Armenian President Serzh Sargsyan will not attend the International
Conference on Global Fight against Terrorism to be held in Tehran
on June 25-26, Iranian Ambassador to Armenia Seyed Ali Sagayan was
quoted as saying by the Fars news agency.

Sargsyan will visit Kazan to participate in a tripartite meeting
to resolve the Karabakh conflict, Sagayan said. Armenian Security
Council chairman Arthur Baghdasaryan will attend the Tehran conference.

The International Conference on Global Fight against Terrorism to be
held under the chairmanship of Iranian President Mahmoud Ahmadinejad
is expected to bring together high-level officials from 60 countries.

On June 24, Azerbaijani President Ilham Aliyev and Armenian President
Serzh Sargsyan will arrive in Kazan for the traditional race of the
Russian President at the invitation of President Dmitry Medvedev,
the official Russian presidential website announced on Monday.

The Nagorno-Karabakh conflict settlement is planned to be discussed
within the next tripartite meeting.

Armenians living in Nagorno-Karabakh since 1992 and their children may
receive IDs and become citizens of Azerbaijan, head of the Azerbaijani
Community of Nagorno-Karabakh, Bayram Safarov, said, Trend reports.

Documents issued by local structures to Armenians are fake. Only
the Azerbaijani government is authorized to issue IDs. Armenians are
more willing to be registered in Azerbaijan, Safarov said. He also
urged Armenians with Azerbaijani citizenship to support the policy
of President Ilham Aliyev.

YEREVAN.- Peacekeeping contingent of the Armenian armed forces was
deployed on Monday in the military base of Mazari Sharif and has
already taken on its duties.

An 81-member Armenian contingent is to ensure security of Mazari Sharif
airport, control the checkpoints and carry out the patrol service,
Defense Ministry’s press service informed Armenian News-NEWS.am.

“The Supreme Patriarch respects Patriarch Ilya’s age and experience,”
head of the divan of the Mother See of Holy Etchmiadzin, Bishop Arshak
Khachatryan announced during today’s press conference. Commenting
on the latest information that the Patriarch of All Georgians Ilya
called Catholicos of All Armenians Karekin II “an inexperienced
youth who rushes to get everything”, Bishop Arshak added that this
announcement didn’t fall in line with the logic of etiquette of the
church leaders’ relations.

Overall, Khachatryan gave a positive assessment of the Supreme
Patriarch’s five-day inter-ecclesiastical and pontifical visit to
Georgia. However, His Holiness regretted to mention that the Georgian
Church’s recent intolerance toward other churches and religious
organizations impedes the speedy solution to existing issues facing
the sister churches to a certain extent.

“The ethnic and religious minorities face many issues in Georgia. At
the same time, the Georgian government has taken on several obligations
in front of international organizations that will be implemented
sooner or later,” mentioned His Holiness Arshak.

According to him, the Mother See doesn’t object the granting of the
status of a legal person to the Georgian Church by following the
example of other religious organizations registered in Armenia. The
clergyman says Georgia is obliged to do its part by showing the same
attitude toward the Georgian-Armenian community and the church diocese.

He added that these issues were discussed during the meeting with
President Sahakashvili and the latter expressed willingness to support
the solution to those issues.

Overall, His Holiness Arshak says he gets the impression that the
Georgian Church is trying to turn the inter-ecclesiastical relations
into market relations by putting forth demands that it presents for
itself. According to him, the claims for several Armenian churches
located in northern Armenia fit in this logic.

Mother See Inter-Ecclesiastical Relations correspondent, Archbishop
Yeznik Petrosyan told “A1+” that the Georgian-Armenian Diocese used
to have 457 churches and 3 monasteries before the 1917 Bolshevik
Revolution, of which nearly 300 are situated in Georgia. Petrosyan
added that the Mother See intends to create a separate Armenian
Diocese in Javakhk.

The NKR foreign minister Georgy Petrosyan said in a news conference
for the reporters of Georgia, Abkhazia, South Ossetia and Armenia and
Karabakh that the main issue of Karabakh is its actual recognition. As
to the talks, he says to be aware of the process in the present stage
of which Karabakh does not participate.

“Karabakh has voiced its stance that no settlement can be reached
without it. I think it thereby influences the process,” said the
foreign minister. He said the Karabakh side has announced for a number
of times about the necessity of participation of Karabakh in the talks,
from the very beginning. “One thing is obvious, the international
documents concerning Karabakh which were adopted mentioned NKR as
a conflict party. And if as a conflict side we had the possibility
to stop the war and sign under it, we have the right to build our
future, peaceful future. This fact has not been ruled out which is
one of the arguments of our stance.”

In answer to the question on the principles which were reported by
the press to be adopted in Kazan, the NKR minister said, “I don’t
think that they are worth viewing as a document because it is clearly
mentioned in that information that they are dated to 2007. Since
then a lot of time has passed. Secondly, we have clearly expressed
our stance on this to the co-chairs.”

