Azerbaijan informed the international community that it is ready for
a peaceful settlement of the Armenian-Azerbaijani Nagorno-Karabakh
conflict.

Head of the Azerbaijani delegation to PACE, MP Samad Seyidov made
the remark on November 12.

Commenting on the inclusion of the “independence” of the so-called
“Nagorno-Karabakh Republic in the agenda of Armenia’s Parliament,
Seyidov told journalists that this act shows that Armenia not only
is unable to negotiate for peace, but is also not ready to fulfill
its obligations.

Seyidov expressed confidence that Armenia’s attempts regarding the
recognition of the so-called “Nagorno-Karabakh Republic” will not
be successful.

Armenia captured Nagorno-Karabakh and seven surrounding districts from
Azerbaijan in a war that followed the Soviet breakup in 1991. More
than 20,000 Azerbaijanis were killed, and nearly 1 million were
displaced as a result of the war.

Large-scale hostilities ended with a Russia-brokered ceasefire
in 1994, but Armenia has continued the occupation in defiance of
four UN Security Council resolutions calling for an immediate and
unconditional withdrawal.

Peace talks mediated by Russia, France and the US have produced no
results so far.

YEREVAN Nov 12 (Reuters) – Armenia’s central bank cut its key
refinancing rate to 8 percent from 8.5 percent on Tuesday after data
showed a decline in inflation.

Annual inflation came at 7.1 percent in October, the central bank
said, down from 8.2 percent recorded in September. That is still
higher than the government’s target range of between 2.5 percent and
5.5 percent for the whole year.

Monthly inflation in October was 0.3 percent, compared to deflation
of 0.2 percent in September.

The central bank kept refinancing rate unchanged at 8.5 percent

The Armenian parliament today approved an agreement easing the visa
regime with the European Union. The new regulation will come into
force in a month.

According to the agreement, the procedures necessary for those staying
in the EU less than 90 days in half a year will become easier. Visas
will now be issued within 10 days or even 2 days if necessary.

Spartak Moscow closed the gap behind leaders Zenit St. Petersburg
to three points thanks to a Yura Movsisyan hat-trick in a 4-2 win in
the capital.

Zenit was ahead after six minutes through Alexander Kerzhakov but
Movsisyan then took over.

The Armenia striker fired the host ahead with goals on 22 and 44
minutes before completing his hat-trick three minutes after half-time.

Movsisyan left the pitch on 58 minutes and while Zenit quickly scored
in his absence, Hulk finding the net, Spartak sealed the win through
Dennis Glushakov.

Seydou Doumbia struck twice as CSKA Moscow moved up to fourth place
with a 4-1 win over Terek Grozny.

Doumbia got off the mark after nine minutes and the CSKA goals came
in a rush after that.

Zoran Tosic and Sergei Ignashevich were both on target before Doumbia
scored his second with a 38th-minute penalty.

Ailton grabbed a consolation goal for the away side on 71 minutes.

Kuban Krasnodar also struck four goals as it swatted aside Volga
Nizhny Novgorod without reply.

Balde Ibra (12), Ivelin Popov (26) and Vladislav Ignatiev (40) had
the game wrapped up by half-time. Ibra added a fourth on 64 minutes.

Anzhi Makhachkala, third last season, remains the only club without a
win this term as it fell 1-0 at Amkar Perm. Dmitri Belorukov grabbed

What Happened To Turkey’s Islamized Armenians?

Back in 2005, a bid to hold Turkey’s first ever “Armenian conference”
had sparked nationwide tensions. Then-Justice Minister Cemil Cicek
accused the organizers of “stabbing Turkey in the back,” while Sukru
Elekdag, a lawmaker from the main opposition Republican People’s Party,
branded the organizers as “traitors” in a speech in parliament.

Yielding to heavy pressure, Istanbul’s Bogazici University backed down
from hosting the conference, and the event had to move to the private
Bilgi University. The detractors, however, did not stop there. Furious
demonstrators bullied the participants as the conference opened,
and the event could barely be completed.

Since then, the atmosphere in Turkey has changed significantly.

