TURKISH PUBLISHER RAGIP ZARAKOLU ARRESTED

Belge Publishing House director Ragip Zarakolu was arrested on
October 28th. Zarakolu, a member of the Turkish PEN Center, has been
targeted by the Turkish government for his refusal to yield to their
censorship laws.

His legal battles began when he launched the publishing house in 1977
with his wife, Ayse Nur. They published books by political prisoners
and nonfiction titles about the Armenian genocide. Larry Siems,
director of the Freedom to Write program at the PEN American Center,
declared the organization’s mounting concern over “a disturbing
acceleration of violations of the rights of Turkish and Kurdish
activists, writers, and scholars.”

Here’s more from the release: “Turkish authorities have arrested up
to 1,000 scholars, writers, publishers, and rights advocates during
a two-year crackdown targeting activists who focus on Kurdish issues.

This list of those arrested Friday also includes BuÅ~_ra Ersanlı,
a constitutional law expert and a member of the pro-Kurdish Peace and
Democracy Party (BDP). Zarakolu’s son, Deniz Zarakolu, who is an editor
at Belge Publishing House and a Ph.D. student at Bilgi University,
was arrested on October 4. It is unclear whether charges have been
filed against any of those arrested in Friday’s roundup.”

Armenian Prime Minister’s ill-boding statement on relations between
coalition parties a blackmail.

“Those who cooperate with us will only gain by it; those who refuse,
will be back to square one,” Tigran Sargsyan was quoted as saying
at National Assembly when commenting on a rumoured conflict with
Prosperous Armenia party.

“As a third person in the state, the Prime Minister must be careful
about his public statements,” Aram Karapetyan told a news conference
in Yerevan.

However, as PM spokesman Aram Ananyan noted earlier, an attempt was
made to distort the meaning of PM’s statement, insinuating that it was
addressed to RPA coalition partners. As Ananyan noted earlier, “the
statement was meant for forces that use political struggle to pursue
their personal goals rather than promote the country’s development.

The statement does not refer to Prosperous Armenia, our coalition
partner, which renders the rumours to the opposite rather absurd.”

A two-day symposium entitled “The Normalization Process between Turkey
and Armenia: Prospects for Revitalization” took place in Istanbul
last week with the participation of about 30 well-known academics
and experts from Turkey and Armenia, as well as from other countries.

The symposium aimed to explore the dynamics of the Armenia-Turkey
rapprochement process in 2008-2009, the factors that led to the
current stalemate, as well as the prospects for the revitalization of
the normalization process. Participants were expected to examine the
evolution of the rapprochement by focusing on its intergovernmental
as well as civil society dimensions, as well as to analyze the current
state of the normalization process by not only exploring the positions
of the parties, but also situating the process into the relevant
regional and international context.

The symposium also happened to coincide with the day in 1923 when
Turkey declared itself a republic (Oct. 29).

Participating in the symposium from Armenia were military and
political analyst Richard Giragosian (pictured); Caucasus Institute
Director Alexander Iskandaryan, Human Rights and Conflicts Research
Institute NGO President Armen Melkonyan and head of the Political
Studies Department at the Caucasus Institute Sergey Minasyan.

Richard Giragosian shared his impressions of the symposium and
his prospects for Armenian-Turkish relations with editor of the
Istanbul-based IMC TV Aris Nalci, particularly noting that the
delegation from Armenia was somewhat frustrated and disappointed
after the symposium.

Giragosian said though the conference was organized by two leading
universities in Ankara with the support of Turkey’s Ministry of
Foreign Affairs, and aimed to find new ways of revitalizing the
normalization process, but it seems clear that this conference
reaffirmed two realities: the first, Armenian-Turkish normalization
is no longer a priority for Turkey, and second, Turkey is once again
attempting to “repackage” a precondition over Nagorno-Karabakh with
Armenian-Turkish diplomacy.

“Despite the fact that both the US and Russia, as well as the EU have
made it clear there is no reference to Karabakh within the Protocols.

And to attempt at this late stage to re-link the issues is unhelpful
at best and insincere at worst. So what we see is Turkey seems rather
insincere and in danger of being perceived as an unreliable and unready
interlocutor for Armenia,” he said, adding that it’s unfortunate
because “we have a window of opportunity that is now closing.”

The analyst pointed out that all expectations and the burden are on
Turkey, as “Armenia has done everything it can and more.”

