Serzh Sargsyan will explain to CIS Armenian community representatives
reasons for establishing closer ties with Turkey. Beginning early
October, Armenian leader is startinG an unprecedented world tour,
"Komosomolskaya Pravda Rostov" reports. President plans to visit United
States, France, Lebanon and Russia to meet with national Diaspora
representatives living beyond the borders of their historical homeland.

"The thing’s that there are no diplomatic relations between Armenia and
Turkey. Upon Ankara’s in initiative, the border between two states has
been close since 1993 because of Turkey’s support to Azerbaijan during
Karabakh conflict. Why should President have decided to make a world
tour? Simply because Diaspora community is almost twice as big as the
present-day population of Armenia. And as specialists assume, different
spheres of our economy regularly receive investments which mostly come
from Russia and the States, Hence, Armenia attaches great significance
to the word Diaspora. Naturally, Mr. Sargsyan’s compatriots are eager
to know why he decided to pursue such foreign policy course.

According to experts, it’s no mere chance that Rostov was selected
as a meeting site. As we know, southern capital is populated by one
of Russia’s biggest Diaspora communities, including descendants of
Crimean re-settlers who were sent to Don by the demand of prince
Potemkin Tavrichesky. In 1781, Nor- Nakhichevan town was founded at
a short distance from Dmitry Rostovsky’s castle. In 1828, the town
was officially annexed to Rostov.

On 28 September President of the Nagorno Karabagh Republic Bako
Sahakyan met with His Holiness Garegin II, Supreme Patriarch and
Catholicos of All Armenians who arrived in Artsakh to participate in
solemn celebrations dedicated to the 20th anniversary of reopening
of the Artsakh Diocese of the Holy Universal Apostolic Orthodox
Armenian Church.

A wide range of issues related to the relations between the state
and the church, the socio-economic situation in Artsakh, and the
settlement of the Karabagh conflict were discussed at the meeting.

The Head of the State attached importance to the visit of the Supreme
Patriarch to Artsakh, noting that it would duly contribute to the
development of spiritual life in our republic.

The interlocutors emphasized the importance of the steady deepening of
state-church interrelations and implementation of important religious
events in Artsakh.

Touching upon the settlement of the Karabakh conflict, Bako Sahakyan
noted that official Stepanakert is a proponent of peaceful settlement
and the restoration of the full-fledged negotiation format. The
President again underlined that independence and security of Artsakh
cannot be matters of discussions.

Meteorologists say the temperature is 10-12° in Yerevan which is 2-3

Zohrabyan will open his exhibition in Rostov on September 27.
Stepan Zohrabyan has designed over 200 stage performances and worked
with dramatic and musical theatres of Russia, Poland, Chzech Republic,
Latvia, Estonia and Armenia. He has also been participant and laureate
winner in native and foreign festivals (Italy, France, Scotland,
Switzerland, US and Canada), 161.ru reports.

Exhibition is dedicated to the artist’s 60th birth anniversary.

S. Zohrabyan’s works are kept in A. Bakhrushin Theatrical Museum,
Glinka Museum of Musical Culture, Volgograd Picture Gallery and
private collections in Russia and abroad.

Opposition Youth March Forcibly Stopped by Police

The march organized by opposition party Armenian National Congress
(HAK) youth didn’t take place yesterday.

Around 6:30 pm on Friday, HAK youth moved from the HAK central office
to Koryun street to Mashtots Avenue. At the very beginning of the
march, at the intersection of Koryun and Mashtots streets, a group of
police officers started persuading the participants in the march not
to shout `Serzhik, Go Away!’ Immediately afterwards, police informed
protesters that the march must come to an end, since from `this moment
on, the march is illegal.’

The youth, insisting that their march was legal, gradually moved
forward. Police decided to disperse participants and began pushing the
protestors. The shoving continued until the youth reached the
intersection of Sayat Nova and Mashtots, near the Opera, where the
number of police officers increased; eventually, they forced
protestors to return to HAK office on Koryun Street.

During this process, protestors, using a megaphone, continued to shout
`shame, shame,’ while informing citizens that police had attacked
them.

