Burbank ANCA Issues City Council & School Board Endorsements

Burbank, CA – The Armenian National Committee of America-Burbank
(ANCA-B) endorses the candidacy of Emily Gabel-Luddy for Burbank City
Council, and Armond Aghakhanian, Steve Ferguson, Vahe Hovanessian, and
Roberta Reynolds for Board of Education in the upcoming February 24
Primary election.

A total of seven candidates are vying for two seats on the Council,
with six other candidates vying for three School Board positions.
Depending on the vote tallies, they could be elected to the position,
or move on to the April 14 General election.

Emily Gabel-Luddy is a one-term incumbent and has supported issues of
concern to the Burbank Armenian community with her votes on the
Council dais, familiarizing herself with many of the current issues
that confront Armenians worldwide.

`We confronted a couple of unusual challenges in working on our
endorsements,’ explained ANCA-B co-chair Gaidzag Shahbazian. `In the
City Council race, it was a straightforward choice to endorse Emily
who has helped our community during her term on Council. We opted not
to endorse another candidate for City Council. In the School Board
race, we had worked with and had endorsed four of the candidates in
prior elections. So, even though there are only three seats up for
election, we are endorsing four candidates and asking our supporters
to choose three of them that they see as the best choices.’

Armond Aghakhanian is himself an ANCA activist, educator, has long
been politically active, and has previously been a candidate for
School Board. He brings the passion of a father who wants great
schools for his child who will soon start attending Burbank schools.
He will serve as a strong voice for the Armenian community’s needs.

Steve Ferguson has been politically active from a very young age, has
previously been a candidate for City Council and School Board, and has
prior campaign experience. He possesses a thorough understanding of
the needs of Burbank’s Armenian community.

Vahe Hovanessian has served on various city committees, has previously
been a candidate for City Council, and is an attorney who grew up in
the Burbank school system and now has a child attending those same
schools. He has been active in Armenian organizations for years.

Roberta Reynolds is a two-term incumbent and pharmacist. Thanks to
her efforts, just this past year, Burbank Unified School district
adopted as one of its goals the inclusion of Genocide instruction in
10th grade world history classes.

The Armenian National Committee of America-Burbank advances the
social, economic, cultural, and political rights of the area’s
Armenian community and promotes its increased civic participation at
the grassroots and public policy levels.

According to UN officials, 800,000 men, women and children were
massacred in Rwanda in the space of 100 days in 1994, the fastest
genocide in human history. Several countries, including Albania and
Uganda, provided arms to the Forces Armées Rwandaises (the former
Rwandese Armed Forces) who perpetrated crimes against humanity during
the genocide, despite a UN embargo on the sale of weapons to the
central African nation.

In 2004, Yair Auron, an Israeli historian at Israel’s Open University,
called for a probe into Israel’s arms sales to Rwanda during April of
1994. Auron, who has spent over 20 years researching Israeli attitudes
towards the genocide of other peoples, claimed he had photographs and
documents showing that Israeli arms dealers provided Rwandan forces
with bullets, rifles and grenades captured from Egypt during the 1973
Arab-Israeli war. Israel has denied the claims.

In 2014 a request by Auron and human rights attorney Eitay Mack that
Israel’s Ministry of Defence make public files on arms exports to
Rwanda in 1994 was denied on the grounds that revealing the
information might `harm Israel’s state security and foreign
relations’.

Last week Auron told a district Tel Aviv court: `To send arms to a
country where genocide is taking place is like sending arms to Nazi
Germany during World War II. We provided arms to Serbia during the
embargo, and we provided arms to the Rwandan government, which was
committing murder.’

MEE’s Michal Zak spoke to Professor Auron about his ongoing
investigation and the Israeli authorities response.

When did you first think that Isreal had sold arms to Rwanda during
the 1994 genocide?

I first heard it from an Israeli photographer. He was in Rwanda eight
times and he saw the weapons. When I asked him if top leaders were
involved in the arms deal, he said yes. When I said, that means
[Yitzhak] Rabin and [Shimon] Peres, he told me: `You said it, I
didn’t. And if you publish it anywhere, I will say that I don’t know
you.’ I started to look for more evidence. In our petition we rely,
among other sources, on an Amnesty International report that was
published in 1995.

The report gives details about the weapons that were loaded at Ben
Gurion airport. The list included mostly small arms that Israel
captured in the Arab-Israeli war in 1973, as well as Soviet and
Chinese weapons that were loaded in Tirana, Albania. The arms were
loaded in Israel and in Albania under the supervision of Israeli
officers. Later on when attorney Mack and I prepared the petition we
came across additional information that verified our suspicions.

