Russia’s role in the region and in the settlement of the Karabakh
conflict is huge, former foreign minister of Nagorno Karabakh Arman
Melikyan told a news conference today, adding that Russia is the only
state in the region having military presence. “It is of military and
strategic significance for Armenia that raised a big number of mutual
arrangements, though the Armenian-Russian relations have not developed
slowly,” he said adding that on the threshold of electoral phase all
the political forces are trying in this or that way register their
friendly, close relations with Russia.

He said it is being done both by the authorities and the opposition.

“The possible success of this or that political figure in Armenia
depends from the attitude of Russia,” Melikyan expressed opinion,
reminding that the ANC figures also visited Moscow and afterward
stated that they have warm and practical relations with Russia. “It is
understandable as Armenia ties about the 50% of the economic issues
with this neighboring country especially in the energy sphere which
is of strategic significance,” Melikyan said.

A clergyman of the Armenian Apostolic Church believes that the
bill adopted by first reading at the National Assembly of Armenia,
under which the Church becomes free from property tax and gets some
privileges is appropriate. Without it, argues Archbishop Arshak
Khachatryan, the Holy See could decrease one or two of its charity
programs, and instead, pay property tax and land tax.

“About one third of the Holy See’s budget – about $1.2 million is spent
for philanthropic, educational purposes, and if the taxes are levied,
then the church will have to decrease the expenditures designed for
those purposes,” he says.

Lawmaker from Prosperous Armenia Party Vardan Bostanjyan worries that
the adoption of such a bill will result in deprivation of funds for
local governments, which are financed by local property tax.

Archbishop Khachatryan believes that the taxes levied from the lands,
belonging to the church, make a subtle percentage of local governments’
budgets, and they will cause no harm to community budgets.

“Our task is to grant the Armenian Church with small tax privileges,
and besides, with some moral compensation for the previous 70 years
[during the Soviet period], when the church was persecuted and
confiscated,” he says.

The Armenian Evangelical Baptist Church and the Armenian Katoghike
Church are against the new bill; or at least its exclusivity to the
“national” Church. They demand that if the bill becomes law the
benefits should extend to their church property, too.

Clergyman of the Armenian Katoghike Church in Gyumri Grigor Lazarian
questions why the restaurant complex built on the lands of Kecharis
Monastery (of the Apostolic Church) be free from taxes and, for
example, the orphanage of Poghosian Educational Complex, which belongs
to Katoghike Church, and which takes care of Gyumretsi orphans and
socially needy families’ children instead of the government, must
pay taxes.

Artsvik Minasyan, lawmaker from the Armenian Revolutionary Federations
‘Dashnaktsutyun’ (ARF) Party has also touched upon this issue earlier
at the National Assembly, stating that not only the Armenian Apostolic
Church functions in Armenia.

Zenne Dancer, a groundbreaking Turkish indie feature film, won
five awards at the largest film festival in Turkey. Norayr Kasper,
a Canadian cinematographer of Armenian descent, was awarded Best
Cinematography. The film also received the Best Film Award by the
Turkish Cinema Critics Guild, Best First Film, Best Supporting Actress,
and Best Supporting Actor.

Zenne Dancer sets Ahmet Yildiz’s tragedy against a backdrop of
rigid patriarchy and the clash between traditional values and urban
modernity. It is the first Turkish feature film to expose the degrading
treatment of homosexuals in the Turkish military. Ahmet Yildiz was
26 when he was gunned down outside his home. Ahmet’s father, who is
being tried in absentia for allegedly murdering his son, has been
evading justice for the past three years.

“I am honored to receive this recognition of my work by the Golden
Orange jury,” says Norayr Kasper, who is the cinematographer of over 30
films, including Atom Egoyan’s CALENDAR. “Mehmet and Caner involved me
from the beginning stages of this project and invited me to contribute
with a specific style toward constructing a distinct visual narrative,”
continues Kasper, “their sensibilities, dedication to excellence,
and attention to detail greatly impressed me. I was also drawn to
the subject matter, and its relevance in raising awareness of this
important issue.”

