Le president turc Abdullah Gul a vivement denonce la rhetorique
anti-turque dans les elections presidentielles en France au regard

Le President turc a reitere la proposition turque de creation d’une
commission conjoint turco-armenien de chercheurs pour examiner si
les evenements de 1915 peuvent etre qualifier de genocide.

” Nous faisons un appel clair au monde entier. Mettons en place une
commission commune d’historiens si vous etes sincère. Cette commission
devra se reunir, discuter et regarder les archives. Voyons ce qui
s’est passe de manière realiste. Mais nous n’avons recu aucune reponse
a notre proposition ” a-t-il dit.

Turkey is likely to be a regional power in 2030 but it’s not certain
whether it would be an EU member by then, says a recent report
commissioned by the European Parliament. Report advises Turkey to keep
up with its EU commitments Turkey will maintain and even bolster its
status as a medium-sized power in demographic, economic, territorial

power by 2030, but it is not clear whether it will be a European
Union member by that date, according to a recently released report
conducted by the European Union Institute for Security Studies (EUISS)
upon a European Parliament request.

“Turkey is likely to become a pivotal regional power. Turkish citizens,
capital and institutions will continue to integrate with the global
economy and network society; and ties with the EU and Turkey’s
immediate neighbors and other regions will become deeper and denser,”
said the Global Trends 2030 report, released on April 27. The report
looks at the impact of an increasingly empowered global citizenry on
the international system and is produced for the European Strategy
and Policy Analysis System (ESPAS).

Turkey’s global role depends on its ability to pursue its interests
within international groups and by membership of inter-state
organizations such as NATO, the G20, the Organization of the Islamic
Conference (OIC), and by eventual accession to the EU, said the
report. However, it also said it was “difficult to predict whether
Turkey will join the EU by 2030 as there are both push and pull
factors are work.

“The division of Cyprus could be mitigated by greater convergence
between Turkey and the EU, but the difficulties attending the process
of enlargement to Turkey may persist and render the solution to the
Cyprus question more problematic,” the report stated.

The report recommended that Turkey balances its recently-discovered
role in the Middle East by awareness of its relations with the EU,
the Balkans, the Black Sea, Russia, the Caucasus, Central Asia, the
Mediterranean and the U.S., as well as its evolving and newly-emergent
links with the rest of Asia, Africa and the Americas. The report
said Turkey may want to work with different countries “to further its
interests in the Middle East,” but stressed that this was “unlikely
to become an alternative to EU integration.”

Turkey to bolster its power

Current trends suggest Turkey will maintain and even bolster its
status as a medium-sized power in demographic, economic, territorial
and military terms, said the report, but it also urged the country to
address key weaknesses in order to be able to pursue this position,
“including Kurdish and Armenian claims and rights issues, energy
dependency, an environmentally unsustainable development model”
In 2030, there will be no single hegemonic world power, but the U.S.

and China will be the most influential actors, according to the
report. It also predicted an economic power shift toward Asia, with
China projected to be the largest economic power with a 19 percent
share of total world gross domestic product (GDP) and India continuing
to rise. However, Russia and Japan will lose the great power status
they enjoyed in the 20th century, the report said.

The U.S. is likely to remain the world’s major military power, but
Chinese military capabilities are very likely to increase. A group of
rising middle powers, including Indonesia, Turkey, and South Africa,
will become ever more prominent, the report said.

With regard to social media, the report said its use was growing
everywhere. “Indonesia has experienced the fastest rate of development,
and Turkey now accounts for the third highest number of Facebook
users after the U.S. and the U.K.” In the OECD, the richest ten
percent earned nine times as much as the poorest ten percent of the
population. This income gap is particularly pronounced in Mexico and
Chile but also in Israel, Turkey and the U.S.

disapprove of the attempts by the local opposition to use the
Eurovision 2012 song contest due to be held in Baku in late May for
political ends, according to the findings of a poll conducted by the
Rey (Opinion) Monitoring Center.

When asked about their attitude towards opposition demonstrations in
relation to the forthcoming contest, only 4.3% respondents claimed
support.

Two point three percent rather support such demonstration, while 5.6%
respondents are indifferent. Sixteen point eight percent said they
rather disapprove of such demonstrations; 64.1% said they do not
support and 6.9% could not answer.

Forty-one point nine percent of respondents said they were outraged
by the opposition’s actions; 15.5% said they were alarmed by such
demonstrations; 2.3% feel hopeful seeing such demonstrations, 16.8%
disappointed and 14.4% indifferent.

