`Turkish Foreign Minister Ahmet Davutoglu’s request concerning
Armenian-Turkish relations was not discussed at last week’s meeting of
Secretary of Armenia’s National Security Council (NSC) Arthur
Baghdasarian and Swiss President Ueli Maurer,’ NSC spokesman Arthur
Misakian told `Haykakan Zhamanak’ daily.

The daily reminds its readers that following his visit to Switzerland
in October 2013, Turkish Foreign Minister Ahmet Davutoglu told the
mass media that he asked the Swiss authorities to act as a mediator in
normalization of Turkey’s relations with Armenia and assist with the
settlement of the Karabakh conflict, which will allow Ankara to
establish relations with Yerevan.

Armenia is a country where no one in responsible for anything, and
Prime Minister Tigran Sargsyan has repeatedly proved he is not a
professional economist, the opposition political figure Gurgen
Yeghiazaryan told Tert.am.

`When he was [Central] Bank chairman, he sold gold, but it rose in
price five-fold later. He caused $50 million damage to the country.
This is why people are fleeing this `secure’ Armenia,’ Yeghiazaryan
said.

On Tuesday, the prestigious Forbes magazine published a list of the
world’s ten worst economies, with Armenia ranked as the world’s second
worst economy and occupying the second place next to Madagascar.

Yeghiazaryan also recalled Control Chamber Chairman Ishkhan Zakaryan’s
statement that 70% of the budgetary funds had been `eaten up.’

`Has anyone been held responsible? Of course, none of them has. This
is the cause of the current economic situation. They know they will
eat up, without being punished,’ Yeghiazaryan said.

(AFP) – L’Egypte a expulsé samedi l’ambassadeur de Turquie après des
propos du Premier ministre turc Recep Tayip Erdogan condamnant la
répression des islamistes par les nouvelles autorités égyptiennes, a
annoncé le ministère des Affaires étrangères. En outre, l’ambassadeur
égyptien, rappelé le 15 août au Caire, ne retournera pas à Ankara et
le niveau de la représentation diplomatique égyptienne en Turquie sera
abaissé, avec désormais seulement un chargé d’affaires, a précisé le
ministère. Les relations diplomatiques entre les deux pays se sont
tendues lorsque l’armée a destitué le président islamiste Mohamed
Morsi le 3 juillet, quelques jours après que des millions d’Egyptiens
sont descendus dans la rue pour réclamer le départ du seul chef de
l’Etat jamais élu démocratiquement dans le pays. Les manifestants
accusaient M. Morsi de vouloir islamiser la société à marche forcée et
d’accaparer le pouvoir au profit de sa confrérie des Frères musulmans.

L’ambassadeur turc Huseyin Avni Botsali a été convoqué samedi au
ministère égyptien des Affaires étrangères, où il s’est vu signifier
qu’il était désormais `persona non grata`, a expliqué à l’AFP Badr
Abdelaty, porte-parole du ministère.

Cette décision est intervenue en raison des déclarations de M. Erdogan
qui `constituent une ingérence inacceptable dans les affaires internes
de l’Egypte et sont une provocation`, a-t-il ajouté.

M. Erdogan, un islamo-conservateur proche de M. Morsi et des Frères
musulmans, a été le plus vif critique à l’étranger de la répression
menée par les nouvelles autorités. Dès le 15 août, au lendemain de la
dispersion dans un bain de sang de rassemblements pro-Morsi au Caire
qui a fait, de source officielle, plus de 600 morts, il condamnait le
`très grave massacre` de manifestants `pacifiques`.

Le même jour, les deux pays annonçaient qu’ils rappelaient leurs
ambassadeurs respectifs pour des consultations. L’ambassadeur turc
était ensuite revenu au Caire début septembre. En revanche,
l’ambassadeur égyptien n’est jamais retourné à Ankara.

Ankara et Le Caire avaient également annulé des manoeuvres navales
communes prévues en octobre.