To your knowledge, did the Israeli government know it was selling
weapons that could be used in genocide?

There was tension in Rwanda as early as January of 1994. Several of
the world’s most powerful states imposed international arms control
regulations and on May 17 1994 there was a UN embargo. Israel breached
the embargo, as did Russia, Belgium, South Africa, France, Spain and
others. Many of the planes that transported the shipments were
British. The last license to export arms was issued by the Israeli
Ministry of Defense in October 1993, about half a year before the
massacres began.

But some of the shipments were sent between May and July (during the
massacres). According to the documents of the Rwandan Ministry of
Defence, seven shipments of light ammunition arrived from Israel via
Albania between April and July of 1994 for use of the militias that
committed the massacres.

I must add that the Israelis were also the first to send a military
hospital to Rwanda in July of 1994. The medical staff did a remarkable
job. But while the government was responsible for this great act of
humanitarian aid, it was also responsible for supplying arms to the
government Hutu forces.

What did you think would happen if you publicised Israel’s involvement
in the genocide?

I was interviewed on the news on Israeli TV in 2004 on the tenth
anniversary of the Rwandan genocide. The anchorman introduced the item
using Holocaust terminology, which in Israel is rarely used to
describe anything but the Holocaust. He said that when the genocide in
Rwanda took place the `world was silent.’ I added that Israel was part
of the world that was silent, and that there are even claims that we
supplied some of the weapons. I concluded the interview saying that if
the claims are true, these are genocide crimes.

I was sure that by the time I got home from the studio I would be
flooded with phone calls and emails from political figures and others
who would be concerned, furious or sceptical about this revelation.
But there was silence. No one reacted. I confront this kind of denial
again and again from the most responsible, moral people. This includes
academics, politicians and friends who say to me: `It is not
possible¦there could not have been arms sales.’ Or I am told that I
have `gone too far by accusing Rabin and Peres.’

What is your motivation – what do you hope to achieve?

We want to expose the sources that were connected to the sales because
selling arms during an embargo is a crime against humanity. If the
International Criminal Court was doing its job, it would have been
possible to persecute Israel, France and others. We chose to petition
the Israeli courts using the Freedom of Information law, giving every
Israeli citizen and resident the right to obtain information from a
public authority. Our motivation is moral. These actions are against
international law and it is important to expose what happened. We are
not so naive as to believe that we can stop arms sales completely.

Attorney Mack is determined to increase transparency and public
supervision on arms sales which, needless to say, would be bad for
business, harming Israel’s economic interests and presumably
explaining the state’s resistance. He adds that if we want to prevent
these evils in the future we need to expose and confront dark chapters
of our past. His aim is to make sure that the law concerning
supervision on arms sales is implemented. The law forbids arms sales
to countries with an arms embargo. In addition he is advocating a new
law that will forbid Israel to sell arms to countries with massive
human rights violations.

Can you elaborate on Israel’s involvement in Serbia?

Israel sold weapons to Serbia during the civil war (1991-1995), after
the UN embargo was declared in 1991. In 1992, while Milosevic was
being described by many as the new Hitler of Europe, Israel opened an
embassy in Serbia. Acts committed by the Serbs during the war were
later defined as genocide and ethnic cleansing. When the prime
minister of Serbia visited Israel in 2014, both the Serbian and the
Israeli leaders failed to mention this dark chapter in their
relations, as if it had never happened. We are petitioning the state
in this case as well. We want the dates, details, documents and names
of people who were involved. We know that very high officials were
involved.

Do you think that speaking up now can decrease future killing?

Since 2012 Israel sold billions of dollars worth of arms to
Azerbaijan, even though there is an EU and a de facto US embargo on
Azerbaijan. There are close relations between the two countries.
Azerbaijan supplies 40 percent of Israel’s oil and is eager to buy its
military technologies. Israel justifies arming Azerbaijan because it
borders Iran and there is military `logic’ to having a strong ally on
the border with Iran. But at the same time Azeri officials are saying
openly that these arms are required for potential use against Armenia
in their effort to regain the `occupied lands’ taken by Armenia in the
war over Nagorno-Karabakh. In 2014 the Azeri president tweeted (!)
that the Armenians are barbaric, that Azeris need to regain all the
territories, and that they are ready for battle since they acquired
the necessary weapons. So the real danger is that these weapons may
encourage the Azeri government to start a conflict with Armenia. As a
result of the incitement, Auron and Mack call upon the Israeli
Ministry of Defence to freeze export licenses to Azerbaijan.

It is not easy to take your own country to court. Can you elaborate on
your reason for trying?

