La production d’electricite en Armenie au cours des huit premiers mois
de cette annee a augmente de 14,6% sur un an a plus de 5 milliards
de KWh a annonce le Service national de la statistique.

Selon le service la production d’electricite par les centrales
thermiques a presque double en un an a 1,307 milliards de KWh, alors
que le volume d’energie produit par les centrales hydroelectriques
a chute de 2,6% a 1,831 milliards de KWh.

La centrale nucleaire a genere 1,879 milliards de KWh soit 37,4%
de la puissance globale generee.

Ce chiffre represente une hausse de 2,1% si on le compare aux huit
premiers mois de 2010.

Les centrales thermiques representent 26% de l’electricite totale et
les centrales hydroelectriques 36,5%.

L’energie eolienne a produit 2,1 millions de kWh d’electricite soit
19,2% de moins qu’un an avant. Sa part dans la production electrique
globale entre janvier et août 2011 etait de 0,04% .

BUENOS AIRES-Nagorno-Karabakh Republic President Bako Sahakian
on Friday addressed Argentina’s Council of Foreign Relations and
discussed the recent developments of the Karabakh peace process,
as well Karabakh-Argentina relations.

Sahakian said that Latin America was an important facet of the foreign
policy considerations of the Nagorno-Karabakh Republic for several
reasons among them the large Armenian community as well the growing
clout of the region in international relations.

He underscored the important role Argentina plays developing relations
with Latin America and expressed gratitude to Argentina’s government
for its approach toward Argentine-Armenians and the Republic of
Armenia.

“A state, which allowed our compatriots who were narrowly escaping the
Armenian Genocide and other persecutions find make their new home,
while not forgetting their historical roots, deserves the highest
level of appreciation,” said Sahakian.

The Karabakh president also provided a historical perspective on
Karabakh by outlining that from the onset of its formation, Azerbaijan,
a country that never existed before, has made territorial claims from
all its neighbors in hopes of creating a pan-Turkish state.

Sahakian emphasized that official Stepanakert wanted an peaceful
resolution to the Karabakh conflict and to address all issues with
Azerbaijan through dialogue. He said, however, that Azerbaijan’s
extremist and belligerent anti-Armenian policy, which is being
formulated and executed by the highest levels in government, was the
key obstacle to the negotiation process.

He also stressed that Karabakh independence and security cannot be
subject for debate by any entity in the world.

UNIVERSAL CITY-The Armenian National Committee of America – Western
Region welcomed more than 800 community members on Saturday, November
26 at the Sheraton Universal to one of its most successful annual
banquets in recent memory.

The guests were treated to presentations packed with substance
and excitement as elected officials, military veterans, community
benefactors, and accomplished and dedicated individuals were honored.

A video presentation, produced by Ara Soudjian, highlighted the many
diverse programs of the ANCA.

Banquet committee chairladies, Christina Jabarian and Linda Adran The
evening began with remarks by the Annual Banquet committee co-chairs,
Christina Jabarian and Linda Adran. Jabarian stated that “[tonight we]
stand tall and proud and marvel at the accomplishments of the Armenian
National Committee of America – Western Region.” Jabarian ended with
a message of gratitude: “To the soldiers of Hai Tahd, a big thank you!”

She was followed by Adran, who emphasized that “continued support,
dedication, and activism will help us all” attain the goal of
completing the great deal of work that remains.

Lara Garibian’s moving rendition of the US and Armenian national
anthems was followed by an ecumenical invocation presented by Western
Prelate Archbishop Moushegh Mardirosian, Reverend Joseph Matossian of
the Armenian Evangelical Union of North America, and Very Rev. Father
Krikor Chahinian of the Armenian Catholic Church.

The impressive awards ceremony of the evening began with Congressman
Ed Royce, who received the Man of the Year Award for his steadfast
support of Armenian-American issues in Congress. Royce was presented
the award by chairman of the National Organizational of Republican
Armenians, Aram Gaboudian.

