Armenian national team midfielder Henrik Mkhitaryan has donated TVs,
washing machines and refrigerators to 15 families of war veterans
in Karabakh as part of his second charity visit to the republic
on Wednesday.

Accompanied by Armenian Football Federation (FFA) head
Ruben Hayrapetyan, Ukrainian Shakhtar Donetsk’s 22-year-old
midfielder attended the fifth conference of the Union of Artsakh
Warriors-Liberators held in the Karabakh capital of Stepanakert.

This is the second charity visit by Armenia’s up-and-coming player
to Karabakh. He paid his first at the end of last year.

In Stepanakert, Major-General Samvel Karapetyan awarded Mkhitaryan
with the NKR Prime Minister’s medal, and FFA president Hayrapetyan with
the NKR “Defender of the Homeland” medal, the FFA’s press service said.

Mkhitaryan is expected to visit Gavar on December 16.

closely, along with France, on efforts to achieve a peaceful,
negotiated settlement of the conflict in Nagorno-Karabakh”, Assistant
Secretary of State Philip H. Gordon said at the Senate Testimony on
Russia .

He also underlined that the two countries have been effective
partners in the development of multilateral solutions to other global
challenges.

Le gouvernement bulgare a annonce mercredi renoncer officiellement
au projet d’oleoduc russo-bulgaro-grec Bourgas-Alexandroupolis entre
la Mer Noire et la Mer Egee, qui etait dans l’impasse depuis deux ans.

La Bulgarie propose une annulation du projet d’un commun accord. Sinon
elle s’en retirera unilateralement dans douze mois, a declare le
ministre des Finances Simeon Djankov.

Sofia versera 12 millions de leva (6 millions d’euros) qu’elle devait
depuis 2009 a la societe creee en 2007 pour la realisation du projet,
Transbalkan Pipeline, où la Russie detient 51% et la Bulgarie et la
Grèce 24,5% chacune.

Le projet ne peut pas etre realise aux conditions de l’accord signe
en 2007, a justifie le gouvernement bulgare dans un communique. A
cette epoque, sa valeur estimee etait de 900 millions de dollars qui
correspondaient a 709 millions d’euros.

Reagissant a cette annonce, le gouvernement grec a fait part de sa
volonte de maintenir le projet, un des grands chantiers prevus par
le pays, en pleine recession.

Nous n’avons aucune information officielle (…) sur un retrait
bulgare. La Grèce reste totalement attachee a son choix strategique sur
l’utilite de l’oleoduc pour la Grèce et la Bulgarie, et pour soutenir
la securite energetique de l’Europe, a declare le secretaire d’Etat
a l’Energie, Iannis Maniatis.

Le projet devait permettre d’acheminer du petrole de la mer Caspienne
vers l’Europe via la Mer Noire en evitant le très frequente detroit
du Bosphore. Un oleoduc de 280 km devait etre construit entre le port
bulgare de Bourgas, sur la mer Noire, et Alexandroupolis dans le nord
de la Grèce.

Il etait prevu qu’il traverse des sites naturels proteges près de
Bourgas, chef lieu d’une region touristique bulgare.

Le gouvernement de centre-droit de Boïko Borissov, au pouvoir
depuis deux ans, avait exprime de fortes reserves, appuyant celles
de la municipalite de Bourgas qui craignait un impact negatif pour
le tourisme.

Deux societes espagnoles et quatre chinoises ont presente des demandes
de participation a un appel d’offres annonce par le gouvernement
d’Armenie pour la construction des deux premiers segments du corridor
de transport Nord-Sud.

Le gouvernement armenien a approuve le 14 janvier 2010, le programme
d’investissement pour la construction du corridor de transport
Nord-Sud, ainsi qu’un accord de 500 millions de dollars de pret avec
la Banque Asiatique de developpement.

“Nous prevoyons que les travaux debuteront bientôt. Nous avons aussi
besoin de transferer une partie des infrastructures routières ainsi
que de fournir une compensation aux residents des maisons dont les
terres et les maisons seront alienes ” a declare Manuk Vardanyan
ministre des transports et des communications.

