Indonesian Embassy in Turkey: Regarding the Draft Resolution Adopted
by the U.s. Senate Foreign Relations Committee

April 11 — The U.S. Senate Foreign Relations Committee has acted
beyond its position, competence and responsibility by adopting by
majority vote a hastily and ineptly prepared draft resolution
(S.Res.410). We reject this attempt at a political exploitation that
distorts history and law, and we condemn those who led this prejudiced
initiative, which is devoid of any legal ground.

In actuality, how Turks and Armenians, as the owners of this common
history, can together, through dialogue and empathy, reach a just
memory of the tragic events of 1915, which occurred during the great
human sufferings of World War I, is already being examined thoroughly
and in all its dimensions. In this context, our proposal to establish
a Joint Historical Commission, also reflected in the Turkish-Armenian
protocols, remains on the agenda.

In the forthcoming period, it is essential that the U.S. Congress
engages in efforts aimed at strengthening our historic alliance and
partnership, which are more important than ever in the present
circumstances, instead of damaging Turkish-American bilateral ties;
and that this draft resolution and similar ones are not moved any
further in the legislative agenda.

Turkey denounces U.S. “Armenian genocide” resolution

Turkey on Friday denounced an ” Armenian genocide” resolution which
has been passed at U.S. Senate ‘s Foreign Relations Committee on
Thursday.

In a statement on Friday, the Turkish Foreign Ministry urged the U.S.
Congress not to carry the resolution further at the legislative
agenda, warning that such a move could “harm bilateral relations”
between two countries.

The ministry called on the U.S. Congress to make efforts to reinforce
historical alliance and partnership between the United States and
Turkey which “has importance more than ever in current conjuncture.”

The U.S. Senate’s Foreign Relations Committee “exceeded its authority
and responsibility passing an unserious resolution that was prepared
hastily and verdantly,” said the Turkish foreign ministry.

An “Armenian genocide” resolution about incidents of 1915 has been
passed at the U.S. Senate’s Foreign Relations Committee on Thursday.

Armenians claimed that over 1.5 million of their forebears were killed
in 1915 and 1916 by the army of Ottoman Empire in a bid of “genocide.”

Turkey argues that only 500,000 Armenians died in fighting and
starvation during World War I, and denies that was genocide.

Well-informed sources report that the Armenian President was given on
April 3 the conclusion of the expertise of signature of Armenia’s PM
Tigran Sargsyan “under the offshore” documents.

The copies of the documents have been brought from Cyprus for the
expertise to reveal whether it belongs to PM or not but for it the
original was needed. More probably an original document has been
brought and handed to relevant bodies.

The source says on April 3 the conclusion of the expertise was handed
to the president.

It is not excluded that besides the ‘Spanish adventures’ which caused
his resignation, this circumstance as well played an immediate role.

PanARMENIAN.Net – Tens of thousands of people took part in protests in
central Paris and Rome on Saturday, April 12, organized by hard-left
parties against government economic reform plans and austerity
measures, according to Reuters.

The protest in Rome turned violent when a large splinter group – many
wearing masks and helmets – threw rocks, eggs, firecrackers and
oranges at riot police in front of the industry ministry.

Riot police with batons charged the group, with protesters fighting
back with rocks and firecrackers. One man lost a hand when a
firecracker exploded before he could throw it.

There were dozens of lighter injuries among police and protesters, and
at least six arrests, police said.

In Paris, protestors marched from the Place de la Republique, some
carrying banners attacking President Francois Hollande with slogans
such as “Hollande, that’s enough” and “When you are leftist you
support employees.”

French police said that about 25,000 joined the protest, which came
after new Prime Minister Manuel Valls unveiled planned tax and
spending cuts on Tuesday, vowing to bring down France’s public deficit
and following on the heels of pro-business reforms announced earlier
this year by Hollande.

Valls was appointed prime minister in a reshuffle this month after
Hollande’s Socialist Party suffered a drubbing in recent local
elections where the far-right National Front made strong gains.
Leftist allies grumble that Valls is too centrist.

