Inauguration du nouveau terminal de l’aeroport Zvartnots/ Le nouveau
terminal de l’aeroport Zvartnots sera mis en exploitation en octobre
prochain et pourra accueillir 3,5 millions de visiteurs par an. La
societe de l’Homme d’affaire armeno-argentin Edouardo Ernekian
“Aeroports international Zvartnots ” a investi 160 millions de dollars
pour la construction du nouveau terminal, les investissements totaux
pour la modernisation des equipements et des infrastructures s’elevant
a 320 millions de dollars, rapportent les medias.

Transport en commun de la capitale/Afin de moderniser et de coordonner
le secteur de transport en commun de la capitale, la Mairie d’Erevan
equipera les arrets de bus par des panneaux electroniques relies au
système GPS. Selon un communique du service de presse de la Mairie,
66 nouveaux bus seront importes en Armenie grâce a une subvention
chinoise. 170 bus supplementaires sont attendus de Chine au premier
trimestre 2012.

Nomination/ Les quotidiens rapportent que Tigran Moukoutchian est nomme
membre de la Commission electorale centrale (CEC). Sa nomination au
poste du President de la CEC serait une question de quelques jours,
estime Jamanak.

Avis de l’expert sur les prochaines elections/ Si les elections
se tenaient ce dimanche, les partis Republicain, Armenie Prospère,
Dachnak et le CNA se retrouveraient au parlement, estime le politologue
Alexandre Iskandarian, qui dit avoir du mal a pronostiquer si les
autres partis politiques pourraient atteindre le seuil de 5%.

Suicide en prison/ Les quotidiens deplorent le suicide d’un detenu,
Ara Hayrapetian, dans un des etablissements penitentiaires. Condamne a
7 ans de prison le 22 avril 2008, il avait laisse une lettre demandant
de n’accuser personne dans sa mort et assurant que la raison de son
action etait personnelle.

Details sur le procès contre l’ancien chef de la Police routière/
Les quotidiens presentent de nouveaux details sur le procès contre
l’ancien chef de la Police routière, selon lesquels ce dernier se
serait approprie de grosses sommes d’argent.

Signant un accord avec un service de lavage de voiture pour le
nettoyage de 200 voitures policières par jour, il aurait empoche
près de 500 mille drams (environ 1330 dollars) par jour, obligeant
les policiers a payer eux-memes pour le lavage de leur voiture.

Quatrième forum Armenie-Diaspora/ La presse annonce que le quatrième
forum Armenie-Diaspora, qui reunira près de 500 participants de 50
pays du monde, debutera le 19 septembre. Les precedents forums se
sont tenus en 1999, en 2002 et en 2006.

emission armenienne aux Etats-Unis, faisant part de l’intention de 10
000 habitants de Los Angeles d’origine armenienne, d’envoyer une lettre
au President Obama, lui demandant d’interdire l’entree du President
Sarkissian aux Etats-Unis. Le journaliste a par ailleurs regrette que
les Dachnaks aient abandonne leur intention de boycotter le repas en
l’honneur du President Sarkissian lors de sa visite americaine.

Visite du MAE Nalbandian a Teheran/ La presse annonce la visite du
MAE Nalbandian a Teheran. Des rencontres avec son homologue ainsi
qu’avec de hauts responsables iraniens sont prevues.

Haut Karabakh

Rapport du centre analytique Oxford Analytica/ Les quotidiens
commentent largement le rapport du centre analytique Oxford Analytica,
d’après lequel la reprise des hostilites au HK comporterait des
risques, tels que l’endommagement de l’oleoduc reliant Bakou-Tbilissi-
Ceyhan, ce qui conduirait a une hausse du prix du petrole sur le
marche international.

Deuxièmement, le corridor aerien assurant 70% de transport militaire
americain a destination de l’Afghanistan et empruntant l’espace
aerien de l’Azerbaïdjan, serait remis en cause. La troisième menace,
d’après le centre, serait l’implication de la Russie, de la Turquie ou
de l’Iran dans le conflit en cas de guerre. Selon Oxford Analytica,
ce qui retenait Bakou de declencher une attaque, ce n’est pas la
pression de la communaute internationale, mais l’inferiorite militaire
de l’Azerbaïdjan.

