PanARMENIAN.Net – Veteran of the Great Patriotic War Zhora Tunyan
spoke at Yerevan-Moscow-Kyiv- Astana space bridge on May 3.

He told about his participation in hostilities from Russian Rostov
city to Poland saying Armenian soldiers fought bravely together with
others because they shared a common motherland.

Tunyan urged to develop patriotism in the youth through cultivating
love for homeland and the need to protect it.

Armenians should fight in Karabakh as boldly as they fought back
in 1940s, because Karabakh belongs to Armenia, and Karabakh is our
motherland, war veteran said.

A Defeatist Nation

A DEFEATIST NATION

Nearly everyone has told me the same thing: The laws don’t work or
there are no laws, and the judicial system is corrupted. They are
desperate, hopeless, and dwell in a self-imposed realm of defeatism,
each playing the role of the eternal victim.

With the Armenian National Assembly elections slated for May 6, I
am obliged to reflect upon the political situation of the last four
years and contemplate where Armenia is headed. These elections will
be the most important in this republic’s brief history as a test for
the functioning of democracy, yet most people don’t realize it.

Nearly everyone has told me the same thing: The laws don’t work or
there are no laws, and the judicial system is corrupted. They are
desperate, hopeless, and dwell in a self-imposed realm of defeatism,
each playing the role of the eternal victim.

Whenever I meet someone for the first time in Armenia, a minute doesn’t
pass before politics comes up. For the last seven or eight years,
I have heard countless people express their disgust in the Armenian
government and authorities, that the country is not a country,
there is no justice, the oligarchs do whatever they want and take
advantage, and so forth. Indeed, not once have I met anyone who has
told me that they approve of the regime in power-either backed (in
Robert Kocharian’s case) or fully controlled by the Republican Party
(along with its coalition partner parties).

They expect governmental reform without having to work for it, as
if the authorities will one day magically realize that they should
no longer lie to and cheat their citizens. They want justice and good
governance, but no one can agree on how it will be achieved or who will
lead that reform movement. Meanwhile, the Armenian Diaspora remains
silent, continuing to turn a blind eye to the lack of democracy and
governmental irresponsibility.

Given the negative mindset in the motherland, one should come to the
logical conclusion that the Republican Party will win less votes
than it has in the past-despite election fraud that is bound to
occur-making way for a new National Assembly controlled by a union
of parties, albeit fragile, that have been in opposition. This ideal
union would likely be comprised of the Armenian National Congress,
ARF-Dashnaktsutyun, the Heritage Party, and Free Democrats alliance,
and the Prosperous Armenia Party, which has been keen to distance
itself from the authorities in recent weeks, although it refuses
to officially break away from the pro-government coalition. This
fresh National Assembly will also signal a new era in government,
one where the demands of the people will conceivably be met and,
as Raffi Hovannisian put it in his interview with me, emigration is
reversed so that a wave of immigration displaces it. Nevertheless,
the Republican Party’s notorious pre-election terror campaign of
intimidation and harassment that has already been unleashed is bound
to coerce many voters to cast ballots in their favor. The authorities
are also counting on disenchanted citizens to sell them their votes
for 20 bucks apiece.

The issues plaguing Armenia are too numerous to list. But the most
relevant points to tackle, in random order, are the following: a
reformed, competent, and properly trained police force; an independent
judicial system; a substantial increase in funding for social services,
including doubling the minimum wage and pensions (which all contending
opposition parties are pushing); the renovation of schools and
hospitals nationwide, starting with the most remote areas first; the
reconstruction of roads and infrastructure, again with the most remote
villages a priority; encouragement for civil society to flourish; the
break up of the trade monopolies, especially on staple foodstuffs,
to promote competition in the marketplace; incentives for small-
and medium-sized business ventures to start up; a four-fold increase
in efforts to encourage foreign investment in the thriving Armenian
IT sector; additional investments in the tourism industry; and the
immediate cancellation of long-term environmentally devastating mining
projects that would only benefit foreign investors (the local economy
would not be positively affected by any means). The list can go on and
on, but tacking the aforementioned issues is a good start to getting
things on track in Armenia and reversing the trends of narcissism
and greed that have been strangling this country for far too long.

Some argue that it will take decades and several generations to pass
before the aforementioned issues even begin to be properly addressed.

Unfortunately, we don’t have that long to wait. It’s been nearly 21
years since Armenia declared independence, and most citizens are no
better off than they were then. Unofficial population estimates in
Armenia are between 2-2.5 million. Entire villages have picked up and
moved to remote parts of Russia where they have been provided housing
and employment as part of a rural colonization scheme. The talented,
technology-savvy youth are leaving for the U.S., Canada, and elsewhere
(I personally know five software engineers who have emigrated during
the last three years). And Artsakh is continuously being emptied of
its populace: Only around 2,700 people are left in Shushi alone.

