PanARMENIAN.Net – British ambassador to Armenia does not expect UK’s
stance on the Armenian Genocide issue to be changed in the nearest
future.

As Charles Lonsdale told a press conference in Yerevan, Britain
perceives the issue to be solved by Armenia and Turkey, without a
third party’s mediation.

In this context, the ambassador noted that British people and
government respect the memory of victims of “Armenian massacre and
deportation in the Ottoman Empire.”

“I know how painful it is for Armenians,” he said.

Ambassador Extraordinary and Plenipotentiary of the United Kingdom
of Great Britain and Northern Ireland to Armenia Charles Lonsdale is
completing his mission in our country. He’s leaving with his Armenian
wife, promising to continue to encourage tourists to visit Armenia.

The forthcoming parliamentary and presidential elections are important
steps for Armenia, and the Ambassador wants to them to be the most
transparent ones. “This is an opportunity for Armenia to demonstrate
a step forward in its democratic development.”

Although Great Britain is not directly involved in the process
of settlement of the Karabakh conflict, it is interested in the
maintenance of peace and stability in the region, the Ambassador told
a press conference today.

Great Britain has commercial interests in the region, and stability
is important also from the economic point of view, he added.

“We continue to support the Minsk process, hoping that the process
will lead to a peaceful settlement,” he said.

“We would like to see a peace agreement signed, and it primarily
depends on two governments,” the Ambassador stated.

Charles Lonsdale attached importance to President Serzh Sargsyan’s
initiative of normalizing the Armenian-Turkish relations. “We want to
see close relations between the governments and peoples of Armenia
and Turkey, and Great Britain makes efforts in this direction,”
the Ambassador said, adding, however, that he would like to see more
effective results.

The changes in Armenia’s leadership are not random, as many local
media and analysts have confirmed. There is a big plan of changes
among the elite, which was conceived immediately after the 2008
presidential election and was launched a year ago, Director of the
Yerevan-based Caucasus Institute Alexander Iskandaryan told reporters
today, describing the developments as a process of distancing the
oligarchy from power.

At the same time, Iskandaryan stressed that this is not part of the
election campaign, but on the contrary: preparations for the May 2012
parliamentary elections are part of this process.

“It is an attempt to remove the oligarchs from making policies. The
complexity of the process lies in the fact that in this case, those
in power are not fighting with the opposition but with themselves,
since those economic interest groups are within it, within the ruling
party,” he said.

The political analyst recalled how a year ago, when, for example,
the Minister of Justice was being replaced, he couldn’t talk about
serious changes, but after the recent resignation of the parliamentary
speaker, the country’s second most influential position, the process
became evident. “I’m not saying that the process is complete or that
it will succeed. We are in this process, and it is the most important
thing happening in Armenia today.”

Asked how resolute the country’s leader is in the given situation,
Iskandaryan said: “I don’t have personal conversations with
the president. I make judgments based on publications and public
appearances. Such revolutionary changes can’t take place without the
president’s agreement – they come out of the presidential apparatus.

Only he could initiate this process. We are neither Switzerland nor
the Netherlands, but at the same time, we’re neither Turkmenistan
nor Azerbaijan nor Russia where serious issues are resolved with
the stroke of a pen. So it’s a political struggle. And that which
is happening is a struggle because the people who go do not always
agree with these decisions.”

As for the role of the opposition – namely, the Armenian National
Congress – in this process, according to the analyst, this depends
on the results of its participation in the parliamentary elections.

Next week, the Bulgarian journalist Tsvetana Paskaleva will present
a 7-part, 3.5-hour-long film, The Wound of Karabakh, in six languages.

The film deals with the history of the Nagorno-Karabakh conflict,
from its outbreak to the capture of Shushi. The film was patented
and released in the United States. At present, this is the first
documentary dealing with the history of the Nagorno-Karabakh conflict.

“When, by means of the Vesti news program I showed what was going on
Shahumyan, it was an information boom. I showed how the Soviet army,
in cooperation with the Azeri task force, was evicting the Armenians
from their land,” Paskaleva recalled.

The first part, Heights of Hope, released in 1991, tells about
Shahumyan and a never-dying hope.

The second part deals with the tight ring round Stepanakert – after
the fall of Shahumyan and Martakert, when the Nagorno-Karabakh capital
was shelled every day.

The third part, My Dear, Alive and Dead, tells about the war without
hostilities – about the children, widows and old people, who lived
the war zone.

“I was naïve then. I believed each of my reports or piece of news
could change something,” Paskaleva says.

