GERMAN "FICHTNER" COMPANY INTERESTED IN CONSTRUCTING GARBAGE PROCESSION FACTORY IN YEREVAN

YEREVAN, JULY 24, ARMENPRESS: German ""Fichtner" Company carries
detailed studies in constructing a garbage procession factory in
Yerevan and improving garbage disposal process.

Head of the Communal Economy Department of Yerevan Municipality Gagik
Khachatryan told Armenpress that after that the company will present a
proposal on garbage disposal and procession to the Yerevan Municipality
and it will be determined by what means the works will be carried out.

According to G. Khachatryan, today the garbage disposal in Yerevan
is realized by means of 12 specialized organizations and 360
car-mechanisms.

According to the project on sanitary cleaning, in summer garbage
disposal is conducted in the capital every day, in some places –
twice a day. 1400 workers are employed in sanitary-cleaning works,
whose salary reaches 80-180 000 Drams.

According to the head of the department, today there is a lack of
manpower in the sphere of sanitary cleaning in Yerevan.

"Babajanian’s health condition is really most concerning."

An observation mission deployed at penitentiary institutions of the
Ministry of Justice is seriously concerned over the health condition
of Zhamanak daily’s chief editor Arman Babajanian. Head of the mission
Arman Danielian informed A1+ that they had visited Arman Babajanian
and reported to the MoJ on his health state.

The Ministry is to answer within three days.

"We think that Arman Babajanian should be released on parole as he
needs serious treatment. He cannot wait for another two months,"
says Mr. Danielian "Generally, prisoners are examined under the
decision of the government in penitentiary institutions. In some
case the government can allow the inmate to be treated in an ordinary
hospital. Doctors are to decide where Babajanian can receive the best
treatment – here or somewhere else," said Deputy Justice Minister
Nikolay Arustamian.

In reply to A1+’s question who bears responsibility for Babajanian’s
life if his condition is grave, the vice minister said: "I see no
legal point. Doctors must assess his state," said the vice minister.

ANC-WR INTERN SPOTLIGHT: NARE KUPELIAN
Nare Kupelian takes local activism to the regional level

GLENDALE, CA — Community and Government Affairs Intern Nare Kupelian joins
the Armenian National Committee-Western Region’s Internship-Externship
Program (ANC-WR IEP) this summer as a graduate of the ANC Glendale
Internship Program. Nearly half-way through the summer session, Kupelian is
already working on her assigned projects with several local ANCs, including
the ANC of San Diego County.

`I applied to the IEP program because it would allow me to work for a cause
that I am passionate about,’ says Kupelian. `Growing up, I learned about
the Armenian Genocide from my grandparents and I developed awareness of the
issue from a young age. I could not see a better way to spend my summer
than to work to raise awareness about this issue.’

One of her main projects has her teamed up with fellow intern Razmig
Khayalian to help local ANCs connect with their elected officials this
summer. Working with the ANC of San Diego County, Kupelian is organizing
its upcoming community issues briefing. This project has a particular
significance for her as she also recently became a member of the ANC San
Diego County’s Executive Committee.

During the summer of 2008, Kupelian was an intern with the ANC of Glendale.
Although that experience prepared her for the ANC-WR IEP, she also noticed
several differences between working in the two offices.

`In Glendale, we focused mainly on issues of importance to the community in
the city. We had our eyes and ears open to the happenings of Glendale,’
says Kupelian. `In the Western Region office, our work covers a large
geographic area consisting of several states and our efforts are geared
towards strengthening local ANCs helping them reach out to and better serve
their communities.`

At UCSD, Kupelian is studying Political Science with an emphasis on
International Relations. She is a member of the Armenian-interest sorority,
Alpha Gamma Alpha as well as the Armenian Student Association on campus.
After finishing her undergraduate studies, Kupelian plans on attending law
school and hopes to stay involved in politics.

`The ANC has taught me to be persistent in my actions in order to achieve
something,’ she says. `The political sphere is detail-oriented and requires
you to match passion with a solid, convincing argument to win over support
for issues of concern to you.’

The Armenian National Committee – Western Region is the largest Armenian
American grassroots community organization in the Western United States.
Working in coordination with a network of offices, chapters, and supporters
throughout the Western United States and affiliated organizations around the
country, the ANC-WR works to promote understanding regarding issues of
concern to the Armenian American community.

"The nonstationary dynamics of vortices in conventional type II
superconductors and in neutron stars is examined in the Newtonian
approximation," researchers in Yerevan, Armenia report (see also
Astrophysics).

"A relaxation equation is obtained for vortices approaching an
equilibrium distribution after a change in an external magnetic
field. The relaxation times are estimated for vortices in
low-temperature superconductors and for proton vortices in the
superconducting core of a neutron star," wrote D.M. Sedrakian and
colleagues.

The researchers concluded: "It is shown that the proton vortex system
created by entrainment currents is rigidly coupled to the neutron
vortices.."

Sedrakian and colleagues published their study in Astrophysics
(Relaxation of quantum vortices in type II superconductors and in
neutron stars. Astrophysics, 2009;52(2):264-275).

Newly Appointed Ambassador Of Venezuela To RA Hands His Credentials

NEWLY APPOINTED AMBASSADOR OF VENEZUELA TO RA HANDS HIS CREDENTIALS TO RA PRESIDENT

YEREVAN, JULY 22, NOYAN TAPAN. Ugo Jose Garsia Ernandes, the newly
appointed Ambassador of Venezuela to RA (residence Moscow) handed his
credentials to RA President Serzh Sargsyan on July 21. Congratulating
the Ambassador on the occasion of assuming his post, S. Sargsyan
expressed the hope that during his tenure the Ambassador will make
his important contribution to the development of the two countries’
relations.

