YOUNG SOLDIERS’ LIVES ARE USED TO PAY FOR COUPS

According to the Azerbaijani side, three Azerbaijanis were affected
by a mine blast. One of them was not affected, the other was injured,
the third is reportedly missing.

The spokesman for the ministry of defense Artsrun Hovhannisyan assured
that the Armenian side has not captured anyone. Besides, he announced
that the Azerbaijani side continues to violate the ceasefire, and in
some cases the Armenian side has to answer back.

The Armenian conscript Hakob Injighulyan remains captured by
Azerbaijanis though he agreed to move to a third country. A week after
Hakob had been captured the Armenian side sent to a third country the
Azerbaijani captured in Armenia for a year. Other acts of goodwill
were taken but Hakob has not been set free.

The “quantitative” struggle between Armenians and Azerbaijanis has
recently intensified. The sides are counting loud the casualties
on either sides of the border and in the army, hinting that this is
revenge. The Armenian military announce bluntly that they will answer
back for every killed soldier.

Notably, the international press has started speaking about the
possibility of escalation in Karabakh. Before September 3 the Russian
experts used to speak about Azerbaijan’s intentions to resume military
actions in the context of Russian security safeguards. Now the Western
press focuses on this issue, especially after the presentation of the
report and press conference of the ICG, stating about the possibility
of escalation in Karabakh.

Interestingly, the ICG lists domestic protests in Armenia and the
forthcoming Azerbaijani presidential elections among the potential
causes of escalation rather than geopolitical issues. Either the
ICG data have not been updated recently (before September 3 there
was a probability of a coup in Armenia that would be triggered by
initialing the Association Agreement, and the ICG probably knew about
it) or the group knows something about some domestic process that may
be triggered by Serzh Sargsyan’s decision to join the Customs Union.

One way or another, both during the European affair of Armenia
and after its engagement with Russia the Karabakh factor remains
valid. In addition, the Karabakh factor was and will be considered in
the light of a coup and change of government in Armenia, not change of
status quo. In the meantime, young people on both sides of the border
are affected. They are captured, killed by mine blasts and commit
“suicide”.

The Armenian government has been unable to shed the burden of the
“threat of Karabakh”, speak to the public sincerely and point those
who use the lives of young men as cannon fodder. Generally, the
Armenian government is not brave enough to talk to the public, and
“accumulates” more and more sins for the lives it pays for successful
or thwarted coups.

11ème Haute Cour Criminelle d’Istanbul avait acquitte l’ecrivain
Erdogan Akhanli de l’accusation de participation a une operation de
braquage dans un cadre terroriste. Retournement de situation : un
autre tribunal a annule l’acquittement de l’ecrivain turco-allemand
qui vit a Cologne. Dogan Akhanli est donc de nouveau convoque devant
la Justice turque. En août 2010, Dogan Akhanli avait ete arrete a son
arrivee a l’aeroport d’Istanbul et garde quatre mois en detention
avant de pouvoir retourner en Allemagne, grâce a une campagne de
soutien international, relayee en France par le Collectif VAN.

L’ecrivain est très engage sur la question de la reconnaissance du
genocide armenien, ce qui lui vaut sans doute cet acharnement des
autorites de Turquie. Dogan Akhanli s’exprime ici dans un communique
de presse : il refuse de se presenter a la nouvelle audience de
vendredi et annonce qu’il ne se rendra desormais plus en Turquie,
afin de mettre fin a cette farce kafkaïenne. Le Collectif VAN vous

APPROBATION DE 66 MILLIONS DE DRAMS D’INVESTISSEMENTS POUR L’USINE HYDRO-ELECTRIQUE SHAKE

La Commission de reglementation des services publics d’Armenie
a approuve le programme d’investissement de la societe centrale
hydrolique de Hakobjanyan et Galstyan SARL pour un montant total de
66 millions de drams visant a la rehabilitation des infrastructures
de la centrale hydroelectrique Shake.

La demande a ete faite pour 66,8 millions de drams, mais le montant a
ete reduit de près de 800000 drams au cours de la discussion a annonce
le chef du departement de la Commission pour le suivi des activites
autorisees et des programmes d’investissement Abgar Budaghyan.