On the matter of normalizing Armenia-Turkey relations, Giragosian
highlighted Azerbaijan’s role, saying that though Azerbaijan has no
place in the dialogue between the two states, it does, however, have
great power over Turkey. In his opinion, this is a problem Turkey
has to deal with, just as the Armenian Genocide is a problem Turkey
has to deal with.

“The Azerbaijan issue has become a domestic Turkish political issue,”
he added.

Speaking about the effectiveness of the discussions held in Istanbul,
Giragosian said that such meetings are very important (“the dialogue
of normalization needs to continue”) as they sustain the momentum
of “Track 2 Diplomacy” between Armenia and Turkey, “to prepare the
groundwork for when the states are ready to recommit.”

“What we’re also doing is correcting a mistake from the Protocols. The
mistake was neither Turkey nor Armenia did enough to prepare public
opinion for normalization,” he said.

Asked by Nalci what Armenia’s next steps might be, Giragosian said:

“We can continue to pressure the Turkish side and to keep the Armenian
side willing and ready to move forward. But at the same time what
we can do is what we’re doing – Track 2 diplomacy in terms of civil
society engagement, to actually sustain this momentum… Just the
fact that we’re coming and going to each other’s countries, just
the fact that the Genocide issue is no longer taboo means that we
need to recognize and build on the progress we have made to date,”
he explained.

If Turkey doesn’t respond to Armenia’s move, if there is no
rapprochement, what might Armenia’s policy be? asked Nalci.

“Well, unfortunately, what concerns me from a civil society point
of view is that Turkey seems to fail to recognize the fact that
patience on the Armenian side is not without limit. And a policy of
preconditions is bold by the Armenian side but without reciprocal
measures from the Turkish side it’s a dangerous political policy that
may change. And the real pressure Turkey faces is 2015, the 100th
anniversary of the Armenian Genocide… I’m just worried that if the
stars don’t align again and normalization doesn’t return to Track 1
state level, there is a bigger danger that next time we try this it
will be that much harder,” Giragosian concluded.

PanARMENIAN.Net – Israel test-fired a ballistic missile on Wednesday,
November 2, Israel Radio said, amid a heightened public debate over
the possibility of an Israeli attack against Iran’s nuclear program.

“Israel today carried out the test-firing of a rocket propulsion
system from the Palmachim base (in central Israel),” a Defense Ministry
statement said.

“This had been planned by the defense establishment a long time ago
and has been carried out as scheduled.”

A Defense Ministry official declined to comment on the type of
rocket tested. But Israel Radio’s military affairs correspondent,
who is regularly briefed by top officers on defense matters, said a
ballistic missile was launched.

Israel, considered to be the Middle East’s only nuclear power,
successfully test-fired a two-stage, long-range ballistic missile
in 2008.

It is widely believed to have Jericho missiles capable of carrying
nuclear warheads, civilian “Shavit” rockets used to launch satellites
and the Arrow missile interceptor.

The launch coincided with mounting speculation in Israel that its
leaders could be preparing a military attack on Iran to curb a nuclear
program they say is aimed at producing atomic weapons. Iran says its
nuclear activities are peaceful, Reuters reported.

The public debate was sparked at the weekend when a newspaper
commentator suggested Prime Minister Benjamin Netanyahu and Defense
Minister Ehud Barak may have decided, without seeking wider cabinet
approval, to attack Iranian nuclear facilities.

In a policy speech opening parliament’s winter session on Monday,
Netanyahu again voiced his view that a nuclear Iran would pose a
serious threat to Israel and to the world.

But he stopped short of making any direct threat of Israeli military
action. Israel has said repeatedly that all options are on the table
in trying to curb Iran’s nuclear ambitions.

Knesset Speaker Reuven Rivlin said Monday that he wanted to convene
an annual parliamentary session of the full Knesset to mark the
Armenian Genocide. “It is my duty as a Jew and Israeli to recognize
the tragedies of other peoples,” Rivlin said according to news reports.

Rivlin added that “diplomatic considerations, important as they may
be, should not deter us from recognizing a tragedy experienced by
another people, reported the Haaretz newspaper.

In recent years the Prime Minister’s Office and the Foreign Ministry
have applied heavy pressure to head off such sessions of the Knesset
out of concern that relations between Israel and Turkey would be
harmed. Turkey denies that it committed genocide against the Armenians.

