La Turquie invite Barzani pour un coup de pouce à la paix avec le PKK

(AFP) – Le Premier ministre turc Recep Tayyip Erdogan reçoit samedi le
dirigeant des Kurdes d’Irak, Massoud Barzani, pour une visite qui doit
permettre à Ankara de s’assurer de son appui pour remettre sur les
rails le processus de paix menacé avec la rébellion kurde.

Signe de l’importance qu’il accorde à l’événement, M. Erdogan a choisi
de recevoir pour la première fois le président du Kurdistan irakien à
Diyarbakir, le chef-lieu emblématique du sud-est anatolien à majorité
kurde.

`Nous allons vivre ce week-end à Diyarbakir un processus historique
(…) Espérons qu’il soit un couronnement du processus de paix` engagé
il y a un an avec les rebelles kurdes, a déclaré mercredi le chef du
gouvernement turc.

Lors de son séjour turc tout en symboles, M. Barzani doit assister
avec son hôte à une série d’inaugurations, à un mariage collectif puis
un concert des chanteurs folkloriques kurdes Ibrahim Tatlises et
surtout Shivan Perver, une icône de la résistance kurde longtemps
interdit de se produire en Turquie.

Le dirigeant kurde irakien, qui a souvent plaidé pour la
réconciliation entre les autorités turques et les rebelles du Parti
des travailleurs du Kurdistan (PKK), est une personnalité respectée
par la minorité kurde de Turquie. C’est ce poids politique que
convoite Ankara pour faire passer un message aux 12 à 15 millions de
Kurdes de Turquie.

`Le choix de la ville est symbolique`, a souligné à l’AFP une source
proche du gouvernement, `le gouvernement turc veut ainsi démontrer que
sa volonté d’en finir avec le conflit kurde est réelle, à un moment où
les affaires ne vont pas si bien`.

Engagés à l’automne 2012, les pourparlers de paix initiés par Ankara
avec Abdullah Öcalan, le chef du PKK qui purge une peine de prison à
vie en Turquie, sont au point mort.

Les Kurdes accusent Ankara de ne pas tenir ses promesses de réformes
notamment en refusant de reconnaître leur identité dans la
Constitution, leur principale revendication. En représailles, le PKK a
donc suspendu en septembre le retrait de Turquie de ses combattants
armés, menaçant de faire capoter tout le processus.

Critiques

`Dans ce contexte difficile, il est judicieux de montrer que la
Turquie ne cherche que la paix`, a insisté la source proche du
gouvernement.

La visite à grand spectacle organisée par M. Erdogan pour M. Barzani a
reçu le soutien de quelques personnalités kurdes. `J’ai l’espoir
qu’elle apportera une importante contribution au processus de paix`, a
déclaré la célèbre députée kurde Leyla Zana.

Mais elle ne fait pas l’unanimité dans les rangs de la communauté
kurde de Turquie, dont certains membres ont dénoncé les
arrières-pensées électoralistes du chef du gouvernement
islamo-conservateur, à la veille des municipales de mars 2014.

`Bien sûr, certains l’ont sûrement invité à Diyarbakir en vue du
prochain scrutin`, a relevé devant la presse le député kurde Ahmet
Türk, `j’espère que M. Barzani s’en rend compte`.

Autre sujet à l’ordre du jour de sa visite en Turquie, le conflit
syrien, à l’heure où les relations entre le président du Kurdistan
irakien et les kurdes syriens du Parti de l’union démocratique (PYD)
se sont tendues.

Comme Ankara, Erbil n’a pas masqué son inquiétude face à la décision
du PYD de créer une administration autonome dans le nord de la Syrie
après sa victoire sur les forces jihadistes qui combattent le régime
de Damas. Ces groupes proches d’al-Qaïda ont déjà revendiqué en
septembre un attentat perpétré à Erbil en représailles au soutien du
Kurdistan irakien aux combattants du PYD.

