State Minister Beshir Atalay said on Monday that the government’s
policy of seeking to avoid problems with neighboring countries
included Armenia.
“As the government, our policy is, first of all, the elimination
of all problems with our neighbors,” Atalay told the Anatolia news
agency in the Romanian capital of Bucharest, where he was attending
a summit aimed at fostering cooperation in the Black Sea region.
Stating that Turkey has so far settled many of its disputes with
neighboring Syria and Greece within a reasonable framework, Atalay
said: “There are problems with Armenia due to well-known reasons. We
expect Armenia to act reasonably and wish as a neighbor to normalize
our relations with Armenia.”
The border gate between the two countries has been closed for more
than a decade. Turkey closed the gate and severed diplomatic relations
with Armenia after Armenian troops occupied the Azerbaijani territory
of Nagorno Karabakh.
Ankara now says normalization of ties depends on Armenian withdrawal
from Nagorno Karabakh as well as on progress in the resolution of
a series of bilateral disagreements, including Armenia putting an
end to its support of Armenian diaspora efforts to win international
recognition for an alleged genocide of Armenians during the latter
days of the Ottoman Empire.

“The member countries of the Black Sea Economic Cooperation
Organization (BSEC) are guided with the principle of egality, non of
the member countries pursues its objectives and there is no threat that
Armenia will be omitted from the regional programs,” announced general
secretary of the BSEC Leonidas Chrisanthopoulos in Yerevan today.
Asked to share his opinion on the Kars-Akhalkalaq-Tbilisi-Baku railway
construction taking into account the fact that the BSEC has already
expressed its opinion on the existing Kars-Gyumri-Tbilisi railway
Mr. Chrisanthopoulos answered that Armenia will be included in the
ring-shaped highway which is still being worked out.
As for the railway he noted that it will be opened when the relations
with Turkey better. Thus, Leonidas Chrisanthopoulos didn’t give direct
answer to the question relating to the Kars-Akhalkalaq-Tbilisi-Baku
railway and announced that in his opinion Armenia will not be left
out of the regional transportation programs.
Just at the beginning of the press release Leonidas Chrisanthopoulos
announced that he is greatly impressed by the progress evident in
Armenia in comparison with 1994. Russia will preside over the BSEC
from May to August 1. Next year Turkey will take up the presidency
during the symposium held in Istanbul.
By the way, RA deputy Foreign Minister Arman Kirakosyan informed that
this is the only organization which gives an opportunity to get in
touch with Azeris and Turks. “According to its legislation this is
an economic cooperation organization and it mustn’t be used by any
country as a political means to solve its private matters.”
By the way, Leonidas Chrisanthopoulos was the Greek Ambassador
to Armenia in 1992 – 93 and even has a book titled “Caucasian
chronicle.” He met with President Kocharyan and RA Foreign Minster
Vartan Oskanian today.
The key issues of the meeting were the developments of the Black
Sea region, particularly issues connected with economy, security and
stability. They focused on the issues enhancing mutual cooperation.
The general secretary presented the future plans of the organization
and the reforms initiated by him in the secretariat located in Istanbul
to the RA Foreign Minister.
They also referred to a number of agenda issues of the Foreign
Ministers’ forthcoming meeting and to the symposium of the
presidents and governments of the countries in connection with the
15th anniversary of the BSCO. While speaking of the programs of
the organization Minister Oskanian underlined that the promotion of
the transportation and energy substructures is the vital pledge for
regional prosperity and on this score the exploitation and rerunning
of the current substructures is very important.

President of RA Court of Appeal Hovhannes Manukyan received
representatives of the Council of Europe Directorate on Legal Issues
Alesandro Manchinie and Jose Maria, as well as Special Representative
of the CoE Secretary General Boyana Urumova.
The meeting aimed at discussing cooperation in separate directions
between court systems of Armenia and the Council of Europe.
Hovhannes Manukyan presented the process of judicial-legal reforms
in Armenia, which is conditioned both with Constitutional amendments
and the results of activity of the judicial system.
The CoE representatives welcomed the activities directed at creating
an effective court system. On his part, Hovhannes Manukyan expressed
the willingness to cooperate in all those spheres, which will be
considered priority by the Council of Europe.

Azerbaijani and Armenian Presidents, Ilham Aliyev and Robert Kocharian
met in Bucharest on 4 June to discuss the Nagorno-Karabakh conflict,
Trend reports citing Radio Liberty.
The OSCE Minsk Group co-chairs involved in the resolution of the
Nagorno-Karabakh conflict also were in attendance.
The details of the meeting are still kept secret. Aliyev and Kocharian
are probable to continue talks on 5 June, local television channel
ATV announced.