Le chanteur participe a la soiree au Pharo. Un engagement naturel,
nous confie-t-il. Rencontre…

– Pourquoi participer a cette soiree ? Par devoir ou par plaisir ?

Patrick Fiori : Parce que l’Armenie est dans mes veines. La moitie de
mon corps, la moitie de mon sang appartiennent a ce peuple merveilleux.

– Vous etes a la fois d’origines corse et armenienne, deux peuples
forts. De quelle culture vous sentez-vous le plus proche ?

P.F. : Des deux. J’ai recu, je trouve, une très belle education,
a la fois du côte corse et du côte armenien. Je suis fou et fan
de mon père et je sais a quel point cet engagement qui est le mien
aujourd’hui est important pour lui.

– Pas une petite preference quand meme ?

P.F. : Je ne compare pas, je ne vois pas un apport contre un autre
mais plutôt l’un avec l’autre. Ce sont, c’est vrai, deux peuples
forts mais je retrouve beaucoup des uns dans les autres. Au niveau
de la force de caractère justement, de cette verite qui doit etre
dite dans les deux cas, de cette franchise. Ce sont des gens vrais
des deux côtes. Et c’est ce qui me touche le plus.

– La jeune generation a-t-elle une facon nouvelle de s’engager ?

P.F. : Oui, elle a envie de faire des choses en tout cas. Il y a aussi
de la solidarite. La communaute armenienne m’a beaucoup aide a mes
debuts en me faisant chanter a toutes les fetes. Elle m’a accompagne
pour que je puisse faire mon metier dans les règles de l’art. Je le
lui rends très volontiers, avec un grand plaisir.

– Pourquoi avoir choisi Fiori comme nom d’artiste et pas votre nom
de naissance aux consonances armeniennes ?

P.F. : Parce que je me heurtais a chaque fois au meme problème : j’ai
vu mon nom orthographie de facons extravagantes. Pourtant Chouchayan,
ce n’est pas si complique ! Ca me peinait enormement de toujours voir
mon nom estropie. Je n’ai pas pris la decision tout seul de prendre
le nom de jeune fille de ma mère. Je suis alle voir mon père et je
lui ai dit : “Tu sais Fiori, c’est plus simple”. Il m’a repondu :
“Tu fais ce que tu veux”. Il a très bien compris.

SEPARATIST NAGORNO-KARABAKH REGIME’S POLITICAL PROPAGANDA IN GERMANY TO BE PREVENTED

As part of the Armenian culture days “Stuttgart-2011” in Germany,
Armenians plan to hold on September 19 a concert called “Artsakh-20
years”, devoted to the “20th anniversary of independence” of the
so-called regime in Nagorno-Karabakh.

In order to prevent this provocation, the Embassy of Azerbaijan in
Germany conducted negotiations with the German Foreign Ministry,
federal government agencies, relevant departments of the Federal
Land of Baden-Wurttemberg, as well as the administration of the city
of Stuttgart.

The honorary consulate of Azerbaijan in the Federal Land of
Baden-Wurttemberg and members of the Azerbaijani Diaspora organizations
in Stuttgart worked actively, as well, to this end.

The Azerbaijani Foreign Ministry`s statement says “as a result of
the activities of the Azerbaijani side, government departments of
Germany categorically refused to finance this event and pointed out
the impossibility of participation of officials in it.

German officials said to organizers of the event, any political
propaganda of the separatist regime will be prevented.”

GREEKS START DRILLING, TURKEY READY TO ROLL

Greek Cyprus official said Monday they had started drilling for
natural gas, prompting PM Erdogan to say Turkey will start its own
gas drilling work next week

Turkey will start gas exploration in an exclusive economic zone between
Turkey and Turkish Cyprus next week, Erdogan says as he leaves for

Greek Cyprus has begun exploratory offshore drilling for gas, ignoring
Turkey’s warnings of retaliatory exploration and an increased military
presence in the eastern Mediterranean.

Turkish Prime Minister Recep Tayyip Erdogan slammed the Greek Cypriot
actions, vowing an imminent response in waters off northern Cyprus and
noting that Turkish frigates and the Air Force would patrol the area.