Enfin, MM. Erdogan et Barzani devraient aussi évoquer le renforcement
de leurs liens en matière économique, notamment dans le secteur de
l’énergie. Les contrats pétroliers passés par Ankara avec la région
autonome kurde d’Irak ont fortement contrarié Bagdad.

Tradition et Changement : Les opposants à la loi sur le genre disent
que « l’égalité des droits » menace la nation

Le projet de loi sur l’égalité des droits et des chances pour les
hommes et les femmes adopté il y a plusieurs mois par le parlement
d’Arménie continue à être un sujet de controverse et de mécontentement
parmi les traditionalistes et mercredi un groupe d’ONG et des membres
du clergé ont une marche de protestation demandant d’annuler la loi.

Avec des slogans tels que « la nation arménienne contre la loi sur
l’égalité », « la loi du genre est une menace pour les familles
arméniennes, nous ne vous laisserons pas ruiner les familles
arméniennes », « Sauvons les enfants des perversions sexuelles » et
autres, quelque trois cents manifestants ont défilé de la statue
Alexander Tamanyan statue, au centre-ville d’Erevan, à l’édifice du
gouvernement, où ils ont remis une lettre aux membres du gouvernement
de 3500 signatures en faveur de l’annulation de la loi.

Le mot « genre » a été retiré de la loi adoptée en mai 2013 et vérifié
par le président sous la pression du public et a été remplacé par «
l’égalité des droits et des chances pour les hommes et les femmes ».
Les initiateurs de la protestation affirment que la loi « sape le
fondement des familles arméniennes traditionnelles, sur lequel la
nation arménienne a pu survivre des milliers d’années ».

Haykanush Aloyan, membre de l’initiative « Non à la loi sur l’égalité
des sexes » dit que la loi doit être déclarée anti-constitutionnelle
car elle contredit un certain nombre de dispositions du code de la
famille de la Constitution de l’Arménie.

« Les conséquences négatives de la politique du genre contre
lesquelles les peuples européens se battent, vont prochainement
atteindre l’Arménie, si, aujourd’hui, le droit n’est pas déclarée
anti-constitutionnelle », dit-il, ajoutant que la lutte sera maintenue
jusqu’à ce qu’ils atteignent ce qu’ils veulent.

Pendant ce temps, Maro Matosyan directrice de l’ONG Centre de support
des femmes a dit à ArmeniaNow que l’Arménie, au contraire, a grand
besoin d’une telle loi pour briser « les puissants dogmes du genre ».

« La loi ne dit absolument rien sur l’homosexualité ou toute
orientation sexuelle, c’est seulement une question d’égalité entre les
hommes et les femmes, cet absence qui conduit à la violence domestique
dans nos familles et c’est la violence qui finit par détruire la
famille », dit-elle.

La crème fraiche « Ashtarak Gat » (lait d’Ashtarak) a été reconnu
comme le « Produit numéro un d’Arménie » par les consommateurs
arméniens. Le Centre d’aide aux consommateurs a mené un sondage sur
les produits arméniens auprès de la population et sur une liste de
produits de consommation, la crème fraiche « Ashtarak Gat » a été
retenu pour sa qualité par 19,2% des personnes interrogées. Le sondage
s’est déroulé du 10 au 31 octobre sur le site armeproduct.am. En plus
de la crème fraiche, le site proposait au choix des consommateurs
arméniens, du cognac, des jus de fruits, du vin, des eaux minérales,
de la viande et charcuteries, du fromage et des conserves, toutes de
produites en Arménie.

Turkey has warned Australia against any further formal recognition
of the Armenian genocide to avoid undermining its relationship and
the special centenary commemoration of Gallipoli in 2015.

And NSW Premier Barry O’Farrell has retaliated, saying it was
“deplorable” for the 100-year anniversary of the Gallipoli landing
to be used for political purposes.

Turkey has also made it clear that NSW MPs are not welcome to attend
the ceremony because of bipartisan support for a motion moved in
Parliament by Mr O’Farrell in May which recognises and condemns the
Armenian genocide.

