Moscow Municipality is designing a new cooperation plan with Armenia~Rs
capital Yerevan, Moscow Mayor Sergei Sobyanin has said at a meeting
with Armenian President Serzh Sargsyan on Monday.

Sobyanin also expressed hope that the new plan will incorporate all
the sectors that are of mutual interest.

Serzh Sargsyan, in turn, said he was very glad that to see how
relations between Yerevan and Moscow are developing year by year and
how cooperation in all spheres is deepening.

Further, Sargsyan and Sobyanin highlighted the importance of the
role the Moscow-based Armenian community plays in strengthening both
relations between the two capitals and the two countries in general.

Sobyanin noted that there are many Armenians in Moscow and that some of
them have had significant achievements in business and other spheres.

They also discussed issues related to cooperation in education,
culture, tourism, trade, economy and other spheres.

as the winner at an international photography festival, Photovisa.

Armenakyan won in the category entitled “Road. Relationship between
Man and the Environment” at the festival that opened in Krasnodar,
Russia, last Thursday.

Representatives of the southern Russian area’s Department of Culture
awarded Armenakyan as well as three other winners of the photo contest
in other categories.

More than 2,500 works from 600 photographers representing 20 countries
had been submitted to the contest as part of the festival.

Three other photographers from Armenia won prizes in other categories.

Former Prime Minister Hrant Bagratyan said at today’s press conference
that he can offer 10 steps to rebuild the economy of Armenia.

First – sterilization of incoming aid to Armenia, that is, the
transfers, which are about USD 2 billion. The Central bank of Armenia
should buy all the currency and increase the reserves of the country.

A stabilization fund should be established of these funds, lending
rates should be reduced from 15% to 3-4%, and the dram should not be
artificially restrained. Bagratyan says that everything must be done
to provide 40% of people be engaged in the business.

The second step is the prevention of deflation in a quiet drama. The
third is to introduce a progressive tax rate, the fourth is to
impose taxes on banks as the real economy and deprive them of their
privileges. “If banks are well, so the industry is bad”. The fifth
is to sell the mines, and the prices should be determined by the
Parliament. Sixth is to consolidate the budget, “it is impossible to
give all state guarantees”. Seventh – to forbid the government to
provide tax relief. Eighth – to exclude write-offs of bad loans in
the banks. Ninth – monopoly control, the income tax should be raised
income to 70%, and to abolish monopolies altogether. And the tenth-

The former prime minister also commented on the words of the current
prime minister, who refers to the increase Armenia’s rating in world
agencies, in particular, Businees Doing. Hrant Bagratyan noted that
Armenia has risen from 61st to 55th, but three years ago was on
the 34th. Moreover, in 7 out of 10 parameters in Armenia this year
recorded a recession.

Armenian NPP May Be Restarted Ahead Of Schedule

Armenian nuclear power plant (NPP) may be reconnected to the energy
system ahead of schedule after it was suspended for planned and
preventive repair and refueling on September 11.

Lusine Haroutiunyan, Spokesperson of the Armenian Minister for Energy
and Natural Resources, told ArmInfo the repair and refueling is over
and the start-up operations are currently underway. “If the start-up
operations are completed ahead of schedule, the NPP will be restarted
already today or tomorrow and not on October 27 as it was planned.

To recall, the wages of the operating personnel of the Armenian Nuclear
Power Plant will be raised by 10%. The press service of the Ministry
of Energy and Natural Resources of Armenia reports that the wages
will be raised due to the money saved as a result of the program to
reduce the NPP’s expenses. The salary costs will increase by 10 mln
drams every month.

In September 2003 the Armenian NPP was transferred under financial
management of the Inter RJSC UES of Russia for 5 years and in Sept
2008 the term was extended for another 5 years. Two power units of
Russian model pressurized water reactor-440, with capacity of 815
megawatt in total have been installed at the Armenian NPP. The first
unit was put into exploitation in 1976, the second in 1980. At the
beginning of 1989, the plant was closed down for political ideas,
and then the second unit was reactivated because of acute energy
crisis at the beginning of 1995. The share of NPP is 40% of total
energy generation in the country.

In case Azerbaijan becomes non-permanent member of the UN Security
Council the whole policy of that country will be directed toward
transferring the Nagorno Karabakh issue to the UN platform, which
though is condemned to failure, head of the Central Information
Department of the Office of the Artsakh Republic President Davit
Babayan told Armenpress.

According to him, Azerbaijan will continue its unconstructive policy
in the UN. “All the activities directed toward transferring the NK
issue to UN have been condemned by the Co-Chairs of the OSCE Minsk
Group and other conflicting parties. As of the moment, the best format
of the conflict settlement is within the co-chairmanship of the Minsk
Group,” Babayan said.

Foreign minister of Azerbaijan Elmar Mammadyarov stated that for
moving the NK issue to the UN it is necessary to have the consent of
all the conflicting parties. “I have no doubts that Azerbaijan will
pursue such policy at the UN Security Council. Otherwise, what was
the reason of becoming non-permanent member of the UN SC. Azerbaijan
is not a country that has a core role in fighting against terrorism
in the whole world or establishing stability, just the opposite with
its policy it promotes the development of terrorism as it makes its
people extremists,” Babayan stressed.