TURIN: The gallant Indian women fell out of top-10 bracket after
running into top seeded Russians in the final round of the Chess
Olympiad before the men’s team ended its agonizing campaign with a
hard-earned victory over Italy `B’ at the Oval here.
On a day when the Armenian men and the Ukrainian women made history
by taking their maiden gold in the game’s premier team competition,
China emerged as the team of the Olympiad by winning medals in both
sections. In the Open section, China took the silver, its first-ever
medal while as defending champion in the ladies category, the team
followed Ukraine and Russia into the medal bracket.
Armenia, winner of the bronze medal in 1992, 2002 and 2004, was
worthy of the gold after being the only undefeated team in the field
of 148 teams. For once, favourite Russia was knocked out of the medal
bracket after losing to Israel 1-3 in the final round. This result,
coupled with China’s victory over Netherlands and USA’s whipping of
Norway pushed Russia to the sixth place, its worst in decades.
On this day, the Indian men went through the motions and the result
did not mean much. With an off-colour Viswanthan Anand choosing to
stay away from the action, victories for K. Sasikiran and P. Hari
Krishna on the top two boards, followed Sandipan Chanda’s fighting
draw on the contributed to the victory. Surya Shekhar Ganguly crashed
to his second straight loss on the third table.
The narrow victory lifted India from its overnight 33rd spot to the
eventual 30 in the standings. This was India’s worst showing since
1998 when it finished 33rd. Since then India took the eighth spot in
2000, 29th in 2002 and a best-ever sixth in 2004.
In comparison, the Indian ladies fared better and took the 12th spot
after suffering a 1-2 defeat at the hands of top seed Russia. While
K. Humpy and D. Harika drew, Swati Ghate’s defeat on the third board
proved decisive.

Armenia’s first participation in the Eurovision-2006 song contest
registered great success, whereas there were countries that have
participated in this contest for several dozens of times but have no
success. Singer Andre who represented Armenia at the contest declared
this at the May 31 press conference. Armenia took the 8th place as a
result of voting of viewers of 38 countries and this means that a
representative of Armenia receives an opportunity to perform in the
final without taking part in the semi-final in the next,
Eurovision-2007 festival. Andre is sure that not only the Armenian
Diaspora, but also foreigners have voted for Armenia as they liked
the song.
According to Andre, his performance in semi-final had some
shortcomings that were caused by sound directors. The singer said
that almost participants of all countries had technical problems,
which was normally accepted by them. “We treated this contest very
seriously, whereas for other countries this was a common TV show,” he
emphasized. According to Andre, even the videoing was not done in
accordance with the requirements of the producers of
country-participants. Andre also mentioned that singers with strong
voices, such as representatives of Cyprus and Belgium, took part in
the Eurovision-2006, but they did not pass even to the final: “As a
result, Finland won, which, as the organizers estimated, had come to
Athens for mocking the Eurovision.”

Grassroots Pressure Building for Congr. Hearings on Evans Firing

GRASSROOTS PRESSURE BUILDING FOR CONGRESSIONAL HEARINGS ON EVANS FIRING
WASHINGTON, JUNE 1, NOYAN TAPAN – ARMENIANS TODAY. Tens of thousands
of Armenians – in the United States and Armenia – have voiced their
outrage over the Administration’s firing of U.S. Ambassador to Armenia
John Marshall Evans, reported the Armenian National Committee of
America (ANCA). In Armenia, tens of thousands of Armenians took part
in the “Yellow Ribbon Campaign” to protest the Evans firing and, more
broadly, to voice opposition to a number of recent instances in which
foreign diplomats stationed in Armenia have denied the Armenian
Genocide. The campaign, which took place at the Tsitsernakaberd
Memorial to the Armenian Genocide in Yerevan, started on April 24th
with countless thousands of individual Armenians each tying a single
yellow ribbons on 100-yard lengths of rope stretched along the walking
path leading to the Genocide Monument. In the United States, Armenian
American activists have called for Congressional hearings into the
Government of Turkey’s role in dismissal of this highly-respected
35-year Foreign Service veteran over his honest and accurate
description of the Armenian Genocide as a clear case of genocide. The
ANCA WebFax system – on the web at – has been used by
activists from throughout the United States – including a large number
from state and districts represented by Members of committees with
oversight responsibility of the State Department. In their WebFaxes,
these concerned citizens have stressed that: “Ambassador Evans is, in
effect, being punished for honoring his President’s pledge to properly
recognize the Armenian Genocide – a promise that George W. Bush made
on the campaign trail in February of 2000 but abandoned once in the
White House. Ambassador Evans should be praised, not dismissed, for
rejecting “gag-rules” imposed by the Turkish Government on the
discussion of the Armenian Genocide by America’s leaders at home and
diplomats abroad.” In demanding hearings on the Evans firing, the
WebFaxers note that these inquiries should “include testimony by all
the key figures involved, including the Secretary of State Condoleezza
Rice and National Security Advisor Stephen Hadley. Among the issues
that should be explored are the role of the Turkish Government in
exporting its suppression of speech to the United States and the
implications for the future of the Foreign Service if a senior
American diplomat’s career has been ended simply for acknowledging the
historical record on one of the world’s greatest human rights
tragedies.” Commenting on the lack of openness by the Administration
in dealing with this matter, the WebFax letters note that, “the
Administration has lacked the courage to speak honestly – either to
Congress or the American people – about its reasons for firing
Ambassador Evans. Hopefully, these hearings will provide the
transparency that we, as citizens, have the right to expect of our
government.” The firing of Amb. Evans was the result of his February
2005 statements at Armenian American community functions
characterizing the Armenian Genocide as a genocide.
Following his statements, Amb. Evans was forced to issue a statement
clarifying that his references to the Armenian Genocide were his
personal views and did not represent a change in US policy. He
subsequently issued a correction to this statement, replacing a
reference to the genocide with the word “tragedy.” The American
Foreign Service Association, which had planned to honor Amb.
Evans with the “Christian A. Herter Award,” recognizing creative
thinking and intellectual courage within the Foreign Service,
reportedly rescinded the award following pressure from the State
Department a few days before Turkish Prime Minister Recep Tayyip
Erdogan traveled to Washington, DC to meet with President Bush.
Congressional Response: On the eve of the announcement of Evans’
replacement, sixty Members of Congress, led by Rep. Ed Markey (D-MA),
sent a letter to Secretary of State Condoleezza Rice asking for
clarification of the reasons behind Amb. Evans’ recall. Earlier,
Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ), Rep. Adam
Schiff (D-CA) and Rep. Grace Napolitano (D-CA) had each officially
called on Secretary Rice for a clarification of the State Department’s
position on this issue. They have yet to receive any response to their
inquiries. Media Response: The Los Angeles Times, in a strongly worded
March 22nd editorial, made direct reference to Amb. Evans’ impending
dismissal, calling on the Turkish Government and U.S. State Department
to end their policies of Armenian Genocide denial. On March 24th, the
Fresno Bee, published a similarly strong editorial condemning Evans’
firing. The Washington Times, on May 26th, ran a story about the
“geopolitical firestorm” created by Evans’ remarks. The publisher of
the California Courier, Harut Sassounian, in his weekly column, urged
U.S. Senators to place a “hold” on the nomination of Richard Hoagland,
the diplomat slated to replace Ambassador Evans. This action in
response to the Administration’s unresponsiveness, argued Sassounian,
will force the White House to fully explain the reasons behind its
early termination of Ambassador Evans’ career. Armenian Youth
Response: At the Armenian Youth Federation Junior Educational Seminar,
held in Western Pennsylvania over the Memorial Day weekend, over 400
young Armenian Americans designed, produced, and signed original
petitions protesting the Administration’s decision to fire Amb. Evans
for telling the truth about the Armenian Genocide.

