STRATEGY DOOMED TO FAILURE AND THE TURKISH DREAM OF THE AMERICAN CONGRESS

The Turkish authorities’ recent foreign policy strategy and especially
the intensification of diplomatic efforts in the American direction
are visible to the naked eye.

The steps taken by official Ankara reflect the concerns of the
country’s authorities related to the stance of the international
community on the 100th anniversary of the Armenian Genocide and, in
particular, the possible emphasis of the USA President’s annual speech.

The Turkish authorities’ actions and different-level statements reveal
this tactics: the Armenian Genocide is presented in other words –
‘general pain’, ‘sad news’, or that not only Armenians became victims
of the ‘mournful events’, but also representatives of other nations
professing the Muslim faith. Along with the denial, they try to exert
pressure on the international community for impeding the further
process of recognition, and if we pay attention to the statements of
the country’s President, Prime Minister and other political figures,
we’ll see the obvious goal.

But, a goal is one thing and the contradicting reality is another
thing. Turkey feels itself defeated in the European direction –
it got furious about the resolution on the 100th anniversary of the
Armenian Genocide adopted on March 3 at the Political Summit of the
leading political force of the European Parliament – the European
Popular Party. The resolution “The Armenian Genocide: the Turkish
Responsibility and European Values” condemned the crime committed at
the beginning of the 20th century and called upon Turkey to recognize
it. It is noted in the resolution that the archives of some states –
Germany, Great Britain, USA, and France – contain irrefutable evidence
on the commitment of the Armenian Genocide in the Ottoman Empire by
the Young Turks’ government. The resolution condemns the destruction
of thousands of Armenian cultural monuments in Turkey. It calls upon
Turkey to accept its own history and recognize finally the fact of
the Armenian Genocide, to pay reimbursement, as appropriate to a
European country, and to ensure the Armenians’ right to safe return
and reunification with their national home.

The resolution calls on the EU, the Council of Europe member-states,
international organizations, to all the goodwill-people, irrespective
of their ethnic and religious affiliations, to join efforts to restore
the historic justice and to pay the worthy tribute to the memory of
the innocent victims of the Armenian Genocide.

Based on the EPP resolution, the European Parliament presented on
March 12 its annual report on human rights and democracy, in which
it urged all the European countries to recognize the Armenian Genocide.

Paragraph 77 of the report reads as follows: “Ahead is the 100th
anniversary of the Armenian Genocide, and the European Parliament calls
on all the member-states to legally recognize it, as well as calls
upon the EU member-states and institutions for further contribution
to its acknowledgment”.

A day after the publication of the report, on March 14, Press Secretary
of the Turkish Foreign Ministry Tanju Bilgic issued a statement,
condemning the appeal of the European Parliament for the recognition
of the Armenian Genocide. According to the Turkish official, the
appeal displays a one-sided approach and is a document containing
requirements lacking any logic and legitimacy.

Bilgic commented in his own way on the passage of the EPP’s resolution,
in which hope was expressed that the recognition and condemnation of
the Armenian Genocide by Turkey would open a new page in the process
of reconciliation between the two nations. By the way, the resolution
is concluded with these lines. In contrary to this, the Turkish
Foreign Ministry spokesman noted that such moves could damage the
improvement of the Armenian-Turkish relations. It is clear that the
European values are unacceptable for Bilgic, because they advocate
Genocide recognition and condemnation, which could become a basis
for the reconciliation process. The Turkish logic differs from this –
it is the recognition that damages the reconciliation process. It is
clear that due to the collision of this logic, the EU closed its doors
before this state. Those wishing to join the European family should,
at least, be guided by the values of this family.

The Turkish diplomacy decided to show activity in the United States –
Turkey’s Ambassador Extraordinary and Plenipotentiary Serdar Kilic
participated in the 35-th conference of the US-Turkish alliance of
organizations (ATAA) in Washington, during which he touched upon
the issue of the Armenian Genocide. According to the Turkish Anadolu
News Agency, Kilic openly stated what he wanted – they will continue
struggling against the U.S. recognition of the Armenian Genocide. He
called for using joint efforts to crown successfully this struggle.

The Turkish Ambassador disclosed his main goal, noting that it hurts
him that and that Armenians’
goal is to force the U.S. to recognize the Genocide and thus to damage
the Turkish-American relations.

The Ambassador’s statement proves once again that Turkey doesn’t
refuse of its denial policy; moreover, it notifies of its concrete
goal – to conduct an anti-Armenian policy at the American legislature.

Let us pay attention to another idea by the Ambassador – the best
way of the struggle is to ensure a representation at the U.S. Congress.

In the current conditions of the USA-Turkey relations, when the
political strategy of the American regime on restraining Turkey in
the Middle East is obvious, it is absurd to expect ensuring Ankara’s
presence in the Congress. It is a Turkish absurdity or Erdogan’s
unrealizable dream.