Il a egalement declare que la norme de rentabilite appliquee aux actifs
(forme a partir des investissements) avant impôts est de 15%.

Selon la commission, il y avait quelque 73 centrales hydroelectriques
en cours de construction en Armenie a la date du 1er juillet 2012. Ils
ont produit 161 megawatts et un rendement annuel de 564 millions de
kilowatt-heures chacun.

L’Armenie a ouvert son pavillon permanent au Centre Global Purchasing
de Tayzhou dans la province chinoise du Jionsun a annonce le service
de presse du gouvernement armenien. Il a dit que la Russie, la France,
la Grande-Bretagne, les Etats-Unis, la Suisse, l’Italie, l’Allemagne
et plusieurs autres pays europeens et asiatiques ont aussi ouvert
leurs pavillons.

La ceremonie d’ouverture du pavillon armenien qui presentera des
brandy, des vins et des jus de fruits, a ete suivie par le chef de
l’etat-major du gouvernement armenien Vache Gabrielyan et des hommes
d’affaires armeniens.

” Avoir un pavillon permanent dans le Jionsun qui a une population
de 80 millions de personnes permettra aux producteurs armeniens de
decouvrir le potentiel du marche chinois et de creer des relations
d’affaires profitables ” a dit le gouvernement armenien.

Selon le Service national des statistiques d’Armenie, le commerce de
l’Armenie avec la Chine en 2012 s’est eleve a 431,7 millions de $,
en hausse de 2,7% par rapport a l’annee precedente.

SIGNING OF ASSOCIATION AGREEMENT IMPOSSIBLE WITHOUT DCFTA – EU ENVOY

Association Agreement with Armenia impossible if any component is
omitted, the head of the EU Delegation has said.

Ambassador Trajan Hristea made the remark in comments to the ArmInfo
News Agency as he was asked to comment on President Serzh Sargsyan’s
statement regarding Armenia’s readiness to initial the Association
Agreement with the EU at the Eastern Partnership Summit in Vilnius
in November without the economic component, namely, the Deep and
Comprehensive Free Trade Area Agreement (DCFTA).

Mr Hristea has recalled that European Commissioner Stefan Fule said
in the course of his latest visit to Armenia that the negotiations
on the Association Agreement covered some provisions, specifically,
the structure- and system-related components, the component on the
Deep and Comprehensive Free Trade Area (DCFTA), as well as a provision
on free movement of persons.

Therefore, DCFTA cannot be mechanically separated from the Association
Agreement, the European diplomat told the agency.

Russians Divided On Possibility Of ‘Cold War’ With U.S.

PanARMENIAN.Net – Russians are divided almost fifty-fifty on the
possibility of a new ‘cold war’ between Russia and the United States,
a state-run pollster said Monday, October 7, according to RIA Novosti.

Some 46 percent of respondents said they believe a new cold war
scenario is possible, while 48 percent said it was unlikely or
impossible (up from 37 percent and 44 percent respectively, in 2009),
according to the Russian Public Opinion Research Center (VTsIOM).

The respondents cited the case of U.S. intelligence whistleblower
Edward Snowden as the chief problem in Russia-U.S. relations (9
percent), followed by the struggle for global domination (6 percent),
the situation in the Middle East (6 percent), and differences on
policy issues (5 percent).

Only 3 percent said nuclear weapons were a problem, down from 8
percent in 2009.

Key areas of collaboration between the U.S. and Russia named by
respondents included international terrorism (12 percent) and efforts
to prevent armed conflicts (10 percent). Other priorities include
economic collaboration (5 percent), cultural and scientific exchanges
(4 percent) and space (2 percent).

The poll was conducted on August 24-25 among 1,600 residents in 130
cities and towns across the country. The margin of error is under
3.4 percent.

German Insurer Sets Up Asset Manager In Armenia Prior To Reform

GERMAN INSURER SETS UP ASSET MANAGER IN ARMENIA PRIOR TO REFORM

EUROPE – Germany-based Talanx Asset Management and Austria’s C-Quadrat
are creating a joint venture to manage pension assets in Armenia.

