Turkey says could annex north if Cyprus stays split

March 4, 2012

ISTANBUL (Reuters) – Turkey would consider annexing northern Cyprus
if talks between Greek and Turkish Cypriots failed to reach a deal on
reunification of the island, Turkey’s European Affairs Minister Egemen
Bagis told a Turkish Cypriot newspaper.

Greek Cypriot leader Dimitris Christofias and his Turkish Cypriot
counterpart Dervis Eroglu have made little progress in negotiations to
reunite the island, divided in 1974, since the United Nations
persuaded them to renew efforts late last year.

Bagis told Turkish Cypriot newspaper Kibris that Turkey would support
any agreement reached by the two sides, but said that was only one of
several possible outcomes.

“Reunification under a deal that (the two) leaders could reach,
creation of two independent states after an agreement between the two
leaders if they are unable to reach a deal for reunification, or
annexation of the KKTC (Turkish Republic of Northern Cyprus) to
Turkey,” Bagis told Kibris during an interview in London.

“These are all the options on the table.”

Many Turkish Cypriots oppose the notion of annexation. Turkey’s NTV
news channel quoted Ozkan Yorganciogly, leader of the main opposition
Republican Turks Party (CTP), as saying the idea was unacceptable.

Cyprus, governed by a Greek Cypriot administration and a member of
the European Union, has used the dispute to slow Turkey’s efforts to
join the bloc.

Frustrated by the lack of progress, Turkey has said if there was no
solution by July 1 when Cyprus takes over the European Union
presidency, it would suspend dialogue until the presidency passes to
another EU member in 2013.

Turkey has stationed troops in the north since invading in 1974,
after a coup in Cyprus orchestrated by a military junta in Athens.

Northern Cyprus is only recognized only by Ankara and its only air
link is with Turkey. It is also excluded from international sport,
finance and trade, and it has been heavily subsidized by Ankara.

The dispute took a serious turn last September when Cyprus allowed
gas exploration drilling to commence. That prompted Turkey to dispatch
naval ships to the Eastern Mediterranean, saying that any gas found
would belong to all Cypriots.

Opposition MP’s Argue New Bill Seeks to Quash Public Protest Even Further

The RA government has submitted another questionable piece of
legislation to the parliament.

The bill is entitled, `Changes and Amendments to the RA Code Regarding
Administrative Legal Violations’. Opposition MP’s have already voiced
their criticism.

According to the bill, those found in violation of the use of public
spaces – streets, sidewalks, bus stops, playgrounds, airports, etc –
will be subject to fines ranging from 20,000 to 60,000 AMD.

Many see the bill as yet another scheme to restrict public rallies and
protests in the lead up to parliamentary elections in May.

Some MP’s also argue that the bill is directed against small-scale
street vendors.

Another clause in the bill that has incurred the wrath of opposition
legislators would allow for 20,000 to 50,000 AMD fines to be levied
against those who `publicly insult representatives of the government
in the course of their duties’.

Bill detractors say that the government wants to kill two birds with
one stone, by first outlawing public protest and then fining those who
have the nerve to quarrel with government representatives.

Wikileaks: `Israel demolished some Iranian nuclear laboratories’

of the `Stratford’ analytic center since Monday. ZMAN.com news agency
informed about this.

Kurdish extremists have fulfilled an operation of annihilating some
Iranian nuclear laboratories.

Another news about Iranian-Israeli relation is also much discussed in
the world media. It is about Israeli possible attack on Iran.

not welcomed by the American side. At the same time Israel continues

Le boomerang arménien

AUTEUR: Eric Conan

question reste ouverte.

ISTANBUL: American Report: Turkish Relations With Armenia Should Be

AMERICAN REPORT: TURKISH RELATIONS WITH ARMENIA SHOULD BE EXPANDED
by Mehmet Ali Birand

Hurriyet Daily News
March 2 2012
Turkey

Just as the French Constitutional Council rejected the “denial law,”
an exceptionally important 45,000-word report was issued in Washington
on Turkish-Armenian relations.

Prepared by Columbia University’s Institute for the Study of Human
Rights Director David L. Phillips and printed by Harvard University,
the report – “Diplomatic History: The Turkey-Armenia Protocols” –
was presented and discussed at special sessions of both the U.S.

Department of State and the U.S. Congress.

The report is based on exclusive interviews with those Turkish,
American, Swiss and Armenian diplomats who personally contributed
to the writing of the protocols. It searches for answers to both
the questions of: “Why did the protocols fail?” and “What should be
done now?”