The new wealth and economic growth that is noticeable to foreigners
and Armenians from the Diaspora is concentrated in central Yerevan-it
is a mirage, a smokescreen obscuring what things are really like here.

The sooner the diaspora comprehends this and puts pressure on the
Armenian government to get its act together, the more secure and, yes,
entrepreneurial Armenian citizens will become. But that reshaping
cannot happen on its own. It needs stimulus. It requires motivation
and dedicated hard work. It is dependent upon foresight and ingenuity.

And it has to start right now.

en cas de soutien a sa candidature lors des elections presidentielles
de 2013, d’~uvrer en faveur de la ratification par l’Armenie des
protocoles armeno-turcs. Les diplomates turcs se seraient, de leur

si les protocoles etaient ratifies. Ceux-ci auraient par ailleurs

ISTANBUL: Turkey May Be Regional Power, Out Of EU In 2030

TURKEY MAY BE REGIONAL POWER, OUT OF EU IN 2030

Hurriyet
May 3 2012
Turkey

Turkey is likely to be a regional power in 2030 but it’s not certain
whether it would be an EU member by then, says a recent report
commissioned by the European Parliament. Report advises Turkey to keep
up with its EU commitments Turkey will maintain and even bolster its
status as a medium-sized power in demographic, economic, territorial
and military terms as of 2030, says the report. DAILY NEWS photo,
Hasan ALTINIÅ~^IK Turkey is likely to become a pivotal regional
power by 2030, but it is not clear whether it will be a European
Union member by that date, according to a recently released report
conducted by the European Union Institute for Security Studies (EUISS)
upon a European Parliament request.

“Turkey is likely to become a pivotal regional power. Turkish citizens,
capital and institutions will continue to integrate with the global
economy and network society; and ties with the EU and Turkey’s
immediate neighbors and other regions will become deeper and denser,”
said the Global Trends 2030 report, released on April 27. The report
looks at the impact of an increasingly empowered global citizenry on
the international system and is produced for the European Strategy
and Policy Analysis System (ESPAS).

Turkey’s global role depends on its ability to pursue its interests
within international groups and by membership of inter-state
organizations such as NATO, the G20, the Organization of the Islamic
Conference (OIC), and by eventual accession to the EU, said the
report. However, it also said it was “difficult to predict whether
Turkey will join the EU by 2030 as there are both push and pull
factors are work.

“The division of Cyprus could be mitigated by greater convergence
between Turkey and the EU, but the difficulties attending the process
of enlargement to Turkey may persist and render the solution to the
Cyprus question more problematic,” the report stated.

The report recommended that Turkey balances its recently-discovered
role in the Middle East by awareness of its relations with the EU,
the Balkans, the Black Sea, Russia, the Caucasus, Central Asia, the
Mediterranean and the U.S., as well as its evolving and newly-emergent
links with the rest of Asia, Africa and the Americas. The report
said Turkey may want to work with different countries “to further its
interests in the Middle East,” but stressed that this was “unlikely
to become an alternative to EU integration.”

Turkey to bolster its power

Current trends suggest Turkey will maintain and even bolster its
status as a medium-sized power in demographic, economic, territorial
and military terms, said the report, but it also urged the country to
address key weaknesses in order to be able to pursue this position,
“including Kurdish and Armenian claims and rights issues, energy
dependency, an environmentally unsustainable development model”
In 2030, there will be no single hegemonic world power, but the U.S.

and China will be the most influential actors, according to the
report. It also predicted an economic power shift toward Asia, with
China projected to be the largest economic power with a 19 percent
share of total world gross domestic product (GDP) and India continuing
to rise. However, Russia and Japan will lose the great power status
they enjoyed in the 20th century, the report said.

The U.S. is likely to remain the world’s major military power, but
Chinese military capabilities are very likely to increase. A group of
rising middle powers, including Indonesia, Turkey, and South Africa,
will become ever more prominent, the report said.

With regard to social media, the report said its use was growing
everywhere. “Indonesia has experienced the fastest rate of development,
and Turkey now accounts for the third highest number of Facebook
users after the U.S. and the U.K.” In the OECD, the richest ten
percent earned nine times as much as the poorest ten percent of the
population. This income gap is particularly pronounced in Mexico and
Chile but also in Israel, Turkey and the U.S.