U.S. energy company Noble started drilling for natural gas from its
Aphrodite platform on Sunday night, the director of the Cypriot energy
services, Solon Kassinis, told the semi-official Cyprus News Agency
on Monday.

Good progress was being made, he said, adding that the Texan-based
energy firm hoped to find “sizeable quantities” of gas in block 12.

“Very soon, possibly next week, we will start work in our own exclusive
economic zone,” Erdogan said in Ankara in reference to Turkey and
northern Cyprus, adding that the Greek Cypriot exclusive economic
zone was “disputed.”

Earlier, Turkish Energy Minister Taner Yıldız said the Turkish
Petroleum Corporation, or TPAO, was ready to start surveys in waters
off northern Cyprus as soon as next week.

The surveys will be “obviously” carried out with the escort of the
Turkish Navy and “there will be no stepping back from that,” he said.

The text of a continental shelf delineation accord between Turkey
and northern Cyprus that will pave the way for the exploration work
is ready for signing at any time, Yıldız said.

TPAO will be working in cooperation with a Norwegian company that
the minister declined to name.

The areas of TPAO activity would be determined by maritime boundaries
to be outlined in the continental shelf accord with northern Cyprus,
Yıldız said following initial remarks that the exploration would be
“related to the whole of Cyprus.”

EU calls for restraint

In Brussels, meanwhile, the European Commission told Turkey and
Greek Cyprus to show restraint and work toward resolving the island’s
longstanding division.

“The European Union calls on all parties to make all efforts to reach
a comprehensive settlement as soon as possible,” Maja Kocijancic,
a spokeswoman for EU foreign policy chief Catherine Ashton, told a
regular briefing.

“All parties should exercise restraint and do their utmost to
facilitate the successful completion of this process,” she said.

There are no plans to change the schedule of which EU member takes
the helm of the 27-member bloc, she said.

“We are not considering this. Cyprus is scheduled to take over the
presidency in July next year,” she said, adding that priority should
be given to solving the Cyprus conflict.

GREEK CYPRUS TO PROBE FIRST BORE AS TURKEY LOOKS TO QUICKLY RECIPROCATE

Turkey insists it will continue with its plans to drill in the eastern
Mediterranean in reciprocation of Greek Cypriot drilling activities,
although the European Commission advised both sides on Monday to
“reach a comprehensive settlement” and “exercise restraint,” in a
battle over hydrocarbon resources off the coast of Cyprus.

Turkey could begin offshore oil and gas exploration operations in
agreement with Turkish Cyprus following similar moves by Greek Cyprus,
Israel and Greece, Prime Minister Recep Tayyip Erdogan said on Monday
amid an escalating dispute over rights to hydrocarbon reserves in
the Eastern Mediterranean.

“Currently, we also took this step with Turkish Cyprus. And in a very
short time, possibly this week, it may happen we will start work
in this exclusive economic region,” Erdogan told a news conference
before leaving on a visit to the United States.

Turkey disputed an agreement signed last year by Greek Cyprus and
Israel over an exclusive economic zone that set maritime borders and
rights to explore natural resources.

Erdogan said the Turkish military would monitor activity in the area
using aircraft, a frigate and torpedo boats. Turkey backs a Turkish
Cypriot state in northern Cyprus and says any natural resources found
offshore should belong to both communities.

Turkey’s Energy and Natural Resources Minister Taner Yıldız also
proposed earlier on Monday that Turkey could reciprocate Greek Cypriot
drilling for hydrocarbon resources in the eastern Mediterranean within
a week, pushing ahead with its own drilling arrangements.

He indicated that tension in the area may escalate, and acknowledged
the possibility that Turkish warships may enter the disputed waters.

Despite Turkey’s warnings to immediately halt drilling in the eastern
Mediterranean, Greek Cyprus began drilling its first bore on Monday,
a move which seems certain to take the debate to a completely new
level in the coming days.

“This exclusive economic zone is disputed and we have told them that
it is not right for them to take such a step in this area,” Erdogan
told reporters.

