Un bureau de poste modernise d’Haypost (armenien Post) s’est ouvert
dans la ville de Gegharkounik en Armenie (près du lac Sevan).

Le nouveau bureau est entièrement modernise par des systèmes de
securite et des dispositifs d’enregistrement. Le personnel de la
succursale est d’environ 50 personnes.

Le bureau utilise les dernières technologies de l’information et des
programmes novateurs et il dispose d’une connexion en ligne avec le
siège principal.

Le Directeur general d’Haypost Trust Management BV (gestionnaire de
confiance de la societe) Juan Pablo Gechijyan a dit que la flotte
de la branche d’Haypost a Sevan a maintenant six autres voitures de
Renault et Daewoo equipes de GPS pour augmenter le niveau de service
et la rapidite des prestations de 40%. Les nouvelles voitures ont
ete obtenues avec le soutien de La Poste operateur postal national
francais.

Juan Pablo Gechijyan a egalement declare que près de 60 bureaux
de poste devraient etre modernises a travers l’Armenie a la fin de
l’annee, 8 d’entre eux a Erevan.

Haypost est l’operateur postal national d’Armenie. Il dispose de 900
succursales a travers l’Armenie.

d’Armenie en Grande Bretagne et Irlande du Nord. Armen Sarkissian
sera en poste a Londres. Armen Sarkissian replacera a ce poste Garine
Ghazinian recemment disparue a l’âge de 57 ans. Armen Sarkissian avait
occupe cette fonction d’Ambassadeur d’Armenie de 1992 a 1993 puis
de 1998 a 2000. Armen Sarkissian fut egalement le Premier ministre
d’Armenie du 4 novembre1996 au 28 fevrier 1997. Très cultive et ayant
realise de très hautes etudes notamment a l’Universite d’Etat d’Erevan,
Armen Sarkissian est egalement très proche de la Reine Elisabeth II
d’Angleterre et de la famille royale britannique. C’est grâce a ses
relations personnelles que le Prince Charles de Galles a effectue il
y a quelques mois une visite de trois jours en Armenie.

wherever I went.

That is that all parties would like to find a way towards peaceful
settlement of Nagorno Karabakh conflict,” said U.S. co-chair of OSCE
Minsk Group James Warlick in his interview with “The Voice of America”.

“It is nearly 20 years since the ceasefire and the message that from
not only political leadership but from others that the time has come to
find settlement. All the sides a committed to the peaceful settlement,
noone wants the outcome to be resumes conflict. That is the worst
case. And we certainly do not want to see that kind of conflict
again. I met with president Aliyev and I know that he is committed
to peaceful settlement and I look forward to work with him on that,”
– said Warlick.

The co-chair said that all parties should be preparing their population
for peace, not war. “It is difficult mission to be able to prepare the
population for time being no durable settlement. About compromise
political will from both parties needed to move forward in NK
conflict. All parties need to be prepared to accept compromises.”

James Warlick expressed his confidence that as a part of the 68th
session of the UN General Assembly in New York, he would hold useful
meetings with his Russian and French colleagues, as well as with
Azerbaijani and Armenian foreign ministers to advance the settlement
process of the conflict.

On the regular public television debate September 24, presidential
candidates attacked the nominee of the National Council of Democratic
Forces (NCDF) Jamil Gasanli .

Previously, Gasanli was accused of granting his daughter’s marriage
to “an Christian Englishman,” now the head of the party ” Modern
Musavat”, Hafiz Hajiyev has gone a step further, calling the candidate,
“son-in-law of the Armenians.” He called the National Council and
its leader Armenian accomplices.

The chairman of the Social Democratic Party, Araz Alizadeh, devoted
his entire

6-minute speech to criticizing Gasanli and other leaders of the
opposition.

Alizadeh admitted that after the article against him in the newspaper
“Yeni Musavat”, he decided to express his hatred of the opposition on
air. He attacked Jamil Gasanli and the leader of Musavat, Isa Gambar,
accusing them of incompetence, corruption, libel, lies, and lack of
a platform,.

Alizadeh warned of the danger if Gambar returns to power, putting the
blame on Gambar’s written response to the anti-Turkic book “Hearth”
by Zori Balayan .