Four Days Before Parliamentary Elections: International Observers Re

FOUR DAYS BEFORE PARLIAMENTARY ELECTIONS: INTERNATIONAL OBSERVERS REPORT MULTIPLE CAMPAIGN IRREGULARITIES

Wednesday, May 2nd, 2012

Schoolchildren at an election campaign rally held by the ruling
Republican Party in Armavir province

YEREVAN – Schoolchildren, teachers and other public-sector employees
have been pressured to attend election campaign rallies held by the
ruling Republican Party of Armenia, observers from the Organization
for Security and Cooperation in Europe said on Friday.

In an interim report, the election observation mission deployed
by the OSCE’s Office for Democratic Institutions and Human Rights
(ODIHR) said its members have witnessed such instances in at least
two parts of the country since the start of campaigning for the May
6 parliamentary elections.

“While Article 18.6 of the Electoral Code prohibits campaigning
and distribution of campaign material by pedagogical staff and in
educational institutions, OSCE/ODIHR long-term observers (LTOs)
reported a number of cases of teachers and students involved in the
HHK campaign,” reads the report.

“In Echmiadzin, on 11 April students and teachers were released from
school to attend an ruling party rally,” it says. “On 14 April in
Arabkir (a district of Yerevan), teachers asked students to attend,
after classes, a similar rally with President [Serzh] Sarkisian. LTOs
observed Republican majoritarian candidates (constituencies 19 and 21,
Armavir province) campaigning in schools with students and teachers
present.”

According to Armenian media reports, the practice has been the norm
across the country during both the current and previous election
campaigns.

The OSCE/ODIHR mission also cited other instances of “the use
of administrative resources” by the ruling party, including the
announcement by an ambulance of an HHK rally in the southeastern town
of Kapan. “OSCE/ODIHR LTOs also noted staff from the local tax office
discussing that they had been released early from work on condition
that they attended a Republican rally in Talin (Aragatsotn province)
on 20 April,” it said.

Also catching the mission’s attention was the distribution of tractors
by Gagik Tsarukian, a wealthy businessman leading the Prosperous
Armenia Party, a member of the governing coalition. Prosperous Armenia
critics have denounced the practice as a form of vote buying banned
by the Electoral Code.

The OSCE observers believe, however, the tractors have appeared in
at least six Armenian provinces “de facto as part of the party’s
campaign.” “According to a Prosperous Armenia brochure, the party
attached importance to the creation of tractor stations in all
provinces,” they noted.

The mission was otherwise generally satisfied with the course of the
campaign so far. “Contestants are generally able to campaign and have
been provided with free venues and poster space,” says its report. It
also praises the Central Election Commission and its territorial
divisions for working “in an open and transparent manner.”

The OSCE/ODIHR mission is the largest international team to observe
and assess the conduct of the upcoming elections. It is due to have
about 300 members by polling day.

Secord Acknowledges Armenian Genocide Commemoration In Parliament

SECORD ACKNOWLEDGES ARMENIAN GENOCIDE COMMEMORATION IN PARLIAMENT

ARMENPRESS
2 May, 2012
YEREVAN

YEREVAN, MAY 2, ARMENPRESS: Member of the NSW Legislative Council,
the Honourable Walt Secord acknowledged the importance of the Armenian
Genocide Commemorative Week events in Australia held during the month
of April in an adjournment speech on the floor of the NSW Parliament
this week, reports Armenpress citing The Armenian National Committee
of Australia.

He said: ” On 24 April I had the honour and privilege of representing
State Labor at a national commemoration marking the 97th anniversary of
the Armenian Genocide. On 24 April 1915 Ottoman authorities arrested
250 Armenian intellectuals and community leaders. We see this as the
start of the Armenian Genocide.

“I was there at the National Armenian Genocide Commemoration in
three capacities: first, as the deputy co-chair of the New South
Wales Parliamentary Friends of Armenia; secondly, as the son of a
Mohawk-Ojibway man who belongs to a race that has been touched by
genocide in North America; and, thirdly, as the first Australian
parliamentarian to publicly visit Nagorno-Karabakh in support of the
contemporary struggles of the Armenian people.”

Secord concluded: “I sincerely hope that one day, as Abraham Lincoln
once said, ‘better angels of our nature’ eventually prevail in Ankara
and Turkey accepts responsibility for the Armenian Genocide.”

Armenian National Committee of Australia (ANC Australia) Executive
Director Varant Meguerditchian applauded the NSW MP’s courage in
bringing these issues to light.

“While Turkey maintains a policy of denial, the issue of the Armenian
Genocide remains unresolved,” he said.

” We thank Mr Secord for acknowledging that Armenian Genocide
Commemorative Week renews our commitment and focus toward achieving
a just resolution of the Armenian Genocide.”