Yıldız reiterated on Monday that Turkey was preparing to drill in
the waters that lie between the Turkish Republic of Northern Cyprus
(KKTC) and Turkey’s southern coast, under an agreement which delineates
the continental shelf to allow seabed exploration for both countries.

Yıldız added on that the Turkish navy will “obviously escort the
research ship,” according to an AP report on Monday, but officials
from the Turkish Foreign Ministry refrained from commenting on the
inclusion of military force among Turkey’s moves to counter the Greek
Cypriot decision.

Turkish diplomats instead said that Turkey was in contact with the
Greek Cypriots, seeking an end to their research activities before a
resolution can be reached in the island’s reunification talks. They
also noted that Turkey was not seeking to increase tension in the
region, but would do whatever is necessary to stop the drilling of
seabed wealth Turkey considers mutually owned by both communities.

The Turkish and Greek sides of the island have been engaged in
reconciliation talks under the auspices of the UN which might unite
the island once and for all, and bring about an end to territorial
disputes. Officials from both sides have been engaged in intensified
talks for months, trying to reach agreement on core issues before
October, so that the UN, through the aegis of UN General-Secretary
Ban Ki-moon, can further assist the possible reunification.

However, Turkish Foreign Minister Ahmet Davutoglu said on Saturday
that he regards Greek Cypriot aspirations to begin drilling as early
as the end of September a “provocation.” Turkish media also quoted the
minister as saying that if Greek Cyprus goes ahead with its projected
plan, that would indicate that Turkish Cyprus could do the same in
their share of the Mediterranean.

“We will not allow anyone to use the Mediterranean as their own
backyard,” Davutoglu was quoted as saying on Saturday, reflecting a
familiar Turkish criticism of the Greek Cypriots, who Turkey accuses
of acting as the sole owners of a bi-communal island.

Hinting that Greek Cyprus would not be deterred by Turkish warnings,
Greek Cypriot President Dimitris Christofias on Sunday repeated that
his country would start drilling soon. “We will continue to exercise
our evident sovereign rights, which include exploiting natural
resources, always within the parameters of international law … the
exploratory drilling is expected to start within the next few days,”
Christofias was quoted as saying at a London meeting by Reuters
on Sunday.

It was also reported in international media over the weekend that
a Greek Cypriot drilling platform, owned by US-based Noble Energy,
was already placed over the zone Greek Cyprus unilaterally regards
as its exclusive economic territory by the, a move which signals that
the Greek Cypriots might resort to rushing the drilling.

On Saturday, Turkish Deputy Prime Minister for Cypriot Affairs BeÅ~_ir
Atalay also upgraded the scope of the dispute to an international
level, repeating Turkey’s stance toward Greek Cyprus’ 2012 rotating
EU presidency by saying Turkey would freeze relations with the EU if
this comes to pass.

“If the peace negotiations there [Cyprus] are not conclusive, and the
EU gives its rotating presidency to southern Cyprus, the real crisis
will be between Turkey and the EU,” Anatolia news agency quoted Atalay
as saying on Saturday, as he warned that the EU risked a sudden halt
in relations with Turkey.

Erdogan voiced a similar threat months ago, to point out the impending
crisis should the deadlock regarding Cyprus issue not get resolved
before Greek Cyprus assumes the EU presidency.

The EU, meanwhile, reportedly urged Turkey not to interfere with
Greek Cypriot pursuits in the zone, as the country vowed to block
Turkey’s accession talks with the EU if it hindered its financial
gains in the region.

To look at the Cyprus drilling situation from a geological perspective,
a professor from Canakkale Onsekiz Mart University, Dogan Perincek,
told Today’s Zaman on Monday that the drilling has been a cause of
heated debate for years and promises to drag under current conditions.

“Unless the KKTC markets exploration and excavation licenses in
the international arena, Greek Cypriot moves to drill will not be
reciprocated,” Perincek said of Turkish attempts to match the Greeks,
with the goal of freezing the drilling. Perincek noted that such
resources are vital in international markets and international buyers
would strengthen both Turkey’s and KKTC’s bid in the issue.

“Instead of resting the responsibility for the drilling on the Turkish
Petroleum Corporation (TPAO), Turkey could have given the KKTC leeway
to handle the process by seeking buyers in international markets,”
he suggested. Perincek says international markets are the place where
such financial moves could be better reciprocated.