Since 2008, the full Knesset has allowed the Foreign Affairs and
Defense Committee to hold sessions that have been closed to the
media about the Armenian genocide. Last week, for the first time,
the full Knesset approved the convening of an open, public session
on the issue by the Education, Culture and Sports Committee, at the
request of Meretz Knesset member Zahava Gal-On. This represents a
complete change in approach on the issue.

Probably, there has been no other official, besides former Chief of
Police Alik Sargsyan, in the Armenian governmental system who gave
so many pledges of loyalty to the acting president.

But as his dismissal proved, pledges count nothing in the Armenian
government. Even the appointment to the office of the Advisor
to the President is not the fruit of the amount of pledges but
just a tradition. For instance, former Minister of Finances Vardan
Khachatryan never gave that many pledges, but after leaving office,
he was appointed Advisor to the President. The same goes for the Chief
of Staff of the President, Minister Manuk Topuzyan who was appointed
Constitutional Court Member after his office of Advisor.

Alik Sargsyan’s example should teach a lesson to all the officials
that it is not necessary to consider their main task giving pledges
because Armenia is currently in such a dynamic phase of social-civil
development and global reformation that the government is obligated
to ignore all kind of pledges in certain cases.

All the members of the ruling system need to remember this fact and
understand that the pledge is just a false internal governmental
category and all calculations in the system are made by completely
different logic. Sure, the point is not about the democratic-legal
logic, but it is evident that the palatial structure of the government
is gradually discomposing which is a natural reaction to the formation
of new civil layers, which though in a fragmented way, but started
posing issues very clearly promoting public awareness of all the
layers.

Actually, Serzh Sargsyan destroyed the government he had built
in the result of 2008 election, i.e. March 1. No doubt, planning
the presidential elections, Serzh Sargsyan imagined a different
government. March 1 ruined all his plans creating a completely new
internal governmental situation and forcing Serzh Sargsyan adapt to it.

It is necessary to stress that the point is not about the fact that
Serzh Sargsyan had an idea of a better, more democratic government.

No, the point is about a completely different government not related to
Kocharyan because only such a government would allow Serzh Sargsyan
being the de facto President of the country with all the social,
internal governmental and foreign political responsibility stemming
from it.

By the way, following the internal governmental replacements, we
don’t need to have the false impression of democratic or legal-civil
changes. It is clear that the government is under a process of
formation of transformation which was put off for over 3 years due
to March 1.

The intermediate government that has been present in Armenia for over
3 years seems to be destructing or has already destructed, and Serzh
Sargsyan’s government is coming to replace it. Apparently, the coming
government will be temporary because the current system in Armenia
with its essence and quality is unable to ensure a lasting government.

Serzh Sargsyan understands this fact having a clear idea of the home
situation and global trends.

Merely the new temporary government will be Serzh Sargsyan’s tactics
and not the concession to Robert Kocharyan. Sure, Sargsyan needs
to complete this process, or to bring it to the point after which
Kocharyan will have to only agree with Sargsyan and stop his evident
and covert tries to change the situation. But it is obvious that Serzh
Sargsyan managed to receive the support of the West and Moscow, while
in case of certain layout of realities in the country, he can also
get the support of the opposition Armenian National Congress. Congress
seems to have already voiced its support announcing about the version
of next elections.

Ter-Petrosyan, of course, understands no worse the situation and knows
the government structure better and imagines the deep essence of the
changes preferring not to intervene and not to become an obstacle. I am
repeating, I am not saying Armenia and the authorities are becoming
more democratic and Ter-Petrosyan decided to enjoy this process,
more, Ter-Petrosyan is not entering a deal with Serzh Sargsyan.

Merely, assessing the resources of the opposition, the potential of
public mobilization, and understanding the deep processes happening
in the government and the external influence on them, which is not a
secondary factor, Ter-Petrosyan perhaps prefers not assuming the role
of the unnecessary because if so, he will not better the opposition’s
positions but will only inhibit the internal governmental process.

But in general, having no direct or indirect connection with the
public demand on democratization, as well as with the civil interests,
the current process has positive trends for Armenia in terms of
public perspectives.

Building his own government, Serzh Sargsyan cannot but take into
account the transformations inside the society, the home and foreign
realities, technological transformations which facilitated the
destruction of such regimes which were richer than Armenia, in terms
of stronger self-preservation resources.

The key issue of the ongoing process is the power but any government
is based on the features of its time. Any government expresses the
public atmosphere of its time. Consequently, the society needs to see
not only a regular internal governmental skirmish that has nothing
to do with it and just a fight for power, but the impact of its
transformation on the governmental system.

