Armenian and Russian Presidents Serzh Sargsian and Dmitry Medvedev
have held a telephone conversation, the Armenian president’s press
service announced Friday.

The presidents of Armenia and Russia discussed bilateral political
ties and economic cooperation, the statement said.

The two agreed to meet in the near future.

Medvedev informed Sargsian about the issues discussed and the
agreements reached during the G20 summit in London.

No comment from the Russian president’s press service about his
telephone talk with Sargsian has been available.

The European Armenian Federation for Justice and Democracy sent
a letter to President Obama urging him to honor his pledge to
recognize the Armenian Genocide. The letter was signed by more than
340 associations from European civil society.

The letter states that European Armenians along with other European
mainstream democratic forces would never accept Turkey’s membership
in the EU as long as "the Turkish state denies the Armenian Genocide,
promotes racism and pursues a policy of discrimination towards its
minorities". It also underscores that the genocide recognition by
the United States "will unleash the momentum of true change and
democratization inside Turkey.

The petition finally stresses that the recognition "will also provide
an unprecedented momentum to the process of dialogue between Turkey
and Armenia" in making clear that "the way forward will definitely
require of Turkey a fundamental commitment to just peace".

"These are European values, these are the ones of the European Armenian
Federation and, with President Obama, we wish that they become again
the ones of the United States," stated Hilda Tchoboian, chairperson
of the European Armenian Federation.

Brazilian-Armenian talented architect and photographer Stepan Norayr
Shahinian’s exhibition of photos under heading "Expo Armenia" dedicated
to Armenia opened March 30 in Argentinean Cordoba state parliament’s
Rechino Maders hall.

According to the Armenian Foreign Ministry press and information
department, the Buenos Aires branch of AGBU initiates the series of
the exhibition, with the financial assistance of "Ritex" company and
under the patronage of the Armenian Embassy to Argentina.

Armenian Ambassador to Argentina Vladimir Karmirshalian and Vice
Speaker of Cordoba Parliament Francisco Fortuna were present at the
opening ceremony of the exhibition, on March 30.

After the ceremony, they discussed issues of cooperation between
Armenia and Cordoba in the spheres of economy and culture.

The first exhibition of the photos about Armenia was held in the
beginning of 2009 at AGBU’s Sargis Benklian hall in Buenos Aires.

The exhibition in Cordoba will last a week, then the "Expo Armenia"
will be exhibited in Mar del Plata, Neuken, Rio Negra, Chippoletti,
Missioness and other Armenian-populated places.

YEREVAN, April 3. /ARKA/. The judicial and legal reforms backed by
RA President Serzh Sargsyan have contributed to transparency and
effectiveness of Armenia’s judiciary and brought it in line with
the global standards, said Chairman of the RA Court of Cassation
Arman Mkrtumyan.

"To execute systematic reforms, practicing lawyers and theorists have
helped to adopt a special concept," the judge said. Shortly after
being elected RA President, Serzh Sargsyan initiated three-phase
judicial reforms.

The first stage of the reforms ended on January 1, 2009, with the
second phase lasting from January 1 to March 1, 2009.

Pointing out drastic changes in Armenia’s judiciary during that
period, Mkrtumyan said the reforms aimed at solving urgent problems
and ensuring transparency of the country’s judiciary. To achieve
this goal, Armenia abolished specialized courts and the institute of
lawyers accredited by the RA Court of Cassations, the judge added.

Mkrtumyan hailed the twofold rise in the Armenian judges’ wages. The
monthly salary of common jurisdiction judges has been set at 440,000
drams, while judges of the RA Court of Appeals monthly earn 572,000
drams. The salary of the RA Cassation Court’s judges has been set at
660,000 drams.

The judge stressed the importance of establishing a three-stage
judiciary in Armenia (common jurisdiction c ourts, RA Court of Appeals
and RA Court of Cassations).

Armenia also has an administrative court. ($1-370.85 drams).

WAM Tehran, 1st April 2009 (WAM) — UAE Ambassador to Tehran and
Non-resident Ambassador to Armenia Khalifa Al Murri handed today a
message sent by HH Sheikh Abdullah bin Zayed Al Nahyan, UAE Foreign
Minister, to his Armenian counterpart Edward Nalbandian.

In his message, which was delivered by Al Murri to the Armenian
ambassador in Tehran, Sheikh Abdullah sought the support of Armenia
to the UAE request to host the venue of the International Renewable
Energy Agency (IRENA) in Abu Dhabi.

"The UAE views with high significance the Armenian support to to its
candidacy,"the UAE envoy said.