Royce stated without equivocation that, “it’s long past time for the
United States to stand with the rest of the world on human rights.” He
continued by saying that “the property that has been confiscated should
be returned to the rightful owners and that’s the stand we’re taking”,
referring to the church properties stolen and appropriated by the
Turkish government in the wake of the Armenian Genocide. Exalting
the work he had seen them do, he said that “the ANC[A] has been a
formidable force” in American politics.

The congressman was followed by His Eminence, Prelate of the
Western Prelacy of the Catholicosate of Cilicia, Archbishop Moushegh
Mardirossian, who received the Khrimian Hayrig Award for his ceaseless
work strengthening the voice of the Armenian nation. Archbishop
Mardirossian provided a historical background of Khrimian Hayrig, who
is famous for insisting that Armenians, instead of negotiating for
their rights with a paper ladle, use an iron ladle instead. ANCA-WR
Board member Pattyl Aposhian-Kasbarian presented the Prelate with
the award.

Archbishop Mardirossian confidently pronounced that, “it is indeed
the duty of all Armenians to champion the Armenian Cause, advocate for
human rights, unrelentingly pursue truth and justice, bring awareness
of our Cause in the international arena until justice is served and
recognition of the Armenian Genocide is attained. The ANC[A] is at
the forefront in the pursuit of our Cause. It is our national duty
to join them in this pursuit and unite our efforts so that we may
triumphantly reach our greatest goals and dreams.”

The definitive highlight of the evening came before dinner when Raffi
Hamparian, ANCA National board member, introduced Armenian-American
military veterans, most of whom had served in combat roles. He began
by saying, “valor, duty, service, sacrifice, patriot, hero, these are
the codewords, the hallmarks, the signatures, of the individuals we
honor this evening.”

The veterans that were honored during the banquet In a spontaneous and
extremely touching moment, Nikki Smith (nee Satenik Gondjian), a 92
year old World War II U.S. Navy veteran, helped push the wheelchair
of Kevork Khachadurian, a 22 year old double-amputee and U.S. Marine
Corps veteran, up to the stage. The audience at the banquet gave a
standing ovation to all the veterans as they approached the stage and
they continued to stand for over eight minutes as each of them received
their awards, remarks were made, and as they exited the stage. The
veterans honored also included Baleny Minas (USMC), Karo Krtikashyan
(US Army), Jimmy Abbamontian (USMC), John Merguerian (US Army)
who were present. Shahe Assilian, Hovig Margossian, Raffi Yeremian,
and Adrineh Gouloomian were also honored but could not attend.

The awards to the veterans were presented by Rep. Linda Sanchez
(D-Calif.), a member of the House Veterans’ Affairs Committee.

Smith and Khachadurian, the oldest and youngest among the veterans,
offered some thoughts. Khachadurian gratefully said, “I’m honored
to be here…thank God for the guys who saved me out there, if it
weren’t for them, I wouldn’t be here with you all.”

Smith told her story of how she joined the armed forces and how
things have changed since her time in the service: “I joined without
my parents knowing [and] my mother responded “over my dead body”,
in Armenian.”

She highlighted the considerable advances in women’s rights since her
time in the military and how it’s changed over the years: “During
my service time, the women in the branches were auxiliaries known
WAVES, WACS, WASPS, and SPARS [referring to the acronyms used to
describe women in different areas of service during World War II],
now through the equality that women gained in the past 60 years,
women now serve side by side with their male counterparts and are
simply known as Army, Navy, Air Force, Marines.”

Smith concluded by capturing the audience and telling them about being
part of the first group of people to become a member of what would
eventually be known as they Armenian Youth Federation, saying that
when she “was 13 years old” she was initiated by “General [Karekin]
Njdeh,” as she referred to him, the founder of the AYF, and that she
remained a “tseghagroon,” the term used to describe the first group
of members, until she was 18 years old.

After dinner, the chairman of the ANCA-WR, Andrew Kzirian, delivered
the keynote address of the organization. He outlined the goals of
the organization, “to prepare Armenian-American youth for leadership
in modern-day society, to engage public officials, [and] to mobilize
and activate our grassroots.” Kzirian then enumerated the numerous
challenges and opportunities of the ANCA-WR, while maintaining a
powerful and positive tone, focusing on the community’s strength,
that kept the crowd engaged.