Le ministre a indique les travaux de construction de grande envergure
debuteront au printemps prochain sur la section Talin-Ashtarak
mais que le trafic sur ce troncon de route ne sera pas ferme. Il
est prevu que les travaux de construction soient acheves dans 30
mois. Le ministre a declare egalement que le gouvernement envisage
d’entamer des negociations avec la Banque Asiatique de developpement,
la Banque Mondiale, l’Agence japonaise de cooperation internationale
pour la construction des troisième et quatrième segments de l’autoroute
qui comprent les segments de Talin a Gumri et de Gumri a Bavra a la
frontière georgienne.

Le corridor de transport s’etendra de la ville de Meghri, a la
frontière avec l’Iran, a Bavra dans le nord a la frontière avec
la Georgie. Le couloir de transport Nord-Sud permettra a l’Armenie
d’attenuer les effets du blocus impose par l’Azerbaïdjan et la Turquie.

Le Parlement turc enverra une delegation a Paris avant un debat la
semaine prochaine a l’Assemblee nationale francaise sur une proposition
de loi reprimant la contestation du genocide armenien, que la Turquie
a toujours nie, a-t-on appris mercredi de source parlementaire turque.

La delegation, qui aura de lundi a mercredi prochains des entretiens
dans la capitale francaise, sera conduite par le president de
la commission des relations etrangères, Volkan Bozkir, un ancien
diplomate de carrière.

Des deputes des partis dopposition font aussi partie de la delegation,
a-t-on souligne de meme source.

Les parlementaires turcs doivent expliquer a leurs interlocuteurs
francais “les degâts que peut causer cette disposition sur les rapports
franco-turcs”, a-t-on ajoute.

L’Assemblee nationale francaise doit examiner le 22 decembre cette
proposition de loi adoptee la semaine dernière par la commission des
Lois de l’Assemblee nationale, et qui prevoit une peine d’un an de
prison et une amende de 45.000 euros en cas de negation du genocide
armenien perpetre sous l’empire ottoman, en 1915-1916.

Ankara a deja appele Paris a ne pas adopter une telle loi qui aurait
des consequences “irreparables” sur les relations bilaterales, selon
la Turquie.

Les relations entre les deux pays sont en voie de rechauffement
après la recente visite en Turquie du ministre francais des Affaires
etrangères Alain Juppe, et ce en depit du refus persistant de la
France d’une adhesion turque a l’Union europeenne.

La Turquie reconnaît que jusqu’a 500.000 Armeniens ont peri dans
l’Anatolie ottomane au cours de la Première guerre mondiale, mais,
selon elle, elles n’ont pas ete victimes d’une campagne d’extermination
mais du chaos des dernières annees de l’Empire ottoman.

Pour les Armeniens, il s’agit d’un genocide, qui a fait plus d’un
million et demi de morts.

Avant son election en 2007, le president francais Nicolas Sarkozy
avait promis aux representants de la forte communaute armenienne de
France, estimee a 500.000 personnes, de soutenir le vote d’un texte
de loi specifique reprimant la negation du genocide de 1915.

Mais ce texte a ete enterre en mai faute d’une majorite au Senat et
surtout du soutien du gouvernement, suscitant l’amertume des Armeniens
de France et de leurs partisans.

L’election presidentielle est prevue en France en avril et mai.

APA US correspondent’s interview with Thomas Ambrosio, US analyst on
South Caucasus issues, an Associate Professor of political science
at the North Dakota State University

– How would you characterize the US-Azerbaijan relations during the
year Ambassador Matthew Bryza was in Baku? Did both countries manage
to overcome the problems that they faced previously?

– I would characterize this as the beginning of a ‘rebuilding
process’ in which the initial, anti-Azerbaijani policy pursued by
the Obama administration – pursued seemingly out of a narrow-minded
desire to reverse the good relationship which existed between the two
countries during the Bush administration, as part of a larger desire
to portray itself as the un-Bush administration – has given way to
the realization that Azerbaijan is an important ally of the United
States in a strategically important location. While I do not believe
that US-Azerbaijani relations will be restored to the Bush-era level,
there is a new, more positive ‘normal’ in the relationship between
Washington and Baku.

– Did the fact that the Senate still didn’t discuss ambassador’s
nomination push the bilateral relations back?

– No. There are domestic political reasons for this which not seriously
affect US-Azerbaijani relations. Ultimately, whoever the ambassador is
will simply carry out the policies of the President and his national
security team. The perceptions and policies of the administration
are far more important than the dynamics within the US Senate.

– Can we say the 2011 was unsuccessful in terms of Nagorno-Karabakh
negotiations? How do you see the US’ position regarding that in 2012?