The former Soviet Republic, with 3.2m inhabitants and bordering
Turkey and Iran, is set to implement a pensions reform starting in
January 2014.

The reform will introduce a mandatory, second-pillar, defined
contribution pension scheme, as well as promote third-pillar savings.

Austrian C-Quadrat, in which the Talanx group holds a share via its
fund business Ampega Gerling, has signed a memorandum of understanding
with the Armenian Central Bank on the management of the pension assets.

The same agreement was signed with another “well-known asset manager”,
which was not named.

The Armenian Central Bank expects pension assets to grow to ~@2bn
by 2020, given the mandatory contribution by the employees via their
employers, which is topped up by the state.

Every employee born after 1973 will see 5% of his monthly salary
transferred to a state pension fund, while every self-employed worker
will contribute the same amount.

The state will then add the same amount capped at AMD25,000 (~@46)
in a country where the average monthly income stood at AMD139,000
in February.

C-Quadrat and Talanx Asset Management will create an Armenian asset
management subsidiary for managing the pension funds in which C-Quadrat
will hold a 74.9% stake.

ARPA International Film Festival Shows Warmongering And Biased Film

ARPA INTERNATIONAL FILM FESTIVAL SHOWS WARMONGERING AND BIASED FILM ON SYRIA

This year’s Arpa For Film Music and Arts (AFFMA) annual festival would
have been another success had the communitywide anger not been ignited
because of an 11thhour showing of a misleading and warmongering film
on Syria.

Early last week dozens of community activists were shocked and alarmed
by the fact that a one-sided film was going to be shown. Literally,
they took it to the internet and inundated various social media
outlets and personal inboxes expressing their categorical opposition
to showing the politically misleading film.

In order to be better informed I watched it online and I understood
why several independent activists were deeply troubled.

To unsuspecting viewers, the film may seem an innocent-looking
documentary depicting the ordeal of the Syrian people supposedly
“suffering under the yoke of” current Syrian regime. But well-informed
viewers may be insulted knowing full well that the current inhumane
state of affairs in Syria is the result of invasion by thousands of
well-armed Muslim extremist terrorists entering Syria illegally by
way of Turkey and other countries, and spreading death and destruction.

These terrorist elements quickly populated the ranks of the Syrian
rebels. At one point, when Syrian rebels themselves realized that
foreign-born Al-Qaeda-backed Muslim allies resorted to countless
systematic massacres and other atrocities against defenseless innocent
civilians, they began rejoining all-volunteer Syrian nationalist
forces defending their country against foreign intrusion.

Arpa realizing its grave mistake in deciding to show a misguiding
documentary on the Syria Crisis initially promised to cancel its
showing; and to rescind the Armin T. Wagner Award that was initially
planned to be presented to filmmaker Mr. Mathew Van Dyke.

However for some reasons, breaking their earlier written promise not
to show, ARPA officials reinstated the showing of the film in the
eleventh hour.

On the day of the showing, I chose to join the protesters outside.

Arpa had initially promised to cancel the film screening but within
24-36 hours it turned around and showed it.

Had the organizers know in advance of Arpa’s eventual decision to
show the film they could have secured even a much bigger turnout.

Regardless, the protesters condemning the film held rallies both
on Saturday and Sunday. On the first day of the protest they faced
off with “opposition” sympathizers also holding a rally supporting
the film.

The “opposition” sympathizers were yelling “Down with Al-Assad.” While
the protesters responded: “Down with Al-Qaeda; Shame on Al-Qaeda for
killing innocent Christians, moderate Muslims and Christian Armenians;
Shame on Arpa for showing a one-sided, warmongering film” indirectly
supportive of Al-Qaeda in Syria.

The next day, “opposition” sympathizers failed to show up. The
anti-war protesters condemned Arpa for presenting Mr. Van Dyke with
the “Silver Lens” award for his propaganda film.

I wonder, as Americans, how we would have responded if a documentary
film is shown in a foreign film festival in a third country propagating
widespread death and destruction in America under the pretext of
supporting a struggle for the legalization of illicit drugs.

