‘There is no republic named Nagorno-Karabakh and it can have no
own money’.

The remarks came from spokesperson for the Azerbaijani Foreign Ministry
Elkhan Polukhov commenting on the fact that Armenians have launches
sales of coins related to Nagorno-Karabakh in Germany.

‘There is no official body called Nagorno-Karabakh recognized by
the world.

At the same time, the money they have issued is nothing but a useless
piece of paper’, Polukhov said adding that Azerbaijani embassy in
Germany will be tasked to probe the issue.

Representatives of the International Committee of the Red Cross (ICRC)
visited three Armenian POWs and five members of the Armenian family
kept in Azerbaijani captivity.

The ICRC employees handed over four letters and three spoken messages
from their relatives. In their turn, Armenian captives sent back five
letters to their families, according to the ICRC office in Baku.

Just days ago, ICRC representative visited the Azerbaijani prisoner
of war Roman Husseinov, held in Armenia.

The ruling coalition’s decision to negotiate with the Armenian
National Congress on the level of delegations is aimed at gaining
more votes through restoring people’s trust, MP Larisa Alaverdyan of
the opposition Heritage party told Tert.am.

“We realize that this step may affect the international opinion by
showing Russia and others that Armenia is fulfilling its commitments,”
Alaverdyan said. She said everybody realizes it is impossible to keep
people in stressful conditions for long.

However, she added, the process may take quite long as the leadership
still has the upper hand in the process, and the ANC gets a chance
to say it has won yet another victory.

The eighth Golden Apricot Film Festival opened in Yerevan on July 10
with a gala ceremony attended by several star guests, including one of
the festival’s guests of honor Fanny Ardant, a renowned French actress.

The event was attended also by Prime Minister Tigran Sargsyan,
Culture Minister Hasmik Poghosyan, diplomats accredited in Armenia,
world-known actors and directors.

As noted by Prime Minister Tigran Sargsyan, the festival makes the life
of the residents of Yerevan more interesting: “One can no longer fancy
the summer in Yerevan without this pretty festival, which makes the
city live in quite another mood,” Tigran Sargsyan said adding that the
festival is improving every year. “The government will undertake steps
to ensure that the festival be continued,” the head of government said.

The organizers expressed hope that the 10th edition of the festival
will be hosted in a special center rooming 1 500 people.

World-famous French actress Fanny Ardant was awarded a Parajanov taller
for great contribution to international movie art. The festival kicked
off with Abbas Kyarostami’s “Certified Copy” film.

‘We do not discuss Nagorno-Karabakh as a separate region of Azerbaijan’.

The statement came from Charge d’affaires of the EU delegation to Baku
Jerome Pons in his remarks for journalists.

‘Nagorno-Karabakh has always been considered a part of the territory
of Azerbaijan and this is the approach of the international
community,’ he said.

The EU wants a deeper involvement in the settlement of protracted
conflicts, he added.

‘As to resolution of the Nagorno-Karabakh conflict, the EU will
coordinate its actions with the OSCE Minsk Group in this issue,’ he
said.

Turkish Prime Minister Recep Tayyip Erdogan made a keynote speech of
a new government to the parliament on 8 July.
In particular, he stated that Turkey will provide assistance to
Azerbaijan in liberation of occupied territories of the country.

“Turkey will continue to assist in peaceful settlement of the
Nagorno-Karabakh problem, liberation of the occupied territories of
Azerbaijan, normalization of Armenian-Turkish relations and
establishing peace and stability in South Caucasus,” said Erdogan.

Russian FM to take Karabakh proposals to Washington – source

Russian Foreign Minister Sergey Lavrov will visit Washington on July 11.

Minister Lavrov will discuss Russian President’s recent proposals on
Karabakh at various levels within three days, Azerbaijani Turan agency
reports referring to a reliable diplomatic source in Washington.

`We welcome Russia’s insistence on the issue but we are not aware of
details of the proposals. We will discuss them in the course of
Russian Foreign Minister’s forthcoming visit to Washington,’ the
source said on conditions of anonymity.

`As a co-chair of the OSCE Minsk Group, U.S. joins Russia’s
persistence to reach peace in the region,’ he stressed.

Russian Foreign Minister visited Armenia and Azerbaijan on Friday to
convey Dmitry Medvedev’s proposals on Karabakh peace process to the

Official Baku will attentively study proposals of Russian President
Dmitry Medvedev conveyed by Foreign Minister Sergey Lavrov,
Azerbaijani FM Elmar Mammadyarov told journalists.

He stressed the Azerbaijani side will present the answer after
thoroughly acquainting with the proposals.

According to him, `the co-chairing states realize that the status quo
in the region is unacceptable’.

Minister Mammadyarov called on Yerevan `not to be engaged in PR in the
Nagorno-Karabakh conflict, and seriously deal with the conflict
resolution.’

`Today, the conflicting parties are working on a document that is
based on the updated Madrid principles, and Armenia should understand
that this work should be continued without emotion. First of all,
Armenia should withdraw in the near future its troops from the
occupied territories of Azerbaijan. This will lead to stability in the
region and favors Armenia itself,’ Trend agency quotes Azerbaijani FM.