Alizadeh deliberately did not call Gasanli by name, but rather calling
him “this” in a humiliating way.

Plenipotentiary Representative of President Ilham Aliyev, Mubariz
Gurbanly focused on the successful development of Azerbaijan under
the leadership of the current president. He cited the GDP’s 10 years
of growth by 3.4 times as indication.

Rejecting criticism on the issuance of “enslaving” credits to the
population, Gurbanly said that small businesses were given preferential
loans of 1 billion 200 million AZN.

He also stated the high allocations for the development of health
and education.

However, in response, the head of the party Umid, Iqbal Aghazadeh
said that what kind of quality education and health care can there be
if the average salary of doctors is 150 manats (about $ 190 ), and
if teachers earn 167 manats (about $ 210 ), and the State Students

controlled by oligarchic groups at 3 percent, giving them to people
at 27-30 per cent interest. Bank debts have reached 700 million AZN.

According to Aghazadeh, all statements about the country’s development
are false, and a glossy facade hides the bitter reality.

Representing the head of the Justice Party, Ilyas Ismailov, deputy
chairman of the Islamic Party, Akif Heydarli (the Justice Party,
the Islamic Party and the Green Party are joined in the block
“Motherland”), focused on the violation of the rights of believers,
unfair prosecution of the Islamists, and illegal banning of the hijab
in schools.

The leader of the National Revival Movement Faraj Guliyev spoke of
the need for protection of agricultural producers and importers from
monopolies. He spent half the performance on the criticism of the
National Council, likening it to the Bolshevik Soviets.

The leader of the Democratic Party, Sardar Jalaloglu, urged the
authorities not to resort to political revenge. He condemned the
arrest of the son of the Popular Front Party head Ali Kerimli ,
and before that the arrest of Isa Gambar’s son.

Jalaloglu recalled 10 years ago when he was arrested by armed men,
a machine gun was placed to the head of his daughter, who at the time
was a 6th grade student.

“Revenge on children for their fathers is immoral. Even the bloody
dictator Stalin said that “children are not responsible for their
fathers,” reminded Jalaloghlu .

The leader of the Popular Front Party of Azerbaijan, Gudret
Gasanguliev, focused on the criticism of Jamil Gasanli. He again put
him guilty for positive quotes in his books about Heydar Aliyev, as
well as the fact that he did not mind the constitutional amendment
in parliament to allow President Ilham Aliyev to run for a third term.

Jamil Gasanli also urged the authorities to stop persecuting children
of the opposition. He recalled that recently the son of Ali Kerimli
was arrested and the 16 -year-old son of the press secretary of the
National Council, Oktay Gyulalyev, was brutally beaten and wounded.

Gasanli again urged Aliyev himself to come to the debate and to account
for the failure to liberate occupied lands, and to follow through on
promised reforms.

In response, Mubariz Gurbanly and Zahid Oruj accused Gasanli that the
forces supporting him lost strategic military positions in 1992-93
and now Azerbaijan has to solve difficult problems of strengthening
its economic and military power.

Gasanli responded by saying Aliyev’s corrupt regime cannot solve the
problem of liberating lands, because the wealth of the country is
exported abroad.

“Ilham Aliyev takes gold mines in Gadabay, and prior to the election;
salaries have only increased by 10AZN. And that the bread money people
with disabilities (IDP) was only raised by 1.5 manats,” said Gasanli.

Gasanli recalled that 10 years ago Aliyev said that he would be the
president of all Azerbaijanis, but has now he divides people into
national and anti-national forces.

Gasanli also commented on the repression against the people’s best
sons.

Finally, Gasanli said that while this despotic regime is in power,
there would not be justice and development in Azerbaijan. -06D-

Influenced by Istanbul, photographer Ara Guler depicts the colorful
life and socio-cultural aspects of the city, which is always observed
carefully because of its cultural richness, artistic, economic,
and strategic importance, according to the curator of the exhibtion
in Brussels.

Photographer Ara Guler’s exhibition, “Istanbul in My Memoirs,”
has opened in Brussels as part of the Turkey-EU Intercultural Art
Dialogues project.