When expressing their attitude towards the slogan, “We need Karabakh,
not Eurovision,” chanted at the opposition demonstrations, nearly
45.8% respondents called it “a provocation aimed at forming a negative
attitude towards the contest,” with only 5.5% respondents agreeing
with this slogan.

The poll was conducted among 1,500 respondents aged 18 and above on
April 24-29. The margin of error is 3%.

YEREVAN – Schoolchildren, teachers and other public-sector employees
have been pressured to attend election campaign rallies held by the
ruling Republican Party of Armenia, observers from the Organization
for Security and Cooperation in Europe said on Friday.

In an interim report, the election observation mission deployed
by the OSCE’s Office for Democratic Institutions and Human Rights
(ODIHR) said its members have witnessed such instances in at least
two parts of the country since the start of campaigning for the May
6 parliamentary elections.

“While Article 18.6 of the Electoral Code prohibits campaigning
and distribution of campaign material by pedagogical staff and in
educational institutions, OSCE/ODIHR long-term observers (LTOs)
reported a number of cases of teachers and students involved in the
HHK campaign,” reads the report.

“In Echmiadzin, on 11 April students and teachers were released from
school to attend an ruling party rally,” it says. “On 14 April in
Arabkir (a district of Yerevan), teachers asked students to attend,
after classes, a similar rally with President [Serzh] Sarkisian. LTOs
observed Republican majoritarian candidates (constituencies 19 and 21,
Armavir province) campaigning in schools with students and teachers
present.”

According to Armenian media reports, the practice has been the norm
across the country during both the current and previous election
campaigns.

The OSCE/ODIHR mission also cited other instances of “the use
of administrative resources” by the ruling party, including the
announcement by an ambulance of an HHK rally in the southeastern town
of Kapan. “OSCE/ODIHR LTOs also noted staff from the local tax office
discussing that they had been released early from work on condition
that they attended a Republican rally in Talin (Aragatsotn province)
on 20 April,” it said.

Also catching the mission’s attention was the distribution of tractors
by Gagik Tsarukian, a wealthy businessman leading the Prosperous
Armenia Party, a member of the governing coalition. Prosperous Armenia
critics have denounced the practice as a form of vote buying banned
by the Electoral Code.

The OSCE observers believe, however, the tractors have appeared in
at least six Armenian provinces “de facto as part of the party’s
campaign.” “According to a Prosperous Armenia brochure, the party
attached importance to the creation of tractor stations in all
provinces,” they noted.

The mission was otherwise generally satisfied with the course of the
campaign so far. “Contestants are generally able to campaign and have
been provided with free venues and poster space,” says its report. It
also praises the Central Election Commission and its territorial
divisions for working “in an open and transparent manner.”

The OSCE/ODIHR mission is the largest international team to observe
and assess the conduct of the upcoming elections. It is due to have
about 300 members by polling day.

Secord Acknowledges Armenian Genocide Commemoration In Parliament

YEREVAN, MAY 2, ARMENPRESS: Member of the NSW Legislative Council,
the Honourable Walt Secord acknowledged the importance of the Armenian
Genocide Commemorative Week events in Australia held during the month
of April in an adjournment speech on the floor of the NSW Parliament
this week, reports Armenpress citing The Armenian National Committee
of Australia.

He said: ” On 24 April I had the honour and privilege of representing
State Labor at a national commemoration marking the 97th anniversary of
the Armenian Genocide. On 24 April 1915 Ottoman authorities arrested
250 Armenian intellectuals and community leaders. We see this as the
start of the Armenian Genocide.

“I was there at the National Armenian Genocide Commemoration in
three capacities: first, as the deputy co-chair of the New South
Wales Parliamentary Friends of Armenia; secondly, as the son of a
Mohawk-Ojibway man who belongs to a race that has been touched by
genocide in North America; and, thirdly, as the first Australian
parliamentarian to publicly visit Nagorno-Karabakh in support of the
contemporary struggles of the Armenian people.”

Secord concluded: “I sincerely hope that one day, as Abraham Lincoln
once said, ‘better angels of our nature’ eventually prevail in Ankara
and Turkey accepts responsibility for the Armenian Genocide.”

Armenian National Committee of Australia (ANC Australia) Executive
Director Varant Meguerditchian applauded the NSW MP’s courage in
bringing these issues to light.

“While Turkey maintains a policy of denial, the issue of the Armenian
Genocide remains unresolved,” he said.

” We thank Mr Secord for acknowledging that Armenian Genocide
Commemorative Week renews our commitment and focus toward achieving
a just resolution of the Armenian Genocide.”