Yes, Serzh Sargsyan, sooner or later, had to deal with the
establishment of his own government, but it depends on the current
situation in the public atmosphere what government he will establish,
what moods and trends will prevail or will be no less influential
than internal governmental trends in this process of establishment
of government.

Consequently, the society is not witnessing a show, or not only a show,
but the result of its legal-civil transformation, its influence.

This means that the process of public transformations should be kept
and deepened, deepening the internal governmental chaos, at the same
time, keeping it under the direct or indirect public control.

“Heritage” faction MP Anahit Bakhshyan today sent a letter to the
acting mayor of Yerevan and we present the letter below:

On 3 October 2011, in response to my question enlisted as JM-E-0594/11,
on 17 October 2011 I received a letter from the incumbent mayor of
Yerevan with, in my opinion, a forged signature. In the letter, I
had shared my concerns with Karen Karapetyan and the chief of staff
of the municipality.

Please find out and provide me with a response within 10 days according
to Article 7 of the RA law “On the NA Charter” as to whose signature
that is and why that signature was, in my opinion, forged.

Perhaps it is because the questions that I had raised in my letter
to the mayor have been circumvented?

I would like to remind you that my question as a deputy referred to the
article entitled “You Can’t Do That” confirmed by director of school N
27 in Yerevan and published in “Aravot” daily newspaper, as well as not
paying heed to the appeal that schoolteacher Anahit Hovhannisyan sent
to head of the Public Education Department at Yerevan Municipality on
June 28. In the appeal, the schoolteacher had informed that during a
council session, the principal and Armenian language teacher Khlopuzyan
had used slander against her and had hurt her dignity.

In response to her appeal, teacher Anahit Hovhannisyan on July 28 had
received a letter signed by the head of the Public Education Department
of the Municipality in which it was stated that “the issues raised
in the letter don’t correspond to reality”. There was nothing said
about instigating a case as required by the RA law “On Administrative
Grounds and Administrative Case”, as well as the versatility, fullness,
objectivity of the proceeding established by Articles 35, 37, 38 and 39
of the Law, hearing the participants and the suitability of the cases.”

YEREVAN, October 31. /ARKA/. Vazgen Safaryan, head of the Union of
Armenia’s Domestic Manufacturers, thinks Armenia should shift from
social-oriented budgets to an investment budget.

He told journalists on Monday that the 2012 government budget is
socially oriented.

He said that the funds intended for social area are planned to be
enlarged by AMD 35 billion from AMD 271 billion in 2011 to AMD 207
billion in 2012.

This will make it possible to increase the pension size by AMD 3,000
and benefit size by AMD 2,700.

“But I have repeatedly said and will say again that we should shift
from survival, consumer and social budgets to investment budgets,”
Safaryan said. “This will ensure economic development, particularly
industrial development.”

Armenia’s industry is stably growing, he said. It grew about nine
percent over nine months of this year.

Speaking about other sectors, the expert said that agriculture
contains weather-caused risks, and the role of construction has
been overestimated – the share of construction in the most developed
countries doesn’t exceed 5% of GDP, while in Armenia it reached 25%.

Pointing out that this was due to outside factors, he added that
construction here was carried out at the account of the capital
brought from the outside.

“Construction volumes no longer can be large in the country, since
construction of residential houses is already oversaturated here,
and construction can be carried out for industry and tourism areas,”
Safaryan said stressing the necessity to develop industry.

According to official statistical reports, construction in Armenia
faced 25.2% decline in September 2011, compared with the same month
a year before.

However, construction here grew 19.4% in September, compared with
the previous month, to AMD 49.1 billion.

Agriculture sector’s output in current prices amounted to AMD 169
billion in September 2011 after growing 18.6%, compared with the
previous year’s September.

On September 29, Armenian government approved the 2012 draft budget.

The budget revenue is projected at AMD 910 billion, spending AMD
1042.5 billion and deficit 132.5 billion here.

In this draft budget, revenue is planned to be enlarged by 6.8%
in 2012, compared with 2011 (AMD 852.4 billion) and spending is
projected to grow by about AMD 41.5 billion. ($1 – AMD 378.58)..

40 t d’aide humanitaire dans la province turque de Van (sud-est)
ravagée dimanche dernier par un séisme de magnitude 7,2, a annoncé
le service de presse du ministère arménien.