Commemorations are now being held on April 24 to remember the 1915
Armenian genocide. Scores of books are being published on the issue,
which has become also a frequent topic in newspapers and TV programs.

Even though the government maintains the official Turkish thesis on
the 1915 events, the subject is no longer a taboo in the country.

A conference on Armenians Islamized during the genocide was held Nov.

2-4 in Istanbul, demonstrating that the genocide is now up for a free
discussion in Turkey. The venue of the event was the same Bogazici
University that had backed down from hosting the first Armenian
conference eight years ago. This time, there were neither demonstrators
outside the venue nor politicians bashing the organizers. That the
event was free of incidents and tension signifies the notable progress
Turkey has made in openly discussing the Armenian genocide.

Participants included Turkish, Armenian, American and European
academics, intellectuals and descendants of genocide victims from
Turkey, Armenia and many other countries. The conference, which
attracted huge interest, discussed the fate of the Armenians who
survived the genocide as Muslims.

“No one called them by their real names again. They had to destroy
and efface themselves to save their existence,” Rakel Dink, the widow
of slain Turkish-Armenian journalist Hrant Dink, said in her opening
speech at the conference, organized by the Hrant Dink Foundation.

About 200,000 Armenians are estimated to have survived the massacres
and deportations by becoming Muslims, according to the presentation of
academic Ayse Gul Altinay. She estimated that several million people
in Turkey are today the children, grandchildren, nieces, nephews and
daughters- or sons-in-law of Islamized Armenians.

“For 90 years, those people led an invisible existence outside the
family and sometimes even within the family. They completely lost
their Armenian names and their bonds with their families and the
Armenian community. And even when they kept those names and bonds,
they were unable to do so openly,” Altinay said.

According to the conference paper of historian Taner Akcam, the
Islamization of Armenians was not religiously motivated as religious
fanaticism was alien to the Committee for Union and Progress, the
Ottoman party whose members perpetrated the genocide. Akcam described
Islamization as an assimilation tool used in the genocide.

“Assimilation was a truly systematic policy, and forced conversion
to Islam was one of its essential elements,” Akcam said.

University of California scholars Arda and Doris Melkonian explained
how a large number of Armenian women survived the genocide by marrying
Muslim men and were forced to convert. They noted that very few
Armenian men had the chance to convert to escape death, and that
survival through marrying Muslim women was out of the question for men.

The audience was deeply moved by the presentation of academic Nevin
Yildiz Tahincioglu, who recounted the story of an Armenian woman named
Sara. Her story (as told by Tahincioglu): “Sara was a 15-year-old from
an Armenian village in the Viransehir district of Sanliurfa province.

Eyup Agha – or ‘Ayip Agha,’ as he was called in the local dialect –
was among the notables in the area. It was the time when the Hamidiye
Corps were being set up. The aghas were encouraged to plunder Armenian
villages and drive the inhabitants out. One day, a group including
Ayip Agha raided Sara’s village. They rounded up the village men
and led them away. A month later, Sara was washing laundry in a
nearby stream when she spotted a mutilated arm. She recognized the
watch on the arm as her uncle’s before a dog grabbed the limb. Sara
followed the dog into a cave, which locals still call ‘the Armenian
cave.’ What she discovered there were the corpses of the village men,
mutilated by dogs.

“The survivors then decided to leave the village, but they were
also rounded up by Ayip Agha. He locked them up in a depotlike place,
keeping them without food and water for days. Then, among the captives,
he spotted Sara, who was reputed for her beauty, and ‘fell in love’
with her. Ayip Agha, who already had two wives, announced to Sara he
would marry her, but she refused. He threatened to kill Sara’s mother
and eventually did so, but Sara remained adamant. Ayip Agha then
threatened to kill her father and did so. Sara was still refusing
to marry him. He said he would kill her brother, too. As the boy
clang to her skirt, Sara acquiesced with two conditions: ‘First, my
brother shall not be killed. Second, you shall not change my name,
which was given to me by my father.’ Sara’s name was to haunt her
throughout her life.

