La visite de Sa Saintete Aram I a la communaute armenienne du Koweit
a commence avec des prières a l’eglise armenienne Saint-Vartanants.

À la fin du service, Sa Saintete s’est adresse a la communaute. Dans
son introduction, il a declare que le but principal de sa visite etait
de presider les celebrations du 50e anniversaire de l’ecole armenienne
au Koweït et de les feliciter pour leurs efforts pour maintenir
cette importante institution au cours de toutes ces annees. Il a
ensuite informe les gens qu’il allait rendre visite a l’emir pour
le remercier pour son attitude positive envers la communaute. Le
Catholicos a egalement remercie l’archeveque Gorun Babyan pour ses
nombreuses annees de service comme vicaire et a introduit l’eveque
Shahe Panossian comme nouveau vicaire pour le diocèse du Koweït et
des pays du Golfe.

Dans son message, le catholicos Aram Ier a dit que la communaute
armenienne restera forte a travers la famille, qui est la “petite
eglise”, l’ecole, qui porte la vision de la communaute en construction,
et l’eglise, qui est la source de l’enrichissement spirituel et le
sceau de l’identite du peuple armenien. Par consequent, tous les
Armeniens doivent organiser leur vie autour de ces trois piliers.

Tandis que la statue connue comme ” le Monument a l’Humanite ” continue
a etre demolie, la question en Turquie est de savoir si ce monument a
ete erige sans obtenir la permission necessaire et donc s’il doit etre
demoli de toute facon. La contradiction entourant la statue a commence
après le Premier ministre Recep Tayyip Erdogan l’ait qualifiee de
” monstre “. Elle a ete erigee pour commemorer les soldats Ottomans
morts geles il y a 96 ans pendant une operation militaire contre la
Russie. Elle est aussi cense symboliser l’amitie entre la Turquie
et l’Armenie. L’avocat de la Municipalite de Kars, Agca Bastimar a
declar ” que la plupart des sites historiques a Kars appartiennent a
la Tresorerie publique ajoutant ” quoique la question ait ete discutee
sur beaucoup d’aspects differents, un fait a ete oublie. Au temps où
la municipalite a permis le montage de la statue elle a ecrit aux
autorites appropriees [pour obtenir une permission] ; cependant,
ils ont commence la construction avant la reception d’une reponse
“. Le conseil municipal de Kars a decide de demolir la statue et la
demolition a commence a la mi-avril. On s’attend a ce que la demolition
soit achevee dans un mois. La municipalite projette d’ouvrir un parc
pour les residants de la province au lieu de la statue après en avoir
obtenu la permission necessaire. Selon Agca Bastimar tout erection sur
une propriete du Tresor sans la permission necessaire aurait ete demoli

Premier ministre. La demolition de la statue est toujours en cours. La

Le leader de l’opposition, Levon Ter-Petrossian, a revendique, mardi
31 mai, avoir remporte sa plus grande victoire sur les autorites
armeniennes, tout en annoncant le lancement imminent d’un ” dialogue
formel ” avec elles.

S’adressant a des milliers de partisans place de la Liberte, a Erevan,
L. Ter-Petrossian a depeint la serie de concessions faites par le
president Serge Sarkissian au Congrès national armenien (HAK) comme
un ” evenement remarquable qui n’a pas de precedents dans la realite
armenienne “.

Il a egalement nie categoriquement tout accord secret avec
l’administration Sarkissian et a insiste sur le fait que le changement
de regime et la tenue d’elections presidentielles et legislatives
anticipees restent les principaux objectifs du HAK.

“Political prisoner Sargis Hatspanyan, who was sentenced to prison
for his political activities, is still in prison. He was supposed to
be released by the amnesty declared in 2009. However, the Armenian
authorities refused to release him by giving false reasons, ignoring
the amnesty that they had declared and showing their overt caprice. It
was clear that the authorities were guided by revenge, not the law.

They didn’t meet the demands and refused to release him conditionally.

The recent amnesty also refers to Sargis Hatspanyan. However, the
government’s sources say Hatspanyan will remain in prison until the
end of his term. This time, the Armenian authorities are giving false
reasons and showing that they ignore the law once again. They are
also showing that the motive behind their actions against Hatspanyan

“The Far From Straightforward Mission of Diplomacy. Russia Has Its
Own Niche in the Task of Resolving International Conflicts”

The series of meetings held in Moscow in recent days with delegations
from the Near East [Middle East] reflect Russia’s continuing influence
in the region and its role in efforts to resolve its problems. The
parties to the conflicts, be it the Libyan internal conflict or
the Near East conflict, in which a broad circle of countries and
political movements are involved, recognize this role and attempt to
bring their position to Moscow’s cognizance, and to secure its support.