For over 25 years I have been researching the attitude of Israel
toward genocide of other peoples. I see it as crucial to teach other
genocides and I hope that Israel will acknowledge the Armenian
genocide despite diplomatic pressure from Turkey. It is important to
me to challenge the academic and popular discourse that differentiates
the Holocaust from other genocides. I am appalled by cynical use of
the Holocaust. For example, going back to Rwanda, in 1994 when the
genocide began the government of Israel issued a statement that the
Jewish people, who were victims themselves, cannot remain indifferent
to such atrocities. This statement was issued after the shipment of
weapons was already on its way! I see this struggle as a mission. My
motivation is the Holocaust, but my commitment is to the truth. We
must never manipulate our memory of the Holocaust victims. It is hard
for me to say this, but I believe that what I have described here is a
desecration of this memory.

On Monday a Russian soldier from the Gyumri military base in Armenia
abandoned his post with arms and cartridges. Later on, he shot dead a
local family of six in their home in Gyumri, Itar Tass reports. He was
arrested Russian border guards and brought to the Russian military
base for questioning.

An Armenian solider has been killed by Azeri troops during a border
skirmish amid an ongoing conflict between the two countries.

Armenian contract serviceman Arman Arutyunian was killed in a
firefight initiated from Azeri positions on Saturday, said the
Armenian defense minister’s press secretary, Artsrun Hovhannisyan.

The fighting broke out near Armenia’s northeastern city of Voskevan, he added.

Last year, multiple confrontations between Baku and Yerevan over the
disputed mountainous region of Nagorno-Karabakh left dozens of troops
dead from both sides.

The two ex-Soviet nations claim the disputed territory, which is
largely populated by Armenians but located in Azerbaijan.

Ethnic Armenian forces took control of the enclave in the early 1990s
during a six-year war that lasted from February 1988 to May 1994.

An estimated 30,000 people died during the conflict which also left
around one million others displaced before the two sides agreed to a
ceasefire in 1994. A permanent peace accord has never been inked and
the dispute still remains unsettled.

Azerbaijan has threatened to take back the region by force if
negotiations between the two sides fail to yield results, while
Armenia has pledged to retaliate against any military action.

TEHRAN – The 33rd Fajr International Theater Festival announced the
international lineup on Saturday.

Twenty five theater troupes, 19 of which are from Iran, will compete
in this section of the festival.

The plays “Tehran-Rome-Amsterdam-London” by the Iranian director
Arvand Dasht-Aray, which is a joint production of Iran and the
Netherlands, and the joint production of Iran and Italy “Human
Castle”, by Iranian director Ali Shams, are among the competitors.

“Flight over the City” by Narine Grigoryan from Armenia and “Odyssey
Complex” by Felix Mathias Ott from Germany and three other plays from
Oman, Russia and the Netherlands will also compete in this section.

“Death of the Salesman” by director Nader Borhani-Marand, “Only for
Me” by Chista Yasrebi, “Comment” by Yusef Bapiri and “Oliver Twist” by
Asghar Khalili are among the Iranian entries of the section.

The festival will be held from January 21 to February 1 in Tehran.

President ErdoÄ=9Fan recently announced that on April 24, the date
commemorated each year as the beginning of the Armenian Genocide, a
ceremony for the anniversary of the Battle of Gallipoli would be held; and
alongside other world leaders, invited the President of the Republic of
Armenia Serzh Sargsyan to the ceremony.

Sargsyan has responded to ErdoÄ=9Fan’s invitation in a letter in which he
underlines that `peace and friendship first and foremost shall be based on
the courage to confront the past’; and reminding that he had previously
invited ErdoÄ=9Fan to the Commemoration Ceremony for the 100th Anniversary
of the Genocide, adds that `It is not common practice for us to be
hosted
at the invitee’s, without receiving a response to our invitation.’

Honorable Mr. President,

I have received your invitation to participate in the commemoration
ceremonies marking the 100th anniversary of the Battle of Gallipoli.

Indeed, World War I is one of the terrific chapters of history of humanity,
claiming millions of innocent lives and aborting destinies.

An artilleryman of Armenian descent, Captain Sargis Torosyan also joined
the troops of the Ottoman Empire in the Battle of Gallipoli. He was an
officer, dedicated to the defense and security of the Empire, who was
decorated with Ottoman military awards for his loyalty and heroism.
Nevertheless, in that same year, marking the culmination of mass killing
and forced deportation, preliminary planned and perpetrated by the Ottoman
Empire, the wave of massacres did not bypass even Sargis Torosyan. His
parents, brutally killed, and sister, perished in the Syrian Desert, were
among 1.5 million Armenian victims of Genocide.