Kasper and Binay met in 2008 at the Golden Apricot Film Festival in
Armenia. Binay’s documentary film “Whispering Memories,” which tells
the story of converted Armenians as a result of the Armenian Genocide,
was screened at the 5th Annual Golden Apricot Film Festival.

The awards ceremony was broadcasted nationwide and in Europe on
NTV News Channel. Among online comments, award-winning novelist Elif
Safak wrote about Zenne Dancer, “a groundbreaking, captivating Turkish
movie that’ll speak to our consciousness.”

It is worth noting that Harutyun Khachatryan’s documentary “Border”
won Best Film at the Golden Orange Film Festival in 2009.

Co-director Mehmet Binay accepted the award on Mr. Kasper’s behalf
and thanked him for “painting this film as a tableau.”

YEREVAN, October 28. / ARKA /. Yerevan mayor, Karen Karapetyan,
has confirmed rumors about his resignation.

“Yes, I am going to resign,” he said in an interview to Armnews TV,
explaining his decision by taking up another job and also personal
reasons.

According to media reports, Karen Karapetyan was offered the post
of deputy chairman of Russian Gazprom and has already filed his
resignation to president Serzh Sargsyan and will leave for Moscow soon.

Karen Karapetyan was elected mayor of Yerevan by the Council of
Elders at the proposal of the president of Armenia December 17,
2010. Before his appointment as mayor he was CEO of ArmRosGazprom, a
joint Russian-Armenian natural gas distributor that has a monopoly in
the supply and distribution of Russian natural gas to Armenia. Deputy
mayor Taron Margaryan is rumored to be the hopeful for the vacant
post.

Yana Manasyan at the age of 28 committed a suicide throwing off
the Kiev Bridge in Yerevan, Thursday, the Ministry for Emergency
Situations reported.

The operative group of the Crisis Management Department of the Ministry
and rescuers arrived in the place immediately after the alarm received
at 15:38pm and found the young woman’s body.

The ex-speaker of the Armenian Parliament Tigran Torosyan will soon
be appointed Head of the UNESCO, Human Rights, European Studies and
Democracy Department at Yerevan State Linguistic University.

The newspaper reports that Mr. Torosyan will remain a cross-bencher
at the Armenian Parliament as he will work for the university on a
voluntary basis, which is allowed by the Armenian Constitution. Suren
Zolyan, Rector of Yerevan State Linguistic University offered the
position to Mr. Torosyan.

The newspaper reports that the Republican Party of Armenia (RPA)
unfairly removed Mr. Torosyan from the post of Parliament speaker
and appointed Hovik Abrahamyan instead. In his turn, Mr. Torosyan
left the RPA in protest, retaining his seat in Parliament.

Tigran Torosyan was Parliament Speaker in 2008, when the tragic events
happened on March 1.

Alors que l’offensive militaire s’intensifie dans l’est de la Turquie
et jusque dans les pays voisins, la presse est plus que jamais prise en
otage dans l’affrontement entre les autorites et les rebelles kurdes du
PKK (Parti des travailleurs du Kurdistan, interdit). Procès en cascade,
detentions prolongees, et maintenant directives gouvernementales a
destination de la presse… L’amalgame entre combattants rebelles et
journalistes abordant la question kurde d’un point de vue critique
se perpetue, au nom de la lutte antiterroriste.

Parallèlement, les inquietudes montent quant a la volonte du
gouvernement de contrôler l’information sur l’offensive en cours.

En prison pour une interview ?

La justice turque persiste a assimiler a de la ” propagande “, un crime
passible de plusieurs annees d’emprisonnement, le fait de publier
des interviews de membres du PKK. Et ce, meme si le commentaire qui
en est fait est loin d’etre elogieux.