Russia’s influence is connected above all with its status as a
permanent member of the UN Security Council, and its established
connections with the countries of the region. It should be noted
that the possible truncation of these ties, or the limitation of the
spectrum of contacts with the political forces of the region, would
inevitably lead to a reduction in Moscow’s ability to influence the
resolution of its problems. In connection with this, it is impossible
not to note that maintaining contacts (even sporadic ones) with Hamas,
as one of the influential Palestinian organizations, looks entirely
justified – after all, much depends on the line taken by this movement.

Persistence and initiative are needed, though even they, it must be
admitted, do not always produced the required result. After all, the
Near East problem has remained unresolved for several decades already.

It is hard to expect that it will be Moscow that will be able to
get things moving towards resolution in a radical way. However, we
are simply obliged to take part in it, including as a member of the
Quartet of Near East mediators.

Paradoxically, conflicts in the resolution of which Moscow, it might
appear, can and even should play a decisive role also remain a tough
nut to crack for Russian diplomacy. These are the conflicts in the
post-Soviet area in which Russia, it can be said, holds all the trump
cards: It maintains close connections, both political and economic,
with all the conflicting sides, and knows the full history of the
question. There is not even the language barrier that sometimes
prevents mutual understanding – local elites, as a rule, have an
excellent command of the Russian language, and many of the leaders
of these countries in the past graduated from the best Russian higher
educational establishments – for example, Azerbaijani President Ilham
Aliyev is a graduate of the Moscow State Institute of International
Relations.

This applies above all to the conflict between Armenia and Azerbaijan
over Nagornyy Karabakh and the Dniester Region problem. But not just
those conflicts. A whole friction knot has arisen between the countries
of Central Asia: over issues pertaining to territorial delimitation;
over the problem of water use; and in connection with incidents of
interethnic dissension and with the need to protect the safety and
interests of the citizens of one country who live on the territory
of another country; and so forth.

The world has accumulated a large experience of the resolution of such
conflicts, and fine-tuned methods exist that in many cases produce
a result. There are ways of persuading sides of the need for mutual
concessions and reasonable compromise, and, moreover, in a form that
allows the sides to maintain their dignity. There are effective ways
of ensuring movement towards the necessary result. One of these is
the elaboration and adoption of a “road map” for the solution of a
problem. But, you will say, for which of the aforementioned problems
does a “road map” exist that was proposed by Russian diplomacy or
was elaborated with its participation?

Meanwhile, some of the problems listed above have become overripe. The
conflicts existing in the post-Soviet area must not be allowed to flare
up again into open clashes. Or they have become chronic, like the Near
East problem. To help resolve them is the duty of Russian diplomacy –
its far from straightforward, but extremely important mission.

See how a public elementary school became the Chamlian Armenian School
at 4444 Lowell Ave.

The Chamlian Armenian School wants to expand and construct a gymnasium
on its school site. The City Planning Commission denied its proposal
in January, but an appeal goes before City Council tonight.

Background on the Chamlian Gymnasium Construction.

1960: Lowell Elementary public school for students up to 6th grade
opens at 4444 Lowell Ave. in La Crescenta.

February 1983: The public school is sold and becomes Chamlian Armenian
School, for students up to 8th grade.

May 1984: City Zoning Administration allows Chamlian Armenian school
to expand.

February 1987: City Zoning Administration allows the addition of two
portable classroom buildings, but no additional parking is provided
on site.

July 1991: City Zoning finds the school in violation. Zoning holds
a hearing to revoke the use permit that was granted for the school’s
expansion in 1984. The school is allowed to continue operation under
certain conditions.

March 1992: Zoning allows the school to increase enrollment without
providing required parking.

July 1997: Again, zoning allows the school to increase enrollment
without providing required parking.

May 2008: Parking is still an issue. Zoning grants the school a
Parking Reduction Permit, which allows the school to operate without
the Code-required number of parking spaces.

October 2010: The school applies to build a gymnasium that will exceed
maximum height and square footage allowed in the neighborhood. The
application includes another parking permit reduction, which would
allow the gym to be constructed without the minimum number of parking
spaces required.

January 2011: City Planning Commission denies the gymnasium
construction application.

February 2011: Khan Consulting files an appeal in response to the
Planning Commission’s denial.

