European Charity Bazaar on December 12. As a PanARMENIAN.Net
correspondent reported from Cairo, some 40 diplomatic missions
accredited to Egypt were participating.
The Armenian pavilion, which was attended by 4 thousand guests,
featured Armenian brandy, wines, baked goods and sweets, as well
as carpets.

On December 22 opening and anointment ceremony of St. Karapet chapel
took place in one of the military-units of the armed forces of the
Republic of Armenia.
The Minister of Defence Seyran Oahanyan, Chief of the General Staff
of the Armed Forces of the Republic of Armenia, Colonel General Yuri
Khachaturov, high ranked militants, the staff of the military-unit
and guests were present at the ceremony.
The presence of such chapels and sanctuaries in military-units
contributes greatly to the spiritual and military-patriotic education
of the soldiers. And for this purpose much work has been done in
the armed forces recently. The anointment of the chapel was done by
Vrtanes bishop Abrahamyan, spiritual leader of the armed forces.
THE CLUB TO HOST PRESENTATION OF 12 BARDS’ ALBUM DECEMBER 25

of 16 songs by 12 singer-songwriters: Ruben Hakhverdyan, Vakhtang
Harutyunyan, Edward Zorikyan, Armine Hayrapetyan, Ruben Bagratuni
and others.
"This "Album Number 1 of performers writing own songs Bclub is an
unprecedented initiative in terms of the joint presentation of the
work by 12 singer-songwriters," head of Bard club Vakhtang Harutyunyan
told a PanARMENIAN.Net reporter.
During the presentation, every author and performer will present
own achievements during the year and projects for 2010. After the
presentation, the last concert of 2009 will be held with participation
of different singer-songwriters.
WOMAN KILLED ON THE KARABAKH-AZERBAIJAN CONTACT LINE ‘HAS TURNED’ FROM ‘ARMENIAN’ INTO ‘AZERBAIJANI’

ArmInfo. The woman allegedly "killed" on the Karabakh-Azerbaijan
contact line on Dec 20 "has turned" from "Armenian" into "Azerbaijani".
The statement on the incident was published by APA agency Monday
morning. Though the source itself said that no documents were found
with the woman, nevertheless, it made a conclusion that the woman was
Armenian and became a victim of her intention to cross the Azerbaijani
border. To recall, the NKR Defense Ministry denied this version of
"developments".
Monday evening the same agency "specified" that the woman turned out
to be Azerbaijani. This was allegedly a resident of Aghdam region
Mammadova Sadagat Pasha, who "left her house two days ago and did not
come back. Mammadova was born in Khindiristan village and married to
the resident of Alibayli village. Mammadova has been recently divorced
and returned to the house of her daughter in Khindiristan.The village
residents say Mammadova suffered mental affection. They say the woman
disappeared two days ago. It is being investigated how she crossed
the line of contact",- APA says.
Card-AgroCredit UCC to increase its credit portfolio in 2010 by 35-40%

ArmInfo. Card-AgroCredit Credit company is going to increase its
credit portfolio in 2010 by 35-40%, Chairman of the Board of
Card-AgroCredit UCC, Director of the Center of Agribusiness and Rural
Development Fund (CARD) Gagik Sardaryan said and added that the
company’s credit portfolio currently makes up 900 million drams. To
recall, Card-AgroCredit UCC, founded by CARD, was registered by the
Central Bank of Armenia on June 27, 2008.
According to Sardaryan, the company will lay the main emphasis in
crediting in 2010 on carrying out of leasing transactions, in
particular, in the line of tractor delivery for agricultural subjects.
It is scheduled to purchase the tractors from one of the subsidiaries
of CARD – Card-Agroservice, being a representative of an American
tractor production company John Deere in Armenia.
According to the Ranking of Armenia’s credit companies, prepared by
the Agency of Rating Marketing Information (ArmInfo), the assets of
Card-AgroCredit UCC as of October 1, 2009, made up 946 mln drams ($2.5
mln), the credit portfolio – 771 mln drams ($2 mln) and the total
capital – 535 mln drams ($1.4 mln). The company assured an
undistributed profit over 9 months of 2009 at the rate of 65.1 mln
drams ($169.3 thsd).
To recall, 27 credit companies are currently functioning in Armenia, 4
of which are leasing companies, 22 – universal credit companies and 1
– Credit Union.
To note, the CARD Foundation, which has been functioning since April
2005, is continuation of the Marketing Assistance Programme of the US
Department of Agriculture (USDA MAP), within the frames of which
financial, technical and marketing assistance was provided to over 160
Armenian enterprises in the sphere of agribusiness from 1993 to 2005,
as well as to 25 production and commercial cooperatives, 50 Credit
clubs and thousand of farm enterprises in all the regions of Armenia.