The minister also announced that they are ready to discuss all the
issues with Azerbaijan at the table of negotiations, including the
territories and the return of refugees but on equal conditions.

“Karabakh must solve all the issues concerning its destiny in all
specters,” he announced.

The Parliamentary Assembly of the Council of Europe (PACE) Subcommittee
on Nagorno Karabakh convened its first sitting yesterday without the
participation of the Armenian delegation. The Armenian delegation
continues boycotting the activity of the Subcommittee.

Representatives of the Azerbaijani delegation, the PACE rapporteurs
on Armenia and Azerbaijan, as well as one representative from each
PACE group and Chairman of the Subcommittee Jordi Xucla i Costa
participated in the sitting.

Member of the Armenian delegation Armen Rustamyan declared after the
meeting that Armenian cannot attend the sittings of a committee,
the initiator of which was Turkish Chairman of the Parliamentary
Assembly, Mevlut Chavusoglu, who spares no effort to have anti-Armenian
resolutions and decisions pass under his chairmanship.

“The subcommittee will turn completely ineffective, if they try to
take any decision in the absence of the main parties to the conflict,
Armenia and Nagorno Karabakh,” Rustamyan said.

The PACE Chairman intends to submit a draft anti-Armenian resolution
on Nagorno Karabakh to PACE Bureau by January, member of the Armenian
delegation Naira Zohrabyan says.

NATO Deputy Assistant Secretary General stated.

As Jamie Shea stressed during Yerevan-Brussels TV spacebridge, the
alliance is not ready to discuss the possibility of deployment of
peacekeepers in the Nagorno Karabakh conflict zone, with no suggestion
by conflicting sides advanced.

According to Mr. Shea, to conduct peacekeeping operations in a region,
agreement of NATO member states and a relevant mandate are essential.

PanARMENIAN.Net – On June 21, at approx. 6:30 p.m. Yerevan time,
a fire broke out in the eastern part of Tsitsernakaberd hill, at
the site of the Monument to Armenian Genocide Victims. A fire engine
arrived at the site; with a second brigade of firemen summoned later.

As Armenian Ministry of Emergency situations told PanARMENIAN.Net
the fire was extinguished at 8:13 p.m.

According to Colonel Tatulyan, fire occurred in 5 different locations,
with 6 hectares of grass burnt as a result. “Today, about 20 similar
incidents occurred in Yerevan. I believe that was done on purpose,
as in current season the grass couldn’t become inflamed by itself,”
Tatulyan said.

The head of the Consumers Association, an Armenian NGO engaged in
protecting consumer rights, told a news conference today that people
should stage protest demonstrations against the recent subway fare
hike.

Armen Poghosyan said, however, that based on his experience Armenians
are not generally ready to take such moves.

“We all complain – righteously – but we complain only before our
friends and family.” He added that a demonstration with 7,000-10,000
participants would make a difference.

Le Groupe parlementaire Suisse-Armenie, copreside par les Conseillers
nationaux Ueli Leuenberger et Dominique de Buman, s’apprete a envoyer
un courrier officiel a Madame Irina Bokova, Directrice generale de
l’UNESCO, concernant l’exposition actuellement en cours dans les locaux
de Votre siège central a Paris sur l’art des Khatchkars armeniens,
patrimoine mondial de l’humanite. Toutefois, nous serions en quete de
savoir si une prise de position formelle de l’UNESCO a ete emise en
consequence des nombreuses lettres de protestation adressees a Madame
Bokova pendant ces derniers jours, suite a un acte incomprehensible
de censure concernant le lieu de provenance de chacun des Khatchkars
representes dans les images affichees.

Par la presente, nous Vous rappelons que notre Groupe parlementaire
etait a la tete d’une delegation internationale le 17 octobre
2006, ayant rencontre la predecesseur de Madame Bokova, l’alors
Directeur general Monsieur Koïchiro Maatsura, lui presentant les
preuves irrefutables de la destruction de la necropole de Djougha,
et lui denoncant formellement cet acte criminel. Ce complexe funeraire
abritait, encore avant le 14 decembre 2005 – date de la dernière vague
de destruction entreprise par l’armee azerbaïdjanaise – plus de deux
mille Khatchkars. En particulier, notre delegation avait presente au
Directeur general de l’UNESCO la publication ” The Destruction of
Djougha and the Entire Armenian Cultural Heritage in Nakhijevan “,
contenant entre autres un Memorandum adresse a Votre organisation et
l’invitant a prendre position sur ces faits.

Nous tenons ainsi a vous rappeler que, jusqu’a aujourd’hui, cette
denonciation ainsi que le dit Memorandum n’ont fait l’objet ni d’une
reponse officielle de l’UNESCO a notre Groupe parlementaire, ni d’une
action concrète de Votre organisation visant a l’etablissement des
faits et des responsabilites de ce crime violant plusieurs conventions
internationales en matière de protection du patrimoine culturel.

Veuillez agreer, Madame, les sentiments de notre parfaite
consideration.
