The case of journalist Khadija Ismayilova illustrates the dire state
of human rights in Azerbaijan, but with strong relations with Iran’s
next-door neighbor, Israel is unlikely to raise its voice.

Khadija Ismayilova knew it was coming; in fact she was expecting
the worst, perhaps even to be assassinated – a fate that has befallen
several investigative journalists in Vladimir Putin’s Russia. Two weeks
ago, she was arrested in her hometown, Baku, by Azeri police and is
now in two-month pretrial detention. Under the draconian Azeri justice
system, if she is found guilty she faces a very long prison term.

Ismayilova is charged with causing a colleague to attempt suicide. The
accusations have been widely condemned as a flagrant effort to silence
her critical voice.

Her case is at the center of world attention focusing also on
the tyrannical government of President Ilham Aliyev, its abuses of
human rights and his corrupt family. Media organizations, individual
journalists, human rights groups and governments of many countries
are appealing to the Azeri government to drop the ridiculous charges
and release her.

The Tel Aviv Journalists Association joined the protest and its
chairman Rotem Avrutsky called upon the Baku authorities to release
the brave reporter.

Ismayilova, who reports for Radio Free Europe-Radio Liberty’s
Azerbaijani service, (or Radio Azadliq, as it is known locally)
has reported extensively on official corruption and the financial
activities of family members of President Aliyev.

In the past she has been the target of vindictive actions by the
government in connection with her reporting. She has suffered repeated
attacks in official media, on-line smear tactics, and threats of
physical harm. In March 2012, intimate footage obtained through
surveillance equipment planted in her apartment by the local security
services appeared on pro-government websites and was propagated in
official media. The message accompanying the photos warned her to
“behave or be shamed.”

In April that same year she was also the subject of an obscene video
fabricated to portray her and posted online. Later she was accused of
spying for the United States after meeting with US Senate staffers
in Baku and was subsequently subject to a travel ban that prevented
her from leaving Azerbaijan on opaque legal grounds. At the time,
Ismayilova called the smear campaign against her “moral terror.”

Her arrest is a grim confirmation of what rights groups call a ruthless
campaign of repression against Azerbaijan’s most independent and
influential journalists, human rights defenders, and civil society
activists. A growing number of them have been jailed for expressing
their views and protesting against what they say is a corrupt and
repressive government.

Drew Sullivan is Ismayilova’s editor at the Organized Crime and
Corruption Reporting Project (OCCRP), a cross-border, international
team of investigative journalists, and is coordinating the efforts
to obtain her release under the “Free Khadija” campaign.

He told me by email that “Azerbaijan has systematically repressed the
media and all opposition in the country. It is a model increasingly
used throughout the region led by Russia. The government has called
her a traitor, an Armenian, which they use as a slur, and a whore. It
would be funny if this wasn’t the 21st century and a government that
actually rules people.”

Despite her harsh treatment and bleak future, Ms. Ismayilova seems
to be strong.

In a letter she managed to send from her cell to her friends and
supporters she wrote: “Arrests and restrictions are part of our
mission in telling the truth. My arrest proves one more time that it
is important to make change happen. We need to build a new reality
where truth will be a norm of life and telling the truth will not
require courage.”

Meanwhile, President Aliyev’s spokesman in Baku, Azer Gasimov, blamed
the outcry on an “anti-Azerbaijani campaign” by the US Department
of State and “forces jealous of our country.” Quoted in local media,
he said: “If you pay attention you can see that the State Department,
which instantly comments on any small incident in Azerbaijan, gives
no reaction to open and flagrant violation of human rights in several
[other] countries.”

Azerbaijan, situated on the banks of the Caspian Sea, is a former
Soviet Republic and a rich oil and gas producer. Since it declared
independence in 1991 after the breakdown of the Soviet Union,
Azerbaijan has been ruled by the Aliyev family. First the father and
now his son. It is a moderate Muslim nation which has been trying to
reach out to the West and turn its back on Russia.

Two additional major facts contribute to its security and foreign
affairs orientation.

One was the war with neighboring Christian Armenia, which was
supported by Russia and Iran. The war resulted in Azerbaijan losing
the Nagorno-Karabakh region.

The second factor is its troubling relations with another neighbor
– Iran, One-third of Iranians are of Azeri origins, including the
Supreme Leader Ali Khamenei.

It is against this background that Azerbaijan has emerged in the last
decade as an important strategic ally for Israel.

According to foreign reports, Azerbaijan has become a major market for
Israeli military and security goods, which include drones and optical,
electronic and intelligence equipment worth an estimated $1.5 billion
in recent years. Azerbaijan is also Israel’s major supplier of oil.