Kzirian expressed the ANCA-WR’s sincere and deep gratitude to the
generous donors of the evening, among them Mr. & Mrs. Harry & Cheryl
Nadjarian, who were the gracious major sponsors of the banquet.

Ashkhen Pilavjian, Mr. & Mrs. Varant & Hoori Melkonian, Mr. & Mrs.

Kzirian was followed by ANCA-WR Board Member, Nora Hovsepian, who
informed the audience about ANC Grassroots, a three-day gathering,
which brought together more than 500 activists and advocates, who
were joined by some of the foremost experts in the fields of law,
academia, politics, the arts, media and entertainment. Hovsepian
aptly pointed out that, given the very little overlap in attendees
between ANC Grassroots and the ANCA-WR Annual Banquet, more than
1,300 individuals had gathered over one weekend in the interest of
the Armenian Cause: a first and promising step for the future.

The Legacy Award, going to individuals who have, over the years,
continuously supported the Armenian community, went to Hacop
Baghdassarian, a longtime benefactor of many Armenian organizations,
including the ANCA-WR. On stage, he offered his remarks in Armenian,
saying, “we are responsible to help the Armenian Cause…they do a
wonderful job.” Baghdassarian is the owner of the popular mall food
store chain, Massis Kabob. ANCA-WR Board member Aida Yeghiazarian
presented the award to Baghdassarian.

California State Assembly Member Anthony Portantino, who was
honored as the Legislator of the Year, opened his remarks with “pari
yerego”, meaning “good evening”, saying that he would be practicing
his Armenian there that night. As one of the stalwart supporters
of Armenian-American issues in the California State Legislature,
Portantino spoke about his experience, extolling the ANCA-WR and
stating he believes that “this community [the Armenian-American
community] is the finest example of grassroots activism […] in
California.” Known for saying “life is good”, he stayed true to his
earlier stated intention and closed his remarks in saying, “gyankuh lav
eh.” ANCA-WR Government Relations Director, Haig Hovsepian presented
the award.

Chris Gouldjian presents award to Ken Khachigian Honored for his long
list of accomplishments as an Armenian-American throughout a fruitful
professional career, including being the speechwriter to President
Ronald Reagan, advisor on nine presidential campaigns, and referred
to as the “Lion of California GOP Politics,” Ken Khachigian was the
recipient of the Lifetime Achievement Award. “I commend the Armenian
National Committee [of America] for its involvement in the critical
issues facing […] the Diaspora,” said Khachigian.

He then told the story of how he was the son of Genocide survivors and
how that colored his experience, growing up as an Armenian American.

He concluded in offering sage advice, that “with determination and
a sense of a our history I know that there are many more who can do
what I did: to make a difference, to be useful to our country[…],
and to honor the memory of those who survived the desert, and those who
did not.” ANCA-WR Board advisor Chris Gouldjian presented the award.

Zareh Sinanyan presents award to Vic Darchinyan The coda of the evening
was when Vic Darchinyan, renowned boxing superstar, was bestowed the
People’s Champion award by ANCA-WR Board member Zareh Sinanyan.

An exciting introductory video showed the many completed knockouts
during his fights, which included a clip showing Darchinyan using the
opportunity after his fight on April 23, 2011, to dedicate his victory,
on live television, to the memory of the 1.5 million martyrs of the
Armenian Genocide. Humble and succinct, Darchinyan ended the evening
by offering a small insight into his approach to the Armenian Cause:
“I’m using my brain and my fists.”

The Armenian National Committee of America-Western Region is the
largest and most influential Armenian American grassroots advocacy
organization in the Western United States. Working in coordination with
a network of offices, chapters, and supporters throughout the Western
United States and affiliated organizations around the country, the
ANCA-WR advances the concerns of the Armenian community on a broad
range of issues.