On April 22, 2010 the RA National Security Service initiated a
criminal case according to the RA Criminal Code Articles 215, part 2
and 233, part against the RA citizens Sumbat Tonoyan and Hrant Ohanyan
for obtaining enriched radioactive material 90.8% uranium from Garik
Dadayan (sentenced in 2004 for the contraband of radioactive material
uranium) in March, 2010 in Yerevan, taking it to Georgia by the train
Yerevan-Tbilisi and selling it in Tbilisi.

Garik Dadayan was charged on April 22, 2010 according to the RA
Criminal Code Articles 38-215, part 2 (helper in the contraband of
radioactive materials) and 233, part 1 (illegal turnover of
radioactive materials) for coming to the criminal agreement with the
RA citizens Sumbat Tonoyan and Hrant Ohanyan by telephone in March
2010 to obtain enriched radioactive material uranium and to sell it in
Georgia and to share the profit.

For the implementation and support of the criminal plan G. Dadayan
demanded and received from S. Tonoyan 1000 USD through Unistream money
transfer system for the travel expenses and on March 10, 2010 came to
Yerevan from Moscow. On the same day he gave Hrant Ohanyan 17 grams of
illegally obtained enriched radioactive material uranium in a
cigarette box. The mentioned radioactive material was taken to
Tbilisi, Georgia on March 11, 2010 across the Armenian Customs border
and on the same day H. Ohanyan and S. Tonoyan tried to sell it to the
citizen of Georgia Zaza Kivkivadze but they were found by the
employees of the law enforcement bodies of Georgia.

Thus on March 11, 2010 G. Dadayan supported H. Ohanyan and S. Tonoyan
to hide from the RA Customs supervision 17 grams of enriched
radioactive material uranium and take it to Georgia as well as to
illegally obtain and keep the mentioned radioactive material.

H. Ohanyan and S. Tonoyan in 2010 were found guilty by the Georgian
Court for the contraband and illegal turnover of radioactive materials
and sentenced to 13 and 14 years of imprisonment.
The part of the criminal case initiated by the RA National Security
Service relating to G. Dadayan was separated and on December 9, 2010
the bill of indictment was sent to the Court of First Instance of
Tavish region. On May 25, 2011 G. Dadayan was found guilty according
to the RA Criminal Code Articles 38-215, part 2 and 233, part 1 and
sentenced to 7 years of imprisonment with the confiscation of
property.

Measures are taken to find out where the uranium was obtained from as
it was revealed during the investigation of the criminal case that
there are not technical and laboratory condition in Armenia where
enriched radioactive material 90.8% uranium can be made.

At present, the separated part of the criminal case has been
suspended, taking into consideration the fact that the RA citizens H.
Ohanyan and S. Tonoyan sentenced in Georgia are also accused in
Armenia within the framework of the mentioned criminal case, and
however the operative works to find out the source of the uranium
taken to Georgia are continued.

G. Dadayan’s defenders appealed to the RA Court of Criminal Appeals
the decision of the Court of First Instance of Tavush region made on
May 25, 2011.

The RA General Prosecutor’s Office considers G. Dadayan’s case as a
progress in the context of the implementation of responsibilities
undertaken by the Republic of Armenia during the Nuclear Security
Summit on Illicit Nuclear Trafficking held in Washington, in 2010.

The Republic of Armenia joined 46 states by offering its support in
the implementation of the Work Plan as to which “the Participating
States will strive to improve their national criminal laws, as needed,
to ensure that they have the adequate authority to prosecute all types
of cases of illicit nuclear trafficking and nuclear terrorism and
commit to prosecuting these crimes to the full extent of the law”.

The RA National Security Service succeeded in detecting G. Dadayan’s
criminal activity and tries to prevent other cases of contraband as
well as to call to liability all the persons involved in this case.

Within the Nuclear Security Summit and other international mechanisms
the Republic of Armenia develops its experience and potential to
prevent the illegal turnover and contraband of the radioactive
materials. The Republic of Armenia closely cooperates with other
countries in order to detect other groupings involved in the illegal
turnover of radioactive materials and to arrest the guilty persons as
well as to support the investigation of the criminal cases.

Armenian National Congress (ANC) is closely linked to the Nagorno
Karabakh problem, according to a member of Heritage opposition party.

`The authorities and ANC have a similar position on Karabakh while the
West benefits from a situation when the major political force is
unanimous with the authorities on the issue,’ Larisa Alaverdyan told a
press conference in Yerevan.

`However, we are concerned over the increasing possibility of external
pressure on Armenia,’ she noted.

Commenting on the stand of three Armenian Presidents, Alaverdyan said
that the first President’s position has not undergone changes. `Second
President Robert Kocharian always stated that Nagorno Karabakh will
never be a part of Azerbaijan while the current President Serzh
Sargsyan expresses bright thoughts, however, his speeches are much
better than the policy he pursues,’ she said.