The fourth part of the film deals with the formation of Armenia’s
national army. The fifth part tells about the Armenian intellectuals
that joined the army in battle.

The sixth part deals with the post-war period. Stepanakert was being
cleared of the ruins, and birthrate showed an upsurge. The liberation
of Shushi sums up the series. “Now that 20 years have passed I can
presented some kind of report. I feel especially responsible for it,
and I can put my signature to each word and each single picture,”
says Paskaleva.

She believes that, shown in six languages, the film will have
as serious impact on the international community. Of much greater
importance, however, is, according to Tsvetana Paskaleva, the message
for the Armenian young people – “they should know about the cost of
Artsakh’s libration.”

Armenie-Vendee celèbre les 20 ans de l’independance de ce pays ce
week-end avec une exposition et un dîner officiel. Rencontre avec la
presidente de l’association, Francoise Govciyan.

Quel est le rôle de l’association Armenie-Vendee qui existe depuis
quatre ans ?

Nous sommes environ 35 membres, Armeniens d’origine et non. Nous
travaillons a faire connaître l’Armenie en Vendee en organisant par
exemple des conferences presentant ce pays qui est independant depuis
20 ans. Nous sommes en relation avec l’universite francaise a Erevan
où sont inscrits environ 600 etudiants. Nous en accueillons tous les
ans en Vendee. Cette annee, ils etaient cinq a se rendre dans des
entreprises du departement, afin de decouvrir leur fonctionnement.

Notre travail consiste donc a rechercher des societes vendeennes
susceptibles de les prendre en stage. Nous sommes en relation avec
le conseil general qui finance le voyage des jeunes Armeniens qui
viennent en entreprises ici. L’atout de ces etudiants est qu’ils
parlent plusieurs langues : russe, anglais, francais et meme perse
pour certains. Ils sont très ouverts sur l’Europe. Les industries
francaises commencent a s’implanter la-bas.

Les etudiants sont heberges a La Roche-sur-Yon. Nous sommes aussi
associes au Lion’s club et a l’ambassade de France.

Comment est la vie au quotidien en Armenie ?

Ce n’est pas si evident. Le salaire moyen est de 100 ¤. Pour vivre
correctement et subvenir a leurs besoins, les Armeniens multiplient
les petits boulots, c’est le système D. En 20 ans, l’Armenie qui
est un pays grand comme la region des Pays-de-la-Loire, a evolue. La
population se monte a environ 3,5 millions d’habitants.

Mais l’Armenie est confrontee a un problème : de nombreux jeunes,
qui ne trouvent pas de travail, partent s’installer a l’etranger. Il
faut dire que les Armeniens ont la faculte de s’integrer facilement
dans un pays.

La capitale Erevan regroupe a peu près les trois-quarts de
la population. De nombreux habitants quittent la campagne pour
s’installer dans cette metropole où se construisent enormement de
logements. Quand je rencontre de jeunes Armeniens, je les incite
a rester dans leurs pays. Il faut tenter d’eviter la fuite de la
matière grise a l’etranger.

La diaspora armenienne est-elle importante en Vendee ?

Nous ne sommes pas très nombreux. Mais beaucoup d’Armeniens sont
implantes en France a Paris, Lyon et Marseille. Nous sommes très
solidaires entre nous, nous ne laissons jamais tomber un compatriote.

La France est le troisième pays d’accueil des Armeniens après la
Russie et les Etats-Unis.

Nous organisons ce samedi un dîner officiel armenien a Mervent. Parmi
les personnalites invitees, seront presents l’ambassadeur d’Armenie
en France, l’ambassadeur de France en Armenie et le primat du diocèse
armenien de France, le president du conseil general, le maire de
Fontenay. Nous sommes en train de monter un projet de voyage sous
forme de circuit en Armenie.

Despite the lowering of the level of relations between the countries
in the Central Asian region, the Caucasus, and Asia Minor, with the
regime occupying Jerusalem, during the past few days the military
officials of the Republic of Azerbaijan have spoken about extensive
military relations between that country and the vile Zionist regime.

Although, in view of the conditions in the region and the
intensification of anti-Zionist and anti-American feelings in the
Middle East and Asia Minor, the government in Baku is trying to keep
hidden the details of its military collaboration with the regime
occupying Jerusalem, nevertheless, during the past few days a number
of military officials of that country have unwillingly revealed some
information regarding this issue.

Uzeir Jafarov, the head of the Military Studies Center of the
Republican of Azerbaijan, in an interview with a media outlet
affiliated with the Zionist regime, has spoken of the purchase of
pilotless aircraft [drones] from Israel. These aircraft are not
capable of carrying missiles and can only be used for intelligence
and monitoring purposes.