Reaching the HAK office, police forced participants inside the
building and closed the door. Some of the youth remained outside the
building with HAK Coordinator Levon Zurabian, who explained to the
police that the march was legal. At that very moment, police forced
20-year old Vardan Harutyunyan into a car and took him to the central
police station. Immediately afterwards, a group of Pan-Armenian
National Movement participants headed for the police station.

Three hours later, Harutyunyan was released. Speaking with
journalists, his lawyer said that the police had checked Harutyunyan’s
ID. He also said that his client was neither oppressed nor assaulted
by police while in custody.

President of the Republic of Georgia Mikheil Saakashvili, speaking at
the 64th session of the UN General Assembly yesterday, drew parallels
between the Berlin Wall and Georgia’s lost territories, promising that
Abkhazia will be returned to Georgia.

`Europe is today divided by a new wall, built by an outside force ‘ a
wall that runs through the middle of Georgia. A wall that cuts off one
fifth of our territory ‘ a wall that once again divides Europe from
itself, creating new lines of repression and fear: artificial dividing
lines inside the internationally recognized borders of a European
nation’ said Saakashvili in his speech.

"It will take time, but Abkhazia will once again be what it was ‘ the
most wonderful part of Georgia," he stated.

After the Russo-Georgian war, both Abkhazia and South Ossetia
announced their secession from Georgia. Only Russia, Venezuela and
Nicaragua have since recognized their independence.

KASPAROV BEATS KARPOV 6-2 IN BLITZ MATCH

History repeated itself in Valencia this week with Karpov and Kasparov
meeting each other behind the chess board again, and the third day
repeated what we had seen in the rapids: quite a sharp Garry Kasparov
easily beating a slow Anatoli Karpov, who just couldn’t handle the
clock. The 6-2 in the blitz brought the final score on 9-3 for
Kasparov.

On a question from a journo, which came down to "what’s next",
Kasparov said he’d simply go back to Moscow and return to his life as
a political activist. "This was just an exhibition match to promote
chess. I think we succeeded."

The Valencia match has merely confirmed what we already knew about
Anatoli Karpov: he hasn’t been spending much time on chess in recent
years, and therefore his level of play is slowly getting worse,
although he’ll never lose his beautiful, classical style and
occasional brilliance. Garry Kasparov, who is said to play online
regularly, who is still busy writing about chess and who has started
working with Magnus Carlsen, still plays at a high level, and hasn’t

"BIRDS NEST" ORPHANAGE CONTINUES ITS POST GENOCIDE HUMANITARIAN VOCATION

The historic orphanage established by the Danish Missionaries during the
genocide and later given to the church, continues to serve the changing
needs of the community in the diaspora.

The "Birds Nest" is the only Armenian institution that provides shelter to
children who are orphaned, abandoned, or whose parents are unable to care
for them. It is an unending project because it constantly reinvents itself
to best serve the needs of the children. The Board members supervise the
renovation of the buildings, the quality of living conditions and the level
of education of the children. The Women’s Guild provides voluntary
assistance and emotional accompaniment to the children.

Mr. Sam Boyadjian a recent university graduate has been appointed as the new
director of the institution. His enthusiasm, combined with the commitment of
its Board will undoubtedly transform the lives of the children at the
institution. However, "Birds Nest" also needs the resources of the Armenian
communities everywhere.

Recently, Turkish-Armenian relations have been improved and some
protocols have been signed, etc. My first question is: how do you treat
that process from the Karabakhi part?

To tell the truth, I am not informed that these protocols have already
been signed. Let’s express ourselves more correctly: according to
preliminary agreement these documents are to be presented to the
Parliaments for ratification within 6 weeks. If my data are incorrect,
you can contradict. We follow that process attentively enough, as the
country we live in should seriously follow developments like that. At
the same time I want to say that we don’t even try to interfere in any
decision-making process of citizens and leadership of Armenia. Our
stance is clear-cut: we have never interfered and don’t interfere in
Armenia’s domestic life, although we understand that there are some
issues of All-Armenian sounding, connected with the establishment of
close relations between Turkey and Armenia that we are worried about.

Yes, those protocols have not been signed yet, but, anyhow, today if
they speak in Turkey about Armenian-Turkish relations, connected with
the protocols, Karabakh is constantly mentioned, though it is not
involved in these processes. We wish Turkey and Turkish officials, who
constantly state that without the Karabakh issue settlement any
progress is impossible, had the same attitude. We wish these 2 issues
were separated from each other.

