Armenia’s Defense Ministry is sparing no effort to minimize non-combat
deaths in the army and punish those accountable, Deputy Defense
Minister, Lieutenant General Vladimir Gasparyan has said.

“Not only we are capable, but we discover and punish. We will reach
a point when emergency incidents in the army will be at the logical
minimum level,” Gasparyan said in an interview with Zinuzh TV program.

The statement comes after Gasparyan and the leadership of the military
police and investigation service received on October 14 a group of
parents of conscripts killed in non-combat circumstance in the army.

The investigators of the ministry’s investigation service and the
military police officers provided those parents with clarifications
over criminal cases filed in relation to the deaths of their sons
and responded to their questions.

Speaking about the recent non-combat deaths in the army, Gasparyan
said that the circumstances in which those deaths occurred have been
revealed and that the investigation is still underway.

Gasparyan also assured that the investigators will reveal all the
details and find out the degree of guilt of each person related to
those incidents.

En 2011 le budget de l’Etat prevoit 215 millions de drams de depenses
pour la restauration de monuments.

Gayane Durgaryan, le chef du departement restauration au ministère
de la culture, a dit que 41 millions de drams sont prevus pour la
preparation des travaux et 174 millions de drams pour des travaux
de restauration.

Il y a plus de 24 000 monuments dans la Republique d’Armenie. La
depense moyenne pour la restauration d’un monument est de 80 a 100
millions de drams.

” Il y a des monuments qui ont ete renoves depuis 2010 ; Cependant la
restauration de monuments est un processus difficile et durable,qui ne
peut pas etre fini en un jour ou en une annee” a dit Gayane Durgaryan.

Les eglises Sourp Hovhannes et Sourp Astvatsatsin dans la province
d’Aragatsotn Marz, le monastère d’Odzun, le complexe de Sanahin et la
forteresse de Lori, le Monastère de Vayots dzor Marz et le monastère
de Teghenyats devraient beneficier de ce programme.

On October 8-14 Korea hosted the 19th session of the General Assembly
of the UN World Tourism Organization (UNWTO), featuring representatives
of 154 countries and 400 correspondent members.

The press service of Economy Ministry says the Armenian poster won the
People’s Choice Award at the Vettor Giusti tourism posters competition.

UNWTO Secretary General Taleb Rifai handed the prize to Ara Perosyan,
Deputy Minister of Economy of Armenia.

Sarkozy had said France could pass a law, similar to that in
Switzerland, which would support Armenian allegations regarding the
incidents of 1915.

French President Nicolas Sarkozy tried to make up to Turkey by his
advisor Jean David Levitte after his recent remarks on the incidents
of 1915 in a visit to Yereven caused great uproar in Turkey, Anadolu
news agency reported on Friday.

Sarkozy had said France could pass a law, similar to that in
Switzerland, which would support Armenian allegations regarding the
incidents of 1915.

Sarkozy, on a brief trip to the Caucasus, urged Turkey to recognize
the 1915 killings of Armenians as “genocide”, threatening to pass a law
in France that would make having different views on the controversial
matter “a crime”.

Following Sarkozy’s visit to Yerevan, Levitte invited Turkish
Ambassador in Paris Tahsin Burcuoglu to the Elysee Palace by phone.

Diplomatic sources told the AA on Friday that in their meeting Levitte
informed Burcuoglu that Sarkozy’s remarks were “misunderstood” and
that France did not want to hurt relations with Turkey.

France considers Turkey as a great country and we pay high attention
to Turkey’s friendship, Levitte told Burcuoglu.

Ambassador Burcuoglu once more reiterated Turkey’s sensitivity on the
matter and told Levitte that a new legislation on the incidents of 1915
at the French Parliament would severely hurt Turkish-French relations.

The French media ran news reports that Sarkozy’s comments made in
Yerevan were uttered due to domestic politics in France.

Turkey rejects the term and denies that up to 1.5 million Armenians
died. It says many Muslim Turks and Kurds, as well as Christian
Armenians, were killed in inter-communal violence as Russian forces
invaded eastern Anatolia during World War One.

Baku – APA. Representatives of the separatist regime in the Azerbaijani
territories occupied by the Armenian armed forces responded to the
proposal to hold a meeting between the Azerbaijani and Armenian
communities of Nagorno Karabakh.

This proposal was made by the Azerbaijani delegation to the OSCE
Parliamentary Assembly. Head of the delegation Bahar Muradova said
this meeting would be necessary for confidence-building between the
sides and it could be held in Baku because Armenians living in Nagorno
Karabakh are the citizens of Azerbaijan.

Chief of the so-called “information office of the presidential
administration” of the unrecognized “Nagorno Karabakh Republic” David
Babayan said that this proposal could not be accepted. “There are no
such notions like Azerbaijani and Armenian communities of Nagorno
Karabakh. There is Nagorno Karabakh Republic and if Baku wants to
solve Azerbaijan-Karabakh conflict, it should address Stepanakert for
holding bilateral meetings. First meeting can be held in Baku, next
in Stepanakert or other places. But it should be a meeting between
the representatives of two official sides – Artsakh and Azerbaijan”,
Babayan said.

A magnitude 4-5 earthquake shook Armenia at 12:30 pm local time.

The epicenter, according to the Ministry of Emergency Situations was
10 km west from the town of Garni (south of Yerevan) .

