ARMENIA PM OFF TO MOSCOW FOR A WORKING VISIT

Prime Minister Tigran Sargsyan left for Moscow today for a one-day
working visit. The delegation headed by the Prime Minister comprises
RA Minister of Finance Tigran Davtyan, Minister of Energy and Natural
Resources Armen Movsisyan, Minister of Transport and Communication
Gurgen Sargsyan, Deputy Foreign Minister Shavarsh Kocharyan, Head
of Government’s Staff David Sargsyan, Vice-President of the Central
Bank of Armenia Vache Gabrielyan, officials of RA Government and the
Ministry of Foreign Affairs.

During the working visit Prime Minister Tigran Sargsyan will have
a meeting with Russian Prime Minister Vladimir Putin, the Minister
of Transport, Co-Chair of the Armenian-Russian Intergovernmental
Commission on Economic Cooperation Igor Levitin, President of the
Central Bank of Russia Sergey Ignatev, representatives of business
circles. Tigran Sargsyan will also visit the Armenian Embassy in
Russia.

During the meetings reference will be made to the process of
accomplishment of the agreements reached at the 10th sitting of
the Intergovernmental Commission. Reference will be made to issues
of reinforcement of trade-economic ties, expansion of the mutually
beneficial and promising cooperation in a number of spheres, etc.

Turkish President Abdullah Gu"l will make a visit to Iran on March
10 to attend the Economic Cooperation Organization (ECO) summit.

Pakistan, Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan,
Turkmenistan, Uzbekistan and Tajikistan are members of the organization
along with Iran and Turkey. Presidents of these countries are also
invited to the summit. The summit aims to boost economic and commercial
relations between the member countries. Leaders will also discuss
bilateral relations and regional issues, Today’s Zaman daily informed.

said Tehran has sought Ankara’s help in finding a solution for its
diplomatic crisis with the United States.

Erdogan said that Iran requested Turkey’s help while George W. Bush
was still in office, and the message was relayed to Washington at that
time. He added that he is considering whether to broach the matter
with President Barack Obama, who has said he hopes to hold talks with
Iran at the G20 summit, scheduled to be held in London this April.

Responding to a question on Turkey’s future role in any
Washington-Tehran talks, Erdogan said, "Iran does want Turkey to play
such a role. And if the United States also wants and asks us to play
this role, we are ready to do this."

In the interview Erdogan also called on Prime Minister designate
Benjamin Netanyahu to recognize the Palestinian people’s right to
their own state.

He compared Hamas’ refusal to recognize Israel’s right to exist to
the Likud’s rejection of the two-state solution, adding that any
eventual Israeli-Palestinian process would have to include Hamas.

"We are always telling Hamas to act differently, that we are for
a two-state solution: Palestine and Israel. They have to accept
this, but Israel also has to accept Palestine. Is Israel right now
accepting Palestine? They are still not accepting them. But it is
being expected of the Palestinian people to accept Israel. Now go
and ask Mr. Netanyahu if he is accepting Palestine."

Once again slamming the IDF’s recent offensive against Hamas in Gaza,
Erdogan went on to call the Islamist group the party of "change and
reform," Ynet reports.

a visit to Egypt on Monday to meet with Prime Minister Ahmed Nazif.

"Friendly relations between Armenia and Egypt and the role of the
Armenian community in our country’s public life form a good basis
for development of bilateral cooperation," Mr Nazif said.

For his part, Minister Nalbandian said Armenia is interested in
strengthening cooperation with Egypt and emphasized that political
dialogue needs to be strengthened with economic projects, the RA MFA
press office reports.

Threats and Dilemmas of the Nagorno Karabakh Conflict" 2009-02-23
16:51 In the middle of January Thomas de Vaal’s report "The Karabakh
Trap: Threats and Dilemmas of the Nagorno Karabakh Conflict" was
published in a number of Azerbaijani internet resources. (as it was
mentioned in the foreword to the report, it is the rough draft for
discussion). The report covers the force majéur scenarios of the
development of the Azerbaijani-Karabakhi conflict and gives a number
of recommendations both to the Armenian and Azerbaijani parties, as
well as to the mediators. According to the author himself, his work
aimed at persuading the parties that "neither of them can completely
"win" in the NK conflict".