La journaliste du quotidien liberal Taraf, Nese Duzel, et son redacteur
en chef Adnan Demir, sont ainsi poursuivis du fait de deux reportages
publies en avril 2010, qui contenaient des interviews d’anciens
dirigeants du PKK, Zubeyir Aydar et Remzi Kartal. Le 14 octobre,
le procureur de la 11e chambre de la cour d’Assises d’Istanbul a
requis sept ans et demi d’emprisonnement. La prochaine audience doit
se tenir le 9 decembre. Le meme tribunal continuera d’instruire, le
26 octobre, le procès du journaliste Ertugrul Mavioglu. Ce dernier
est poursuivi pour un reportage publie en octobre 2010 dans Radikal,
et qui contenait une interview d’un responsable du KCK (Union des
communautes du Kurdistan, decrite comme la branche urbaine du PKK),
Murat Karayilan.

Sept ans et demi de prison sont egalement requis contre Recep
Okuyucu, correspondant de Taraf dans la province de Batman (Sud-Est)
et redacteur en chef du journal local Batman Medya. Le parquet de
Diyarbakir (Sud-Est) lui reproche notamment de s’etre connecte 53 848
fois au site de l’Agence de presse Euphrate (ANF, ),
bloque par les autorites qui le considèrent comme un relais du PKK. Le
journaliste s’est defendu en rappelant que sa profession l’obligeait
a se connecter chaque jour aux sites les plus divers.

Recours massif a la detention preventive

Le chroniqueur et ancien directeur de la publication du quotidien
en langue kurde Azadiya Welat, Tayyip Temel, a ete interpelle le 4
octobre a Diyarbakir, puis place en detention. Il a ete interroge
pendant 15 heures par sept procureurs dotes de pouvoirs speciaux,
avec 35 autres personnes suspectees d’appartenir au KCK.

Des charges ont enfin ete presentees, fin septembre, contre deux
journalistes de l’agence de presse pro-kurde Diha (Dicle Haber Ajansi)
incarceres depuis le 15 avril. Kadri Kaya, chef du bureau de l’agence a
Diyarbakir, et Erdogan Alkan, correspondant a Batman, sont passibles de
vingt ans de prison pour ” collaboration ” avec le PKK et ” propagande
” en faveur de cette organisation. Ils comparaitront pour la première
fois devant la 7e chambre de la cour d’Assises de Diyarbakir le
2 novembre. On leur reproche essentiellement leur couverture des
operations armees turques et des manifestations kurdes.

Erdogan Alkan est egalement mis en cause pour avoir couvert le procès
d’un ” gardien de village ” (membre d’une milice paramilitaire locale
associee a l’armee turque), accuse d’abus sexuel sur un mineur
a Batman. Couverture dont le but etait, selon l’accusation, de ”
rabaisser la place des forces de l’ordre aux yeux de la societe “.

Le correspondant de Diha a Mersin, Aydin Yildiz, a ete interpelle le
1er octobre alors qu’il sortait des locaux du quotidien pro-kurde
Ozgur Gundem. Transfere a Gaziantep pour interrogatoire, il a ete
place en detention, tout comme l’editeur du quotidien, Kazim Seker,
interpelle le 4 octobre a Istanbul. La directrice de publication
d’Ozgur Gundem, Eren Keskin, par ailleurs avocate, a ete sanctionnee
par un ” avertissement ” du barreau d’Istanbul pour avoir evoque le ”
Kurdistan ” dans une conference prononcee… en 2004. Le barreau a pris
cette decision suite a la condamnation de la journaliste a dix mois de
prison avec sursis et une amende de 3000 LT (1200 ~@) par un tribunal
d’Urfa (Sud-Est), confirmee par la Cour de cassation en mai 2010.