In his opinion, at the UN SC Azerbaijan will somehow defend
the interests of Turkey: it may relate to the Armenian-Turkish,
Turkish-Israeli relations as well as to Kurdish issue.

“Armenian President Serzh Sargsyan’s first state visit to Russia is
a historic event. First of all, the statements the two leaders made
in Moscow are evidence thereof. Following his talks with his Armenian
counterpart Serzh Sargsyan, Russian President Dmitri Medvedev stated
that the bilateral trade turnover is expected to exceed US $1bn – an
increase against not only last year, but also the pre-crisis level. It
should be noted that, given the blockade imposed on Armenia because
of Nagorno-Karabakh, the figures are just fantastic.

“This factor, however, did not prevent Russian capital investments
in Armenia’s economy. ‘Russian capital investments in the Armenian
economy have exceeded US $2.8bn,’ said President Dmitri Medvedev. ‘We
are developing cooperation in such fields as energy, high technologies
and transport.’ According to him, ‘these are good signals.’

“The reports are not at all sensational. The Armenian president
stressed that he would like to see his country as a member of the
Customs Union and Eurasian Union, even though his country does not
border on any of the Customs Union member-states – to say nothing of
cooperation within the Collective Security Treaty Organization.

However, the situation may prove different tomorrow. Everything
depends on the Nagorno-Karabakh problem. Armenian President Serzh
Sargsyan re-affirmed Yerevan’s commitment to the soonest settlement
of the Nagorno-Karabakh conflict by only peaceful means, on the
basis of principles of international law that constitute a single
whole. What does it mean? The UN General Assembly has repeatedly
recognized Azerbaijan’s right to that territory. Moreover, Armenia
has not so far dared to recognize Nagorno-Karabakh.

“But, as the saying goes, times are changing. On the threshold
of the Armenian president’s visit to Moscow, Armenian FM [Edward
Nalbandian] said that ‘the Nagorno-Karabakh people must have the
same rights to self-determination as any other people under the
sun,’ that ‘the principles and elements proposed by the co-chairs
and announced by Presidents Medvedev, Sarkozy and Obama at the three
summits in L’Aquila, Muskoka and Deauville confirm this very right’
and ‘Nagorno-Karabakh’s final status must be determined by a free
expression of will that would have an international legal force.’

“One more interesting reference: Mr. S. Frederick Starr, Chairman of
the Central Asia-Caucasus Institute, Research Professor at the Paul H.

Nitze School of Advanced International Studies, Johns Hopkins
University, says he does not place great hopes on the OSCE Minsk
Group. Despite the efforts by the parties concerned with settling
the conflict, motives and other factors necessary for progress in
the negotiations are lacking.

“We can disagree with Mr. Starr on this point. The Armenian side’s
motives are obvious: maintaining the status quo until better times and
getting the settlement process to go on under the procedure established
by European law, which was enforced during the settlement of the Kosovo
conflict, rather than on the basis of international law practiced by
the UN.

“No progress is possible without major efforts by the United States,
says Mr. Starr. Much was expected from President Dmitri Medvede’s
mediation efforts, but they failed. So it is time for the United
States to more actively deal with the South Caucasus problems. The
United States should more publicly defense the Caucasian states’
right to sovereignty, he adds.

“However, as Mr. Jennifer Walsh, Principal Director for Russia,
Ukraine, and Eurasia, Department of Defense, recently said, the
US policy in the region has practically nothing in common with the
Nagorno-Karabakh peace process. It is aimed at creating a base in the
South Caucasus because of the region being geographically close to
Iran and the countries that are potential WMD suppliers. However,
it is by no means fact that Azerbaijan is such a base. On the
other hand, during his recent visit to the region, French President
Nicolas Sarkozy outlined the principal vectors of European policy
when he called on Turkey to admit the Armenian Genocide ‘before the
end of this year.’ If Turkey continues its genocide denial policy,
France will have to amend its laws thereby criminalizing the denial
of Armenian massacres, he said.

“True, we can agree that President Dmitri Medvedev made tremendous
efforts to untangle the Nagorno-Karabakh problem, without, however,
any progress so far. The reason is, however, Moscow’s own formula for
settling the conflict, without violating the national interests of
either Armenia or Azerbaijan. A different scenario – or allowing the
Western powers to lead the settlement process – will mean nothing but
recognition of Nagorno-Karabakh’s independence. In future, Azerbaijan’s
historians will puzzle over the question: how did Azerbaijan – the most
powerful South Caucasus country – happen to lose part of its territory
and who is responsible for that? The answer is clear even now, though.”

PanARMENIAN.Net – When fighters from the outlawed Kurdistan Workers’
Party killed 24 Turkish soldiers in the eastern province of Hakkari,
the Turkish Prime Minister, Recep Tayyip Erdogan, immediately ordered
10,000 soldiers to cross into Iraq and find the militants, an article
in the New York Times says.