“Even though Ayip Agha accepted Sara’s wishes, her brother died in
suspicious circumstances a year later. Ayip Agha then began to torture
Sara, the wife who refused to change her name and was rumored to have
never accepted Islam, continuing to carry a cross. He would inscribe
crosses on Sara’s flesh with the dagger he had used to kill scores
of Armenians. He would rape her each time he wanted sex, because
Sara refused to go to bed with him. According to witness accounts,
Sara’s screams during those rapes would echo in the yard of the house.”

The story went on along those lines. The biggest surprise, however,
came at the end when Tahincioglu uttered the following sentence:
“The bad men in this story are my family.”

Tahincioglu put this story together from the accounts of four witnesses
as part of an oral history research. She studied her own family’s
past. Both Ayip Agha and the narrators were her relatives.

Putting her mark on the conference, Tahincioglu concluded, “It’s not
the victim who should speak up and say ‘I am a victim.’ The past
can be reconciled [only] when the perpetrator speaks up and says,
‘I am the perpetrator.'”

The conference on Islamized Armenians was a meaningful, though small,
step for Turks in facing up to their history. It is encouraging to
see that various aspects of the Armenian genocide are being discussed
as the 100th anniversary approaches.

The newly appointed Ambassador of the Eastern Republic of Uruguay to
Armenia Aníbal Cabral Segalerba presented his credentials to Armenian
President Serzh Sargsyan on Monday.

Armenia’s leader congratulated Mr Aníbal Cabral Segalerba on his
appointment and expressed hope that his diplomatic activities in
Armenia will give a new impetus to the development of bilateral
friendly relations.

Armenian-Uruguayan friendly relations have shown steady progress
since Armenia gained independence. Evidence thereof is reciprocal
willingness for cooperation and concern with each other’s problems,
President Serzh Sargsyan said.

The Armenian people will never forget that as far back as 1965 Uruguay
was the world’s first nation to officially recognize the Armenian
Genocide in Ottoman Turkey.

For his part, Mr Aníbal Cabral Segalerba pointed out Uruguay’s
great respect for Armenia and its people and interest in developing
cooperation in various areas.

Below is a statement by Armenian FM Edward Nalbandian at the 37th
session of the UNESCO Gemneral Conference.

Mr. President,

Ladies and gentlemen,

First of all I would like to join the previous speakers in
congratulating Mr. Hao Ping, Vice Minister for Education of China
on his election as the President of the 37th Session of the UNESCO
General Conference and extend our thanks to the outgoing President Ms.

Katalin Bogyay.

Mr. President,

Every two years we come together to reaffirm the founding vision of
this institution: the pursuit of the ideas of peace and humanity
through the education, science and sustainable development,
intercultural and interreligious dialogues.

Last year Armenia marked 20th anniversary of its UNESCO membership.

Since then Armenia, as a dedicated member, has been increasingly
engaged in the Organization’s activities and programs, promoting its
principles and values.

Mr. President,

Armenia expresses its support to the initiative of the UN Secretary
General “Education first”, in which the UNESCO plays a key role. In
this regard it has been both an honor and a responsibility for us to
be in the Council of the International Bureau of Education.

We welcome UNESCO’s focus on inclusive social development and
intercultural dialogue reflected in its new Mid Term strategy
objectives. It is difficult to imagine modern development without
international cooperation in the fields of education, science,
technology and culture. UNESCO plays a crucial role in promoting
such cooperation through global networks, including the UNESCO Chairs
and the “Associated schools networks”, in which Armenia is actively
involved. We consider the programs mutually beneficial for UNESCO
and its member countries and we would encourage enhancement of the
programs by further improvement of communication and cooperation with
the networks on the ground and better utilization of their potential.

Mr. President,

The past year was memorable for Armenia as Yerevan became the twelfth
World Book Capital. Throughout the year Yerevan was a meeting place
for several well-known writers, journalists, publishers, librarians
and booklovers from all over the world.

This significant event coincided with another major celebration –
500th anniversary of the Armenian book-printing. Armenians were among
the first in the world to make use of Guttenberg’s invention and
starting from 1512 founded Armenian printing houses around the world.

The first Armenian book was printed in Venice in 1512, and the first
Armenian printed magazine – in Madras in 1794.