Let us note that Turkey has assumed a new strategy not only in the
foreign-, but also in the domestic policy. It is known that Turkey is
preparing for the June 7 elections to the Great National Assembly,
and the Turkish authorities pay special attention to the Armenian
candidates. It is quite clear that this country aims to involve
Armenian intellectuals in the denial process as well. The Turkish
state is sure that the issue will be easily resolved through the
efforts of the elected Armenian MPs.

According to the Armenian experts on Turkish issues, Armenian
candidates at the Majlis elections can be, first of all, from the
leading ‘Justice and Development’ Party, as well as the Kurdish
‘People’s Democratic’ and Kemalists’ ‘People’s Democratic’ Parties.

The Turkish elite’s calculations are obvious – they involved Armenian
candidates also in the political forces, which are not governmental,
but are controlled by the authorities; it allows making a clear idea
of their future parliamentary activities.

The conclusion is as follows: Turkey’s new strategy is doomed to
failure, both in the foreign and domestic policy. Their organizational
activities in the political, diplomatic, and scientific spheres
related to the 100th anniversary of the Armenian Genocide – to deny
the Armenian Genocide, the people’s deprivation of homeland, and the
confiscation of their property – are not expected to be a success.

Similarly unsuccessful is their aspiration to make the Armenian
intellectuals a political tool in the domestic issues.

million in 2014, and there is still room for building up them, Vazgen
Safaryan, head of the Union of Domestic Commodity Producers of Armenia,
said on Friday.

He said China’s imports in Armenia totaled $410 million, which shows
an opportunity for development of substantial trade relations.

In his words, the Chinese market has tremendous prospects for selling
Armenian goods, and these chances grow given the president’s latest
arrangements.

Safaryan said.

Armenian President Serzh Sargsyan is now in China for a five-day
state visit.

More than ten agreements have been signed since he arrived in Beijing
on Tuesday.

The agreements imply cooperation in various areas, including legal,

YEREVAN, 28 MARCH, ARMENPRESS. Speaker of the State Duma of the
Russian Federation Sergey Naryshkin will be on a working visit to
Armenia on 30-31 March, as “Armenpress” reports, according to
Interfax. During the visit, Naryshkin will meet with President of the
Republic of Armenia Serzh Sargsyan, Speaker of the National Assembly
Galust Sahakyan and Prime Minister Hovik Abrahamyan. The Russian
delegation will participate in the conference and roundtable
discussion dedicated to the 70th anniversary of the victory in the
Great Patriotic War to be held within the framework of the forum
entitled “Perspective of Eurasian Economy”.

According to “Armenpress”, on 28 March, another delegation of the
Russian State Duma, which will arrive earlier, will pay tribute to the
members of the Avetisyan family murdered in Gyumri. Soldier of the
Russian military base Valery Permyakov is charged with the murder.

Fuyant le génocide en 1915, ils ont trouvé refuge dans le duché et se
sont lancés dans la manufacture de tapis. Le 24 avril 1915, le
génocide du peuple arménien débute. Dans son petit village d’Eïnech,
en Cilicie, sur les bords de l’Euphrate, entouré uniquement de
communes turques et kurdes, le révérend-père Hagop Boyadjian, surnommé
plus tard le prêtre-soldat – qui verra une partie de sa famille
trouver refuge à Uzès où il décéda en 1960 – voit la rivière charrier
chaque jour plus de cadavres, d’hommes d’abord, puis de femmes et
d’enfants.

Vendredi 20 mars, presque cent ans jour pour jour après le début de ce
génocide, à 18 heures, dans le salon Racine de la mairie, Véronique
Bruna-Mardoyan, professeur certifié d’histoire-géographie, revient sur
le séjour d’une communauté arménienne à Uzès et la création de la
manufacture de tapis d’orient. Un atelier de tapis créé en 1926 En
1923, la société France Orient voit le jour à Marseille où se trouve
une importante communauté arménienne. Elle centre ses activités sur la
fabrication de tapis noués à la main. Elle implante deux ateliers dans
cité phocéenne, un autre à Gardanne, puis investit Uzès.
L’implantation dans le Gard profond répond à la présence de nombreuses
familles arméniennes dans les Cévennes méridionales, qui sont
employées dans les manufactures textiles ou dans les mines. L’atelier
d’Uzès placée sous la direction de Yenook Armen s’installe en 1926
dans les anciennes casernes Brueys (l’actuel lycée des métiers d’art)
qui venaient d’être libérées par l’armée. Les vastes btiments
permettent la mise en place de 50 métiers, ainsi qu’un centre
d’apprentissage pour les jeunes filles. De nombreuses Uzétiennes en
ont profité. Des locaux à usage d’habitation sont également aménagés,
permettant le logement des ouvrières et de leur famille. La
main-d’oeuvre est en effet très majoritairement féminine. Une ouvrière
gagne une dizaine de francs par jour ; les hommes sont employés aux
travaux des champs. France Orient produit des tapis orientaux
traditionnels, mais aussi des tapis de style et des tapis à
l’iconographie Art déco qui vont prendre place dans des grands palaces
parisiens et dans les salons de paquebots, le Normandie, par exemple,
des grandes compagnies de navigation. L’atelier d’Uzès va fonctionner
une dizaine d’années, puis fermera ses portes alors que la deuxième
guerre mondiale approche. Bon nombre de familles arméniennes resteront
sur place, qui cordonnier, qui menuisier, qui courtier en vin ou
coiffeur ; Elles s’appellent Boyadjian, Sakoyan, Donabédian…

Britain, the organized event will be launched at Diyarbakir’s St.

participate the memorial event on 23 April and will perform the works
of the Armenian musicians in the presence of the participants.