Monika Avanessian représentera l’Arménie à l’Eurovision Junior 2013
samedi prochain à Kiev

L’Arménie sera présente samedi prochain 30 novembre à l’Eurovision
Junior 2013 qui se déroulera à Kiev (Ukraine). C’est Monika Avanessian
qui représentera l’Arménie avec sa chanson « Choco fabrica ». Une
chanson dont l’arrangement a été réalisée par Martin Mirzoyan. Kohar
Kasparian, la responsable de l’Eurovision en Arménie ne manque pas de
rappeler les qualités de Monika Avanessian et de sa chanson « Choco
fabrica ». « Cette chanson est d’un très bon niveau professionnel et
il est dans la tendance » dit Emma Assatrian la co-auteure de la
chanson. Les tenues de Monika Avanessian et de ses danseuses sont
réalisées par Lilit Markarian. Selon Kohar Kasparian, la chanson de la
représentante de l’Arménie « dispose de son propre style » permettant
à l’Arménie d’être parmi les premiers, sinon de remporter le concours.
Monika Avanessian a de son côté aimé les prestations des représentants
de Malte et de la Russie. Elle déclare être fière de représenter
l’Arménie et espère prouver à ses professeurs qu’elle placera
l’Arménie en bonne position dans le classement.

12 pays participeront à l’Eurovision Junior 2013. Prendront part
l’Arménie, le Belarus, la Géorgie, la Moldavie, la Macédoine, Malte,
les Pays Bas, la Russie, San Marin, la Suède, l’Ukraine et
l’Azerbaïdjan.

L’Arménie participa pour la première fois à l’Eurovision Junior en
2007 avec le groupe « Arévig » qui chanta « Yérazank ». L’Arménie
termina alors 3e. En 2008 Monika Manoutcharian la représentante de
l’Arménie prit la 8e place. En 2009 Laura Haïrabedian se classa 2e. En
2010 Vladimir Arzoumanian (12 ans, né au Haut Karabagh) avec sa
chanson « Mamma » permit à l’Arménie de remporter l’Eurovision Junior.
L’Eurovision 2011 se déroula à Erévan en Arménie. L’Arménie termina 5e
avec la chanteuse E. Dalida. En 2012, le groupe « Compass band » qui
représentait l’Arménie finit à la 3e place.

Not a genocide: Visiting professor’s views on Turkey and its historic
role anger Australia’s Armenians

Visiting US academic Justin McCarthy paints himself as an unassuming
historian just doing his job.

But his presence in Australia on a brief speaking tour has enraged the
Armenian community and landed him in the middle of a row between the
NSW Parliament and leading politicians in Turkey.

He has had the doors of the Art Gallery slammed in his face and the
welcome mat pulled from beneath his feet by the University of
Melbourne.

He has been compared with holocaust denier David Irving (a charge that
he says ”offends and saddens” him) and has been portrayed as a tool
of the Turkish government.

The source of this odium is the implosion of the Ottoman Empire a
century ago, and whether the deaths and expulsion of more than a
million Armenians during that bloody chapter of history amounted to a
genocide at the hands of the Turks.

The hugely influential Armenian diaspora (with politicians such as Joe
Hockey and Malcolm Turnbull on its side) says yes. The Turks say no.

Professor McCarthy leans towards the Turkish side, arguing events at
that time were more akin to a civil war with mass casualties on both
sides.

”This was a horribly inhuman time for all groups involved,” the
68-year old said in Sydney on Friday. ”To say that one group was
guilty and one was innocent is just to ignore the historical reality,
I believe.”

Armenian National Committee of Australia executive director Vache
Kahramanian says Professor McCarthy’s ”denialist” views are an
”insult” to Armenians. He also accuses Turkey of using the looming
centenary of Gallipoli to ”politically blackmail” Australian
politicians.

In May the NSW Parliament endorsed the prevalent view of an Armenian
genocide, drawing threats from Turkey’s parliamentary Speaker, Cemil
Cikek, to bar NSW MPs from the Gallipoli centenary ceremony.

Professor McCarthy said he ”could not be more against” threats of
retaliation. But he also believes his opponents should debate him, not
close the discussion down. ”Even Jesus listened to the devil,” he
said.

The organiser and funder of the speaking tour, the Australian Turkish
Advocacy Alliance, booked Professor McCarthy nearly two months ago to
speak at the University of Melbourne and at the Art Gallery of NSW but
both institutions cancelled at the last minute.