May 2011: Khan Consulting’s appeal is heard before Glendale City
Council.

L’Association Francaise des Avocats et Juristes Armeniens (AFAJA) a
pris acte que, sur proposition du President de la Republique d’Armenie,
le Parlement a adopte une loi d’amnistie visant des detenus condamnes
et notamment des prisonniers politiques.

Si l’AFAJA se rejouit de cette decision, elle constate avec regrets
qu’une nouvelle fois le ressortissant francais Sarkis HATSPANIAN a
ete prive, sans explication, du benefice de cette mesure de clemence.

Detenu depuis le 7 novembre 2008, il a ete condamne le 9 avril 2009
a la peine de trois ans et six mois de prison ferme en application
de l’article 333 du Code penal pour des faits correspondants a une
denonciation calomnieuse et la diffusion de fausse nouvelle.

Il a fait appel de cette decision mais la Cour d’Appel d’Erevan a
confirme sa peine le 2 juin 2009, puis la Cour de Cassation a rejete
son pourvois le 14 août 2009.

Le 19 juin 2009, l’Assemblee nationale armenienne a vote une loi
d’amnistie qui a ete publiee au Journal Officiel le 22 juin. Il n’en
a pas beneficie alors que les conditions d’application de cette mesure
en sa faveur etaient reunies.

L’Assemblee nationale vient de voter vendredi 27 mai 2011 une nouvelle
loi d’amnistie qui n’a pas conduit a la mise en liberte de Sarkis
HATSPANIAN, lequel sera maintenu en detention jusqu’a la fin de sa
peine, en fin de semaine prochaine.

L’AFAJA regrette vivement cette situation et denonce l’acharnement et
la discrimination dont Sarkis HATSPANIAN fait personnellement l’objet.

L’AFAJA restera attentive au sort qui lui sera reserve après sa remise
en liberte qui doit le conduire a regagner son domicile d’Erevan
auprès de sa femme et de ses deux enfants mineurs.

The regular 10th sitting of the Armenian-Iranian inter-governmental
cooperation commission is being conducted in Tehran. Spokeswoman
for the Energy and Natural Resources Ministry Lusine Harutyunyan
told Armenpress that Armenian delegation headed by minister Armen
Movsisyan has left for Tehran and will return back June 1.

The agenda of the sitting includes drafts on Armenian-Iranian economic
cooperation. Energy and Natural Resources Minister is also having
bilateral meetings. In Tehran Armen Movsisyan has already met with the
Energy Minister of Iran Mejid Namju. After the meeting the Iranian
minister stated about the construction of third electricity wire
between Armenia and Iran during the coming two weeks. The cost of the
800-900 megawatt power electricity wire is assessed as 110 million USD.

In Tehran the participants of the sitting also discussed the
construction of hydro power plant on the Arax River. Namju said an
Iranian consortium will deal with the construction of the plant. The
draft cost is 400-500 million USD.

Joyce Van Dyke’s “Deported: A Dream Play” was given a barebones
presentation on Saturday, May 28, in a rehearsal space at the Stan
Calderwood Pavilion in Boston.

Directed by Judy Braha, the play on the Armenian Genocide will receive
a full production next year at the Modern Theater, also in Boston,
and will run from March 15 to April 8.

Seven actors, dressed soberly in black and reading from scripts, played
22 parts, and Saturday night’s presentation lacked many ancillary
elements – music, dancing, video – that will be part of next year’s
full-blown run. The absence of these elements was compensated for
by the reading of stage directions by Ali Kerestly, The Armenian
Mirror-Spectator reported.

Although Van Dyke, of course, controls and shapes the final form and
content of the play, “Deported” is still a work in progress and it is
very much a result of collaboration. The story focuses on the memories
of the Genocide of two women, Victoria, played by Bobbie Steinbach,
and her friend, Varter, played by Paula Langton.

Van Dyke also introduces the issue of how the Genocide is treated
differently from the Holocaust with the depiction of a young, Jewish
reporter, who comes to interview Victoria in her old age.

Audiences are already familiar with Van Dyke’s works – “A Girl’s War”
and “The Oil Thief” Now she is working on a new play, which, she says,
has nothing to do with Armenian themes.

As a Huntington Playwright Fellow, Van Dyke won the Elliott Norton
Award in 2009 for outstanding new script, and has been a fellow at
the MacDowell Colony. Her rising reputation should ensure the growing
audience she deserves.

Sergey Bagapsh.