He indicated the H.E. Sheikha Lubna Bint Khalid Al Qasimi, Minister
of Foreign Trade, has raised the issue with the Armenian officials
during her recent visit to Yerevan.

Al Murri also delivered a message from H.E. Dr Anwar Mohammed Gargash,
Minister of State for Foreign Affairs, to Vice President of Armenia
in reply to the note he sent earlier to the UAE minister.

Turkey and Armenia could soon announce a deal aimed at reopening their
border and restoring relations, a move that could help stabilize a
region that’s increasingly important as a transit route for oil and
gas, the Wall Street Journal reports, quoting diplomats.

The timing of the deal is being choreographed with the schedule of U.S.

President Barack Obama, who visits Turkey next week, these people say.

The Turkish and Armenian governments have agreed on terms to open
formal talks in three areas: opening and fixing borders, restoring
diplomatic relations and setting up commissions to look at disputes,
including one on the tense history between the two nations.

Normalizing relations between Turkey and Armenia would "create a new
and positive dynamic" in relations across the region, "as well as
in developing the economic and transport links we have been pursuing
ever since the collapse of the former Soviet Union," said U.S. Deputy
Assistant Secretary of State Matthew J Bryza, the State Department’s
point man in the Caucasus.

Mr. Bryza travels to Azerbaijan Thursday to discuss how a
Turkish-Armenian agreement could help revive efforts for a settlement
on Nagorno-Karabakh.

Announcement of a Turkish-Armenian pact is also being influenced by
Mr. Obama’s campaign promise to support a Congressional resolution
that would rec ognize as genocide the Ottoman Empire’s 1915 killing
of up to 1.5 million Armenians in what is now central and eastern
Turkey. Turkey fiercely denies the killings were genocide. The White
House traditionally makes a statement to mark Armenian Remembrance
Day on April 24.

Analysts say Turkey’s government hopes progress in reviving its
relations with Armenia could prompt the White House not to recognize
the killings as genocide and to block the Congressional resolution.

If the U.S. proceeds with the genocide resolution, "I cannot imagine
any Turkish government opening the Armenian border," said Ozgur
Unluhisarcikli, director of the Ankara office of the German Marshall
Fund of the United States, a think tank.

Prime Minister Recep Tayyip Erdogan of Turkey said on Turkish
television last week he would discuss Nagorno-Karabakh, the Armenian
"genocide" and relations between Russia and Georgia with the
U.S. president, among other issues.

One date under discussion for signing the deal with Armenia, diplomats
say, is April 16. But Mr. Unluhisarcikli said he believes Turkey and
Armenia won’t be ready to sign the deal before April 24, and Turkey
instead will "signal" its commitment to reopen the borders in the
hope that will be enough for Washington.

the military issues, we feel some threats to come from Azerbaijan
and not from Turkey. After the Georgian war Armenia has a new role
and power in the region regarding the change in military balance,"
said R. Giragosian. According to the expert opened Armenian-Turkish
border is not a threat for Armenia but Azerbaijan is a real threat. The
expert says he thinks Armenian-Turkish border will be opened after

ALEPPO, MARCH 31, NOYAN TAPAN – ARMENIANS TODAY. The Armenian
community of Syria expressed concern with the show of Turkish TV
serials increasing day by day in the country.

According to Turkish media, Nora Arisian, one of the prominent
representatives of Armenian community of Syria, voiced strict criticism
on the issue.

"Turkish TV serials have started influencing the Armenian families
equally to the Armenian Genocide and leaving incurable wounds on the
Armenian consciousness," Nora Arisian stated.

Turkish media, in its turn, touching upon the activity of the Armenian
youth organization of Syria mentioned that the latter is concerned with
the noticed rapprochement in Turkish-Syrian relations. A 2009 calendar
was published with the youth organization’s efforts, on which a map
of Erzrum, Kars, Van, Ararat is depicted. And calendar’s first page
presents the photographs of President of Syria Bashar Asad and leader
of Armenian Apostolic Church Berio Diocese Archbishop Shahan Sargsian.

AZERI PUBLIC IN BREATHLESS EXPECTATION OF OUTCOME OF TURKISH-ARMENIAN DIALOGUE

The Azerbaijani public in general, politicians and the media separately
are trying to second-guess the outcome of the Turkish-Armenian
dialogue, a piece produced by Azerbaijani think-tank group has
concluded. Against the background of opportune geopolitical situation,
the government of Erdogan set to take advantage of the situation
emerged in the Caucasus after the Russian-Georgian August war,
step up its role and subsequently settle down problems with Armenia
to clear obstacles along the way to the European Union, the article
said. Under the report, Turkey seems agreed to this move with Russia
although the initiative put forward previously by other leaders failed
as they were not backed by the key regional players. The following
is the text of analytical report by private Azerbaijani news agency
Turan on 24 March headlined "A proposal hard to reject"; subheadings
have been inserted editorially:

Turkey’s geopolitical and diplomatic role has begun to grow in the
region since about the second half of last year which, in its turn,
became a reason for all-possible gossips.