In a wider context, the author’s aim was to convince all the actors,
involved in the Azerbaijani-Karabakhi conflict settlement process,
of the necessity to change the present status-quo. The author’s task
was complicated by the fact that the current state of affairs, to
this or that extent, suits both the parties directly involved in the
conflict and the main centers of power. This circumstance influenced
the arguments and theses brought by the author, which in most cases
were of declarative character, were not =0 D corroborated with real
facts and very often contradicted one other. The author had chosen
the "scare tactics" as a means of persuading the Armenian party. In
particular, in the part "The situation in the region: the Armenian
party" the author tried to describe the development prospects of
Armenia in the darkest colors by using the following formulations:
"Isolation of Armenia", "Armenia’s vulnerability within its closed
borders", "global economic crisis presents a real threat for Armenia",
"Russia stops subsidizing the gas exported to Armenia", "ten-year
development "boom" comes to an end", etc. Meanwhile the situation
in Azerbaijan is described in a rather different way: "Azerbaijan is
changing due to its rich oil reserves" , "the international reputation
of the country is today much more influential", "today Azerbaijan has
50 embassies abroad", "a grandiose military parade took place in Baku",
"Azerbaijan demonstrates its newly-acquired military might to the
world". The author compared the military potential of Azerbaijan and
Armenia in the analogous manner. Speaking about Azerbaijan the author
has used such assertions as: "in 2008 the military budget of Azerbaijan
exceeds the military budget of Armenia three times", "Azerbaijan buys
a great number of new 0Aequipment", "American and Turkish instructors
train the personnel", etc. Whereas Armenia was favored with only one
positive evaluation – "deeper martial traditions exist in the Armenian
Armed Forces, and they continue playing a leading role in the Armenian
society". However, it was immediately leveled with the statement that
"this, in its turn, brings to the corruption and distortions in the
economy". The assessment of the military might of a state is one of the
actual tasks of military-scientific researches. The methodology of the
solution of this task is not simple, as it deals with heterogeneous
indices, characterizing various resources. In the technical sense
the correlation of the potentials of the two republics was reduced
to the comparison of the air park of the air forces and the reactive
systems of volley fire of high caliber, as a result of which the author
came to the conclusion that "the technical basis of the Armenian air
forces is much more modest". In the meantime the military might of any
country involves several potentials: economic, scientific, military,
moral-psychological and social. The author superficially touched only
two of the above-mentioned potentials. Whereas it’s hardly possible
to get an objective assessment of the military might of Armenia and
Azerbaijan, without analyzing the whole complex of the mentioned aspec
ts. With this comparison the author also tries to lead the key players
to the idea that it is impossible to keep the status-quo in the future,
as "the defeated party feels itself surer and surer and impatiently
craves for changing it (the status) in its favor". Meanwhile, fearing
that the analysis of the situation, suggested in this report, may
somehow play into the hands of the revanchist forces in Azerbaijan,
the author of the report warns against hasty conclusions: "To conclude
with I would like to say that there is not any real military solution
of the conflict for Azerbaijan and that the military aggression may
lead to a catastrophe for the country". Three possible scenarios
of war have also been covered in the report. From the military
viewpoint, the given modeling may hardly present any interest, as
it is of superficial character and contains general phrases. On the
whole, Thomas de Vaal, justifying his surname, under the cover of an
expert-peacemaker practically calls Azerbaijan to unleash a new big
war in the South Caucasus. Meanwhile, it seems to him that he and
his like will not be responsible for anything. But he is mistaken…

Affairs held Friday its first meeting under the presidency of Minister
Hranush Hakobyan.

The agenda included the Ministry’s action plan for 2009 and assistance
programs to the Armenian communities in Latin America and Georgia.

Members of the board are representatives of the Armenian
intelligentsia and Diaspora.

`This will help us join efforts for resolutions of problems. Our
counterparts abroad can send their proposals and remarks via
Internet,’ Minister Hakobyan said.

YEREVAN, FEBRUARY 20, ARMENPRESS: Within the framework of his visit
to the Armenian province of Lori February 19 President of Armenia
Serzh Sargsyan on the occasion of the All-Armenian poet Hovahannes
Tumanian’s 140th birth anniversary visited the birthplace of the poet,
Dsegh village. The President of Armenia laid flowers on the tomb of the
great poet and toured his home-museum. The president also delivered a
speech on the occasion of the 140th birth anniversary of Tumanian. The
speech runs as follows: "Dear Compatriots, Today we celebrate the
140th birth anniversary of, as we all love to say, the All-Armenian
poet. Jubilees of our greats are not only an exceptional occasion
to remember them and pay tribute but also to reckon over their works
and accomplishments, to find a new meaning in their patriotic ideas
and legacy.

In this regard, Hovhannes Toumanian is an extraordinary phenomenon
in our literature as well as in our social and political life.

I strongly believe that each generation of Armenians must not only
read Toumanian and enjoy his literary genius but also learn from a man
whose life is an example of the unconditional dedication to his own
country and his own people, the example of sharing the pains of his
country and of his people, and the example of finding cure for that
pain. Such examples are contagious and every generation, particularly
those Armenians growing now in Armenia and in the Diaspora, do need
that kind of example.

Today is also Vardanants Day, and it is an interesting coincidence. I
congratulate all of us on this occasion. Vardan’s and his army’s
heroism and demeanor have also been encouraging our rising generations
as a vivid example of placing national identity and freedom higher
than life itself. Vardan and his army and their followers, Hovhannes
Toumanian and his followers are the moral, spiritual and may be also
political values of the modern as well as the future Armenia. The
higher standards simply do not exist.