Cyprus has been divided into Turkish and Greek sides since 1974, when
Turkey launched a military intervention on the island to prevent an
Athens-backed coup from uniting it with Greece. Although Greek side
considered the intervention an occupation on part of the Turks, the
Turkish side says the military operation saved lives and restored
the rights of the island’s Turkish community, who currently reside
on the northern third of the island.

GEORGIAN AUTHORITIES CONTINUE TO VIOLATE RIGHTS OF ARMENIAN MINORITY

TBILISI. – Georgian authorities continue to violate the rights of
Armenian minority, living in the region of Samtskhe-Javakhk. The last
example of the violation was massive dismissals in Armenian schools.

“Georgian authorities continue to dismiss young specialists and
skilled teachers as well. It will undoubtedly have its reflection on
the level of education,” the council of NGOs of Samtskhe-Javakhk and
Kvemo-Kartli reports.

According to the Council, by raising the salary on the cost of
dismissed employees, Georgian authorities try to create an illusion
of reforms.

AZERBAIJAN PRECIPITATES RECOGNITION OF KARABAKH – ARMENIAN MFA

YEREVAN. – Uruguay FM Luis Almagro’s statement was the first hint
on Karabakh recognition, Armenian deputy FM Shavarsh Kocharyan said
responding to Armenpress on what influence will Almagro’s statement
have on Karabakh conflict peace resolution.

“The issue is that many states find restrictions while discussing
the issue of Karabakh recognition. The reason is the OSCE Minsk
group formulations, where negotiation processes are run. There is a
fear that they may harm the process with their steps, statements and
initiations,” explained Kocharyan. “Azerbaijan fails the negotiation
process vividly and attempts to dismiss the Minsk group and move
the issue to other structures. Anyway, Karabakh recognition is
irreversible and time is the only issue. Moreover, Azerbaijan is the
one to accelerate the recognition issue.”

As Armenian News-NEWS.am informed earlier, Uruguay FM Almagro had
stated that Karabakh should be independent and be united to Armenia
in time. It is also the historical part of Armenia.

YEREVAN TO HOST “BELGIAN WEEK IN ARMENIA” BUSINESS CONFERENCE

BRUSSELS. – Mayor of Liege, Belgium, Willy Demeyer asked Armenia’s
support in “International Expo-2017,” which will be held in Liege,
the mayor said during the meeting with the Armenian PM Tigran Sargsyan
on Monday in Belgium.

The level of development, economic growth, the geographic position
many diplomatic missions in Belgium contributed to Liege to submit
an application for hosting Expo, government press service informs
Armenian News-NEWS.am.

Armenian PM invited Demeyar to Armenia to discuss the idea in details
of hosting the Expo-2017. Sargsyan later met Armenian-Belgian chamber
of commerce chairman Valery Safaryan. They discussed issues on
“Belgian week in Armenia” Armenian-Belgian business conference,
which will be held on November 7-9 in Yerevan.

Sargsyan will also meet European Commissioner for Enlargement and
European Neighborhood Policy Stefan Fule. The PM will complete his
visit to Brussels by meeting Armenian and European journalists in
European press club.

ARMENIA-DIASPORA FORUM KICKS OFF IN YEREVAN

YEREVAN.- Pan-Armenian Forum for Representatives of Diaspora Armenian
Organizations and Heads of Armenian Communities kicked off on Monday
in Armenia’s capital bringing together 500 representatives from
50 countries.

The event is dedicated to 20th anniversary of Armenia’s Independence.

President of Armenia Serzh Sargsyan and President of Nagorno-Karabakh
Bako Sahakyan addressed the participants.

Patriarchal blessing was be given by Catholicos of All Armenians
Karekin II, and Catholicos of Cilicia Aram I.

Vice President of the Board of Trustees of Gagik Harutyunyan,
Foreign Minister Edward Nalbandian, Director of the Armenian Genocide
Museum-Institute Hayk Demoyan, President of Union of Armenians of
Russia Ara Abrahamyan, President of the Armenian General Benevolent
Union (AGBU) Berge Setrakian and others will deliver speeches.