The gallery said on Friday that it had canned the ”private function …
in the interest of public and staff safety”. The university said
”the description of the event given at the time of the booking was
not consistent with its true nature”.

On Thursday, Professor McCarthy addressed a small gathering in
Parliament House in Canberra, organised through the office of federal
MP Laurie Ferguson, but only five MPs turned up. He appeared unfazed,
saying: ”I just write the history. It should be studied like any
other set of events.”

does not rule out this option – Two days ago, after two years break,
the next meeting of the Presidents Sargsyan and Aliyev was held.

During a two-year break, militaristic statements were sufficiently
articulated from the lips of the President of Azerbaijan, border
incidents happened, people died. The last meeting, which the
President of Armenia described as “normal”, was again followed by an
incident around Tavush Province. On the one hand, it seems, to ensure
continuity of the negotiation process, on the other hand, Azerbaijan is
maintaining its military rhetoric. How to understand this? How topical
is the risk of resuming hostilities? – Assessing the current situation,
we should understand that these are two processes, which have their own
goals. In terms of negotiations, it is clear: presidential elections
are over, and the Minsk Group co-chair countries, naturally, are
trying to form new approaches. Negotiations are always better than
wars. As for the incidents, we also need to understand what objectives
the actions in Armenian-Azerbaijani border pursue. It is obvious that
Azerbaijan has adopted a strategy that is aimed at forming resumption
of military threat, at creating atmosphere of fear and instability
in Armenia and in Karabakh, thus promoting the migration. Azerbaijan
clearly realizes that today it does not have the military potential,
which will enable to resuming the war and ending it with victory,
or achieving the goals set forth. As for the armor that they acquire,
it’s a small part of the military and political balance. Armenia and
Karabakh have stronger positions in the sense that resumption of the
war from military and political point of view does not generate from
the interests of Turkey, the West, and Russia.

In fact, Russia has unequivocally stated about it: Lavrov – from the
UN platform, Putin and Medvedev have told that they would not allow
the resumption of hostilities, and the Nagorno-Karabakh conflict
settlement by force. – In this new situation, when Armenia is prepared
for accession into the Customs Union, what are the potential threats to
our country in the Karabakh front? – There is no threat for resumption
of war militarily. More precisely, this probability is not growing,
on the contrary, it is decreasing. Because, if we pay attention to the
statements raised in Azerbaijan, Russia’s position interferes them
to win the war. At this point, when Armenia becomes a CU member, it
further aggravates their fears. It is possible to use Nagorno-Karabakh
conflict settlement as a lever to influence Armenia not to join the
CU and not to be in deeper integration with Russia.

Such an option is possible, but it will not have any impact on the
policy chosen by Armenia. – You mean by the West? – Yes. – In the
process of joining the Customs Union, the authorities were constantly
pushing the issue of Armenia and Karabakh security forward. In
your opinion, by joining the CU, does Armenia solve the problem
of security of Armenian states? – In general, there is a wrong idea
about the Customs Union. The membership to the CU is a whole process,
the first phase of which is signing of a free trade are agreement, the
membership to Eurasian Union is the final point of the CU membership.

Tajikistan, Kazakhstan and Uzbekistan have submitted an application
to join the CU and have announced that they have a positive attitude
towards it. In other words, CU current and future members are the CSTO
member states. The economy should not be separated from the security.

It would be wrong to say that we only pursue an economic benefit. If
an economic area is formed, it must first ensure its security. If
security is not provided, then there could be no word about the
development. So, these are correlated, they are natural questions,
and Armenia entering into the CU, solves both economic and serious
security issues. – With respect to CU membership, there were a lot of
criticism on economic aspect, because the European market is freer,
rich and attractive in all ways. Weren’t the prospects on Armenia’s
development in Europe wider? – You know, if we consider the issue from
the perspective of which market is more developed, then, of course,
the European. This is an axiom, there is nothing to discuss here. But,
as to what this market gives Armenia, that’s another matter, and here
is the confusion. When judgments are made about Europe, they talk
about how developed is the Europe, how rich, but they never ask what
Europe has given to us, what Russia has given, and what CU will give.