Polls show that the ruling Socialist party will finish third in next
month’s European elections, behind the conservative UMP and the
National Front.

Paris is under EU disciplinary action for running too high a budget
gap and has already been granted a two-year delay to reduce it to
within the EU limit of 3 percent of gross domestic product by the end
of 2015.

Génocide Arménien – Ahmet Davutoglu appelle John Kerry

Le ministre turc des Affaires étrangères Ahmet Davutoglu a annoncé
qu’il avait eu une discussion avec le Secrétaire d’Etat américain John
Kerry mercredi soir pour discuter de la résolution sur le génocide
arménien qui a été introduite au Sénat américain la semaine dernière.

S’adressant à des journalistes à Ankara avant de partir pour une
visite au Japon jeudi, Ahmet Davutoglu a dit qu’il ne s’attend pas à
ce que des mesures soient prises à l’égard de la résolution par le
président américain Barack Obama ou son administration qui dérange la
Turquie.

La résolution a été présenté au Sénat américain jeudi dernier par
Président du Comité des relations étrangères du Sénat Robert Menendez
(D-NJ) et le sénateur Mark Kirk (R-IL), appelant le président
américain à travailler vers une relation arméno-turque sur la base de
la reconnaissance turque que les événements de 1915 constituent un
génocide.

Défis à venir : Le nouveau gouvernement arménien va avoir une bataille
difficile dans la lutte contre les difficultés économiques

Les six années du mandat du premier ministree Tigran Sarkissian qui
ont pris fin la semaine dernière après une démission attendue mais
soudaine ont laissé un héritage controversé et une multitude de défis
à relever par le successeur qui va devenir le 13e chef du gouvernement
de l’Arménie indépendante.

La démission de Sarkissian présentée le 3 Avril n’a pas provoqué de
fortes turbulences sur les marchés et l’économie du pays en général,
et elle n’aura aucun effet majeur dans la période à venir, affirme
l’économiste Ashot Khurshudyan, un expert du Centre international pour
le développement humain. Néanmoins, les problèmes existants auront
toujours besoin de solutions efficaces, croit-il.

En termes de faits et de chiffres, Tigran Sarkissian laisse à son
successeur une économie qui n’est pas encore diversifiée, dans
laquelle au cours des six dernières années, le secteur de la
construction a connu une récession et les investissements directs
étrangers ont chuté de plus de trois fois (de 1 milliard de dollars en
2008 à 271 millions de dollars en 2013). Le chômage et la pauvreté
demeurent l’une des plus grandes préoccupations de même qu’un exode
continu (depuis 2008, 212 000 personnes sont soupçonnés d’avoir
définitivement quitté le pays).

Un des derniers échecs du gouvernement de Tigran Sarkissian a été son
incapacité à atteindre l’objectif d’une croissance économique de 7
pour cent fixé par le Président Serge Sarkissian (aucune relation avec
lui) pour 2013. L’économie arménienne a terminé l’année en expansion
que de 3,5 pour cent, ce qui a conduit à la critique encore plus dure
des opposants. La croissance économique continue est maintenant parmi
les principales exigences prévues au gouvernement qui sera formé dans
le prochain mois. Le président Sarkissian l’a dit clairement lors
d’une réunion à la Banque centrale le 4 Avril.

Avagyan rappelle que l’économie de l’Arménie était en récession depuis
un an seulement, en 2009, quand il a chuté de 14,1 pour cent au milieu
de la crise économique mondiale.

Ancien gouverneur de la Banque centrale et économiste Bagrat Asatryan
n’est pas d’accord avec ces évaluations. Selon lui, au cours des
années de Tigran Sarkissian le nombre de problèmes en Arménie a
seulement augmenté. Lors d’une rencontre avec des journalistes Bagrat
Asatryan a dit que la démission du premier ministre ne va pas conduire
à des développements positifs, sauf si des changements se produisent
dans le système politique.
