Une guerre possible au Karabagh aurait un resultat desastreux pour
Bakou

Les accords d’Helsinki de 1975, auxquels Bakou se refère avec tant
d’enthousiasme de temps a autre, se sont averes etre un echec total
dans le nouveau contexte, et compter sur eux pour regler divers
conflits ne pourra qu’aboutir a d’interminables processus de règlements
des conflits.

Un mauvais exemple est toujours contagieux, et c’est aussi le cas pour
un echec en politique. Incapable d’obtenir une victoire en Libye,
après la reunion de Kazan la France a tente de pousser la Russie
hors du processus de règlement du conflit du Karabagh. Dans son
interview a la radio “Ekho Moskvy”, le ministre francais des Affaires
etrangères Alain Juppe a dit que des propositions supplementaires
seraient faites a l’Armenie et a l’Azerbaïdjan pour le règlement du
conflit du Nagorno-Karabagh. ” La France salue les efforts de la
Russie et du president russe qui cherchent a resoudre ce conflit,
mais, malheureusement, la reunion a Kazan s’est averee improductive

PanARMENIAN.Net – Alain Juppe sait parfaitement bien qu’aucune
nouvelle proposition sur le Karabagh ne pourra jamais etre faite,
pour la simple raison que l’Armenie ou l’Azerbaïdjan trouveront
une excuse pour ne pas les accepter. Ce n’est pas que les parties
impliquees ne veuillent pas ecouter ce que dit l’autre, mais elles
parlent simplement une langue differente. En outre, l’Armenie n’a pas
le droit de signer de document sans le consentement des autorites du
NKR. Tant que le règlement est base sur deux principes qui s’excluent
mutuellement – a savoir, le principe d’integrite territoriale et le
principe d’autodetermination – aucun accord ne pourra jamais etre
atteint. Et les mediateurs n’ont rien d’autre a offrir pour l’instant.

sont deux choses differentes. D’autre part, il y a les optimistes qui
croient toujours que quelque chose surviendra en 2012. Cela ressemble
a la situation de ratification des protocoles armeno-turcs concernant
la normalisation de relations : pour une raison inconnue, certains
experts ont ete convaincus qu’après l’election du 12 juin 2011, les
relations armeno-turques reviendraient a l’ordre du jour de la Grande
Assemblee Nationale de Turquie, nouvellement elue (TBMM). Cependant,
les protocoles sont restes coinces dans un obscur comite du Parlement
turc.

situation. Le côte armenien ne va pas rendre les territoires conquis au
prix du sang, sans lesquels le Haut-Karabagh cesserait tout simplement
d’exister. Quant au president azerbaïdjanais Ilham Aliyev, il ne sera
jamais d’accord avec l’autodetermination.

En attendant, le nombre de personnes souhaitant resoudre le conflit
du Karabagh augmente. L’Iran, qui est longtemps reste en retrait,
a annonce via le president du Parlement, Ali Larijani, que les
efforts de Groupe de Minsk n’ont pas abouti au règlement du conflit
du Nagorno-Karabagh, et donc les pays de la region, particulièrement
l’Iran, devraient etre impliques dans le processus. ” Le conflit du
Haut-Karabagh devrait etre resolu dans un cadre regional “, a declare
Larijani a Bakou.

Si vous ecoutez Bakou, il semblerait que le monde entier desire
resoudre le conflit du Karabagh, excepte l’Armenie, qui pour une raison
ou une autre, serait reticente a se separer de son propre territoire,
simplement pour satisfaire les caprices de president Aliyev. La reunion
de Kazan a prouve ceci de la meilleure facon possible. Quant a la
France, après les approbations obligatoires des autres copresidents des
pays (la Russie et les Etats-Unis), il ne restera rien des nouvelles
propositions francaises. Et la preuve en est la dernière rencontre
du president russe et d’Ilham Aliyev a Sotchi, où les presidents ont

Karabakh welcomes crew of Armenia vessel

STEPANAKERT. – Nagorno-Karabakh President Bako Sahakyan on Friday was
present at the solemn welcoming ceremony for the crew of the Armenia
vessel, which made round-the-world voyage, the president information
department informs Armenian News-NEWS.am.

Sahakyan congratulated the crew for the successful voyage. He stated
that the voyage was like a pilgrimage. The vessel has been in many
places of the Armenian Diaspora worldwide making a unique bridge
between Armenian people in different parts of the world.

After the ceremony the president met with the crew. The spiritual
leader of Armenian Apostolic Church in Karabakh Pargev Archbishop
Martirosyan also participated in the meeting.

Marshals brought relics of missing WW II soldiers from Russia to Armenia

YEREVAN. – Armenian marshals of the court returned with medals from
Russia. They participated in the events devoted to `Memory relay 2011′
searching works of missing soldiers during the World War II, press
service of the Compulsory Enforcement Service of Judicial Acts informs
Armenian News-NEWS.am.

Representatives from Armenia participated actively in the searching
works. The marshals of the court of two states implemented searching
works for 10 days. They found relics of the missing soldiers and
buried them honorary.

According to the Armenian Chief Compulsory Enforcement Officer Mihran
Poghosyan, the archives of the Committee of WWII veterans and
documents of WWII at the Museum of History have already been studied.
These studies clarified and helped to pinpoint the fighting spots of
the Armenian military units. The relics will be placed at appropriate
museums.