It was as a result of this very unprecedented massacre that Raphael Lemkin
coined the term `genocide’. And impunity thereof paved a path to Holocaust
and genocides in Rwanda, Cambodia and Darfur.

According to you, the Battle of Gallipoli offers a unique example for both
Turkey and the World as an illustration of friendship born out of war, and
the battlefield, reminding of the bitter heritage of war, stands as an
eternal monument to peace and friendship. Leaving aside the well-known
meaning of the Battle of Gallipoli or the questionable role of Turkey in
World War I and World War II, one shall recall that peace and friendship
first and foremost shall be based on the courage to confront the past, on
the historical justice, as well as on recognition of full-fledged universal
memory but never on selective approach.

Alas, Turkey continues its traditional policy of denialism. Year by year,
`improving’ its tools of history distortion, this time Turkey marks the
anniversary of the Battle of Gallipoli on April 24 for the first time,
while it began on March 18, 1915 and lasted till late January, 1916.
Furthermore, allies’ land campaign- Gallipoli land battle- took place on
April 25, 1915. What purpose does it serve if not a simple-minded goal to
distract the attention of the international community from the events
dedicated to the centennial of the Armenian Genocide? Whereas, before
organizing a commemorative event, Turkey has much more important obligation
towards its own people and the entire humanity, namely the recognition and
condemnation of the Armenian Genocide.

Hence, when calling for international peace I would advise you not to
forget sending a message to the world to recognize the Armenian Genocide,
thus paying a tribute to the memory of 1.5 million innocent victims.

Each of us is obliged to pass on an authentic and genuine history to the
next generations, thereby preventing the repetition of such crimes and
preparing the ground for rapprochement and further cooperation of nations,
especially neighboring ones.

P.S. Your Excellency, a few months ago I invited you to join us in
commemoration of memory of the innocent victims of the Armenian Genocide in
Yerevan on the 24th of April. It is not a common practice for us to be
hosted at the invitee’s, without receiving a response to our invitation.

It is political authorities that should have organized a protest over
the murder of the Avetisyan family in Gyumri.

However, it was the people that, because of the authorities’
inactivity, had to hold spontaneous protests, political and public
figure Azat Arshakyan told Tert.am.

“Political parties and the judicial system should have passed a
political verdict. The result was spontaneous activity, and a criminal
case was politicized because of inactivity,” Mr Arshakyan said.

Armenian-Russian relations should be regulated by means of activity,
in the spirit of the Armenian-Russian Agreement.

“Identifying and arresting the soldier suspected of that murder was
not done in a proper way, which caused serious damage to
Armenian-Russian relations – both politically and morally,” he said.

Au lendemain de la participation du Premier ministre turc, Ahmet
Davutoglu, au rassemblement qui a eu lieu dimanche à Paris pour rendre
hommage aux 17 victimes d’extrémistes islamistes, Recep Tayyip
Erdogan, le président turc, a adopté un ton beaucoup moins consensuel,
voire conflictuel. « ?La duplicité occidentale est évidente? », a-t-il
déclaré lors d’une conférence de presse organisée lundi soir, raconte
le Financial Times . « ?En tant que musulmans, nous n’avons jamais
pris le parti de la terreur ou des massacres : le racisme, les
discours de haine, l’islamophobie sont derrière ces tueries? », a
lancé Erdogan. « ?Les coupables sont clairs : les citoyens français
ont commis ce massacre et les musulmans sont blmés pour cela? »,
a-t-il ajouté. Et le président de se dire perplexe quant au manque
d’efficacité des services de renseignement dans la traque des
coupables.

Certes, les dirigeants politiques en Turquie ont à plusieurs reprises
condamné les attentats perpétrés contre Charlie Hebdo, le supermarché
juif et la femme policier. Mais un récit parallèle a émergé dans le
pays, celui proféré par les théoriciens de la conspiration qui
reportent la responsabilité des massacres sur les agences de
renseignement étrangères plutôt que sur les islamistes radicaux.

Un phénomène similaire s’est produit en Russie, qui a envoyé son
ministre des Affaires étrangères, Sergei Lavrov, la représenter à la
marche parisienne de dimanche.

Gumri : la souveraineté et la dignité de l’Arménie bafouée

A Gyumri, le 12 janvier, 6 personnes appartenant à la famille
Avetisyan ont été sauvagement assassinées et un nourrisson est entre
la vie et la mort. Ce massacre a été très probablement perpétré par un
dénommé Polyakov, soldat de la 102ème base militaire russe, stationnée
à Gyumri. Selon les conventions existantes entre la Russie et
l’Arménie tout délit commis hors de la base, doit être traité par la
justice arménienne. Or, à ce jour, ce soldat est toujours retenu dans
son régiment, contrairement aux clauses de l’accord.