As Noyan Tapan was informed by the RA President’s Press Office,
issues regarding possibilities of cooperation between Armenia and
Venezuela in different spheres, expansion of the legal-contractual
sphere were discussed during the talk following the ceremony of
handing the credentials.

Activation of cooperation within the framework of international
structures was also considered important.

S. Sargsyan greeted recognition of the Armenian Genocide by the
parliament of Venezuela four years ago.

The day before Ambassador Ugo Jose Garsia Ernandes handed the copy
of his credentials to RA Foreign Minister Edward Nalbandian. Wishing
success to the Ambassador in his diplomatic mission, E. Nalbandian
expressed the hope that the Ambassador will make an important
contribution to the development of relations between Armenia and
Venezuela.

According to a report by the RA Foreign Ministry Press and Information
Department, E. Nalbandian and Ambassador Ugo Jose Garsia Ernandes
discussed issues regarding the two countries’ cooperation in the
political and economic spheres, expansion of the legal-contractual
sphere. Both sides attached importance to deepening of cooperation
at international organizations and development of interparliamentary
contacts.

Ugo Jose Garsia Ernandes was born in 1941 in the city of Bokono,
Venezuela.

He got education at Venezuela Military Academy and Venezuela Army
Higher School. In 2009 he was appointed Ambassador of Venezuela
to Russia. He is a reserve general, has been awarded national and
international orders.

The former commander of the NKR defense army Samvel Babayan expressed
his opinion on July 22 stating that he thinks that Azerbaijan is
getting prepared for a war.

He noted that he sees a danger of war in the nearest future. He stated
that everyone sees what is happening now in Azerbaijan, what is bought,
how many arms it has. He stated that if Azerbaijani representatives of
the intelligence service study the Armenian language, they are surely
not going to conquer Iran or Georgia. He thinks that Azerbaijan does
anything possible to take the ball in the Armenian side.

"Azerbaijan does not have any arrangement, which will force it not
to start a new war. I am sure and I have no doubt that Azerbaijan
is getting prepared for a new war. We have to be ready for this
war. I am the first, who does not want a new war, but unfortunately,
it is the truth. We send our troops to Kosovo, or Iraq, we do not
want to defend our lands. We have everything, and we are ready to
give anything only to avoid a war, I do not agree with this opinion,
our army has to be ready for a war", stated Samvel Babayan.

In answer to the question, whether our army is ready, Samvel Babayan
stated that the question is to be addressed to military officials. At
the same time, Babayan assures that in case of starting a war,
Azerbaijan will bear great20losses, because a war is won by ideas
not by the number of weapons and people. In case of starting a war,
Azerbaijan will have another two million refugees, and it will have
to feed them and not its army.

ArmInfo. Foreign Minister of Armenia Edward Nalbandian refuted the
statement by Azerbaijani Foreign Minister E. Mammadyarov that Armenian
and Azerbaijani presidents discussed the schedule of withdrawal of the
Armenian troops from certain territories at their latest meeting in
Moscow. The minister made this refutation at a joint press conference
with Carl Bildt, the Foreign Minister of Sweden, the EU chair-state,
in Yerevan on Monday.

Earlier, E. Mammadyarov declared that ‘the terms of withdrawal of
the Armenian troops from the occupied territories’ are discussed at
the current stage of the negotiations for settlement of the Karabakh
conflict.

‘As regards the statements that alleged discussions are held on return
of some territories, I declare that no such issue was discussed in
Moscow’, E. Nalbandian said.

He also added that the Armenian party has never declared officially
that it has approved the Madrid principles. ‘We have just declared
that they are a basis for negotiations’, E. Nalbandian said. He
highlighted that the conflict must be settled only by peace methods
on the basis of the international law i.e. on the peoples’ right to
self-determination, non-use of force and territorial integrity. For
his part, Carl Bildt said that the EU is ready to help implementing
the agreement will possibly be signed by the conflicting parties. He
said that the process continues and it is necessary to promote it.

Medvedev hosts Armenia, Azerbaijan peace talks on enclave

Russian President Dmity Medvedev hosted talks Saturday between his
Armenian and Azerbaijani counterparts in the latest Moscow-mediated
bid to end their dispute over a separatist enclave.

"The meeting was long and as far as our side was concerned, very
constructive," Interfax news agency quoted Kremlin diplomatic adviser
Sergei Prikhodko as saying.

"We continued the discussion of unresolved questions," he said,
implying that no concrete result had been achieved on the future of
the Azerbaijani enclave of Nagorny Karabakh.

Armenian leader Serzh Sarkisian and his Azerbaijani counterpart Ilham
Aliyev had face-to-face talks with other mediators on Friday and met
again earlier Saturday at an informal summit of heads of former Soviet
states at a Moscow racecourse.

Armenian state-run television quoted Sarkisian as saying earlier that
"no document will be signed" in Moscow

Keen to burnish its credentials as a powerbroker, Russia has been
mediating talks between the two countries over the enclave, now
controlled by ethnic Armenian separatists backed by Yerevan.

At the Group of Eight summit in Italy last week, Russia, France and
the United States, making up the so-called Minsk group of mediators,
pledged to continue supporting the peace talks and called on Aliyev
and Sarkisian to iron out their disagreements.

Prikhodko said Saturday that Medvedev, who has brought the two sides
together four times since November, "confirmed the goodwill of Russia,
as co-chair of the Minsk group, in efforts to find mutually acceptable
solutions in the Karabakh conflict."

Nagorny Karabakh, an enclave of Azerbaijan with a largely ethnic
Armenian population, broke free of Baku’s control in the early 1990s
in a war that killed nearly 30,000 people and forced two million to
flee their homes.

Shootings between Armenian and Azerbaijani forces in the region remain
common despite a 1994 ceasefire.
