LE 14 FEVRIER – FETE DE LA PRESENTATION AU TEMPLE

Le 14 fevrier, l’Eglise armenienne fete la ” Presentation au Temple ”
de Jesus. Cette fete est aussi appelee dans la Tradition orientale ”
de la sainte Rencontre “. Elle commemore la presentation de Jesus par
sa mère au Temple de Jerusalem. Selon le livre du Levitique (12,3),
tout petit garcon juif premier ne devait etre presente a Dieu par
sa mère, 40 jours après sa naissance, avec une offrande de deux
tourterelles. Se conformant a ce rite, Marie presente donc son fils
au Temple. L’evenement est relate dans l’Evangile selon saint Luc,
chapître 2, versets 21-24.

Cette fete, aussi appelee Chandeleur, a ete marquee le 2 fevrier
par les Eglises occidentales et certaines Eglises Orthodoxes. Pour
nous qui fetons la Nativite le 6 janvier, elle est fixee de manière
immuable a la date du 14 fevrier. Le nom officiel de cette fete est ”
Diarnentaratch “, qui signifie litteralement en Armenien classique ”
devant le Seigneur “. Elle est aussi connue sous le nom plus populaire
de ” Derendes “. Ce jour la, durant l’office des vepres, aux alentours
de 16 h, on allume un chandelier (d’où le nom de chandeleur en
Francais). Ce chandelier est eclaire pour eloigner le Mal et rappeler
que le Christ est la Lumière du Monde. Les fidèles allument un cierge
ou une petite lanterne portative a ce cierge pour l’emporter chez eux.

De ce feu, on allume ensuite un brasier dans les cours des maisons
et les jeunes gens dansent autour de ce feu en sautant par dessus
les flammes.

Depuis l’election du Catholicos Karekine II, a ete instauree l’habitude
de benir les couples maries dans l’annee qui a precede.

Dans la Tradition occidentale, on profitait de la farine excedentaire
pour preparer des crepes, symboles de prosperite pour l’annee a venir,
au moment où les semailles d’hiver debutaient.

Fiscal Year 2013 Budget Maintains Parity in Military Aid Appropriations
between Armenia and Azerbaijan

WASHINGTON-President Obama has called for a sharp 19% reduction
in economic aid to Armenia in the last budget request of his term,
reported the Armenian National Committee of America.

The President has proposed $27,219,000 in Economic Support Fund
(ESF) aid for Armenia in his Fiscal Year 2013 (FY13) budget, which
is nearly $12,781,000, or 32%, less than the $40,000,000 approved by
Congress for FY12. The President’s ESF figures for FY13, however,
do not include $2,824,000 in International Narcotics Control and
Law Enforcement assistance and 2,500,000 in Global Health Programs
(USAID), both categories that were formerly included under the ESF
heading. Adding these two line items to the $27,219,000 ESF proposal,
brings the economic aid total to Armenia to $32,543,000, which is a
sharp 19% cut, measured from FY12 to FY13.

“We are saddened, but not surprised to see that President Obama has
once again sought to cut economic aid to Armenia. His Administration
has proposed reductions in assistance to Armenia – including this
year’s sharp 19% cut – despite the devastating economic impact
of dual Turkish and Azerbaijani blockades, and Yerevan’s broad
support for U.S.-led missions in Afghanistan, Iraq, and Kosovo, and
her cooperation on a broad-range of Washington-inspired regional
initiatives – including the reckless Turkey-Armenia Protocols,”
said ANCA Executive Director Aram Hamparian. “Sadly, President Obama
has chosen to neither keep his commitment to maintain assistance to
Armenia, nor taken any meaningful steps to honor his pledge to foster
Armenia’s growth and development through expanded trade.”

Regarding military assistance, the Administration’s proposed
budget does maintain parity in Foreign Military Finance (FMF) and
International Military Education and Training (IMET) to Armenia and
Azerbaijan, requesting $2.7 million in FMF and $600,000 for IMET for
each country.

The Administration’s budget does not include any figures for aid
to Nagorno Karabakh, although, over the past several years USAID
has allocated $2,000,000 annually for this purpose. This level
of Nagorno Karabakh funding is considerably less than the intent
expressed by Congress over the course of many years, reflecting
a pattern of under-spending that has left many developmental and
confidence-building needs unmet.

The Obama Administration, in addition to consistently seeking reduced
aid appropriations for Armenia, has not invited Armenia to submit a
second Millennium Challenge Corporation proposal for poverty-reduction
programs, nor has it taken any meaningful steps to promote bilateral
economic relations, such as negotiations toward a Trade and Investment
Framework Agreement, a Double Tax Treaty, or a Free Trade Agreement.

During his campaign for the Presidency, Senator Barack Obama promised
several times in writing to maintain aid and expand trade with Armenia.

The aid figures being proposed by the President for the Caucasus
region are as follows.

Economic Support Fund: Armenia: $27,219,000 Azerbaijan: $11,029,000
Georgia: $42,660,000

Foreign Military Financing: Armenia: $2,700,000 Azerbaijan $2,700,000
Georgia $14,400,000

International Military Education and Training: Armenia: $600,000

Obama Administration Underscores Ties with Turkey’s

The President’s budget, which features language underscoring the
importance that President Obama places on relations with Ankara,
proposes $3.6 million in International Military Education and Training
for Turkey. The text concerning Turkey reads as follows:

“Turkey continues to play an increasingly important role globally as
an emerging power. Turkey is critical to success in the most important
U.S. foreign policy priorities, including promoting stability and
prosperity in Afghanistan, Pakistan, and Iraq; countering the threat of
Iran; encouraging peaceful transition amongst the “Arab Spring” states;
achieving a lasting peace in the Middle East; securing European energy
diversity and independence; countering global terrorist threats;
and advancing economic and trade objectives. The U.S. is working
closely with Turkey to advance regional stability in the Eastern
Mediterranean by promoting a settlement in Cyprus and encouraging
improved relations with Israel; and in the Caucasus by attempting to
normalize its relations with Armenia. The U.S. continues to support
Turkey’s accession to the EU as an important anchor for Turkish reform
and recently concluded an agreement for Turkey to host a U.S. missile
defense radar. The U.S. encourages Turkey to make needed reforms,
including advancing religious and press freedoms.