The warning from the Turkish speaker of the parliament, Cemil Cicek,
has come on the eve of a public ballot for 8000 tickets reserved for
Australians to attend the special ceremony in Gallipoli on April 25,
2015. The ballot opens at midnight on Friday and closes on January 31.

Speaking to The Sydney Morning Herald through an interpreter, Mr
Cicek said:

“One of only two things that could disrupt good relations between
Turkey and Australia”, he said, was for Australia “to support any
claims about genocide without hearing the Turkish side … this could
cause huge rifts between the nations and even jeopardise commemorations
around Gallipoli.”

Mr Cicek called on the NSW Parliament to withdraw its resolution,
saying reports of an Armenian genocide were “still inconclusive”.

“We have no problem with Armenian communities in Turkey,” he said.

“We have a problem with the Armenian diaspora who are still propagating
this argument.”

Prime Minister Tony Abbott has ruled that only four federal MPs
including himself will receive VIP tickets, but they will not be
offered to premiers or state MPs.

The NSW Premier said two similar resolutions had been moved in past
years without any similar threats being made to disrupt the 100-year
anniversary of the Anzac landing in Gallipolli.

“Bipartisan motions concerning the genocide were passed by the NSW
Parliament in 1996 and 2012,” Mr O’Farrell said. “It’s deplorable
anyone associated with the Turkish government would try and use next
year’s centenary of the Gallipoli landing for political purposes.”

In opposition, Treasurer Joe Hockey called for formal recognition of
the Armenian genocide in Federal Parliament, but is now reluctant to
make any further comments that might jeopardise his dealings with
Turkey in forums including the G20 which Australia will host next
year. In May 2011, he said the Armenian genocide “is one of the least
known, least understood and least respected human tragedies of the
modern era”.

Armenian National Committee of Australia executive director Vache
Kahramanian said it was “extremely troubling” the Turkish government
had threatened to ban NSW MPs who had recognised the Armenian genocide.

“For almost 100 years the Turkish state has continued to deny what
is publicly and widely known as a historical reality.”

A spokesman for the Turkish embassy said that while it could not
respond to the comments, “it is highly inappropriate for foreign
parliaments to politicise this matter and pass one-sided judgments
on a controversial period of Turkish history”.

The Armenian Club will show “Lost & Found in Armenia” on Sunday.

The Watertown High School Armenian Club raises money every year to
send doctors to remote villages in Armenia. This Sunday, they will
host a movie screening to raise money for this cause.

The Club will show the movie, “Lost & Found in Armenia,” on Nov. 17, at
3 p.m. in the WHS Lecture Hall. Tickets are $7 and can be purchased at
the door, according to a story in the Raider Times, the WHS newspaper.

The film, which is rated PG-13, is a comedy about a U.S. Senator’s
son who tries to forget the breakup of his fiancee and is talked
into going on vacation in Turkey by his best friends. He ends up in
a small village in Armenia, where he is accused of being a spy.

The countries joining Customs Union, including Armenia, will have to
give away part of their sovereignty to supranational bodies, Russian
Ambassador to Armenia said.

In an interview with RFE/RL’s Armenian service Ivan Volynkin assured
that Armenia will not lose its independence after joining the Customs
Union, adding that it would not be a return to the Soviet Union.

“The Soviet Union is a thing of the past, and there will be no
return to the Soviet Union with its positive and negative sides. I
am absolutely certain that there will be no new USSR,” Volynkin told
RFE/RL’s Armenian service.

“These states will not lose their sovereignty in full. But they
will undoubtedly have to give away part of their sovereignty to
supranational bodies. This is what happens in all integration processes
in the world.”

Ambassador Volynkin noted that after forming European alliance some
of EU countries even “sacrificed some sectors of their industry and
agriculture.”

“By the way, the Customs Union does not require such sacrifices.