– If we define ‘success’ in terms of a comprehensive diplomatic
agreement on the future of Nagorno-Karabakh, then yes, it was
unsuccessful. However, I do not believe that such an outcome is likely
and should definitely not be the definition of success. Was there
large-scale fighting? No. That is one way to measure success – and,
from the perspective of the Minsk Group, this is probably good enough.

>From the perspective of the Armenians (both in Armenia-proper
and Nagorno-Karabakh), another year passed with Nagorno-Karabakh
maintaining its de facto independence – that is how they would define
success. Baku would see it as a failure: one-seventh of its territory
is still outside of its de facto sovereignty and some one million
displaced persons cannot return home.

The US position in 2012 will likely be a continuation of the past
decade: maintain pressure to prevent an outbreak of fighting, support
the ‘peace process’, but ultimately not expend a level of diplomatic
and/or geopolitical capital to actually ensure a comprehensive peace
agreement. Continuity, not change, is the most likely outcome in 2012.

– Seems like the frozen conflicts’ influence not only the regional
security, but even the US foreign and internal policy. For example,
because of the Armenian-Azerbaijan conflict, President Obama’s nominee
to US Ambassador post in Azerbaijan faces with Armenian Diaspora’s
criticism in the Congress. How do you see this scene in the next
election year? Can the Administration overcome controversial topics
such as “Armenian genocide”, Ambassadors’ appointments to Baku and
Yerevan, etc, in the next election year?

– Of course, with the election approaching, President Obama will
be interested in counting votes – especially from key states which
have a large Armenian population, such as New York, New Jersey, and
California. It is unlikely that he will do anything to aggravate any
particular constituency, such as the Armenian-Americans. I do not
see how these issues can be overcome next year.

Israeli high ranking officials are expected to attend the debates on
Armenian Genocide recognition scheduled for late December in Knesset~Rs
committee on education, culture and sports.

Deputy Foreign Ministers will join the head of parliament coalition
and Knesset Speaker.

Foreign office will present its position on the issue, head of the
committee MP Alex Miller told IzRus portal. He said the position
had been previously voiced by Deputy FM Danny Ayalon. Miller also
mentioned that Likud Parliamentary Group Chairman Ze~Rev Elkin and
Speaker Reuven Rivlin would be present.

President Serzh Sargsyan, who is in Italy on a working visit, last
night met with the representatives of the business community of
the country.

Addressing the attendees, President Sargsyan stated:

“Distinguished Businessmen, Ladies and Gentlemen,

I cordially greet you and initiators of this important initiative.

Ages-long Armenian-Italian friendship is anchored in the spiritual
and cultural commonalities of our two nations. The geographical
position has never been an impediment for the incessant deepening of
our friendship which was formed centuries ago.

In the area of trade and economy too, our cooperation has deep
historical roots. In Italy, first references related to the Armenian
merchants date back to the 6th century. In 12-14 centuries, Cilician
Armenia and various Italian cities – Genoa, Venice, Pisa, Florence,
established closed trade relations. Some of these cities even had
their consulates in Cilicia.

Imagine this: Cilicia granted free trade and other privileges to
the merchants of Genoa back in 1201, and hundred years later same
privileges were granted to the merchants of Florence. Today, we
actually negotiate with the European Union over having free trade with
Italy, returning thus to the point where we had been 800 years ago.

After the fall of the Armenian Kingdom of Cilicia, close
Armenian-Italian trade relations had been maintained: Armenians began
to make their contribution to the economic development of the Italian
cities, promoting profitable trade among the Black Sea region states.

I would like to invite your attention to the fact that even in the
absence of statehood our nations managed to deepen economic relations.

Hence, today, when we, Armenians, have reestablished our statehood,
there is every reason to develop and deepen our trade and economic
relations. Today, our trade relations does not properly reflect the
level of our political relations. We should work toward bringing our
economic relation in line with our current political relations and
today’s meeting is a step in that direction.

A number of basic documents, which regulate the trade and economic
area of our relations, have created a good base for the development
of the Armenian-Italian cooperation. The overall turnover between
Armenia and Italy in nine months of 2011 has increased compared to the
same period of time last year by 50 percent, however it reached only
130 millions. Of course, fifty percent sounds fine but the absolute
number is very small and cannot satisfy us.