Cabinet ministers, senior government officials as well as intelligence
and military personnel of both countries frequently visit each other,
exchanging views information and gifts.

It has also been reported in foreign media that because of its
proximity, Azerbaijan serves as a launch pad for Israeli intelligence
gathering operations against Iran.

Yet recent events may indicate that the Aliyev government is having
second thoughts about its foreign policy and may regret its pro-Western
orientation.

Regardless, it is unlikely that the government of Israel, which has
never been among those taking the lead to express concern about abuses
of human rights, will comment about the case of Khadija Ismayilova.

YEREVAN, December 22. /ARKA/. The South Caucasus Railway’s freight
traffic shrank 6.3% in Jan-Nov 2014, compared with the same period a
year before, to 2, 827,700 tons, Viktor Rebets, the CEO of the CJSC
said on Monday.

In his words, imports totaled 1,079,000 tons and exports 328,400 tons.

Local freight traffic stood at 1,420,300 tons.

“Decline in freight traffic was due to contraction in import of metals,
oil products and wheat and in export of cement,” he said.

The South Caucasus Railway accounts for 31% of Armenia’s freight
traffic. Since 2008, the railways share has grown by 5 percent and
the number of destinations outside the country has grown as well.

South Caucasus Railway, a subsidiary of Russian Railways, runs
Armenian Railway, which was handed over to the South Caucasus Railway
on February 13, 2008 for 30-year concession management with a right
to prolong the management term for other 10 years. ($1 – AMD 456.17).

SOUTH CAUCASUS RAILWAY PLANS TO BECOME ARMENIA – IRAN RAILWAY’S OPERATOR

YEREVAN, December 22. / ARKA /. The South Caucasus Railway (SCR),
a subsidiary of state-run Russian Railways, plans to become the
operator of a railway that Armenia and Iran want to construct to
connect their railway systems, SCR CEO Viktor Rebets said today.

In 2012, the Dubai-based Rasia FZE Investment Company, was granted
a 50-year concession by Armenian government to build and manage the
305-kilometer railway from Armenia to Iran, to be named the Southern
Armenian Railway (SAR). By late 2013 Rasia FZE had developed a
feasibility study for the project.

Speaking at a news conference today Rebets said now the documents
are being developed that will allow to start construction work. He
said also the SCR had signed a relating agreement with Rasia FZE and
according to it has a certain amount of work to do. This project is
estimated to cost $3.5 billion.

The high cost of the project is explained by mountainous terrain
through which it is supposed to pass. Specifically, the 306 km-long
railway will have 19.6 km-long 64 bridges and 60 tunnels of 102.3
kilometers. The railway is to run from Gagarin station in Armenia’s
Gegharkunik province to Agarak in southern Syunik and may transport
up to 25 million cargos a year.

According to an Armenian government statement, the Southern Armenia
Railway will create the shortest transportation route from the ports
of the Black Sea to the ports of the Persian Gulf and establish a
major commodities transit corridor between Europe and the Persian

China’s foreign minister has pledged support to Russia as it faces an
economic downturn due to sanctions and a drop in oil prices. Boosting
trade in yuan is a solution proposed by Beijing’s commerce minister.

“Russia has the capability and the wisdom to overcome the existing
hardship in the economic situation,” Foreign Minister Wang Yi told
journalists, China Daily reported Monday. “If the Russian side needs
it, we will provide necessary assistance within our capacity.”

The offer of help comes as Russians are still recovering from the shock
of the ruble’s worst crash in years last Tuesday, when it lost over
20 percent against the US dollar and the euro. The Russian currency
bounced back the next day, but it still has lost almost half of its
value since March.

At his annual end-of-year press conference on Thursday, Vladimir Putin
acknowledged the ruble has been tumbling along with the price of oil,
and estimated that Western sanctions account for 25-30 percent of the
Russian economic crisis. However, the president’s economic forecast
is that the slump will not be a lasting one.

Chinese Commerce Minister Gao Hucheng proposed on Saturday to expand
the use of the yuan in trade with Russia.

He said the use of the Chinese currency has been increasing for
several years but western sanctions on Russia had made the trend more
prominent, Reuters cited Hong Kong’s Phoenix TV as saying.

Gao said this year’s trade between China and Russia could reach $100
billion, approximately 10 percent growth compared to last year.

The minister said he did not expect cooperation on energy and
manufacturing projects with Russia to be greatly affected by the
current crisis.

“Many Chinese people still view Russia as the big brother, and the two
countries are strategically important to each other,” Jin Canrong,
Associate Dean of the School of International Studies at Renmin
University in Beijing, told Bloomberg. “For the sake of national
interests, China should deepen cooperation with Russia when such
cooperation is in need.”