Le vice-president americain Joe Biden a presse la Turquie de ratifier
sans condition les protocoles passes avec l’Armenie, et soutenus par
l’Occident, concernant la normalisation de ses relations avec son
voisin, “dans les mois a venir”, alors qu’il achevait le 4 decembre
une visite officielle a Ankara et Istanbul.

Un membre de l’administration Obama a indique que la question des deux
protocoles armeno-turcs, signee en 2009 et geles depuis 2010 en raison
de l’entetement de la Turquie a en conditionner la ratification par
son Parlement a un règlement du conflit du Karabagh favorable a Bakou,
etait inscrite a l’agenda des discussions de M.Biden avec le president
turc Abdullah Gul, son premier ministre Recep Tayyip Erdogan et le
president du Parlement Cemil Cicek.

Lors d’un petit-dejeuner avec M. Cicek le 2 decembre, M. Biden aurait
“salue le fait que les protocols pour la normalisation des relations

Le vice-president americain a rencontre M. Gul un peu plus tard le
meme 2 decembre a Ankara avant de se rendre a Istanbul où il devait
avoir des entretiens separes avec M.Erdogan le 4 decembre. “Au sujet
de l’Armenie, il a dit au premier ministre ce qu’il avait dit au
president Gul, a savoir qu’il esperait que le retour des protocoles
a l’ordre du jour du Parlement turc produirait ses fruits dans les
mois a venir”, a precise le representant de l’administration Obama.

La Secretaire d’Etat americaine Hillary Clinton avait delivrer un
message similaire au gouvernement turc lors de sa dernière visite
a Istanbul en juillet. Les responsables turcs et Erdogan en tete,
n’ont cesse de repeter qu’il ne fallait pas attendre de ratification
de ces protocoles par le Parlement turc sans une percee diplomatique
significative dans le processus de negociations entre Armeniens et
Azeris au sujet du Haut Karabagh, alors que la Turquie et l’Armenien
avaient signe ces protocoles sans les soumettre a des conditions
prealables.

L’Armenie avait rejete vivement les conditions posees par Ankara
et le president armenien Serge Sarkisisan avait menace au debut de
l’annee d’en retirer la signature de l’Armenie si Ankara persistait
a lier ce processus au règlement du conflit du Karabagh.

Selon le journal d’Istanbul “Hurriyet Daily News”, M.Biden aurait
fait savoir a M. Gul que la Turquie devait “accelerer le processus de
normalisation avec l’Armenie” si elle souhaitait que l’administration
Obama continue a bloquer les resolutions presentees au Congrès
americain concernant la reconnaissance du genocide des Armeniens de
l’Empire ottoman en 1915.

Cette mise en garde qu’aurait adressee M. Biden a Ankara pourrait
conforter dans leurs critiques les detracteurs armeniens des protocoles
dans le cadre d’un rapprochement armeno-turc qui se ferait selon eux
au detriment du processus de reconnaissance internationale du genocide
de 1915.

Ils avaient deja fait part de leur indignation quand M. Biden avait
declare l’an dernier que M. Sarkissian lui-meme aurait demande a la
Maison Blanche de ne pas utiliser le mot de genocide pour qualifier
le massacre d’un million et demi d’Armeniens de l’Empire ottoman tant
que le processus de negociations entre la Turquie et l’Armenie etait
en cours.

A Erevan, comme a l’ambassade americaine d’Armenien, on avait recuse
une telle information, meme si la declaration de M.Biden avait ete
filmee par un militant armeno-americain. M.Biden avait ete l’un des
plus fervents defenseurs des resolutions relatives a la reconnaissance
du genocide des Armeniens presentees devant le Congrès quand il etait
encore senateur.

The renowned French chansonnier Charles Aznavour is coming to Moscow
to present a show titled “En toute Intimite” (“Totally Private”),
which features songs from his most recent album, “Aznavour Toujours,”
and greatest hits.

The 87-year-old crooner has written more than 1,000 songs and sold
more than 100 million copies of his albums worldwide. Of Armenian
ancestry, he has retained close ties with Armenia – two years ago
he was appointed ambassador of Armenia to Switzerland and Armenia’s
permanent delegate to the United Nations. He also has a lot of fans
in Russia, where he has performed several times.