Dans un entretien a Radikal le 11 octobre, le ministre en charge
des negociations avec l’Union europeenne, Egemen Bagis, a affirme
que le gouvernement etait lui aussi gene par le recours excessif de
la justice turque a la detention provisoire. D’après lui, le premier
ministre Recep Tayyip Erdogan aurait demande au gouvernement de faire
des recherches sur l’usage de la detention provisoire en Europe afin
d’elaborer des recommandations. ” Limiter la detention provisoire
figure depuis longtemps parmi nos principales recommandations aux
autorites turques, a declare Reporters sans frontières. Nous saluons
l’initiative du gouvernement en la matière, qui pourrait constituer
un tournant important. Les actes doivent maintenant suivre les
engagements, et ce, dans toutes les regions du pays. ”

La couverture des manifestations criminalisee

Emine Altinkaya, reporter pour Diha a Ankara, a ete remise en liberte
fin septembre dans l’attente de son jugement, après dix mois de
detention preventive. Elle avait ete interpellee le 27 novembre
2010 alors qu’elle couvrait une manifestation dans la capitale. Le
jugement de deux correspondants de Diha a Istanbul, Safiye Alagas et
Olcay Kizilpinar, accuses de ” collaboration ” avec le PKK, doit aussi
etre rendu prochainement. Ils avaient ete interpelles en marge d’une
marche organisee par le candidat du BDP (parti pro-kurde, autorise)
Sirri Sureyya Onder, le 30 juillet. Leurs appareils photo ainsi que
leurs telephones portables, cartes SIM, cles USM et un ordinateur
portable sont retenus comme pièces a conviction.

Directives gouvernementales pour la presse

Plusieurs associations professionnelles turques ont vivement critique
la rencontre organisee par Recep Tayyip Erdogan avec les proprietaires
et directeurs de la publication de plusieurs medias nationaux, le
21 octobre. Le premier ministre a incite les journalistes a faire
preuve de recul dans leur couverture du conflit, a ne pas relayer
la propagande du PKK, et a prendre en compte les consequences de
leur travail.

Plus inquietant, cinq des principales agences de presse turques ont
annonce, dans un communique joint publie le 24 octobre, qu’elles
s’engageaient a obtemperer : ” Des principes communs ont ete adoptes
concernant la couverture des incidents terroristes “, ont declare
l’Agence Anatolie (AA), AHT, ANKA, CIHAN et IHA. En particulier,
elles s’engagent a ” prendre en compte l’ordre public “, ” garder une
certaine distance par rapport aux interpretations donnant raison a la
peur, au chaos, a l’hostilite, a la panique et a l’intimidation “,
” ne pas inclure dans [leurs] publications de propagande pour des
organisations illegales “, et surtout, ” se conformer aux interdits
de publication des autorites competentes “. ” Les informations et
les images seront transmises aux abonnes en tenant compte de leur
utilite sociale et de la solidarite “, est-il encore precise.

” On esperait que l’epoque où les autorites donnaient aux medias des
directives pour la couverture des sujets les plus sensibles etait
revolue en Turquie. L’engagement des principales agences de presse
a observer la ligne officielle, dans une formulation extremement
vague, fait aujourd’hui peser de serieuses menaces sur la liberte
de l’information, a declare Reporters sans frontières. Les agences,
chargees de fournir en contenu l’ensemble des medias, vont-elles
de leur plein gre participer au black-out ? Minimiser l’ampleur
des pertes humaines ou passer sous silence certaines operations ne
servira qu’a accroître la mefiance envers les medias. Une information
complète et objective sur la situation a l’est du pays est un prealable
indispensable pour parvenir a une solution pacifique de la question
kurde “.

Dans ce contexte, l’accord securitaire entre Paris et Ankara signe le
7 octobre 2011, dont le ministre de l’Interieur Claude Gueant assure
qu’il ” va bien au-dela des accords que la France signe habituellement
dans le domaine de la securite “, suscite des interrogations. ”
Nous esperons que les autorites francaises feront preuve de plus de
discernement que leurs homologues turcs en matière de lutte contre
le terrorisme. Nous les appelons a ne pas ceder a l’approche confuse
et repressive d’Ankara, qui multiplie les victimes collaterales y

Turkey Armenia’s National team lost Azerbaijan’s team with a score
of 1.5:2.5 but kept its leader title.