Ni le Président de la République, ni aucune personnalité du
gouvernement ne se sont exprimés sur cette tragédie pendant les trois
jours suivant le drame. De fait beaucoup de questions sont restées
sans réponses, comme par exemple la façon dont ont été conduites les
recherches du meurtrier en fuite, la présence de militaires russes
armés dans les rues de la ville, le processus d’enquête et
d’interrogation des témoins et des suspects, le résultat des
éventuelles négociations entre le procureur général d’Arménie et ses
homologues russes.

Ces silences, le manque d’informations crédibles, démontrent tout le
moins un manque de professionnalisme et de transparence à l’égard de
la famille des victimes et de la population impatiente voire
exaspérée. Cette absence de prise de responsabilités rappelle
l’attitude des pouvoirs locaux dans les pays colonisés. Le
gouvernement n’a pas osé décréter un deuil national et les instances
religieuses ont brillé une fois de plus par leur manque de compassion
et de solidarité avec les victimes et leurs paroissiens.

Cette attitude irresponsable et complice a finalement provoqué la
colère de la population de Gyumri puis de l’ensemble de la population
du pays. Des heurts avec la police, devant le consulat de Russie, ont
fait plusieurs blessés, et de nombreuses arrestations ont eu lieu à
Gyumri, et à Erevan où des centaines de citoyens et de militants
étaient venus sur la place de Liberté rendre pacifiquement hommage aux
victimes. Ce pouvoir illégitime et incompétent, de plus en plus soumis
à l’étranger, pousse le peuple à l’exaspération, et tente de montrer
son restant d’autorité par la répression de ses propres citoyens. Mais
pour combien de temps encore ? Nous exprimons notre soutien à la
population d’Arménie qui exige que le meurtrier soit livré aux
autorités juridiques du pays pour être jugé devant des instances
civiles, et refuse tout compromis qui se solderait par son
rapatriement en Russie. Le mouvement Renaissance Arménienne de Paris
présente ses sincères condoléances à la famille Avetisyan, partage la
douleur des Arméniens de Gyumri et continue à réclamer pour tous nos
compatriotes justice, dignité et le droit de vivre en toute sécurité.

Le 18 octobre 2002, les ministres européens de l’éducation ont adopté,
à l’initiative du Conseil de l’Europe, la déclaration créant la
Journée de la mémoire de l’Holocauste et de la prévention des crimes
contre l’humanité dans les établissements scolaires des États membres.
La France et l’Allemagne ont choisi de fixer cette commémoration
annuelle au 27 janvier, date anniversaire de la > du camp
d’Auschwitz.

Cette Journée de la mémoire des génocides et de la prévention des
crimes contre l’humanité fournit l’occasion d’une réflexion sur les
valeurs fondatrices de l’humanisme moderne, telles la dignité de la
personne et le respect de la vie d’autrui, qu’il importe de faire
partager aux enfants de notre pays. Cette démarche conditionne

selon l’expression du socle commun de connaissances, de compétences et
de culture, a pour rôle assurera
la coordination et le suivi des actions menées par les établissements
scolaires. Il veillera à promouvoir auprès des équipes éducatives les
ressources culturelles et patrimoniales que constituent localement les
services des archives, les musées ou les lieux de mémoire.

Il veillera également à valoriser, notamment sur le site Internet
académique, les actions remarquables. Bon nombre d’écoles et
d’établissements ont su, depuis 2003, faire de cette journée un moment
d’enrichissement et d’échange pour l’ensemble de la communauté
éducative : ainsi convient-il de faire partager et de valoriser ces
pratiques exemplaires.

Les actions significatives pourront également être portées à la
connaissance de la direction générale de l’enseignement scolaire par
le référent académique, pour être valorisées à l’échelon national.

Les ateliers Canopé (ex CRDP/CDDP) sont des centres ressources
mobilisés par la commémoration du Centenaire de la Première Guerre
mondiale et du Soixante-dixième anniversaire de la libération des
camps et de la victoire sur la barbarie nazie. L’ensemble du réseau
organise, le mercredi 28 janvier 2015, une journée thématique, à
l’intention des équipes éducatives, portant sur l’enseignement de
l’Histoire de la Shoah (présentation des outils pédagogiques,
sensibilisation aux actions éducatives, conseils pratiques, etc.).

La note de service n° 2014-005 du 13 janvier 2014 portant sur la
Journée de la mémoire des génocides et de la prévention des crimes
contre l’humanité du 27 janvier 2014 est abrogée.