1. Representatives of the IMF in the South Caucasian states,
governmental structures, Armenian and Azerbaijani Central Banks as
well as businessmen and heads of research institutes are taking part
in the conference.
When opening the conference President of the Georgian National Bank
Roman Gotsiridze stated that the economy of each South Caucasian
republic is developing, that is why the study of the experience of
each state, exchange of information and expansion of cooperation is
important.
A working group for studying the influence of globalization on the
development of the South Caucasian states will be formed during the
conference, reported Georgia-Online.

A dozen national news agencies, mainly in southeastern Europe, have
formed an association to boost their cooperation, the Greek agency
Ana reported Thursday.
As well as Ana, the Union of Balkans and Black Sea News Agencies groups
Albania’s Ata, Armenia’s Armenpress, Azerbaijan’s Azertaj, Bulgaria’s
BTA and Georgia’s Caucasus-press, along with Ukrinform of Ukraine,
Rompress of Romania, Itar-TASS of Russia, Tanjug of Serbia-Montenegro,
Anatolia of Turkey and the Moldova agency.
Ana said the new body, formed at a meeting in Kiev and headed by
Ukrinform director Victor Samara, was designed to enhance the free
circulation of news and cooperation with regional and international
organisations to cover events that affect the lives of the region’s
inhabitants.

30.05.2006 Another shock result: Russia lost 1.5:2.5 to France,
and are now on place four on the table. China, on the other hand,
demolished Georgia 4-0 and advanced to place two. Armenia beat Ukraine
to stay in the lead. In the women’s section Ukraine beat the US and
lead ahead of Russia, which drew China. Things are getting close.
Turin 2006: After round nine
The top pairings was Ukraine vs the leading Armenia. The top three
boards drew, but the deadly board four weapon that the Armenians have
launched struck yet again: Gabriel Sargissian scored his eighth win
in nine games to clinch the match. Sargissian has the best rating
perfomance (2852) so far in the Olympiad for a board five player,
and the third best over all. Only Vladimir Kramnik (board one, 2873)
and Sergey Karjakin (board 3, 2861) are above him.
The Russian produced Yet Another Shock result, by losing 1.5:2.5 to
France, with Fressinet scoring the decisive win on board four. Even
more shocking: China did a 4-0 whitewash over Georgia. The USA drew
with the Czech Republic, with Kamsky winning and Akobian losing.
Kamsky has now scored 4.5/6 on board one, with a 2829 performance,
the sixth best in these games.
Armenia is now one point ahead of China, which in turn is 1.5 points
ahead of France. Russia, USA and Ukraine share 4-6 half a point
behind France.