The official website of the tournament was the source of the mistake,
during the live translation the Armenian chess player was announced
as winner on the fourth board.

Armen Mikayelyan played on the fourth board. Karen Grigoryan, Hovhannes
Gabuzyan and Tigran Harutyunyan ended their matches in a draw..

Visitors to the Week on Nansen exposition in Moscow will learn new
facts from the biography of an outstanding Norwegian scientist,
Polar researcher and diplomat, Fridtjof Nansen, see photographs of
the legendary man unknown to the general public and listen to his
favorite music.

Deputy head of the Norwegian diplomatic mission in Moscow Bord Ivar
Svendsen said that the Norwegian side highly appreciates a big interest
in their compatriot and a legendary man displayed in Russia.

He was a unique person, a man of broad interests, a good scientist and
an excellent diplomat who made a great contribution to the development
of humanitarian projects in Russia, Ukraine and Armenia, the Norwegian
diplomat said. He praised the exposition devoted to Nansen, saying
its program is diverse and rich in content.

Natalia Budur, the Russian author of Nansen’s biography, said in her
book that Nansen skied across Greenland, sailed through Arctic ice to
the North Pole and after being an ambassador got down to humanitarian
activities and signed a very important document on the territorial
integrity of Norway.

A conference held at the Sakharov Center in Moscow on Wednesday
in the framework of the “Week of Nansen” is being attended by
scientists from Russia and Norway and other visitors. Later in the
day an exposition of photographs dedicated to Hansen will open to
show Hansen’s activities in the field of repatriation of prisoners
of war, assistance to the victims of famine in Samara and Saratov,
the activities of Nansen Committee in Kharkov, his work at sessions
of the League of Nations in which Nansen took part, a book published
by the Nansen mission in bid to raise funds in aid to Russia, Nansen
passports and other photographs.

In 2011 the world celebrates the 150th anniversary of Nansen’s birth.

Since 1919 after a period of scientific research in the North and
until 1930 when Nansen died he fully devoted himself to humanitarian
activities.

During a horrible period of famine in the Volga region in Civil War
Nansen made heroic efforts to ensure food and financial aid to Russia
from Europe and the United States and contributed his own funds,
helped solve refugee problems. In 1922 Nansen became a first ever
High Commissioner for refugees.

On the initiative of the International Red Cross the name of Fridtjof
Nansen was given to passports issued to refugees from Russia. This
widely used document gave a new lease of life in the West to Igor
Stravinsky, Sergei Rakhmaninov, Mark Shagal, Anna Pavlova and other
bright representatives of Russian art and culture.

The name of the bright man was given to a lunar crater, islands
of the Franz Josef Land archipelago, mountain peaks in Antarctica,
Tien -Shan and Canada, an island in the Kara Sea. Many streets in
world cities were named after the celebrated man. His name crowns an
annual prize in the field of human rights awarded by the Office of
the United Nations High Commissioner for Refugees.

The Nansen Refugee Award was created in 1954 in honor of Fridtjof
Nansen, the legendary Norwegian explorer, scientist, diplomat and
politician.

Epress.am — According to the State of World Population 2011,
a report published by the United Nations Population Fund (UNFPA),
the world’s population will officially hit seven billion on Oct. 31,
2011, when the 7 billionth baby will be born – in Artik, Armenia.

The UNFPA office in Armenia and the National Institute of Reproductive
Health, Perinatology, Obstetrics and Gynecology will be organizing
a press visit to the Artik maternity ward to greet the milestone baby.

According to a press release, the child will be born between 10 am
and 3 pm.