The show at the Kremlin Palace may be the last opportunity for Moscow
audiences to see Aznavour live in concert, as his performances since
late 2006 have come as part of a global farewell tour.

The EU is very pleased to see ambitious reform efforts from Armenia,
bringing together important priorities of EU-Armenia relations,
including preparations for a Deep and Comprehensive Free Trade
Agreement, European Commissioner for Enlargement and Neighbourhood
Policy tefan Fule said today.

In a statement following his meeting with Prime Minister
TigranSargsyanof Armenia,on 5 December in Brussels,the Commissioner
reiterated the EU’s commitment “to support Armenia in advancing
its ambitious reform strategy” and encouraged Armenia “to remain
committed to political reforms, particularly with regard to forthcoming
elections.”

Fule said both the EU and Armenia had welcomed the recent signature of
a Mobility Partnership “as an important step towards bringing European
and Armenian citizens closer together,” as well as the recently
adopted EU assistance for governance and the public sector in Armenia.

The Commissioner said the visit of the President of the Republic of
Armenia, MrSerzhSargsyan, to Brussels early next year should “further

Two candidates were proposed today for the post of the chairman of
the National Assembly – vice Speaker Samvel Nikoyan from the ruling
Republican Party of Armenian and Larisa Alaverdyan, a member of the
opposition faction “Heritage,” News-Armenia reports.

Nikoyan promised to be objective in his work and ensure the normal
operation of Parliament, regardless of the political views of its
members. He also said that he expects political debates to heat on
the eve of the forthcoming parliamentary elections.

For its part, the deputy Alaverdyan said that the National Assembly
must move beyond personal and group interests and protect national
interests.

Elections will be held on Tuesday by secret ballot.

ErdoÄ?an’s Apology for the Dersim Massacre

Turkish Prime Minister, Recep Tayyip ErdoÄ?an, apologized
recently on behalf of the Turkish Republic for the 1937?1939 Dersim
mass killings and stated that the CHP party, which ruled back then,
was responsible for the military operations in Dersim (now Tunceli),
an Alevi/Alawi populated city.

Turkey’s main opposition CHP party leader, Kemal KılıçdaroÄ?lu,
criticized ErdoÄ?an’s comment on Dersim killings at the Assembly Hall
of KozyataÄ?ı Cultural Center of Istanbul’s municipality. The
leader of the CHP stated that the people of Dersim in eastern Turkey would
not allow their pain to be exploited for political reasons by the AKP. Kemal
kılıçdaroÄ?lu, an Alevi himself, paid special attention to this
point because he was born in Dersim. Other leftist parties, such as the
Workers’ Party, criticized this debate as well. They argued that the Dersim
conflict was a battle between feudalism and the young Turkish
Republic. Hence, this apology means for them a step towards ethnic and
religious obscurantism.

However, DoÄ?u Ergil, a political scientist, told the
Hürriyet newspaper that an apology was not enough and that
ErdoÄ?an should address other dark pieces of Turkish history as
well. Thus, the debate should not be limited to the Dersim
killings. Turkey should also apologize for the 1915 Armenian killings
and the September 6?7 1955 Istanbul pogrom that resulted in a mass
exodus of minorities from the country. The liberals applauded this
apologize as a good starting point to review the single party period
and Markar Esanyan, a columnist, evaluated it as a chance for a new
era in Turkish historiography.

Redeemable Military Service and Conscientious Objection

Military service is considered the most important public service that
can be fulfilled by a Turkish citizen. Traditionally, Turkish soldiers
are called `Mehmetcik’ which means `the prophet of Islam’ in an
interesting social norm. The changing sociopolitical balances have
forced governments to update the period of military service and offer
the option to soldiers to decrease their military obligations from a
full 12 months period to 21 days by paying a fee. The new bill that
stipulates the exemption from the 21 days basic military service by
paying an amount of money finally passed despite the strong
reservations of the Chief of the General Staff, Necdet Ozel.