Toumanian shows us vigorous patriotism on one hand and pronounced
respect toward other nations and their values on the other. On one
hand we observe courage, personal valor, composure which excludes
panic in the most extreme situations, and self-possession and love for
peace on the other. It is not a coincidence that on different issues –
literary, cultural, or political – whenever there was a need for an
envoy or a negotiator, the Poet was the choice. He was revered by
everyone and the main reason for that was his ability to conduct a
dialogue with great wisdom and insight, whether his interlocutor was a
Georgian intellectual, a Russian tsar’s official, a Moslem herdsman,
a Bolshevik revolutionist, a member of the Armenian Government,
or a simple Lori villager.

A look back into the depth of times reveals today that due to his
political open-mindedness, Toumanian was standing out among his
contemporaries. His confidence in our peoples’ inner abilities and in
Armenia’s future was boundless and unwavering. His shining optimism
was a source of vital strength for those who had weakened in their
faith, and those whose hope had diminished. In 1915, and I invite
your attention to that date, in 1915 at the most tragic time for the
Armenian people, he was referring to this country as The Land of Hope!

The Land of Light!

He stands in striking contrast with those who live and act today,
and who are hundred times smaller than Toumanian, the so-called
politicians who will lose no chance to damn their own young Republic,
their own state.

Along with his contemporaries, Toumanian had lived also through the
tragedy of the intellectual with no state, when at times he was forced
to single-handedly to carry out the work of government structures
and entire ministries. Certainly, it was not the most efficient way
of serving the needs of the nation but the destiny left no choice
for Toumanian and his contemporaries. The most efficient and the
highest mode of organizing people is the establishment of the state
and today it is the Armenian state that has taken over that mission
and the resolution of all existing problems.

Dear Compatriots, One year ago on this day, February 19, I was elected
President of Armenia. My presence here today is symbolic. I consider
it to be my duty to work and to make the entire state machine work
in a way so that we all together can bring the day when we will
call the Armenia of Hovhanness Toumanian’s dream and our dream My
New Motherland!

The Great Motherland!"

Armenian Opposition Claims Current Leadership Seized Power By Force

According to members of the Armenian opposition a military coup was
conducted in the country on March 1, 2008.

"Considering that armed forces were used against the citizens of
Armenia on March 1 we believe that an armed coup was conducted
on that day," member of the opposition Armenian National Congress
Levon Zurabian said presenting a report of the Public Commission
Investigating the March 1, 2008 Developments on Wednesday.

The report demonstrated to the press was supported by video footage
filmed on March 1 and showing armed men in army uniforms as well as
army vehicles, such as armored personnel carriers.

"These facts prove that in crude violation of the constitution and
law the Armenian Defense Ministry was used against demonstrators who
protested against the fabrication of the February 19 elections. Former
president Robert Kocharian, former defense minister Mikael Arutyunian,
former chief of the General Staff Seyran Oranian and former chief
of Yerevan garrison Yury Khachaturov are responsible for that,"
the report says.

The opposition did not recognize the outcome of the February 19, 2008
presidential elections and organized large-scale protests which on
March 1 culminated in clashes between the opposition and the police
in which ten people died and over 250 were injured.

YEREVAN, FEBRUARY 18, NOYAN TAPAN. A delegation led by RA National
Assembly Speaker Hovik Abrahamian will leave for NKR on a two-day
official visit on February 19.

RA NA Speaker will have a tete-a-tete conversation with NKR President
Bako Sahakian on February 19 in Stepanakert, then the meeting will
continue in an enlarged staff. A regular sitting of interparliamentary
cooperation commission between RA and NKR National Assemblies will take
place the same day. The sitting will be presided over by H. Abrahamian
and NKR NA Speaker Ashot Ghulian.

On February 20, the delegation led by the NA Speaker will visit
Stepanakert town memorial complex and fraternal cemetery. The same day
the delegation will leave for Shoushi, where it will have a meeting
with Artsakh diocese leader Archbishop Pargev Martirosian.

Ankara – APA. On February 16, U.S. President Barack Obama called
Turkish President Abdullah Gul and Prime Minister Recep Tayyip Erdogan.

APA reports quoting Turkish media that Obama and Gul talked over the
phone for about 30 minutes. They discussed the issues on Afghanistan,
Pakistan, Caucasus, Middle East and European Union. Barack Obama said
Turkey did important work in the region, especially in Afghanistan and
Caucasus in terms of leadership. Press service of Turkish President
says Barack Obama underlined that he attached great importance to
US-Turkey relations and appraised Ankara’s leadership position in the
regional issues. He emphasized his desire to work together with Turkey.

In his phone talk with Recep Tayyip Erdogan Barack Obama noted the
importance of US-Turkey strategic cooperation. The statement released
by Turkish Prime Minister’s office says: "President Obama noted that
Prime Minister Erdogan’s leadership in the Middle East peace efforts
was of great importance. He said the United States always understood
Turkey’s sensitiveness on this issue. He said the US administration
wants to work with Turkey in achieving peace in the Middle East,
ending PKK terror, and a number of other issues including relations
with Armenia."