China has been increasingly seeking deals in its own currency to
challenge the US dollar’s dominance on the international market.

And Beijing is not alone in attempts to counter the influence of
Western-based lending institutions and the US currency.

BRICS, the group of emerging economies that comprises Brazil, Russia,
India, China and South Africa, accounting for one-fifth of global
economic output, has been pursuing the same goal. The five nations
agreed in July to increase mutual trade in local currencies, and also
to create a BRICS Development Bank with investment equivalent to $100
billion as an alternative to the Western-controlled World Bank.

flow of the Voghji River 180 times. ‘Big water intake causes
non-adherence to the environmental flow in the Voghji River in
Qajaran Town section from August to February. For August – February
months the environmental flow of the river was calculated 0.18m3/sec,
while it was recorded 0.001m3/sec,’ ‘Voghji River Basin: Analysis of
Pressure-Impact’ document says in the frames of ‘Clean Energy and
Water’ document. Reminder: Zangezour Copper and Molybdenum Combine
is the largest industrial giant in Qajarn Town.

Seven SHPPS don’t adhere to the standards of the environmental flow
of the Voghji River basin in the section of the Voghji River starting
from the place it joins with the Geghi River to Kapan Town, which are
as follows: ‘Voghji 2’ abd ‘Voghji 3’ owned by ‘Kapan Energy’ CJSC,
‘Ler X SHPP 2’ owned by ‘Ler X’ LLC, ‘Ler X SHPP 4’ owned by ‘Ler X’
LLC, ‘Ler X SHPP 6’ owned by ‘Ler X’ LLC, ‘Ler X SHPP 3’ owned by
‘Ler X’ LLC, ‘Tsav’ SHPP owned by ‘Lesoma’ CJSC and ‘Tigran and
Ashkhen SHPP-1’ SHPP owned by ‘Tigran and Ashkhen’ public company.

Another 6 SHPPs are in the construction stage – ‘Geghi-1’ SHPP by
‘Tasman’ LLC, ‘Voghji-1’ owned by ‘Kapan Energy’and ‘Ler X Energy’
LLC owned by ‘Ajibaj-6’, ‘Geghi SHPP-1’ owned by ‘Zangezour Copper
and Molybdenum Combine’ CJSC.

les concerts d’aider les enfants souffrant de differentes maladies”
a declare Nvard Hovakimyan, president de l’organisation.

L’entree au concert etait libre mais des boîtes mis en place pendant le
concert permettaient aux gens de l’argent, et la totalite du produit
sera transfere aux enfants.

Le concert a eu lieu a la salle de concert Arno Babajanyan. Le concert

L’Armenie et l’Iran auraient accepte de commencer a construire
l’annee prochaine une troisième ligne de transmission a haute tension
reliant leurs reseaux electriques. Cela devrait conduire a une forte
augmentation des exportations d’electricite de l’Armenie vers l’Iran.

Les ministres de l’Energie des deux pays voisins ont egalement declare,
après des entretiens a Teheran cette semaine, que la construction
retardee d’une grande centrale hydroelectrique a la frontière au
niveau de la rivière Arax devrait commencer debut 2016.

Les deux projets de plusieurs millions de dollars etaient a
l’ordre du jour d’une reunion d’une commission intergouvernementale
armeno-iranienne sur la cooperation economique qui a eu lieu dans
la capitale de l’Iran les 15 et 16 decembre. La commission est
co-dirigee par le ministre de l’Energie iranien, Hamid Chitchian,
et son homologue armenien, Yervand Zakharian.

Dans un communique publie jeudi soir, il a ete rapporte les paroles
de Zakharian : “Nous avons convenu avec l’Iran de commencer la
construction de la ligne de transmission en mars 2015 et de le
terminer en 18 mois. La construction de cette ligne permettra a
l’Armenie d’augmenter l’approvisionnement en electricite a l’Iran,
qui s’elève actuellement a 1,2 milliard de kilowatts / heure mais
qui pourrait aller jusqu’a 7 milliards de kilowatts / heure “.

Zakharian a egalement rencontre le ministre iranien du Petrole,
Bijan Zanganeh. Il lui aurait declare que l’Armenie a pour objectif
de doubler ses echanges commerciaux avec l’Iran, qui depassaient les
300 000 000 $ en 2013. Il a cite d’autres projets bilateraux d’energie
prevus par les deux gouvernements.

“La dernière serie de pourparlers ont abouti a des accords importants,
qui portent sur l’expansion de notre cooperation economique et
commerciale dans un proche avenir”, a declare le ministre iranien de
l’Energie selon l’agence de presse Mehr.