These are very different platforms, in the sense that when we
are talking about the CU, it’s a specific organization with clear
agreements and economic output. Nothing prevents us to go to the EU
market as a member of the CU. Armenia is a member of the World Trade
Organization. Europe put the question, either EU or CU. Eventually,
today, Armenia also agreed to sign the Association Agreement, but
Europe says, no. This is in political aspect. Economically, what CU
and EU gives to Armenia are incomparable. I will answer the question
related to economic interests by estimates of the Polish ambassador.

He said that if Armenia had signed the Association Agreement and
the Deep and Comprehensive Free Trade Area agreement, then in a few
years Armenia would have received an income of $ 150 million. Only
the price of gas, which is formed today, decreasing by 30 percent,
enables Armenia to save $ 150 million a year. Not to speak about that
Armenian products will have free access to the Customs Union market,
where our products are competitive. Today, Armenia can export very
few products to the European market, which will be competitive. For
example, Armenian grapes, apricots, and so on, if they are sold at
the CU market without the customs duties, then they will be more
competitive, as the Georgian and Azerbaijani ones are going to be
more expensive.

The same is true of other products. Armenia will definite receive
advantages, and it would be apparent. In the case of accession to CU,
Armenia must join 19 agreements and ratify 65 other acts, one of them
is related to gas and other energy carriers, which would be sold to CU
members without any taxes and customs duties. The status of Armenian
migrants in social and other issues are almost equal to the status of
Russian citizens: only the employment contract enable the person to
move freely, social assistances are given to families, children are
able to get education and so on. One of senior European officials,
answering the question of what Armenia will export to Europe, what
it will import and what it will gain, answered that Armenia will
export textile, import agricultural products. It’s just ridiculous,
and after all that to talk about what Armenia gets in the EU or CU
is obvious and pointless. It is not always to go to the powerful and
rich side provides necessary effect. Let me bring an example, in 1992,
during the years of war in Karabakh, Azerbaijan and Georgia chose
the direction to the powerful and wealthy west, Armenia went towards
broken, weak Russia. As a result, Armenia won the war, rebuilt its
economy, reopened the nuclear plant with the help of Russia and was

No serious research has been held in Armenia on expediency of the
country’s joining the Customs Union, Doctor of Economics, director
of the analytical center “Alternativa”, Tatul Manaseryan, said at
today’s press-conference.

Neither the state structures nor any organization studied the
situation, he said and added that at present “Alternativa” has
started studying the issue. He means not only making alterations to
the Customs legislation, not only the damage in the budget revenues,
as at the Armenian border no customs tax will be taken from the goods
produced in the countries of the CU especially in Russia. As for the
social component – healthcare, education and science, their financing
will be decreased in case of Armenia’s joining the CU. As for Armenia,
it can offer less list of goods to be exported to the countries of
the CU. The expert said that Armenia is joining the CU not voluntary.

The extension of the markets is a positive factor of Armenia’s joining
the CU, the expert said and added this is very much important to
Armenia which has a limited market. Sooner or later Armenia has to
participate in the regional integration, including at the CIS level,
he said.

After meeting Russian President Vladimir Putin in Moscow on September
3, Armenia’s President Sargsyan announced his country’s intention
to join the Russia-led Customs Union. Sargsyan stated that such a
decision serves Armenia’s interests, primarily from a security point
of view. After Sargsyan’s statement, European officials declared
that the EU-Armenia Association Agreement, the initialing of which
had been planned for November, was now “off the table.” Although
the EU-Armenia negotiations on the Association Agreement and a Deep
and Comprehensive Free Trade Area (DCFTA) have been ongoing for over
three years and were finalized just six weeks before Sargsyan’s visit
to Moscow, the different regulations and tariffs applied by the EU
and the Customs Union make it impossible to conclude agreements with
both free trade zones at the same time.

The decision not to sign the association agreement with the European
Union was made by President Yanukovich as long as a few months ago,
President of the Center for European and Transatlantic Studies (Kyiv)
Alexey Kolomets said in an interview to ArmInfo.