Moreover, Armenia’s industry and agriculture will receive an additional
impetus for development and use of the Eurasian market,” added the
diplomat.

Ankara hosted the 3rd session of Azerbaijan-Turkey high-level strategic
cooperation council on November 13.

As part of his first official visit to a neighboring country,
Azerbaijani President Ilham Aliyev attended the meeting with Turkish
Prime Minister Recep Tayyip Erdogan.

The sides hailed the bilateral relations in a variety of fields,
particularly in politics, economics, and energy.

The Azerbaijani president and the Turkish Premier stressed the
importance of implementing joint projects.

They also noted the significance of furthering cooperation between
the relevant ministries of the two countries.

After the meeting, the two countries signed several documents,
particularly a declaration on the results of the Azerbaijan-Turkey
high-level strategic cooperation council.

The documents signed between the two countries also included a protocol
in the field of science and technology, a Memorandum of Understanding
on strengthening science, technology, industry and entrepreneurship, an
agreement on international combined cargo transportation, a cooperation
agreement on security, an agreement on mutual activities of workforce,
and a cooperation agreement on labor, social security, and employment.

Following the signing ceremony, President Aliyev and the Turkish
Prime Minister held a joint press conference.

The Azerbaijani president said that Azerbaijan will abolish visas
for certain categories of Turkish citizens.

“We have decided that at the first phase, the visa-free entry of
Turkish citizens to Azerbaijan will be ensured on the basis of a
list which will be compiled by the Ministry of Economy,” President
Aliyev said.

He also stressed that every country, including Azerbaijan, has its
visa policy.

“However, the visa-free regime will be imposed as an exception for
scholars, athletes, businessmen, famous people, and Turkish citizens
closely related to Azerbaijan,” the president said. “This issue will
be resolved soon, and I am sure there will be no need to talk about
these issues in the future.”

The president went on to say that the 21st century will be the century
of the Turkic world, and Azerbaijan and Turkey have undertaken the
leadership in this direction.

“I am very happy to be back in fraternal Turkey. I am very grateful
for your congratulations on the presidential elections. And naturally,
after the presidential elections, my first official visit by tradition
was to Turkey. This is a tradition. We have created this tradition,
and I am sure that those who will succeed us will remain loyal to it,”
the Head of Azerbaijani State said.

According to President Aliyev, two issues were resolved during the
meeting, demonstrating that Azerbaijan and Turkey’s respect, love
and commitment towards each other are so strong that any issue can
be easily settled.

President Aliyev said Azerbaijan and Turkey should develop interstate
relations, cultural ties and also relations between entrepreneurs.

The president went on to note that Turkey was the first country that
recognized Azerbaijan’s independence.

“From that day on we have been constantly feeling the Turkey’s
support. This gives us additional strength. We always rely on Turkey
and trust it, especially where a very important issue is concerned
-the Armenian-Azerbaijani Nagorno-Karabakh conflict,” President Aliyev
said. “We are confident that Turkey will always be on our side in
this matter. As you know, for many years, our lands have been under
occupation. Four UN Security Council resolutions are not fulfilled,
and the injustice continues. Today, in some cases, they speak about
the inaction of the Security Council, that is, it is accused of not
taking decisions. However, in our case a decision has been made,
but there are simply no mechanisms to implement it”.

According to him, Azerbaijan should be even stronger to restore its
territorial integrity.

“We will do it. We are working on these issues, and the
Turkish-Azerbaijani relations strengthen us further,” President
Aliyev added.

The Head of State noted that seeing the development of Turkey’s
defense industry made a strong impression on him yesterday.

“Today Turkey is an international authority in this sphere too. The
military equipment manufactured in Turkey meets the highest standards
of the world,” President Aliyev said.

According to the president, the common history and cultural ties that
link Azerbaijan and Turkey are the solid foundation of their relations.