The year-long events presenting Armenia’s rich cultural heritage to the
world was truly “crowned” by inscription of over thousand-year-old
Armenian epic “David of Sassoun” on the Representative List of
Intangible Cultural Heritage of Humanity.

The celebrations of the 300th anniversary of great Armenian poet and
musician Sayat-Nova were included in the UNESCO list of anniversaries
for 2012-2013. Sayat-Nova made a considerable contribution not only
to the Armenian, but also to the cultural heritage of our region.

Inscription of Aram Khachaturian’s compositions on the Memory of the
World International Register this June was a wonderful tribute to
the composer’s legacy on the occasion of his 110th anniversary in 2013.

Mr. President,

We highly appreciate UNESCO’s goal of promoting intercultural dialogue,
understanding and tolerance in the world.

Since last May Armenia has assumed the Chairmanship of the Committee
of Ministers of the Council of Europe making fight against xenophobia,
hate-speech and intolerance its key priorities.

In an era when the protection and promotion of human rights are
considered to be the underpinning concept for the civilized world,
intolerance towards the values of civilization belonging to others,
damaging or destroying cultural or religious heritage intentionally,
consistently, repeatedly, must be condemned with the same resolve
and determination as violence against people.

The destruction of thousands of delicately carved cross stones by
the Armenian masters, dating from the 9th to the 16th centuries,
is a vivid manifestation of such crime by Azerbaijanis in Nakhijevan.

Several thousands of these giant medieval sculptures were bulldozed
under the Azerbaijani government’s watchful eyes and this area was
turned into a military ground in a government sanctioned operation.

The 16th International Council on Monuments and Sites (ICOMOS) General
Assembly resolution regretfully stated with regard to this vandalism:
“this heritage that once enjoyed its worthy place among the treasures
of the world’s heritage can no longer be transmitted today to future
generations.”

Our numerous calls for sending international fact-finding missions
to Nakhijevan, as well as attempts by a number of international
organizations and countries have been either ignored or rejected by
the Azerbaijani side.

Mr. President,

The Universal Declaration of Human Rights and the UNESCO Convention
against Discrimination in Education state that “Education shall promote
understanding, tolerance and friendship among all nations, racial
or religious groups”. Taking into consideration UNESCO’s unique role
in the sphere of education, we call upon the Organization to create
within its educational programs some sort of an overview mechanism
that will examine and evaluate the textbooks of the member-states,
especially history and social sciences textbooks, with a special
emphasis on exclusion of racism or xenophobia. The Armenian heritage,
culture and history, after lasting continuously for more than thirty
centuries are nowadays being distorted and altered in Azerbaijan. In
this country the rewriting of its history is continued by means of
misappropriation or annihilation of the traces of other cultures on
their territory, or even more, by privatizing the cultural heritage
of the neighboring nations. A country that appeared on the political
map of the world less than a hundred years ago has territorial and
cultural claims towards a country and a people the several millenniums’
history of which is recorded from the ancient times.

Mr. President,

Only through coordinated efforts the international community can
pursue the ideas of peace and humanity through education, science and
sustainable development, intercultural and interreligious dialogues.

Armenia is strongly committed to the ideals and goals of UNESCO and
will continue expanding its involvement in the UNESCO initiatives
and programs.

Cortocinema Festival, in giuria anche Marine Galstyan, attrice e regista armena

Una formazione ed esperienze di tutto rispetto per l’ultima, in ordine
di tempo, giurata del Cortocinema Pistoia festival organizzato da
Amici di Groppoli, Scuterzola, Culturidea, Produzione Sedicinoni che
vedrà la sua presentazione ufficiale il 29 novembre a Villa di
Groppoli.

A completare l’organico dei giurati è giunta Marine Galstyan. Marine
ha studiato presso l’Accademia Statale di Teatro e Cinema di Yerevan
(Armenia), facoltà di `Arte drammatica’ per poi frequentare corsi
specialistici di danza (Dance of Spring Royal Ballet di Londra, Tango
Argentino Odisseo, Fundazione Flamenca Andalusa) e di regia teatrale e
cinematografica.