On Thursday Ukrainian Prime Minster Mykola Azarov decreed to stop the
preparations for the signing of the association agreement with the EU
“for purposes of national security.” He explained that Ukraine needed
to develop economic ties with Russia and the CIS. A few hours before
the decree Russian President Vladimir Putin accepted Yanukovich’s
proposal for trilateral talks with Ukraine and the EU.

“All that followed was an open haggle. In 2011 Yanukovich claimed
$7bln for setting free Yulia Tmishenko. Today, his men are claiming as
much as $20bln. De jure, this decree is legal. All the other points
are just demagogy and incompetence. Why didn’t they make it public
for so long? There is no doubt that it was approved when Yanukovich
was in Vienna. This is a real shame for the EU. Yanukoich is simply
mocking them. But they deserve this as they should have known that
with him you cannot speak normally as all he knows is the language
of ultimatums and forces,” Kolomets said.

He thinks that the EU has once again proved its inefficiency. “Very
many in Brussels must resign after this. The only question now is
how to save the Eastern Partnership though I believe that the Vilnius
summit must be cancelled,” Kolomets said.

As far as the expert knows, Yanukovich and Putin met at some military
base. “It was a hard talk for Yanukovich. He was forced to give in,
perhaps, in order to save his country. Still I don’t think that there
will be a new Maidan. What for? There will be an attempt to involve
Ukraine into the Customs Union. But this will hardly work out,”
Kolomets said.

President Sargsyan Visits The Charents Museum Of Literature And Arts

PRESIDENT SARGSYAN VISITS THE CHARENTS MUSEUM OF LITERATURE AND ARTS

President Serzh Sargsyan visited today the E. Charents Museum of
Literature and Arts where he observed the new exhibition of the
Museum. According to the Director of the Museum Karo Vardanian,
the exhibition encompasses the Armenian literature, dramatic and
cinema art, and music of the 18-20 centuries, President;s Press
Office informs.

The exhibited pieces are related not only to the hundreds of devotees
of the Armenian literature and arts but also about educational,
scientific and cultural, literary, musical establishments and theater
groups, unions and editorial staffs of prominent periodicals which
had their imprint on the Armenian reality

After observing the exhibition, the President of Armenia at the
Komitas Hall of the Museum awarded Volkmar Gantzhorn (Germany) with
the Movses Khorenatsi Medal for his remarkable work in presenting
to the world the Armenian carpet weaving craft and promotion of the
international recognition of the Armenian carpets. Volkmar Gantzhorn
has arrived to Armenia to participate at the presentation of the
Armenian translation of his book “The Christian Oriental Carpet: a
presentation of its development, iconologically and iconographically,
from its beginnings to the 18th century” which is organized in the
framework of the “Armenian Knot: Traditions of Carpet Weaving Art”
international conference. The Director of Armenia’s Museum of History
Anelka Grigorian presented to Serzh Sargsyan and other guests of the
exhibition the author of the mentioned above book and his work. She
noted that the book of 534 pages which has an encyclopedic value is
unprecedented in its demonstration of over a thousand of samples
and drawings. Besides being reprinted twice in German language,
it has been printed in thousands copies in English, French, and
Italian. The inauguration of the Armenian translation is a cultural
event; the book is a unique manual of the carpet weaving art, a
single invitation to the contemporary and future scientists to bring
forward and explain various issues existing in the Armenian history
and culture. Anelka Grigorian also quoted the author, Doctor Volkmar
Gantzhorn, “The ornamental treasury of the oriental carpets is part
of the Armenian identity and should be treated as such.” The German
scientist expressed gratitude for such a high award and spoke about
the motives behind this significant undertaking.

In the Museum, the President attended also the performance of the
Traditional Musical Instruments ensemble.

During the tour of five exhibition halls, the Director of the Museum
Karo Vardanian presented works which have been conducted in the Museum
and its five branches in recent years through the state assistance,
works currently underway, and spoke about permanent exhibitions.

After his visit to the E. Charets Museum of Literature and Arts,
President Serzh Sargsyan will conduct a meeting at the Ministry of
Culture with its leadership