Another military official of that country has also recently said
that 30 percent of the parts and equipment for those aircraft are
manufactured by “Azerbaijan’s Azad [Free] Systems,” while 70 percent
of the parts of those aircraft will be built by Israeli companies
and will be assembled in the territory of the Republican of Azerbaijan.

The military officials of Ilham Aliyev’s regime have stressed that
Israel plays a major role in modernizing the military, security,
communication, and defense capabilities of the Republican of
Azerbaijan.

This is despite the fact that the Muslim people of that country are
strongly opposed to any form of interaction between their country and
that unbridled regime [Israel]. This is why government officials in
Baku try hard to keep their relations with the Zionist regime hidden.

In view of all this, one can find the reasons for this situation in
two issues:

1- The claims of the regime of the Republican of Azerbaijan regarding
Karabakh, which is a source of disagreement with its neighboring
country, Armenia, have always been condemned by international
organizations, including the Security Council, and Aliyev’s efforts in
this regard have not produced any results. In view of the support of
Israeli officials for the positions of Azerbaijan on the issue, Ilham
Aliyev has leaned more towards that direction, so that by signing
military contracts he can, in his view, achieve a more powerful
position vis-a-vis Armenia.

2- The second issue concerns a matter that is of great importance to
the Zionist regime; namely, the Islamic Republic of Iran. Officials in
Tel Aviv have always tried to establish close relations with Iran’s
neighbors and to incite them to create tension, to undermine the
foreign policy of our country, and to portray the Islamic Republic to
the international community as a country that is full of tension. In
view of the events that have taken place during the current year in
the region, which resulted in Turkey, Egypt, and Tunisia breaking
off relations with the regime, the Zionists have been drawn towards
rogue dictators such as Ilham Aliyev.

There is no doubt that the contentious action of that country
in connection with martyring some border guards of our country
and engaging in media propaganda following that incident have been
carried out as the result of Zionist incitement and are in line with
the same goals.

In view of all this, one must say that as the result of the repeated
failures of the regime occupying Jerusalem in its foreign policy
and the heightening of public disgust towards that regime, Aliyev’s
government has engaged in a lose-lose game, whose evil consequences
will affect Azerbaijan.

PUBLICATION ON THE DEMOCRATIC CONTROL OF THE ARMED FORCES IN ARMENIA TO BE PRESENTED

The volume entitled “Armenia and Democratic Control of the Armed
Forces: Analysis and Perspectives” will be presented to the public
on November 14.

The publication is a collection of analytical articles on the OSCE
Code of Conduct on Politico-Military Aspects of Security, its history,
Armenia’s and international experience in implementation of the Code.

The publication has been prepared by a group of experts from Drastamat
Kanayan Institute for National Strategic Studies under the Armenian
Ministry of Defense as well as from other institutions with the
support of the OSCE Office in Yerevan.

The event will bring together representatives from the Armenian Defense
Ministry, National Assembly, Ombudsman’s Office, Military Prosecutor’s
Office, civil society, students and international community.

Dunja MijatoviÄ~G, in a letter to Armenia’s Foreign Minister Edward
Nalbandian expressed concern over the growing number of libel suits
filed against Armenia’s news outlets, and called upon the authorities
to further reform the legislation to adequately protect the media in
civil defamation cases, OSCE said in a press release.

“I welcomed decriminalization of defamation in Armenia in May 2010
as a significant step toward ensuring a media-friendly environment.

Regretfully since then, almost 30 civil defamation lawsuits have been
brought against newspapers, including 11 this year,” MijatoviÄ~G said.

“In most cases, the compensation sought is out of proportion to the
damage allegedly inflicted.” MijatoviÄ~G stressed that compensation
awarded in civil libel lawsuits should be proportional to actual
damages and should not lead to the closure of a news outlet, which
would “result in limiting press freedom”.

In her letter to Minister Nalbandian, she said her Office is ready
to assist Armenia in further reforming its media legislation and
promoting freedom of the media. As an example, she referred to a
training seminar organized in Yerevan on November 1 by the OSCE, to
help familiarize Armenian judges with international best practices in
defamation cases. “I hope this initiative will help contain the wave
of libel suits filed against Armenian media,” MijatoviÄ~G underlined.

According to the Ministry of Emergency Situations, Selim mountain
pass has been closed as a road cleaning company is now working there
to make it trafficable.

A highway in Sisian region (Syunik province) is also said to be
blocked.