Gul started, Erdogan blocked

The process started with Turkish President Abdullah Gul’s participation
at the football match held between the national teams of Turkey and
Armenia in Yerevan on Sept. 6, 2008. Seven meetings had been held
since May 21, 2008 with the mediation of Switzerland, and drafts
were signed on Feb. 7, 2009. But the process failed after Armenian
President Serzh Sargsyan’s suspension of the protocols on April 22,
2011. The following assessments have been made:

– Presidents Gul and Sargsyan are to be applauded as heroes of the
process. It is stated that they demonstrated statesmanship, vision
and huge courage.

– On the contrary, on the topic of causing the failure of the
protocols, Turkish Prime Minister Recep Tayyip Erdogan is held
responsible and criticized. Critics draw attention to the fact that in
the speech he delivered at the Azerbaijani Parliament on May 13, 2009,
he stipulated that a pre-condition of the recovery of Turkish-Armenian
relations was the solving of the Nagorno-Karabakh issue. This was
not in the protocols, so it stopped the process.

Aliyev did not take it seriously

– The person criticized most in the report is Azerbaijani President
Ilham Aliyev. It is stated that he did not take the protocol talks
seriously, and when it was officially announced he gave an exaggerated
reaction. As well as threatening to stop the sale of natural gas
to Turkey, he also raised the gas price to a great extent. He also
brought the “South Stream” onto the agenda, in order to obstruct the
Turkey-backed Nabucco Project.

– Armenia’s mistakes are also listed in the report. It is suggested
that the announcement of the protocols just two days before the
anniversary of the “genocide” provoked all Armenian nationalists. No
information was provided to the public and no transparency was shown.

– The report also criticized the Obama administration for not being
able to manage the developments properly, saying that the U.S.

embassies in Ankara and Yerevan were not able to establish a
satisfactory dialogue.

What should be done now?

The report states that the protocols cannot be revived as they are,
but some measures that are present in the protocols can be activated
to moderate the relationship:

– Flights between Van and Yerevan should be opened.

– The Ani Bridge should be repaired and tourist buses from Armenia
should be allowed to travel there.

– Electricity sales should be allowed and fiber optic cables should
be extended to Yerevan’s Industry Free Zone.

– Joint commissions should be formed to determine the method of
research into international archives, and the selection of historic
monuments to be repaired.

– Places should be allocated in Yerevan’s Genocide Museum for those
Turks who helped Armenians in 1915.

This report is not binding. Its content will be evaluated in the U.S.

Department of State’s decisions and in debates in the U.S. Congress.

Some of the proposals may be transformed into policies. These proposals
could also light the way to the steps Ankara may want to take, as
the 100th anniversary in 2015 approaches.

ZIYAFET ASGAROV: “THE FRENCH CONSTITUTIONAL COUNCIL’S DECISION IS A RESULT OF APPROACH TO THE ISSUE WITH A RATIONAL MIND”

APA
March 2 2012
Azerbaijan

Baku. Ramil Mammadli – APA. Abolition of the French Senate’s law
criminalizing the denial of made-up “Armenian genocide” by the French
Constitutional Council is a result of an approach to the issue with
a rational mind. It is clear that the clever people take seats at
the Constitutional Council.

They also understood that the adoption of such a law would damage
the state basis of France”, first deputy chairman of Azerbaijani
parliament Ziyafet Asgarov told journalists, APA reports. Asgarov said
that the Senate’s decision was first of all contrary to the French
Constitution and they expected such decision from the Constitutional
Council: “We thank people who had a role in adoption of this decision,
especially French MPs, who addressed the Constitutional Council”.

Asked about the inactivity of the OSCE Minsk Group co-chairs on
the settlement of Nagorno Karabakh conflict and joining of other
international organizations to this process, Asgarov said: “The other
international organizations make comments on the issue only by their
statement. If the European Union wants to contribute to the fair
settlement of the conflict, so what prevents them? What prevents the
OSCE and Minsk Group co-chairs in the settlement of the conflict? They
must work for the solution of the problem. These organizations must
find a political courage and say that Armenia is an aggressor country
and occupied Azerbaijani lands, these lands must be liberated. Why
don’t they want to solve the problem having enough legal documents?

Indeed, these questions must be addressed to them. If this organization
wants to be on agenda with its statements and words, certainly,
it is of no use. If they really want to help, so let them help”.