Curator Beste Gursu said Guler photographed stories that will
not be forgotten for generations. “Ara Guler depicts the colorful
life and socio-cultural aspects of this giant metropolis, which is
always observed carefully because of its cultural richness, artistic,
economic, and strategic importance – through his own perspective with
shots that offer an insight into history. What is often ignored in
photos taken by Ara Guler is the documentary-like and also surrealistic
manner of expression of the uncertainty that he is always in search
of,” Gursu said.

Guler is a master, who has witnessed a historic 80-year period in
Turkish history. When talking about himself he says he considers
himself lucky that events in his shots came across him at the right
time. Describing the life an empty film roll given to the people,
Guler advises us to try to fill each moment in an excellent manner
that will guide us for many years.

Even though it is known that Guler has held hundreds of exhibitions
of his work all over the world and published many books, memoirs of
him in Istanbul have a different place for him. As he says: He is a
part of Istanbul and he is searching for these parts in his photos.

A phrase often ascribed to Istanbul is “A city through which a sea
passes,” and this is enriched in the shots of Ara Guler in a chaotic
environment that is melancholic, alone and transformed. As its name
suggests, the exhibition consists of the selection of Istanbul photos
taken between years 1950 and 1988, and represents the memories that
have not been forgotten for a lifetime and contain different feelings
as they are remembered.

The effects of Istanbul in Guler’s works

In his childhood Guler was greatly influenced by the cinema. As
a high-school student he worked at film studios in every branch of
cinema. In 1951, he graduated from the Getronagan Armenian High School
and then began training in theatre and acting under Muhsin Ertugrul.

He wanted to be either a director or a scriptwriter. At that time
some of his stories were published in literary magazines and Armenian
newspapers.

He continued his education in the Faculty of Economics at Istanbul
University. However, on deciding to become a photo-journalist, he
dropped out of university and did his military service. He began a
career in journalism with the newspaper Yeni İstanbul in 1950. He
became a photojournalist for Time Life in 1956 and for Paris Match
and Stern in 1958. Around the same time, he joined Magnum Agency. He
did a feature on Noah’s Ark and over 100 of these photographs were
distributed by Magnum Photos.

In 1992, his photographs of the great architect Sinan’s works in
Istanbul, which he had been preparing for many years, were published in
France by Edition Arthaud and by Thames & Hudson in the U.S. and the
U.K., under the title “Sinan: Architect During the Time of Suleiman
the Magnificent.” He was awarded an Honorary Doctorate by Yıldız
Technical University in 2004, the Presidential Culture and Arts Grand
Award in 2005 and the Culture Award from the Arts of the Ministry of
Culture and Tourism in 2011.

The exhibition will be on display until Oct. 24 at the Permanent
Delegation of the Turkish Republic to the European Union in Brussels.

The third event as part of the “Turkish-European Association
Intercultural Art Dialogues” series, which has been conceptualized
within the scope of the “Art and Life” projects, will take place in
the Turkish Republic’s European Union Permanent Representation Office
in Brussels.

Armenia’s membership in the Customs Union would, according to the
initial calculations, provide the republic with additional GDP growth
of 4% to 4.5% over the next two years, the director of the Eurasian
Development Bank’s (EDB) Center for Integrated Research, Yevgeny
Vinokurov, said during a video bridge between Moscow and Yerevan on
the subject of ‘Eurasian project for Armenia: economic advantages
and public dialog.’

If Armenia does join the Customs Union, Russia will zero out the gas
export duty for the republic, which will generate an economic effect
of about $140 million. Duties will be cancelled for other goods, too,
including for uncut Russian diamonds.

Vinokurov said that Customs Union membership for Armenia will create
more favorable conditions for Armenian migrant workers in Russia,
since quotas and licenses would be done away with. He said that of
$1.7 billion in non-commercial cash transfers to Armenia in 2012,
upwards of 85% were made from Russia, representing about 15% of GDP.

During a meeting with Russian President Vladimir Putin in Moscow on
September 3, Armenian President Serzh Sargsyan announced his country’s
intention to join the Customs Union and to take the necessary steps in
that direction, and subsequently to take part in the union’s formation.