Une discussion intitulee ” Ce qui est arrive le 24 avril ? Ce qui est
arrive le 19 janvier ? ” a eu lieu a l’Universite Bilgi d’Istanbul
lancant les ceremonies commemorant le genocide armenien.

Bagrat Estukian du journal Agos, le docteur Arus Yumul et Tolka
Tivziv Professeur de l’Universite de Bilgi ont fait des discours, se
concentrant sur les ecrits du journaliste armenien Hrant Dink assassine
le 19 janvier 2007. Ils ont salue la contribution de Hrant Dink dans
la presentation du genocide armenien dans la conscience Turque.

Dans son discours le professeur d’Universite a appele a la
reconnaissance par la Turquie du Genocide armenien et sa compensation.

” En 1912, 20 % de population de l’Empire eatit constitue de groupes
non-musulmans, le pourcentage a baisse a 2,4 % en 1927. Qu’est-il
arrive a ces gens ? Nous savons que c’etait un Genocide et nous devons
faire face a la realite, demander pardon et indemniser les degâts
infliges ” a-t-il dit, ajoutant que l’organisation de tels evenements
continuera a debarrasser le public de la politique negationniste et
de la tromperie.

Selon le docteur Yumul, l’assassinat de Dink a suscite des craintes
d’une repetition de tels actes.

” Cela contraint beaucoup de gens a garder leur origine dans le secret,
avec d’autres preferant fuir le pays ” a dit Yumul.

L’evenement a ete organise par le groupe ” les etudiants
Anti-capitalistes ” qui declare ouvertement qu’il reconnaît le
Genocide armenien.

Après des mois de protestations des activistes pour l’environnement,
le president Serge Sarkissian a ordonne aux autorites municipales
mardi 1er mai de retirer plus d’une dizaine de kiosques construits
dans un petit parc au centre ville d’Erevan.

Sarkissian a visite le parc de Mashtots avec le maire Taron Markarian
deux jours seulement après les affrontements entre manifestants
et policiers.

” Vous avez tout fait correctement “, a affirme Markarian devant les
cameras. ” Dans deux ou trois ans, tout cela devrait etre supprime.

Mais, mon cher Taron, comme vous pouvez le voir, cette vision n’est
pas très agreable. ” ” Encore une fois, vous avez fait le bon choix,
mais il faudrait trouver une manière pour demonter tout cela “,
a declare Sarkissian. ” Ce serait la decision appropriee. ”

Ces remarques ont mis fin a une impasse de plus de trois mois entre des
dizaines de militants et la municipalite d’Erevan. Les militants ont
conteste la legalite de la decision du maire concernant l’utilisation
du domaine public a des fins commerciales.

L’administration municipale a toujours dit que les kiosques seront
installes dans le parc Mashtots pour un maximum de trois ans. Il a
egalement annonce la necessite de compenser les entrepreneurs dont
les kiosques ont ete demanteles en janvier.

Le bras de fer a commence au debut du mois lorsque les manifestants
ont ete rejoints par un groupe de personnalites publiques qui tentent
de demolir les kiosques en construction. Leurs tentatives ont conduit
a des echauffoures avec la police.

Le plus violent de ces incidents a eu lieu dimanche. Sept manifestants
ont ete arretes sur place et ont ete mis en garde a vue pendant
plusieurs heures. Deux d’entre eux ont subi des blessures et ont ete
amenes dans un hôpital.

Sarkissian a salue mardi 1er mai la police pour avoir fait preuve
de retenue au sujet du differend très mediatise. Robert Melkonian,
un chef adjoint de la police d’Erevan, qui a personnellement assure
la coordination des actions de la police dans le parc, a felicite
les ecologistes pour leur victoire contre le gouvernement.

Le tolle reflète une colère grandissante parmi les Armeniens
politiquement actifs depuis le retrait des parcs publics de la ville
qui a debute dans les annees 90. La quasi-totalite d’entre eux est
maintenant parsemee de cafes, restaurants et autres proprietes
commerciales. Les autorites ont jusqu’a present essentiellement
ignorees les protestations organisees par les ecologistes.

Le Parti Armenie prospère (BHK) a insiste mardi 1er mai sur le fait
que la disposition controversee de tracteurs pour les communautes
rurales a travers le pays et par une societe appartenant a son chef
Gagik Tsarukian, n’equivaut pas a l’achat de voix.

Tsarukian a devoile ces dizaines de tracteurs au cours des
rassemblements dans tout le pays lors de la campagne electorale. Ses
detracteurs, notamment du parti de l’opposition Zharangutyun
(patrimoine), ont crie au scandale, disant que la pratique viole le
Code electoral qui interdit les pretendants aux elections de fournir
toute aide materielle aux electeurs.