Caucasus alliance

As is known, on 11 August 2008 following the Russian intervention in
Georgia, Turkish Prime Minister Erdogan spoke about the possibility of
forming a Caucasus alliance. Two days later, he voiced this idea on a
visit to Moscow. And on 20 August Turkey proposed a Caucasus Stability
and Cooperation Platform (CSCP). As was stated, "first of all, the
platform has geopolitical grounds, pursues an aim of establishing
peace and security in the region, and secures economic cooperation
and energy security". The work on the realization of the CSCP allowed
Turkey to further step up "shuttle" diplomacy and political presence in
the region. Subsequently, there came a turn of a "football diplomacy"
when in defiance of the expectations, the Turkish president accepted
the invitation of the new Armenian president to watch a qualifying
game between the two countries’ national football teams in Yerevan.

This meeting has given an impetus to the resumption of the active
Turkish-Armenian dialogue in the course of which the prospect of
settling many disputed problems, including the issue of opening the
borders between the two countries, are being discussed in earnest. To
say that those active and uncommon initiatives of Turkey were
interpreted ambiguously by the Azerbaijani public would mean nothing
to say. Thus, a part of the public believes that playing with Russia
and Armenia, the government of Erdogan is gradually distancing itself
from the West (the USA) by indirectly betraying Azerbaijan’s interests.

Similar moods were heated up by some reports carried by the
Turkish media. Sabah newspaper controlled by the son-in-law of the
Turkish prime minister, reported on 13 March that as a result of
secret Armenian-Turkish talks an agreement was hammered out on the
establishment of diplomatic relations, appointment of ambassadors
and setting up a joint commission for the purpose of normalization of
mutual relations, the conduct of investigation into the 1915 events,
discussion of issues of territorial claims of Armenia to Turkey,
the opening of borders and beginning of trade relations.

Under the same report, information on this agreement would be made
public after 24 April. The similar information was also carried
by Star newspaper close to the government circles. The concern
of the Azerbaijani public is understandable though unreasonably
overstated. So in comment on the agitating reports of the Turkish
newspapers, the Turkish ambassador to Azerbaijan Hulusi Kilic said on
18 March that "statements on the opening of borders are heard only in
the media. Turkey’s policy about Azerbaijan remains unchanged." Similar
statements were also made by other Turkish officials.

Nothing new in Erdogan’s initiative

Feverish reactions of a series of our media outlets to the CSCP are
also surprising. The idea of CSCP initiated by Erdogan is not new. At
one time, the late former presidents of Georgia and Ichkeria, Zviad
Gamsakhurdia, and Dzhokhar Dudayev, initiated the idea of establishing
A Caucasus Home which would unite the Caucasus peoples.

In 1992, they even set up a confederation of the Caucasus peoples
where Georgia, Azerbaijan and a series of movements from the North
Caucasus joined. After several years, the next president of Chechnya,
Aslan Maskhadov, and another Georgian President Eduard Shevardnadze
discussed the issue of establishing an organization on security
and cooperation in the Caucasus. Discussed was also the issue of
establishing a Caucasus parliament a structure to unite the South
Caucasus region and republics of the North Caucasus. In 1996 during a
visit of the Azerbaijani former president, Heydar Aliyev, to Georgia,
a Tbilisi declaration was signed where there was also talk on the
Caucasus Home under the South Caucasus.

On 15 January 2000 in Tbilisi [the former] Turkish President
Suleyman Demirel put forward a pact on stability in the South
Caucasus. However, as distinct from previous projects, the plan
of Demirel was geographically broad it enveloped not also the South
Caucasus but also the Black Sea basin with the exit to the Balkans and
should have been realized under the aegis of the OSCE. With similar
integration-related projects for the Caucasus in the various versions
came forward earlier the USA, Russia and the EU countries. In previous
years, this idea did not cause a surge of emotions and rejection in
our society. Apparently, at that time, no-one did believe in its quick
implementation. It looked definitely unpersuasive since other than
Azerbaijan and Georgia, all other countries of the region had very
fundamental contradictions between themselves. Nevertheless, after
the August 2008 events in the South Caucasus there emerged a certain
vacuum. On the one hand, by recognizing independence of Abkhazia
and South Ossetia, Moscow certainly weakened tangibly the position
of the USA. However, on the other hand, with these acts, it also
significantly complicated own claims to the role of a peace-keeper,
guarantor and arbiter. The "geopolitical breaches" that have emerged
in the region allowed Turkey to develop unprecedented activity which
technically met interests of both the West and Russia. Damaging own
image, Russia made attempts to acquire at least temporary allies in
confrontation with the West (the USA).