– Bishops’ Council of the Armenian Apostolic Church has reached
a decision to canonise 1.5 million people of Armenian ethnicity
annihilated in amassed ethnic purges in the Ottoman Empire in 1915
during a campaign that has become widely known as the Armenian
Genocide.

The Armenian bishops assembled in full force for the first time
since 1651.

Armenia’s President Serzh Sargsyan sent a message of greetings to the
Council participants where he emphasized the paramount importance of
the initiative of the Armenian Church to canonise the genocide victims.

“On the eve of the centenary anniversary since the Armenian Genocide
in the Ottoman Empire, all the Armenians say ‘no’ to the crimes
against humanity,” the president said. “It is our obligation to our
ancestors, to the innocent victims and to the whole mankind in a bid
to do everything in our power to avert new genocides in the future.”

Unlike most other denominations of Eastern Christianity or the Roman
Catholic Church, the Armenian Church has not done any beatifications
or canonisations since the 17th century.

Besides, the Bishops’ Council unified the rite of the sacrament of
Baptism in all the Armenian churches, since dioceses practiced the
Baptism rites differently in their churches.

The Ottoman government systematically exterminated its minority
Armenian subjects in some provinces of their historic homeland located
in the territory, which is incorporated in the present-day Republic
of Turkey.

Mass purges took place during and after World War I and were
implemented by two separate methods — a sweeping destrruction of
the able-bodied male population through massacre and forced labor,
and the deportation of women, children and the elderly on death
marches to the Syrian Desert.

Various estimates suggest that the resultant loss of lives in the
Armenian nation stood at around 1.5 million.

Discussions are being held concerning the old (round) building of
Zvartnots airport and the responsiveness to public opinion in such
issues can become a precedent, chairman of the Union of Architects
of Armenia Mkrtich Minasyan told Panorama.am in an interview.

“An agreement may be reached with consideration of interests of all
sides. All solutions will be discussed in an attempt to give a second
life to the building,” Minasyan said.

The chairman of the Union of Architects noted that the building is
currently in a poor condition because it has not been used for a
long time.

“Concerns were raised at the recent architectural exhibitions in
Vienna and Istanbul about the condition of buildings of Soviet
modernism. There are buildings which are not listed among protected
monuments but need protection. Such buildings are symbols of the epoch
and if we lose them it will mean that we went by an entire epoch,”
said the architect.

in My Memoirs,” has opened in Brussels as part of the Turkey-EU
Intercultural Art Dialogues project, Hurriyet Daily News reported.

Ara Guler is a Turkish Armenian photojournalist, nicknamed “the Eye
of Istanbul” or “the Photographer of Istanbul”. He is considered one
of Turkey’s few internationally known photographers.

Guler was born in Istanbul on August 16, 1928, to ethnic Armenian
parents. He studied at the local Getronagan Armenian High School.

Owner of a pharmacy on Istiklal Avenue, his father had a wide circle
of friends from the art world of the period. Ara Guler’s early contact
with this world inspired him to embark on a career in cinema. During
his high school years, he jobbed in movie studios and attended
drama courses held by Muhsin Ertugrul, the founder of modern Turkish
theater. However, he abandoned cinema in favor of journalism, joining
the staff of the newspaper Yeni Istanbul as photojournalist in 1950
and studying Economics at the University of Istanbul at the same time.

Guler’s work is collected by international institutions, such as the
National Library of France in Paris; the George Eastman Museum in
Rochester, New York; University of Nebraska-Lincoln Sheldon Memorial
Art Gallery; Museum Ludwig Köln, and Das imaginäre Photo-Museum,
Köln.

Guler attaches the greatest importance to human presence in his
photographs and describes himself as a “visual historian”. He believes
that photography should provide a memory of people, of their lives
and especially their suffering. While he considers that art lies,
he believes that photography can only reflect reality.