ADL Applauds U.S. Directive on Preventing Mass Atrocities

(Noyan Tapan – 23.08.2011) The Anti-Defamation League (ADL) today
welcomed an executive order issued by President Barack Obama that
enhances America’s ability to prevent and respond to mass atrocities.
The presidential directive also bars perpetrators of war crimes,
crimes against humanity and other serious human rights violators from
legally entering the United States.

According to the Aug. 4 Presidential Study Directive/PSD-10,
“Preventing mass atrocities and genocide is a core national security
interest and a core moral responsibility of the United States.”

Abraham H. Foxman, ADL National Director and a Holocaust survivor,
issued the following statement:�

We are pleased that President Obama has made averting genocide and
mass atrocities a core part of American policy and launched a process
to assemble a comprehensive set of tools toward that vision.

As a community that experienced first-hand the indifference of a world
that failed to avert Hitler’s genocidal campaign, we know that if
responsible governments had mobilized the full range of diplomatic,
economic and humanitarian tools, the outcome could have been very
different.

The president’s announcement is all the more poignant in the face of
an ongoing and violent Syrian crackdown against its own population.

ADL works at the community and leadership level to promote the lessons
of the Holocaust for genocide prevention and the safeguarding of human
and civil rights across the globe.� The League provides education
curricula on the Holocaust and genocide prevention designed to engage
students in humanitarian projects and social activism to instill moral
decision-making skills and a lifelong commitment to activism against
hatred and inhumanity.

Women MPs in Armenia ensure least quantity of females in parliament – WikiLeaks

A US diplomat said in a leaked cable to the US Department of State
that women in Armenia are not largely involved in the government and
that their presence looks artificial.

Rudolph Perina, the acting US Ambassador to Armenia, wrote in a report
in 2007 that there are only three women deputy ministers in the new
government and one minister (or culture).

“Though the May 12 parliamentary elections increased women’s presence
in the parliament to some extent (from seven to 12), women MPs make
only 9.1% of the parliament,” wrote the diplomat, adding that they all
were elected through proportional representation.

Further, he said that women compete hard to be accepted in Armenia’s
political life predominantly represented by men.

As a result, the diplomat explained, perhaps with the exception of
Hranush Hakobyan, the majority of women MPs representing
pro-government parties are to ensure the least quantity of women MPs.

They keep silent and avoid attracting attention on them, the diplomat added.

The diplomat also said that unlike the pro-government woman MPs that
are a few active and courageous woman MPs (including Larisa
Alaverdyan) who represent the opposition party Heritage.

“These women have the potential of improving the image of a woman
politician,” read the cable.

minorités arménienne et azérie du pays. Le ministre de la Culture et
des sciences de Géorgie, Dimitri Chachkine a informé le 26 août lors
d’une conférence de presse à Tbilissi qu’à partir du lundi 29 août ces
alphabets ouvrages scolaires avec ses spécificités destinées aux
Arméniens et Azéris seront mis en circulation dans les écoles. La
Géorgie règle le problème de ses minorités par une géorgianisation !

Georgia creates alphabet for local Azerbaijani and Armenian citizens

A new alphabet of Georgian language “Deda Ena” was elaborated for
Azerbaijani and Armenian citizens living in that country, Georgian
Education and Science Minister Dmitriy Shahkin said, Georgia Online
reports.

“On Monday the first book in Azerbaijani and Armenian languages “Deda
ena” will be sent to the printing house. Foreign and local specialists
took part in the realization of this book.

This is a modern textbook with audio and video materials”, the minister said.

SMEDNC to present Armenia in Project “Black Sea Tradenet (B.S.T.)”

SME Development National Centre of Armenia (SMEDNC) has entered in
project “Black Sea Tradenet (B.S.T.)”.

As press-service of SMEDNC reported, general objective of the project
is to encourage and facilitate intra-regional partnerships and
cross-border cooperation aiming at sustainable development in the
Black Sea Basin, based on combined resources, activities and networks
of common interest. Duration of the activities is 18 months, from June
2011 to November 2012. Total budget is 379.975 Euro, of which EU
contribution is 90%.

Constanta Chamber of Commerce, Industry, Shipping and Agriculture, as
lead partner, together with Chamber of Commerce and Industry Dobrich,
Bulgaria, Hellenic Foreign Trade Board (HEPO) Thessaloniki and Chamber
of Commerce and Industry Kavala, Greece, SME Development National
Centre of Armenia, Chamber of Commerce and Industry Trabzon and
Chamber of Commerce and Industry Zonguldak, Turkey, have started the
implementation of the project “Black Sea Tradenet (B.S.T.)”, financed
by the Joint Operational Programme Black Sea Basin 2007-2013. Main
activities include creation and promotion of the Black Sea Commercial
Atlas presenting economic and trade environment in 5 countries
(Romania, Bulgaria, Greece, Armenia, Turkey); a website with
information on economic and trade development with an online database
(DB) for business opportunities and an online stock market exchange;
organisation of 7 workshops fostering understanding and stimulation of
interest in Basin cooperation, addressing local businesses in all
partners’ cities; organisation of a brokerage event (in Greece) for
SMEs from all 5 countries; creation of the Black Sea Tradenet network
(B.S.T.) with 7 contact points hosted by the project partners, one for
each region/area, so that the local business communities to have
access to relevant information and services.