Marine Galstyan vanta una prestigiosa carriera come attrice, regista,
coreografa e danzatrice e quindi con il proprio occhio attento e
professionale saprà dare un contributo di qualità ed obiettività alla
giuria di questo Festival dei Corti che già oggi vanta oltre cinquanta
film in concorso.

Il nome di Marine si affianca a quella del presidente, il truccatore
delle star di Cinecittà ed Hollywood Francesco Freda ed a quello della
nota esperta di cinema Maria Sciuto, Andrea Nannini presidente
nazionale CNA cineoperatori e fotografi professionisti, Paolo
Baldassarri presidente conservatorio san Giovanni Battista.

La giuria sarà presentata ufficialmente insieme a tutto il Festival il
29 novembre in una iniziativa che prenderà il via nel tardo pomeriggio
presso Villa di Groppoli.

Le dinamiche realtà che hanno dato vita al primo festival pistoiese
del genere sono Amici di Groppoli, Associazione Scuterzola Film,
Associazione Culturidea e Sedicinoni Film Productions- Cineclub Fedic
Pistoia, in collaborazione con la Provincia di Pistoia, Comune di
Pistoia le stesse che animano molte iniziative culturali della
provincia.

Iran, Armenia to Negotiate on Transfer of Electricity to Europe

TEHRAN (Tasnim) – Visiting Armenian energy minister Armen Movsisyan
announced Yerevan’s readiness for completion of underway projects with
Iran and signing contracts for new ones, but said that the two sides
need to negotiate further on transit of Iranian electricity to Europe.

`The final decision on transferring Iran’s electricity to Europe has
not been made yet and the matter in this respect is in need of further
bilateral talks,’ Movsisyan told the Tasnim News Agency Saturday.

He said that Armenia is very eager to make use of Iranian technicians’
expertise and the Iranian technology in completion of power generation
and transmission facilities of his country.

The visiting Armenian energy minister had a three hour meeting with
his Iranian counterpart, Energy Minister Hamid Chitchian, last Tuesday
on expansion of bilateral cooperation in water and electricity fields.

Chitchian told reporters after the meeting that given Europe’s rising
demand for electricity, Iran is after exporting electricity to Europe
through either Armenia, Azerbaijan, or Georgia.

Movsisyan, too, had said on Tuesday that he was in Tehran for talks on
increasing gas imports from Iran.

The Armenian minister had told the Tasnim News Agency that increasing
gas imports from Iran and development of bilateral relations in the
energy sector would be the main areas of talks with the Iranian oil
minister.

The Armenian energy minister and his Iranian counterpart in their
Tuesday morning meeting exchanged ideas on power generation and
connection of regional countries’ electricity networks.

In 2004, the Armenian government initiated construction of
Iran-Armenia gas pipeline.

The pipeline started operating in 2007. Armenia uses Iranian gas for
generating electricity, which is sent to Iran – 3kilowatt/hour for 1
cubic meter of natural gas. Under the agreement, Iran will send 36
billion cubic meters of natural gas to Armenia for 20 years. The
terms of the agreement can be prolonged for five years and gas import
can be increased to 47 billion cubic meters.

Armenia used the majority of the approximately 1.25 million cubic
meters per day of Iranian natural gas it imported to produce
electricity at the Hrazden power plant. Initially, Armenia was to
receive 3 million cubic meters per day of gas from Iran, with volumes
slated to increase to 6.2 million meters by 2019 as part of the
ongoing 20-year contract agreed to in May 2004. However, reported
volumes have thus far failed to reach these targets.

Former Gyumri mayor Vardan Ghukasyan has opened a `municipality’ for
himself, according to Haykakan Zhamanak. Currently, he works on new
urban development projects. The `institution’ is called New
Municipality.

`The organization supposedly operates on a voluntary basis. According
to our information, Ghukasyan’s former teammates come to work every
day at nine, conduct a brief meeting, have a break and work until the
end of the workday. The workers of the New Municipality reportedly
receive salaries amounting to AMD 50,000-60,000. It’s noteworthy that
Ghukasyan can’t stand workers being late for work,’ the newspaper
says.