Interestingly, at the same time as Arpa was showing the warmongering
film, Turkey was getting ready to propose a resolution in the
Turkish Parliament calling for Turkish armed invasion of Syria for
an 11-month-long military operation.

According to an Oct. 2 news article in Hurriyet, a Turkish daily,”the
need for the motion was described as arising from the use of chemical
weapons by the Syrian regime on its people, referring to an attack
conducted by the forces of Syrian President Bashar al-Assad on Aug. 21
in Damascus that killed more than 1,400 Syrian citizens.”

According to a Sep 24 news account by Press TV, “Al-Qaeda-linked
militants in Syria have destroyed several Jewish mausoleums in the
historical town of Tadouf in the northern city of Aleppo. Militants
reportedly demolished a number of the most ancient Jewish mausoleums
in the town. Foreign-backed militants have so far destroyed many
religious sites in Syria since the unrest began in 2011. Earlier this
month, members of the al-Qaeda-affiliated al-Nusra Front attacked the
historical Christian village of Ma’loula near the capital, Damascus,
and destroyed parts of it, before Syrian security forces arrived to
repel them.”

As of press time Wednesday, Mr. Alex Kalognomos of AFFMA declined to
grant my email request to present the readers of USA Armenian Life
with a brief response on his behalf as the manager of the festival.

In an email to fellow activists, attorney Angela Barseghian wrote:
“Let me tell you how disappointed I am, and ashamed to discover that
ARPA has NO MORAL DISCRETION to honor, the plea of our countrymen,
who are seeking PEACE in Syria, and a peaceful resolution to the
internal Syrian political issues. Your film glorifies violence and
war and justifies all the barbaric tactics to achieve a political
purpose. All countries have similar or other political issues,
however, it is normal course of business to forbid foreign forces,
paid mercenaries to venture into other people’s countries, destroy
everything in sight, including but not limited to massacre masses
who have lived peacefully and struggled for their rights through
democratic means. This film glorifies barbaric means which is not
a respectable course for any human; ARPA should not glorify trashy,
propaganda films you find worthy of people’s discretion. I will not
be surprised to see a film ARPA glorify, where the a denialist of
Armenian Genocide is presented with awards, where the film depicts
total fallacy and fraud regarding my history….You have done just
that, which is garbage , called a documentary, regarding Syria. Now,
your organization has disclosed the true low class, no morals, no
ethics, no ideals, no vision for what the purpose of your organization
stands for. The people will react to your garbage with rejection. I
reject your organization. I reject what you have demonstrated as
insensitive, degrading, defamatory and deplorable propaganda. If
the truth of the matter you glorify is NOT important to ARPA, I was
hoping that at least, such ideals for ARPA to reject propaganda for
war would be rejected. I am exercising my freedom of speech, unlike
ARPA, to discredit war mongering frauds, and discredit ARPA.”

As a beneficiary of a functioning democracy in these great United
States, I am in favor of encouraging all the countries of the world to
consider adopting democracy. However, we should let each country decide
its destiny. I would not want my government – and for that matter any
government, to interfere militarily in the affairs of other sovereign
states and instigate armed rebellion along with injecting tens of
thousands of Muslim extremist terrorists coming from over 80 countries,
triggering all kinds of atrocities and war crimes including usage of
internationally-banned chemical weapons – all in the name of democracy!

Worst yet- Why destroy a somewhat functioning secular – albeit
undemocratic government in Syria and facilitate its replacement with
a puppet regime that can be subservient to the western oil interests
under the veil of an even more dictatorial extremist Islamic government
similar to the now-dethroned Muslim Brotherhood government in Egypt?

To be fair to Arpa For Films Music and Arts (AFFMA), it has done so
many wonderful things in service of the film industry and Armenian
American artists as a whole. Years ago, when I was invited to join
AFFMA as a board member I accepted wholeheartedly. I passionately
believed in its stated mission “to cultivate cultural understanding
and global empathy, creating a dynamic forum for international cinema
with a special focus on the work of filmmakers who explore the issues
of Diaspora, exile and multi-culturalism. A strong emphasis is placed
on ideals of independent thought, artistic vision, cultural diversity
and social understanding.”