According to researches, the majority of the Turkish society is
negative towards the new bill because it gives the chance to wealthy
people to overcome the trouble and dangers of a compulsory military
service while poor people cannot. Thus, the principle of equality does
not apply to the new law. However, both the conservative and the
liberal media supported the bill for different reasons. Conservative
media advocated the idea of establishing a `professional army’ that
might be more effective in fighting terrorism instead of involving the
Turkish Armed Forces which have been burdened with cases such as
`Ergenekon’ and `Balyoz’. A liberal columnist of the Star newspaper,
Ahmet Altan, brought up the issue of `conscientious objection’. Altan
stated that `conscientious objection’ is part of the international law
and that the AKP government has a positive attitude towards it as
well. Finally, the nationalists rejected the new bill. Indeed,
according to the Nationalist Movement Party (MHP), the core purpose of

Tension between Turkey and Syria Increases

The situation in Syria gets increasingly complicated and Turkey could
not remain unaffected by its neighbors. The debates about the future
of the relations of these countries have multiplied from both the
Turkish media and the political parties.

During the last two weeks, the most pressing issue for Turkey’s
foreign affairs was Syria’s increasing support for the PKK. According
to the majority of Turkish newspapers, Syria provided the PKK with
three camps which are located close to eastern Turkey. In addition,
Damascus seems to use those 1000 armed PKK fighters against Syrian
rebels who are protected by Turkey. Therefore the military
capabilities of the PKK became much stronger this winter. The letters
between Abdullah Ocalan and his lawyers, which were seized during the
KCK operation, seem to prove the relationship between Syria and the
organization. Furthermore, the recent attack against Muslim pilgrims
from Turkey in Syria confirmed that their bilateral relations have
seen better days. Hence, according to the Turkish Ministry of Foreign
Affairs, it is not suggested to Turkish citizens to visit Syria.

The ruling AKP as well as some conservatives and liberals considered
the possibility of imposing sanctions on Syria. Indeed, conservative
media such as `Zaman’ as well as the AKP party went as far as to
discuss the possibility of a military intervention in order to
`protect Turkey and regional security’. However, Vice?Prime
Minister Bulent Arınc stated that armed struggle is not an
option and sanctions must be economic and political. Moreover, the
Workers’ Party advocates that sanctions against Syria would lead to a
separation of Turkish society but the pro?Kurdish BDP has not made
any official statement yet.

ErdoÄ?an: A Popular yet Controversial Prime Minister

The articles of Time magazine and The Economist about Prime Minister
Recep Tayyip Erdogan became the most popular subjects during the last
two weeks.

The latest issue of the Time magazine provides details on Erdogan’s
career as well as on the problems of the Turkish democratic
system. Special attention is given to the results of a poll carried
out by the Maryland University according to which Erdogan has been the
most admired leader among the Arabs. The Time argues that Erdogan’s
high popularity is the result of his foreign policy. Indeed, the AKP
has chosen a much more aggressive and popular policy than the ”Zero
Problems with Neigbours” one.

Moreover, the article discusses some growing problems in Turkey such
as the lack of freedom of the press. According to the Time magazine’s
poll, Erdogan takes 22% of the votes and appears to be the fourth most
popular leader in the world but at the same time 65.000 voters rated
him as the least popular leader. This huge difference is a sign of
high polarization in Turkish political life.

The Economist focused on negative advances in the Turkish law system
and especially the 2911 law of the Turkish constitution. The magazine
mentions the rising number of imprisoned activists such as 500 college
students, anti?capitalists and anti?imperialists as well as
thousands of pro Kurdish party supporters and 76 journalists.

Columnists (e.g. Nuray Mert, Yılmaz Türker) and leftists
such as the Turkish Communist Party have also castigated Erdogan for
his policies. The liberals recognize AKP’S success in the economic
field and the foreign policy but find it hard to support the arrests
of students and journalists. Finally, the conservative media insist
that the students and journalists currently in prison pay for their
`terrorist activities’ while the ruling AKP expresses its confidence
to the Turkish courts’ judgment.