La pratique a egalement attire l’attention d’une mission d’observation
electorale internationale deployee en Armenie par l’Organisation pour
la securite et la cooperation en Europe. ” Le siège de l’Armenie
prospère a publie une declaration affirmant qu’aucun tracteur n’a
ete donne et que le parti n’a pas mis en ~uvre des programmes de
bienfaisance “, a declare le rapport. Neanmoins, les observateurs
de l’OSCE ont conclu que Tsarukian a mis a disposition des tracteurs
aux agriculteurs dans le cadre de la campagne electorale.

Hmayak Hovannisian, un politicien bien connu dont le nom est le
neuvième sur la liste du BHK, n’a pas nie le lien entre le regime et
la course parlementaire. Mais il a affirme que le projet de Tsarukian
est tout simplement l’accomplissement de sa promesse de campagne
qui etait de louer des tracteurs et de les mettre a la disposition
des agriculteurs.

Tsarukian a suscite une controverse semblable lors des dernières
elections legislatives tenues en mai 2007. Il a lance les activites
du BHK fin 2006 avec une aide humanitaire a grande echelle pour les
agriculteurs et la fourniture de services medicaux et autres pour
les residents urbains.

Le magnat, qui est l’un des plus riches hommes d’affaires du pays,
a personnellement condamne l’achat de votes au cours de la campagne
actuelle, exhortant les Armeniens de ne pas vendre leurs votes contre
de l’argent.

L’un des conseillers politiques du BHK, Naira Zohrabian, a reaffirme
mardi que le parti souhaite installer des cameras video dans toutes les
stations de vote de l’Armenie le jour du scrutin. ” Nous considerons
que cette un mecanisme de surveillance très important “, a affirme
Zohrabian a RFE / RL.

Zohrabian a ajoute que le siège de campagne du BHK a deja commence a
distribuer des cameras dans les sections locales. Elle a egalement
declare que le materiel video sera accessible au public après les
elections.

YEREVAN.- National Security Service of Armenia (NSS) responded
positively to the statement adopted by six parties who asked that it
should provide data on voters, if necessary.

NSS is presently studying the technical opportunities to provide
the necessary information, member of ruling Republican Party David
Harutunyan told Armenian News-NEWS.am.

“I think we will receive the final answer tomorrow,” he said.

However, NSS set the following condition: parties or candidates
should sign a document ensuring they will use information only during
election disputes.

Earlier RPA, ARF Dashnaktsutyun, Orinats Yerkir, Communist Party of
Armenia, Democratic Party of Armenia, and Prosperous Armenia Party
(PAP) addressed the National Security Service asking for data on the
voters absent from the state.

While Armenia’s president has often talked about the need to prevent
clear-cut businessmen and entrepreneurs from taking seats in the
parliament, the facts on the ground point in a different direction.

Most sitting MPs openly flout the law, in apparent disregard of the
demands of the RA Constitution.

The authorities argue that such measures should be done on a basis
of “good will”, all the while forgetting to mention that the RA
Constitution expressly prohibits MPs from engaging in commercial
ventures.

Naturally, certain MPs do not report that they are the owners or heads
of various commercial enterprises. They conveniently circumvent the
law by using the names of others; oftentimes family members.

Aleksan Petrosyan, a well-known businessman running for re-election
in Election District 21 on the ruling Republican Party slate, is one
such example.

According to his financial disclosure, Petrosyan owns 100% shares in
the foodstuff manufacturing company MAP Ltd. He also sits on Prime
Minister Sargsyan’s Industrial Council on a rotating basis.

He also reported various land holdings of 6.83 to 98.87 hectares in
the Armavir Marz villages of Lenoughi, Bambakashat, Artamet, Talvorik
and Mayisyan.

Back in March, Hetq wrote to Talvorik Mayor Kirakos Saghatelyan,
requesting that he provide us with a listing of the largest land
holders in the village.

He wrote back, saying that Aleksan Petrosyan owned 102 hectares in
the village – 98 hectares of grape vineyards and 4 of pomegranates.

Petrosyan, in his disclosure, only reported 98.97 hectares of holdings
in Talvorik.

Even though Petrosyan owns 100% of the shares of MAP Ltd., he only
reported income is the salary he receives as an MP – 3,108,580 AMD.

As of March 1, his cash holdings total 625.4 million AMD.

His opponent, Sedrak Hovhannisyan of the Armenian National Congress,
claims to be unemployed, with zero assets, income, or cash.