The earthquake in capital Yerevan measured 3.5 magnitude Richter scale.

Recently, Social Democrat Hunchakian Central Committee member Diego
Karamanoukian along with SDHP Uruguay Executive Committee Chairman
Louis Aprazyan met with Member of Uruguay Senate Rafael Michelini in
the General Assembly of Uruguay. The discussion at the meeting focused
around Michelini’s proposed legislation to include in the State budget
expenditures for the establishment of an Armenian Genocide museum,
which shall operate in a state-allocated building and have a Genocide
Research Center, Massis Post informs.

The draft legislation aims to publicize and inform patrons on the
horrible crime of genocide committed against the Armenian people in
1915. The museum will also contain historical and cultural information
on the Armenian community of Uruguay.

Senator Michelini updated the SDHP leadership that all of the political
factions within the Parliament have given their preliminary consent
to the draft legislation, paving the way for a vote in the General
Assembly soon.

The Hunchakian representatives expressed the Party’s appreciation as
well as continued unconditional support for the Senators endeavors
towards the Armenian Cause.

On October 13 the announcement of NKR ministry of foreign affairs
has been spread in UN.

Permanent representative of the UN Karen Nazaryan had asked the general
secretary of UN Ban Ki Moon about permission to spread the news.
He noted that the existence of autonomous bodies is necessity for
NKR people as well.

The ambassador noted that the elections that take place for the
fifth time in NKR have turned into a democratic process, which,
unfortunately, is still unacceptable for Azerbaijan.

The announcement that is included in UN official message stresses the
necessity of turning the Southern Caucasus into open and democratic
territory and reminds Azerbaijan that all the attempts against
suspending the development process of democracy will meet with
disappointment.

Cambodge. Les Nations unies doivent prendre des mesures pour assurer
l’avenir du Tribunal des Khmers rouges

Siegfried Blunk, co-juge d’instruction international des Chambres
extraordinaires au sein des tribunaux cambodgiens (CETC), a
demissionne, evoquant des declarations emises par le gouvernement
cambodgien et pouvant etre percues comme une tentative d’ingerence
dans le travail du tribunal. À cette annonce, Amnesty International
a declare :

” On a vraiment l’impression que le gouvernement cambodgien a tente
d’influencer, et donc de saper, le travail des CETC. Le gouvernement
a en particulier cherche a limiter le nombre de cas traites par le
tribunal, devant lequel ne sont traduits qu’une poignee d’individus
poursuivis pour la mort de plus d’un million de personnes et pour
les deplacements de population, l’utilisation de la torture et les
persecutions a très grande echelle “, a declare Sam Zarifi, directeur
du programme Asie-Pacifique d’Amnesty International.

” Toute tentative de la part du gouvernement cambodgien d’influencer
le travail des CETC porte atteinte a l’ensemble du tribunal et risque
ainsi de priver de justice les victimes des Khmers rouges et le peuple
cambodgien tout entier. L’ingerence politique compromet egalement
une chance unique pour les CETC de servir de modèle de justice pour
les tribunaux nationaux du Cambodge “, a declare Sam Zarifi.

” Il est essentiel que les Nations unies assurent l’avenir de ce
tribunal, en veillant a ce qu’il respecte les normes internationales
d’equite des procès en matière d’independance et d’impartialite. Les
Nations unies doivent reclamer au gouvernement cambodgien des garanties
indiquant qu’il n’interferera pas dans les procedures du tribunal et
il faut qu’elles fassent clairement savoir que toute tentative pour
influencer le travail des CETC obligerait l’ONU a revoir son engagement
“, a declare Sam Zarifi.

Siegfried Blunk est le premier haut responsable a citer publiquement
l’ingerence apparente du gouvernement dans le travail du tribunal
pour demissionner des CETC.

L’Armenie a entame mercredi un recensement de la population. C’est le
deuxième depuis l’independance du pays. Ce recensement permettra non
seulement de compter le nombre d’habitants mais aussi de determiner
le niveau de vie de la population.

Plus de 12000 recenseurs recrutes par le Service de statistiques
national (NSS) sont supposes rendre visite dans les dix prochains jours
aux habitants et leur poser une serie de 33 questions sur leur sexe ,
leur education, leur emploi et d’autres informations personnelles.

“Nous souhaitons avoir une idee de la situation des gens, où ils
vivent, s’ils possèdent un telephone ou une connexion internet”, a
annonce le chef du NSS, Vartan Gevorgian, qui est charge du service
du recensement.

Gevorgian a affirme que le recensement coûterait 2,4 milliards de
drams, soit 6,4 millions de dollars. Il est impossible de savoir si
le gouvernement a recu une aide financière de la part de donateurs
occidentaux.

Les donateurs ont deja pourvu 80% sur la somme de 2 millions de
dollars. Cet argent a ete depense lors du premier recensement qui a
eu lieu en 2001. Le pays comptait environ 3,2 millions de residents.

L’estimation du NSS annoncait recemment quelques 3,27 millions
d’habitants. Le gouvernement et des experts en demographie ont qualifie
ce chiffre comme etant “exagere”.

Selon la loi, le gouvernement est oblige de faire recensement tous
les 10 ans.

D’après Gevorgian, les premiers chiffres devraient etre rendus publics
l’annee prochaine. Les derniers chiffres seront diffuses en 2013.