Turkey’s Increased Importance for United States

Washington -Prime Minister Tayyip Erdogan’s trip to Washington as US
President Barack Obama’s guest comes at a time when Turkey is setting
its foreign policy on a new foundation, when the active diplomacy it
pursues in its region is no longer limited to improving relations with
its neighbours, and when with a short space of time Turkey has become
the centre of the world’s attention. The axis of Turkish-American
bilateral relations, the agenda for Erdogan and Obama, is replete with
fat files ranging from the Kurdish overture and combating the PKK to
Iran, Afghanistan, Cyprus and Armenia. The oddest thing about the
perception of US-Turkish relations is this: Some people in Turkey are
continually advocating the notion that the AKP’s [Justice and
Development Party] foreign policy leanings are "along American lines
and under American tutelage." They maintain that Turkey cannot take
the steps it is taking in the region without getting the go-ahead from
America.
It is ironic then that before Prime Minister Erdogan entered the
meeting at the White House, where he was going to be hosted by Obama,
the most widely discussed topic in the Washington lobbies was how the
seeds of distrust regarding Turkey within the US administration were
flourishing more and more. This notion has been constantly repeated
dressed up as "Neo-Ottomanism" and "Axis-changing." Can you imagine a
country that "cannot move without America’s approval" yet is steadily
becoming an annoyance to the very country whose "tutelage" it is
under! Some madmen are constantly causing problems while others are
constantly trying to fix them. Be that as it may, these formulations
do not alter the facts. Chief among these facts is Turkey’s importance
for the United States. This was why Obama made Turkey one of his first
stops after coming to power. Turkey is steadily increasing its
importance in every area of interest to the United States. In my
opinion, the independent policies that are being pursued have a
significant place here. Perhaps in one part we are seeing a Turkey
that is trying to act like a global actor in a way that extends its
reach. However, what other way is there to make oneself heard? Even
more so when what wants to be said is so important…
Harmony of rhetoric
In short, with the foreign policy it has been following over the past
few months Turkey has not reduced its importance for the United
States; on the contrary it has increased it. And this fact does not
require both countries to adopt the same attitude in every matter. One
should not make the mistake of looking at this in the form, "The
United States asks Turkey for more soldiers in Afghanistan and Turkey
does not comply." This is because if you look at the core of the
matter you can easily see that in a burning problem like Afghanistan
Turkey’s diplomacy is overall working for "Washington’s good." Turkey
has been maintaining right from the start that the military option
alone is not the solution in Afghanistan. Today, Obama is using those
same arguments when announcing his new and much riskier Afghanistan
strategy. Naturally, he is not bringing the occupation to an end but
it is interesting how the rhetoric he uses matches Turkey’s line.
The Iran issue is naturally far more complex in that it is not easy to
predict the Obama administration’s approach to Iran from one day to
the next. However, there is no cause for exaggerating the concerns
that the international community is ultimately going to "attempt to
punish Turkey," which appears to be complying with the attitude of
forcing Iran into a corner. The Iran issue is clear enough from
Turkey’s point of view. Prime Minister Erdogan made this abundantly
clear yesterday. Iran is Turkey’s most important neighbour, and Turkey
does not want to see a new nuclear armed power in the region or any
new state of conflict. It is Turkey’s responsibility to do everything
it can here and to make all sides see sense. In this matter, Turkey is
a "natural mediator" even though neither the United States nor Iran
acknowledges this today.
Indeed, it was understood from yesterday’s critical meeting that both
sides maintained their own positions, even though they do not entirely
overlap.

GAGIK YEGANYAN: NUMBER OF ARMENIAN MIGRANT WORKERS IN TURKEY EXAGGERATED

On 4 December 2000, the General Assembly, taking into account the
large and increasing number of migrants in the world, proclaimed 18
December International Migrants Day On that day, in 1990, the Assembly
adopted the International Convention on the Protection of the Rights
of All Migrant Workers and Members of Their Families.
According to assessments, every 35th citizen of the world is a migrant,
i.e. he/she lives and works in a foreign country.
The Turkish authorities’ claims about tens of thousands of migrant
workers from Armenia are an exaggeration, Gagik Yeganyan, Head of
the Migration Agency of the Ministry of Territorial Administration,
told a press conference today.
According to him, the Turkish side regularly claims 50-70 thousand
migrant workers from Armenia are working in Armenia. A survey conducted
by the Armenian office of the Eurasia Foundation proves the claims
to be false, Gagik Yeganyan said.

Arma Jane Karaer, has revealed a series of shocking revelations about
the State Department’s behind-the-scenes efforts on behalf of Turkey
during the 1980s to kill Congressional initiatives commemorating the
Armenian Genocide, according to now public documents circulated today
by the Armenian National Committee of America (ANCA).
The revelations are part of an oral history interview with Karaer,
a foreign service officer who served, among other postings during her
long diplomatic career, as a commercial officer in Ankara and as the
State Department’s senior Turkish Desk Officer.
"We’re circulating Ambassador Karaer’s interview – a truly stunning
example of undisguised cynicism in the face of genocide and denial –
as a public service," said Aram Hamparian, Executive Director of the
ANCA. "As painful as her callous remarks are to read, they do – in
their candor – provide powerful insights into the depths to which U.S.
officials have sunk in enforcing Turkey’s genocide denial dictates.
Sadly, it would seem, the pervasive attitude of expediency over
morality characterized by her words remains, even today, much more
the rule rather than the exception among the senior ranks of our
nation’s Foreign Service."
COE MONITORING COMMITTER TO HOLD A MEETING IN PARIS

The Committee on the Honouring of Obligations and Commitments by
Member States of the Council of Europe (Monitoring Committee) will
hold a meeting in Paris today.
The Committee will exchange views on the report by the ad hoc Committee
of the National Assembly of Armenia on "The investigation of the
events taken place in the city of Yerevan on 1-2 March 2008 and the
reasons thereof."

of Armenian Cossack Union on December 17 through open voting. As
Karen Zadoyan said in his report, the Armenian Cossack Association
will be named after the Minister of Internal Affairs of Russian Empire
Loris Melikov.
Karen Zadoyan also informed, that a branch office of Armenian Cossack
Union will be opened in Novorossiysk soon, Armenian Church of St.
Gregory the Illuminator will be completed in Novorossiysk, other
activities to strengthen the brotherhood between Armenian and Russian
Cossacks will be carried out.