Italian capital is present particularly in Armenia’s construction,
hotels and light industries. Success in these areas is evident and,
I believe, the Italian businessmen feel comfortable in our country.

However, I would like to note that the amount of the Italian
investments in negligible: it is two times less than the investments
from Cyprus, three times less than the investments from the
Netherlands, six times less than German investments, eight times
less that Greek and twelve times less than French investments. And
if your European partners have been able to establish useful links in
Armenia, I am confident, that the Italian entrepreneurs can do it too,
probably with a greater success. Nowadays, we are implementing huge
programs in infrastructure and energy sectors. We are building the
North-South highway which will connect the Black Sea ports with the
ports at the Persian Gulf. Construction of the North-South railroad
is also under consideration. Works for the construction of a new unit
of the Armenian nuclear power station, which will further strengthen
Armenia’s position on the regional energy market, are also under
consideration. Our Russian and French partners have already expressed
desire to participate in these programs. Naturally, I urge Italian
businessmen to cooperate with us actively in these areas. I also
invite your attention to the cooperation opportunities opening with
the establishment in Armenia of Free Economic Zones. Other areas of
interest for the Italian business can be woodworking industry and
furniture production, jewelry, agriculture, processing and preserving
of agricultural products, etc. I believe tourism too can become a
very promising area.

I would like to mention yet another area of cooperation. Small and
medium enterprises constitute the backbone of the Italian economy
which can be the best example for Armenia. We are particularly
interested in cooperating with Italy in that area, as well as to study
Italian experience taking into consideration similar temperament and
mentality of our peoples, especially their pronounced predisposition
for family business. I trust, we will have an opportunity to speak
at greater length about economic reforms in Armenia. However I would
like to note that the current macroeconomic situation in Armenia
is assessed as stable, financial and monetary situation is steady,
while reforms implemented in different areas are meant to constantly
raise investment attractiveness as well as to ensure a free and secure
business environment.

The inauguration of the Eastern Partnership has elevated Armenia-EU
relations to a qualitatively new level. It will open new and serious
prospects for the Armenian-Italian cooperation too. Negotiations are
underway on the Armenia-EU Association agreement and soon negotiations
on the Deep and Comprehensive Free Trade Zone will also kick off.

After the conclusion of the negotiations and signing of the documents,
Armenia will have a system of the utmost integrated and liberal
economic relations with EU. Today Armenia already utilizes the
Generalized System of Preferences Plus regime. It is granted to a very
limited number of countries and proves that Armenia has a good system
of governance and creates a considerably privileged regime of trade
between the Republic of Armenia and EU member states. We are also
going to sign an agreement on the liberalization of the visa regime.

Besides, we are envisaging large-scale reforms with the financial and
expert assistance of the European structures in the tax and customs
area, judicial system, simplification of business procedures which
will considerably facilitate your business opportunities in Armenia.

We are ready to discuss the issue of privileges not only at the
executive but also at the legislative level.

Allow me to once again welcome the participants of this meeting,
thank you for your time and express hope that during our next meeting
we will register some tangible results.

La bibliotheque du Parlement turc ne peut plus stocker ses dizaines
de milliers de travaux et a besoin de s’etendre, selon son responsable.

La bibliothèque possède deja un grand nombre de travaux, mais il
n’a aucune pièce pour stocker 5000 a 8000 nouveaux articles qu’il
rassemble en moyenne chaque annee a dit Mehmet Toprak.

Une solution pourrait etre de numeriser des livres a dit M.Toprak.

” La numerisation aidera a resoudre notre problème spatial dans
la bibliothèque. Cela rendrait plus facile aussi d’avoir accès a
l’information ” a dit Toprak, ajoutant que le processus assurerait
aussi la conservation des travaux originaux.

En numerisant les travaux, cependant, cela lèverait la question
difficile des redevances de licence a -t-il dit.

” Nous ne prenons pas tous les livres qui arrivent a la bibliothèque.

Nous preferons les livres sur les lois, la politique, l’economie,
les relations avec l’etranger et l’histoire ” a-t-il dit, ajoutant
qu’il avait une des meilleures collections du pays. La collection
de la bibliothèque est actuellement stockee sur 2550 mètres carres
et inclut des manuscrits et des journaux de la periode Ottomane,
des livres rares, toutes les sortes de documents sur des questions
politiques, aussi bien en armenien, francais et anglais. Le depôt
est ouvert aux deputes et aux chercheurs.