How will the Karabakh problem be solved, to your mind? Will you have a
meeting with Azerbaijan one day on solving the issue, or is it possible
to solve it on the international platform?

We have repeatedly stated that we are ready to sit around the table for
negotiations and discuss various questions, but unfortunately
Azerbaijan refuses, for some reason or other. May be it has its own
argumentation for it. To my mind Azerbaijan has no grounds to
persistently refuse having direct relations with us.We have said more
than once that the settlement can hardly be productive without taking
into account the NKR people’s opinion.

Maybe it is the unique sample of a republic in the world that is not
recognized by anyone. What are the problems connected with it? When you
look at the future what do you see? How will you achieve recognition?

First of all, it is quite distinctly fixed in the international law
that the political situation in a republic does not depend on its
today’s recognition or non-recognition. Secondly, during all these
years, since 1992, we have proved both us and the others that we want
and we are able to establish statehood, which is the basis of our
general policy in this condition as well. From this point of view, the
issue of the Nagorno Karabakh independence recognition will have a
solution sooner or later. If you have noticed, we treat different
political events taking place in our region with restraint and don’t
allow ourselves to take antagonistic steps in the informational field,
and I hope it is evaluated both by the international community and our
adversary.Besides, we suggest the other part to the conflict and other
states, who try to gamble the negotiation process of the Nagorno
Karabakh conflict settlement or use it for their national interests,
treat similarly. It is clear that a solution of the problem is a
matter of time. Time is an irreversible category.

What will you tell or advise Turkey as the Foreign Minister of Karabakh?

At the moment I find difficulty in giving any advice. But, anyway,
let’s not forget, that Armenians and Turkey have numerous problems and
complicated knots that today influence our everyday life. I wish the
process of approach was not a matter of gambling but serious
negotiations and meetings also were held between people of two
countries, in order to make our positions clear-cut and precise and to
come to mutual understanding. These tangled points on the whole relate
not only to Armenians and the Armenian world. In connection with the
Karabakh events, I can say that it was in the period of the modern
history that Karabakhi people20raised a political question. Since 1988,
in fact on the threshold of dissolution of the USSR, we have witnessed
certain events in the territory of Azerbaijan in connection with the
Armenian population: of course passions have been fanned again, wounds
opened, and if it was not a preparatory step to commit genocide, then
what was that? Today there are different comments concerning those
issues: official, humanitarian, etc. These are the questions that
seriously influence human memories, future policy and possibilities to
establish good-neighborly relations. It’s evident that nobody will
leave this territory. Common edges must be found in this territory
which must be based on human rights, as well as on the right of people
in general. This is the most significant thing. In addition, in the
present situation we see that Turkey’s high-ranking officials directly
try to connect these two issues together: Nagorno-Karabakh problem and
the problem of Armenian-Turkish relations. It does not contribute to
the settlement of the problem, as Turkey has obviously become the
hostage of his promises given to Azerbaijan in due course, and this
very directly and clearly shows that Azerbaijan exerts pressure.
Willy-nilly Turkey becomes a concerned party once again insisting, that
without this, this and that, it is impossible to achieve any positive
result. This is also perceived as a means of pressure; however any
display of pressure can hardly ensure positive results.

Thank you very much. Have you anything to add?

At the moment I have nothing to add. I think these days set the
beginning of the future, when Karabakhi officials will have an
opportunity to get in touch not only with journalists, but also with
the politicians of different countries. Restrained and calm political
dialogues and discussions will be very productive.I’ll merely add that
time has a concept of irreversibility, and Turkey also has such an
experience, but everybody must have the courage to take a sensible view
of his past, his history in order to build his future.

bank’s General Director Artak Hanesyan told a PanARMENIAN.Net
reporter. `We thoroughly consider possibilities for merging with
corporate banks. However, we haven’t yet reached agreement with any
concrete bank,’ he said.

Besides, the bank also seeks inorganic growth potentials at the
expense of credit organizations. «Our analysts consider the details
of such possibility, and we will probably acquire some credit
organization’s portfolio in the near future,» Hanesyan added.