President Serzh Sargsyan participated at the opening of the Bishops’
Synod of the Holy Armenian Apostolic Church presided over by His
Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians
and His Holiness Aram I, Catholicos of the Great House of Cilicia. The
President made a statement, welcomed all Bishops of the Armenian
Church, including the spiritual leaders who have arrived to Armenia
from the remote Armenian communities spread all over the world. He
expressed hope that the Synod will from now on conclude regularly in
the same spirit of unity for the glory of our faithful believers. Serzh
Sargsyan wished all the best and fruitful work to the participants

The lamp ignited by Saint Gregory the Illuminator today too continues
to spread light among us, while the servants of the Armenian Church
continue their devoted services, faithful to the behests of Saint
Sahak Partev, Mesrop Mashtots, Nerses Shorhali, Grigor Tatevatsi and
brilliant Patriarchs Nerses Ashtaraktsi, Khrimian Hayrik, Vazgen I
and our other spiritual fathers.

It’s been twenty-two years since we have restored our independent
Armenian statehood; however in the Armenian national life the national
preservation role of our Church continues to be important just as
much. Today, more than ever we have to strengthen spiritual values
which link us together and make us one united Armenian nation.

Through the power enshrined in our Constitution, the Republic of
Armenia recognizes the exceptional mission of the Holy Armenian
Apostolic Church in the spiritual life of the Armenian nation,
development of our national culture and preservation of the national
identity. It is with great pleasure that I state close cooperation
between the State and the Church and our ability to complement each
other in the resolution of our national issues.

Eminent Spiritual Fathers,

Motherland Armenia is home to all Armenians while the Mother Church
is the cornerstone and pillar for Armenia and Armenian nation. For
centuries, the glance of the devout Armenian nation has been directed
to Holy Etchmiadzin. Right here the heart of our Mother Church is
throbbing, nourished with the love and prayers of the millions of
our faithful brothers and sisters.

Now, we are witnessing the epoch-making event indeed. For centuries,
due to different circumstances, and particularly in the last six
centuries, it was not possible to invite a bishops’ synod of the
Armenian Church. I am glad to state that currently it has become
possible to overcome that problem and to convene the Bishops’ Synod
at the Holy See of Saint Etchmiadzin, on our native land.

This event is a major signal to our devotees and is called upon to
prove the Mother Church’s dedication to the mission of uniting the
world-spread Armenian nation. I am confident that this conclave will
manifest new process in the Armenian spiritual life and will allow the
entire Armenian nation to take upon the realization of all-Armenian
issues with new vigor and energy.

With the convocation of this meeting, the Holy Armenian Apostolic
Church is ushering a new era of its history. It gets the opportunity
to find answers to multiple questions of our spiritual and moral life,
to streamline its reforms and modernize its work according to the
current challenges.

I know that the agenda of your works is rather exhaustive. I believe
one of the issues under discussion deserves special attention: it
pertains to the important initiative of canonization of the victims
of the Armenian Genocide.

On the eve of the centennial of the Armenian Genocide, our entire
nation continues to say “No” to the crimes against humanity. It is
our duty to our forefathers, to our innocent victims and to the entire
human kind so that new genocides may be prevented in the future. With
this regard, the anticipation of our entire nation from the Armenian
Church and its Bishops is great.

Devastating civil war in Syria is going on; it has become a grave
challenge for the Armenian-Syrian community. Situation in Syria is our
greatest pain and our number one concern every day. At the direst for
our nation times, the people of Syria received with open arms those who
narrowly escaped the Genocide and shared with us whatever they had. We
wish that the situation is resolved through the political means as
soon as possible and the bloodshed is stopped in this friendly state.

The responsibility to preserve the Christian faith, love and morals,
our devotion as the apple of our eyes is a blessing for us all. I
am deeply convinced that all this for centuries has been embodied
and fulfilled in the life of our nation by the Armenian Church with
all its dioceses, parishes, communities and structures. This is an
institution which is to be loved, cherished and preserved by every
Armenian as the guarantor of our nation’s unending journey to eternity.

Asserting once again my joy on the Bishops’ Synod of the Holy Armenian
Apostolic Church, I remain hopeful that it will be convened regularly
in the same spirit of unity for the glory of our faithful believers. I
wish you all success and fruitful work.

God bless and preserve the Holy Armenian Apostolic Church and our
Armenian world.
