAP project. TANAP will be followed by the Trans-Adriatic Pipeline
(TAP) project to carry Azeri natural gas to Greece and Italy.

“These projects will make our relations much more important and will
give an additional impetus to our ties,” he said.

Recently officers of Azerbaijani MNS detained a Baku resident Aliullu
Ahmedaga oglu Jebrailov and his son. The detainees were brought to
criminal liability in connection with the preparation of documents
in favor of the Russian citizens of Armenian origin who once, in
Soviet era, lived in then Soviet Azerbaijan, Azerbaijani news agency
“Vesti.az” reports.

It is reported that Azerbaijani citizen Jebrailov Aliulla Ahmedaga
oglu, born in 1957, for the reason mentioned above “was in criminal
conspiracy with his son” and Russian citizens living in the North
Caucasus since 2000.

Azerbaijani MNS claims that Aliulla Jebrailov is Armenian from his
mother side. At present he is accused of preparing “false” service
record and other documents attesting the active professional activity
of the Armenians once living in Soviet Azerbaijan.

Aliulla Jebrailov is a member of an organization called “The Assembly
of the Azerbaijani peoples.”

“Based on the information gathered by the investigating authorities
a criminal case was filed against Jebrailov Aliulla Ahmedaga oglu
and his son Jebrailov Huseynaga Aliulla oglu. They were found guilty
by the verdict of the Court of Sabunchinski District of Baku based
on 310 and 320.1 articles of the Criminal Code of Azerbaijan. The
sentencing decision against them was accepted in accordance with the
above mentioned articles,” “Vesti.az” wrote.

According to the last pre-conflict population census in the territory
of Soviet Azerbaijan there were more than 475,000 Armenians living
there in 1979. During the pogroms and ethnic cleansing arranged by
the Azerbaijani nationalists in 1988-1990, almost all Armenians of
Azerbaijan SSR were driven out from their homes (except the Armenians
of Nagorno-Karabakh, where Azerbaijan failed to expel the Armenian
population). Many Armenian refugees didn’t manage to take the documents
with them and the state structures of Azerbaijan did not respond to
quiries related to citizens of Armenian origin.

allocated quite large sums to the Armenian government for development
of Armenia’s IT sector.

According to the paper, those grants and credits shall be given to
various companies based on results of tenders. In other words, sums
should be given to those IT companies, which have participated in a
tender and won it.

“Yet the Finance Ministry of Armenia distributes these sums to its
‘own’ companies. The tenders are formal as it is already known in
advance who will become the ‘winner’. The paper was informed that the
leading IT companies are concerned about this fact and they plan to
take measures in the near future,” the paper says.

Union will become a strong incentive for local producers to improve
the quality of their goods, says Dean of the Faculty of History of
Yerevan State University Edik Minasyan.

In his view, this move will have an overall positive impact on the
development of the Armenian economy, contributing to its prosperity,
and the promotion of local products at foreign markets.

Minasyan also said this is possible only if the national interests of
Armenia are taken into account when entering the Customs Union, as well
as the existing relations with the European countries are maintained.

The historian argued that Armenia’s joining the union not only does
not poses a threat to its independence, but also increases its security
guarantees “which today are very important for us.”

Armenian president Serzh Sargsyan announced September 3 after talks
with Russia’s Putin in Moscow that his country would join the Customs
Union. Before that Armenia was expected to initial an association

efforts to build Artsakh based on democratic principles and values.

But I have to mention that past years experience show that when we
copy the values of other countries not always favorable conditions
for us are created,” he mentioned.

In Bako Sahakyan’s words at this moment by several authoritative
organizations Artsakh has been considered as one of most secure
countries of the world in sense of public security despite the
fact that it is located in conflict area and in that region are
accumulated large amount of weapons and ammunition. “We are proud
of that achievement and when I am asked what the reason of it is I
mention that is the result of patriotism by our citizens, activities
of judicial and force keeping bodies. There is an indicator by which
is calculated the level of public security: they take the crimes per
10 000 people which is 250 in several developed countries in Europe
and in Artsakh has been decreased and reached 25. We are interested
in implementing works in this direction which is in line with our
dream: To build a country where it will be a pleasure to live not
only for people of Artsakh abut also foreigners,” mentioned Artsakh
Republic President.

Reverberating to Artsakh’s economy President Sahakyan stressed the fact
that in part of water resources Artsakh is one of the richest countries
of the world. “We have the aim to use effectively those resources
and from a country which imports electricity become a selfsufficient
country and later export it,” highlighted Sahakyan adding that the
next direction of right and efficient using of water resources is
agriculture. “We managed to have irrigation system,” he added.

Speaking about tourism Bako Sahakyan stressed the importance of the
issue of making Artsakh more cognizable for people in Armenia.

“Artsakh is a holy land for Armenians, like Jerusalem for Jews and
Mecca for Muslim,” he said.

YEREVAN. – The Independence Day has become a sort of holiday toasts
for us, and, on September 21, again routine protocol words are heard
that independence is an indisputable value.

Non-pro-government Prosperous Armenia Party National Assembly Faction
Secretary Naira Zohrabyan told the above-said toArmenian News-NEWS.am.

In her words, nothing is said with respect to what the Armenian people
need to do so that Armenia’s independence truly becomes indisputable,
so that independence spreads onto every citizen the realization that
he lives in an independent country.

Zohrabyan also noted that each and every resident of Armenia should be
aware that, with our work, we are called to create a country which
Armenians do not leave.

To note, Armenia celebrates Independence Day on September 21.

The Declaration of Independence was adopted at the session of the
Supreme Council of Armenia on August 23, 1990. Under this document,
the Armenian Soviet Socialist Republic was renamed the Republic of
Armenia.

Under the decree of Armenia’s Supreme Council, a referendum on
secession from the USSR and the establishment of an independent
statehood was held on September 21, 1990. A total of 94.99 percent of
the citizens voted `for’ independence.

Two days later, the Supreme Council declared Armenia an independent
and sovereign state.