Samvel Karapetyan, the Russian-Armenian businessmen who is reported to
be the new owner of the Electric Networks of Armenia, is arriving in
Yerevan on Wednesday to finalize the deal, the has learned.

Citing its sources, it says that the company is now conducting a final
auditing upon his instruction. Karapetyan, who is reported to be in
Dubai with the Prosperous Armenia party’s former leader, Gagik
Tsarukyan, and businessman-lawmaker Samvel Alexanyan (ruling
Republican Party), is also expected to resolve HR-related issues at
the company. The paper claims that the businessman will complete the
purchase not by directly paying the Electric Networks’ debts (which
was earlier reported to amount to $100 million) but through account
transfers and crediting mechanisms.

The Moscow government and the department of external economic and
international relations of Moscow will grant about $21,200 as material
aid to veterans of the Great Patriotic War, RIA Novosti reports.

The program will start at the Moscow House in Yerevan on March 31.

Armine Tyutyujan, the director general of the Moscow House, said that
veterans will be honoured for their contribution to fighting fascism.

The Moscow House has been holding such events for 8 years. WWII
monuments were restored in Yerevan and Dilijan in 2014 with the help
of the Moscow government.

Turkish Parliament Speaker Cemil Cicek met with his US counterpart john
boehner on Wednesday to discuss regional developments, particularly
Syria, Boehner’s office said.

Cicek is visiting Washington this week as part of an intensified
campaign by Ankara to blunt a momentum in the US Congress as it
prepares to debate whether or not mass killing of Armenians during
WWI constituted a genocide. The issue has been Turkey’s “red-line”
for decades and Ankara even recalled ambassadors in response to similar
attempts to recognize the killings as genocide, including from the US,
France and Sweden. Previous attempts to bring a similar resolution
to the House floor were failed, particularly in 2007 and 2011.

The Boehner’s office didn’t say if both speakers discussed the newly
introduced bill on Armenian “genocide.” The Armenian National Committee
of America (ANCA), the largest Armenian lobby group in the US, said
nearly 50 members of the House are now backing the Armenian ‘genocide’
resolution. It said a broad spectrum of veteran and freshmen House
members are adding their voices to the “global call for truth and
justice,” as support for the resolution continues to grow.

On Tuesday, Cicek said during his speech at the Center for Strategic
and International Studies (CSIS) that Turkey is the country that
wants the most to illuminate every aspect of the 1915 events so that
the issue is not “exploited.”

“Whatever there is in front or behind, who provoked these events,
who promoted them … whatever happened, we want them to be unveiled
based on documents with all their dimensions,” Cicek said, adding
that Ankara wants to eliminate the exploitation of the 1915 events
and contribute to peace through exposing historic realities.

Boehner’s office also said the two speakers discussed issues of mutual
interest and concern in the Middle East, including the ongoing war
in Syria. Boehner last met with Speaker Cicek last April during a
visit to Turkey.

Before his meeting with Boehner, Cicek repeatedly called on Western
countries to broaden their efforts to defeat the Islamic State
of Iraq and Levant (ISIL) to also include the removal of Syrian
President Bashar al-Assad. Cicek also expressed unease that the West
is justifying assistance to the outlawed Kurdistan Workers’ Party (PKK)
“just because they’re helping the fight against the ISIL.”

BEIJING, March 26 (Xinhua) — Chinese Premier Li Keqiang met with
Armenian President Serzh Sargsyan here on Thursday.

Li said China would like to see the two countries enjoy mutual respect,
treat each other as equals, support each other, deepen friendship
and cooperation and promote common development.

He said China hopes to conduct cooperation with Armenia in areas
including railway, road, nuclear power and electricity.

China is willing to help Armenia build steel, cement and flat glass
production lines, and engage in infrastructure construction to promote
Armenia’s industrialization, Li said.

He called on the two sides to give full play to the bilateral committee
on economic and trade cooperation to expand trade and exchanges of
culture and localities.

Calling China an important political and trading partner, Sargsyan
said Armenia welcomes Chinese enterprises to invest and participate
in infrastructure construction and engage in mining cooperation.

He also expressed hope that the two countries could expand cooperation
in such areas as tourism and aviation.

Sargsyan was invited by Chinese President Xi Jinping for a state
visit. He will also attend the annual conference of the Boao Forum
for Asia held in Boao, south China’s Hainan province.

Xi and China’s top legislator Zhang Dejiang also met Sargsyan.