Although Turkey’s democracy is maturing, challenges remain.

Representative democratic institutions have become stronger but
continue to face legal and political challenges, including in
civilian-military relations. Resolution of the Cyprus conflict would
benefit the communities themselves and remove a long source of friction
between NATO Allies Greece and Turkey.”

An Istanbul court yesterday ruled to acquit CoÅ~_kun İgci, a suspect
in the case of murdered Turkish-Armenian journalist Hrant Dink,
following the court’s failure to deliver a verdict about him on
Jan. 17 when the trial reached its conclusion.

The court had consequently decided to separate İgci’s file from the
rest of the case Feb. 7 and issued a new date to convene a hearing
to decide the fate of the sole remaining case suspect who was under
trial without arrest.

The defense had requested İgci’s release on Sept. 19, 2011, on the
grounds persuasive and conclusive evidence indicating the suspect
had participated in Dink’s murder and held membership in a terrorist
organization was lacking.

Dink was the chief editor for weekly Agos, a newspaper published in
Turkish and Armenian. He was shot in front of his office on Jan. 19,
2007. Triggerman Ogun Samast was sentenced to 22 years in prison for
the murder last year.

İgci’s brother-in-law Yasin Hayal was sentenced on Jan. 19 to
aggravated life imprisonment, while former police informant and
suspect Erhan Tuncel was released, leading to public outcry.

Russia cannot do much to prevent invasion to Syria by the coalition
of individual Western countries and Arab Countries, head of the Black
Sea-Caspian center of Russia’s Institute for Strategic Studies Eduard
Popov told the reporter of Armenian News-NEWS.am.

“The naval station in the Syrian Tartous solves other problems and
cannot be regarded as the last ‘argument of kings’ in the uprising
against Syria. The case of Lebanon showed that if necessary the
Western coalition will violate the decision of the UN Security
Council and realize an invasion. I think that scenario is possible,”
Popov mentioned.

According to the experts, all these developments are most of all
connected with Iran, as Syria is providing security for Iran.

A court has acquitted CoÅ~_kun İgci, one of 19 defendants in the
murder case of Hrant Dink, the founder and former editor-in-chief
of the Armenian-Turkish Agos weekly who was assassinated in 2007 in
front of his office in İstanbul, after forgetting to include him in
the final verdict in January.

İgci, who allegedly called on Yasin Hayal to buy a gun with which
to shoot Dink, was accidentally left out of the final verdict and
the judge issued a ruling separately for him on Monday.

On Sept. 19, 2011, the prosecution recommended his acquittal on the
grounds that there was no substantial evidence to suggest he took
part in the crime.

İgci’s lawyer said at the court on Monday that his client has no
ties to the murder except for being the uncle of Hayal, one of the
main suspects.

İgci said at the court that he had informed gendarmerie intelligence
officers in Trabzon that a plan to assassinate Dink was in place four
months prior to the murder.

“I am not guilty. The people I reported about were tried in Trabzon and
they were punished because they neglected their duties. Those people
are Col. Ali Oz, Capt. Metin Yıldız, non-commissioned officer Orhan
Å~^imÅ~_ek and Sgt. Veysel Å~^ahin,” he said.

When a judge at the court asked İgci if he had been in contact with
those four people, İgci replied that he had contacted Å~^imÅ~_ek
and Å~^ahin.

The İstanbul 14th High Criminal Court hearing issued its ruling on
Jan. 17 in the 25th hearing of the case. Hayal and Erhan Tuncel,
the main suspects, who were accused of being instigators, and all
other suspects, were cleared of charges of membership in a terrorist
organization.

The prosecutor and the Dink family’s lawyers accused them of acting
under the orders of a clandestine criminal network suspected of having
ties with senior state officials and military and police officers.

The court handed down a life sentence to Hayal, while Tuncel was given
10 years and six months in prison for his involvement in the bombing
of a McDonald’s restaurant in 2004. Gunman Ogun Samast was sentenced
last July to nearly 23 years in prison by a separate juvenile court.

Tuncel was released.

Film director Steven Spielberg and Schindler’s List writer Steven
Zaillan are in negotiations to develop a film on the Armenian
“Genocide,” with support from the Armenian National Cinema Center.

The film, which plans to feature both Armenian and foreign actors,
is set to premiere in 2015 for the 100th Anniversary of its chosen
historical subject, according to the wesite Armenian Pulse.

Armenia is Moscow’s bridgehead in the Caucasus, states the article
of the research center Startfor dedicated to the South Caucasus.

The researchers point out that Armenia is a buffer zone in the Caucasus
for Russia.

It is mentioned in the article that Armenia is a bridgehead for Russia
in the South Caucasus as it borders with Azerbaijan and Georgia as well
as Turkey and Iran. The next aim of Russia is Armenia’s integration
to the Common Economic Space and Eurasian Union.

According to experts, Russia can influence Armenia with economic and
political factors.

Of course there is the factor of the Armenian Diaspora in the USA and
France, but their influence is only economic. Armenia is not part of
the pro-Western league of former Soviet countries and will continue
to be loyal to the Kremlin, the article says.