Year after year, like many others, I presented the organization with my
modest share of support. However, when the showing of the scandalous
documentary film “Not Anymore: A story of a Revolution” occurred I
could no longer see myself as being a part of such an organization
that has chosen to deviate from its original mission. By showing the
highly biased film, Arpa inseminated the opposite of what it was set
out to accomplish. Instead of “cultivating cultural understanding and
global empathy,” it disseminated so much hatred and misunderstanding
among the diverse Los Angeles communities.

I am appreciative that ARPA showed “Orphans of the Genocide,”
documentary. However, I decline to remain silent on the showing of
a grossly unfair and misleading documentary; and on presenting its
biased filmmaker with an award.

Because of the fact that AFFMA has deviated from its original mission,
and as long as it continues to do so, I cannot continue to associate
myself with the organization. The concerns expressed in this article
serve as ample justification for me to hereby present my resignation
from the Board of Arpa For Films Music and Arts (AFFMA).

Warmongering can be deadly to our global community of nations.

Armenian Cross Stones Copied With Chinese-Japanese Technology

ARMENIAN CROSS STONES COPIED WITH CHINESE-JAPANESE TECHNOLOGY

YEREVAN, OCTOBER 7, ARMENPRESS: With the sponsorship of the Ministry of
Culture of the Republic of Armenia and the invitation of the Yerevan
State Academy of Fine Arts, the working training of the Japanese
artist and Professor Kunito Nagaoka was held at the YSAFA organized
in the framework of the program “Taku-Hon/Stone prints of khachkars
and memorial stone in Armenia in 2012-2016â~@³. As Armenpress was
reported by the Ministry of Culture of the Republic of Armenia, the
program aims at the preservation of the cross stones’ carvings and
ornamentation in the form of documents. The works are being carried
out with the ancient Chinese-Japanese technology Taku-Hon, during the
use of which the cross stones remain safe. The works were attended by
the lecturers and students of the Yerevan State Academy of Fine Arts,
headed by the Japanese artist and Professor Kunito Nagaoka.

On August 31 2011 the Yerevan State Academy of Fine Arts accepted
Professor Kunito Nagaoka, a Japanese artist who came to YSAFA by
the invitation of YSAFA International relations department. He met
with YSAFA students, lecturers, the head of graphics chair and the
YSAFA rector. He is actualizing a project during 2012-2013 entitled
“Taku-Hon/Stone prints of khachkars and memorial stone in Armenia
in 2012â~@³.

Taku/Hon is a Japanese-Chinese technique which helps to get the exact
image of the prints carved in stones. In the near future during his
visits to Armenia he has an intention to involve Armenian students
from YSAFA in his activities in order to pass the usage of this
technique to the generations thus contributing to the preservation
of cultural heritage.

Kunito Nagaoka is a Japanese visual artist who was born in 1940.

Kunito Nagaoka has had several gallery and museum exhibitions,
including at the Monterey Museum of Art, Pacific Street. Several works
by the artist have been sold at auction, including ‘THE UNIVERSE’
sold at Bukowskis, Helsinki ‘Collector Auction’ in 2011.

L’Arménienne Lilit Mkrdtchian s’est mariée avec un journaliste Allemand

La championne arménienne des échecs Lilit Mkrdtchian s’est mariée.
Lilit Mkrtdchian s’est mariée avec un journaliste Allemand qui vit
actuellement à Leipzig (Allemagne).Johannes (c’est le prénom du mari)
était lors de sa jeunesse un bon joueur d’échec. En 1984 il fut même
vice-champion de Bavière des moins de 16 ans. « Nous avons tout
d’abord eu une liaison par correspondance dans laquelle il écrivait
qu’il appréciait beaucoup mon jeu et m’encourageait par des petites
phrases » dit Lilit Mkrdtchian lors d’une interview au journal «
Shakhmadayin Hayastan » (L’Arménie de Echecs). Actuellement
l’Arménienne, médaille de bronze aux derniers Championnats d’Europe,
participe au Tournoi de Vrotslav en Pologne.