Besides provoking one of the largest ground operations against the
Kurdish fighters in recent years, the resurgence of the group, known
as the PKK, shows the difficulties Ankara now faces in adjusting
a foreign policy that was based on its ambitious “zero problems”
strategy in the region, it says.

“The zero problem policy was over-optimistic, almost naïve in the
belief that difficult problems could be solved easily,” the author
quotes Sinan Ullgen, chairman of the Center for Economics and Foreign
Policy Studies, an independent research group in Istanbul.

The zero problems policy was designed by Foreign Minister Ahmet
Davutoglu in order to build strong economic, political and social
ties with Turkey’s immediate neighbors. In practice, that policy
meant shifting away from Turkey’s traditional reliance on the United
States and its close military ties with Israel to a regionally based
strategy aimed at Turkey becoming the main player in the neighborhood,
the article reads.

As for Turkey’s attempts at normalizing relations with its neighbor
Armenia, with whom diplomatic ties were severed in 1992, the zero
problems policy has not lived up to expectations, either, the article
reminds.

The thaw ended soon. Azerbaijan, which traditionally has had very
close ties with Turkey, was from the outset suspicious about any
breakthrough. The Azeri authorities feared they would lose leverage
over Armenia if restoring diplomatic relations between Armenia and
Turkey was not linked to the resolution of the conflict in Nagorno
Karabakh. As a result of Azerbaijan’s conditions, the talks have
stalled. Instead of trying to maintain the momentum even at the risk
of poorer ties with Azerbaijan, Mr. Erdogan backed away, it says.

The Russian newspaper Moskovskiye Novosti has published an article,
commenting on Armenian President Serzh Sargsyan’s state visit to
Moscow.

Referring to the Armenian and Russian leaders’ phone conversation with
their Turkish counterpart, Abdullah Gul, the author of the article
particularly noted that Sargsyan was willing to offer assistance
to Turkey’s earthquake survivors despite Armenia’s broken ties with
the country.

“During the conversation, the Armenian president reiterated his
country’s willingness to provide assistance to the neighbor. Armenia
and Turkey have been boycotting each other since the early 1990s, with
Armenia protesting against Turkey’s non-recognition of the Genocide,
and Turkey demanding solidarity with Azerbaijan over Karabakh,”
the Russian publication says.

It further quotes unnamed sources as saying that Sargsyan attempted
to balance French President Nicolas Sarkozy’s Genocide recognition
claims in Yerevan.

“Serzh Sargsyan’s visit to Moscow followed French President Nicolas
Sarkozy’s visit to Yerevan earlier in October. Sarkozy, who seeks to
gain the French-Armenians sympathy ahead of the presidential election,
voiced his intention to support Armenia in Yerevan. He remembered
about the Armenian Genocide and made it clear that Paris will continue
opposing to Turkey’s EU bid. Serzh Sargsyan’s Moscow gesture can be
characterized as an attempt to balance Sarkozy’s anti-Turkish rhetoric,
” says the paper.

dinner in honor of Armenian President Serzh Sargsyan and First Lady
Rita Sargsyan.

Thanking for warm hospitality, Presidnet Serzh Sargsyan noted
that the visit became another important demonstration of friendly
Armenian-Russian relations based on deep historic grounds.

“I’m grateful to the leadership of the Russian Federation for the
practical and constructive position in the negotiations, for the warm
words about the Armenian nation,” President Sargsyan said, underlining
that throughout history the relations between Armenia and Russia have
been an example of sincere respect and mutual assistance.

The President noted that there are a number of glorious traditions of
political, military and humanitarian cooperation in the memory of the
two peoples. “We have to preserve this invaluable heritage and search
for new opportunities of further development of cooperation. This is
the basis of truly allied and partnership relations between Armenia
and Russia, targeted at the development of our countries and the
prospering of the two peoples,” Serzh Sargsyan stated.

Serzh Sargsyan voiced hope that his visit would open new horizons
of cooperation. During the dinner President Sargsyan awarded the
Russian President with the highest state award of the Republic of
Armenia – the Order of Glory – for his personal contribution to the

Pays basque, invite par Philippe Der Khatchadourian, president de
l’association Agur Armenie. Au programme : conference et rencontres,
notamment avec le senateur maire de Biarritz, Didier Borotra, puis
repas a Espelette au restaurant Euskadi, en compagnie de l’adjoint
au maire d’Espelette, Etienne Hargain, et du conseiller general et
maire de Cambo, Vincent Bru.

de securite turques ont tue 49 membres du Parti des Travailleurs du
Kurdistan (PKK) dans le sud-est de la Turquie au cours de ces deux

Le Nationalisme d’Ataturk et dont la dernière edition remonte a 1999.

TPIR/Nzabonimana – Fin du procès Nzabonimana, les juges vont deliberer

Poursuite de l’offensive turque contre le PKK, 49 morts L’armee
turque a annonce samedi avoir tue 49 activistes kurdes dans la vallee
de Cukurca Kazan, dans le sud-est du pays, au troisième jour d’une
offensive lancee après la mort de 24 soldats turcs dans des attaques
des rebelles du Parti des travailleurs du Kurdistan (PKK).

Montpellier Menaces d’expulsion, quatre Armeniens sont en sursis