Moves designed to step up Turkey’s role in Caucasus

Under the existing situation, such an ally for Russia could only
be Turkey. Being from "the western camp", at the same time, it has
certain "resentment" at own allies. Moreover, Turkey depends on
Russian gas supplies and has a solid goods turnover (34bn dollars)
with it. At the same time, Turkey with its activity could neutralize
undesirable for Russia geopolitical influence of other players on the
South Caucasus. Probably, all these were understood well in Ankara and
possibly exactly, these considerations made Erdogan to reanimate the
idea of integration into the South Caucasus. And it is not surprising
that Moscow supported this project within which there was not any
hint at other players apart from the South Caucasus, Turkey and Russia.

In a nutshell, the August proposal of Erdogan was not at all
spontaneous, it had own prehistory and evolved in the course of
development of events and it goes without saying has own aims. The most
important of them for Turkey is to reinforce its role in the region. It
is also clear that the task of the West in the South Caucasus is
to tear Armenia off Russia. It is obvious that the opening of the
Turkish-Armenian borders serves simultaneously the strengthening of
Turkey’s role and reducing the level of confrontation in the region (by
significantly facilitating the realization of the West’s plans). Such
a role of Turkey, to all appearances, is absolutely acceptable for
the West (the USA). To this testifies the fact that US Secretary of
State Hillary Clinton paid an official visit to Turkey on 7 March
during which she was received by the president, prime minister and
foreign minister of the country.

The media characterized this visit as a "repairing move" (relations
between Ankara and Washington were fairly spoiled by the Bush
administration). It is noteworthy that after Hillary Clinton, new US
President Barack Obama is planning to visit Turkey in April. Another
target of Turkey is to end once and for all the boring problem of
recognition of mythic "genocide" of Armenians in the Ottoman empire. It
should be acknowledged there has cropped up a serious argument for
Turkey: recognition of the genocide may once and for all spoil mutual
relations between Ankara and Washington and bring to a standstill for a
long time the process of normalization of relations with Yerevan. The
latter is one of the conditions for Turkey to be accepted to the
European Union and therefore, the establishment of friendly relations
with Armenia will actually remove a threat of recognizing the genocide.

The realization of all these tasks will undoubtedly lead to
reinforcement of Turkey’s influence in the region and expand
its potential in the resolution of the existing conflicts in the
region. Exactly for this Turkey is currently doing everything in order
to reinforce its position in the South Caucasus. Yerevan also perceived
Erdogan’s initiative positively. No doubt that this step is important
for the Armenian authorities from a point of view of possibility of
joining regional energy projects. Thereby, official Yerevan cuts the
ground from under pro-Western electorate of the country with former
president Levon Ter-Petrosyan and multiplies its possibilities for
political manoeuvring. During an official visit of Erdogan to Baku
on 20 August, President Ilham Aliyev also backed the initiative
of the Turkish side. Probably, the Azerbaijani leadership fairly
decided that if the aim of Moscow is to retain under its influence
the South Caucasus with the help of the conflicts, then the breaking
this monopoly and Turkey’s involvement in the affairs of the region
opens for Baku more positive prospects.

Briefly, by initiating the CSCP and stepping up peace-keeping
activities in the region, Turkey, in essence has made a proposal,
from which it is hard for all countries to refuse. Time will show to
what extent this "proposal" meets Azerbaijan’s interests.

Three Armenian servicemen held captive in Azerbaijan appealed for
leaving for third country

Sarkisian ` Armenian soldiers, who were detained by civilians near the
line of contact in Munakhorlu village of Agjabadi region on the night
of February 27-28 and handed over to Azerbaijani servicemen, appealed
for leaving for the third country, secretary of State Commission on
Prisoners of War, Hostages and Missing Persons Shahin Sailov told APA.

Sailov said their appeals were being considered.

`The Armenian servicemen have already appealed to the UN office in
Azerbaijan. It is not known when the appeal will be considered. It is
a long-lasting process. It took 8-9 months to send the previous
Armenian serviceman to the third country,’ he said.

Grant Markosian, Alik Tevosian and Artur Sarkisian crossed the line of
contact under the control of Azerbaijani Armed Forces on the night of
February 27-28. The Armenian soldiers said they did it, as there is
lack of care in the army and they can not even find bread to eat.