La cooperation energetique armeno-iranienne etait un element cle de
la visite officielle du Premier ministre Hovik Abrahamian a Teheran
en octobre. Zakharian etait parmi les six membres du cabinet qui
l’accompagnaient. Lors de sa rencontre avec Abrahamian, le president
iranien Hassan Rohani avait parle de “belles perspectives” pour
l’elargissement des liens bilateraux.

Scandal on anti-Semitism that is financed by Azerbaijani authorities
in Europe is gaining momentum

In recent months, the international media reported that the
Azerbaijani officials in France have been involved in financing of
anti-Semitism, and have created a European information and Human
Rights Centre (EIHRC) especially for this purpose. A scandal broke out
on this occasion. “The European Center for Journalists” (ECFJ) in its
turn held a journalistic investigation on this topic, published on the
official website titled “Is Azerbaijan preparing another Holocaust in
Europe?”

As noted in the article, the head of the social and political issues
of the Presidential Administration of Azerbaijan Ali Hasanov was
supervising the activities of EIHRC from Baku. Initially this
organization in Strasbourg was led by Harry Murey, a German lawyer,
specialist in international law, who revealed interesting facts in an
interview with ECFJ.

According to him, Eynulla Fatullayev, a member of the Union of
Journalists of Azerbaijan, suggested them to organize a European
informative-Human Rights Center, reporting that Azay Guliyev, the head
of the Council of State Support to NGOs under the administration of
Azerbaijani President had allocate a grant in the amount of
approximately EUR 100 000 to the center.
Fatullayev also stated that president Ilham Aliyev is informed, and
Hasanov will add money from other resources, including different
articles from Azerbaijani budget. He also noted that one part of the
money will be transferred by the system of Western Union, through
close ties of Aliyev clan in AtaBank, and he will bring the rest in
cash himself to avoid taxes.

“My colleagues and I refused to take part in the organization of
anti-Semitic demonstrations and write anti-Israeli reports, and the
Azerbaijani side in avenge decided not to pay our salaries, provided
by the contract,” Murey said, adding that the Azerbaijani side is
putting pressure on the French authorities, in order to hinder the
judicial and law enforcement authorities for carrying out any
investigations in EIHRC, however they have already sent the extensive
materials on the activities of the presidential clan of Azerbaijan to
Europol and the security services of some countries.

Murey believes that Fatullaev is playing a double game: he stores
documents and materials, compromising not only the top leaders of
Azerbaijan but also the Aliyev clan. “Apart of the financial and
accounting documents explaining the origin of the fabulous wealth of
the Azerbaijani elite, there are also papers in the data bank which
present the foreign activities of Azerbaijani MNS. If these documents
appear in the wrong, non-friendly to official Baku hands, it can lead
to very real “political earthquake” in Azerbaijan and to a collapse of
government,” claims the German lawyer.

As stated in the article of the US Congress, Steve Stockman has
recently condemned Armenia for anti-Semitism and xenophobia, but the
lawyer is confident that S. Stockman cannot be called an experienced
politician in the truest sense of the word. “Nothing to say about his
reputation. Such statements have purely populist nature and do not
reflect the disposition of the Republican Party,” said Murey.

He also notes that the attempts of the official Baku to incite the
American establishment on Armenia will hardly be able to save
Azerbaijan from non-incredible political and economic sanctions.
Although Republicans traditionally hold pro-Azerbaijani disposition,
the recent events in Baku – namely anti-American campaign against the
former US Ambassador to Azerbaijan Morningstar – a wholesale closure
of the offices in Azerbaijan, international, including American
organizations, as well as demonstrative arrests of a number of
prominent human rights defenders and journalist of “Radio Liberty” –
leaves no doubt that in the discussion on political and economic
sanctions against Azerbaijan do not rise specific differences between
Democrats and Republicans.

The author of the article adds that the Azerbaijani officials have
already intervened into the case, in particular, the Permanent Mission
of the country to the UN. Trying to save the reputation of the
Azerbaijani authorities on international scandal on November 21, Farid
Jebrailov, the first secretary of representation published his article
in the publication of “Reporter”, where, instead of giving specific
answers to questions of the American and European press about the
financing of anti-Semitism in Europe, Jebrailov only reported that
“Azerbaijan respects Israel and there are three synagogues in Baku.”

sondage en Arménie afin d’établir quelle banque est considérée comme
la meilleure.

Un total de 1067 personnes ont été interrogées dans toutes les régions
de l’Arménie, et la conclusion des experts de la société publique a
été que la Banque VTB Arménie est la meilleure.

Le Parlementaire arménien Karine Achemyan a remis le prix de la Banque
VTB Arménie au directeur général et président du conseil Yury Gusev.