“We are constructing a beautiful building on this foundation, and
as my dear brother noted, there are large multinational projects in
this building. We did not just limit our work to the transportation
of Azerbaijan’s oil to Turkey by building the Baku-Tbilisi-Ceyhan
oil pipeline. This was the opening of a corridor, thanks to which
large-scale projects are carried out today,” the Azerbaijani President
said.

President Aliyev congratulated the Turkish Prime Minister on the
realization of the Marmaray project.

“This is your historical merit. It will forever remain in the history
among the works, which you do for the Turkish people,” he said. “While
implementing this project, you connected the continents to each other,
brought people together and provided long-term profits for Turkey.

Naturally, the Baku-Tbilisi-Kars railway is also an integral part of
this great project”.

President Aliyev noted that great things await Azerbaijan and Turkey
in the future. The implementation of the TANAP project will completely
change Europe’s energy map, and Turkey and Azerbaijan will play a
role in it.

According to him, the TANAP project is one of the largest energy
projects in the world, and Turkey and Azerbaijan have undertaken the
responsibility, and political and financial burden.

“With our joint efforts, we demonstrated a leadership in this regard
too,” President Aliyev said.

President Aliyev also touched upon the issue of mutual investments,
calling it a great indicator.

The largest investments Azerbaijan has made and will make in the
future are the investments in Turkey, President Aliyev said.

“The investments that are made in Azerbaijan accelerate our economic
development. These are investments made on the basis of mutual trust,
friendship, and brotherhood. The ongoing projects confirm my remarks
when I say that brotherhood is the basis of our relationship.

Brotherhood and friendship are unbreakable and unshakable. The 21st
century will be the century of the Turkic world. In this regard,
the role of leadership was undertaken by Turkey and Azerbaijan. I
am confident that we will continue to attain great success with our
joint efforts.” President Aliyev concluded.

Turkish Premier Erdogan, in turn, said that his country aims to
increase the trade turnover with Azerbaijan up to $15 billion.

Erdogan said at present the trade turnover between the countries
has reached $4.2 billion and this figure is expected to increase to
$15 billion.

He also said that Turkey and Azerbaijan are implementing strategically
important economic projects, and they are expected to develop in
the future.

“The Trans-Anatolian Gas Pipeline project is one of the most important
economic projects of Azerbaijan and Turkey,” Erdogan said.

The Turkish PM also said that the issues discussed between the two
countries included the construction of a gas pipeline from Turkey’s
Igdir province to Azerbaijan’s Nakhchivan Autonomous Republic, and the
construction of a railway from this province in Turkey to Nakhchivan.

He also touched upon the Armenia-Azerbaijan Nagorno-Karabakh conflict,
and said that Ankara will continue to support Azerbaijan in this
regard.

“The Nagorno-Karabakh conflict is as significant for Turkey as it is
for Azerbaijan; it represents a problem for Ankara too,” the Turkish
PM said.

“The Nagorno-Karabakh conflict is one of the main issues of Turkish
foreign policy. It is impossible for Ankara not to pay attention to
this matter,” Erdogan said.

Turkish PM said Ankara will continue to provide unconditional support
to Azerbaijan to solve the Nagorno-Karabakh conflict.

The OSCE Minsk Group has a great responsibility for the settlement
of the Nagorno-Karabakh conflict, Erdogan said.

The Turkish PM went on to add that the political relations between
Azerbaijan and Turkey are at a perfect level and there are no problems
between the two countries.

Albano Carrisi, a legendary Italian singer, said that he had known
nothing about illegality of visits to Nagorno-Karabakh in 2010,
Vesti.az reports.

The singer noted that he had been invited by Russian businessman Levon
Ayrapetyan. Carrisi called himself a man of peace and apologized for
causing disturbances with his visit.

He admitted that he was unaware that his name had been on the wanted
list of the Azerbaijani Foreign Ministry. Carrisi said that he had
addressed the Azerbaijani ambassador to Italy and the problem had
been solved.

Albano Carrisi expressed joy that he will perform in Baku on
December 18.
