RPA’S OBSERVER POCKETS MONEY FOUND IN VOTING ENVELOPE – PAPER

PanARMENIAN.Net – According to Zhoghovurd paper, a strange envelope
emerged from the ballot box during ballot count at 5/4 polling station
in Yerevan’s Davitashen district.

A voter put AMD10000 note in the envelope along with an unchecked
ballot paper which said: “You won’t get away with this, rascals”.

Observer representing the ruling Republic Party of Armenia, head of
the local housing community Derenik Ziroyan took the money and put
it in his pocket, the paper says.

Proxy of the opposition Armenian National Congress (ANC) Anahit
Nersisyan asked him: “Did you put the money in? Why are you taking
it?” Ziroyan, however, gave no response.

It is worth noting that this incident has not been registered.

When Zhoghovurd’s reporter asked Nersisyan why it was not documented,
the proxy replied: “A protocol would not change anything. It was of
no use.”

The citizens of Armenia are not what the politicians criticize them
for, trying to justify their own inability.

The People Newspaper reported that during the count in polling station
5/4 in Yerevan the commission members found a 10,000 dram banknote
in the envelope and a note on the ballot stating ~Syou will not get
away with it~T. The Republican proxy and the chair of the municipality
Derenik Ziroyan took the money and put it in his pocket.

A similar case was reported in Koti village, Tavush region, polling
station 40/23. The members of the commission found a torn 10,000
dram banknote in the envelope with a ballot voted for the Prosperous
Armenia Party. It was the answer of the villager to the briber.

The 6th Directors Across Borders (DAB) Regional Co-Production Forum
will be held in Yerevan July 10-12 within the framework of the 9th
Golden Apricot International Film Festival.

The DAB Co-Production Forum is an annual event aimed at promoting
talents and film production/co-production in the Eastern Partnership
countries, namely: Armenia, Azerbaijan, Belarus, Georgia, Moldova
and Ukraine. DAB Regional Co-Production Forum is part of the DAB
Eastern Partnership Program which is supported by the European Union
and implemented by GOLDEN APRICOT Fund for Cinema Development in
Armenia and its partners – MAIA (Italy), INTERFILM (Ukraine), Cinema
Art Center Prometheus (Georgia) and INTERNEWS (Armenia).

This year’s DAB Regional Co-Production Forum is focused on
feature-length fiction film projects. Directors and producers from
the above mentioned countries can apply with film projects which are
in development phase. Preferable that they be co-production projects.

The DAB 2012 Forum will mainly consist of short trainings program
conducted by renowned trainers and guest speakers; this will
provide directors and producers of selected projects with innovative
opportunities for collaboration and developing careers. Alongside
trainings, the Forum will include pitching session and one-to-one
meetings with international professionals and producers.

A tense atmosphere reigned throughout Election District 21 in Armavir
Marz on May 6.

MPs Nahapet Gevorgyan (Republican Party) and Roustam Gasparyan
(Prosperous Armenia) were out and about on election day on a sacred
mission to round up votes for their respective parties.

The fact that there is no love lost between the two only escalated
tensions.

Hetq has learnt that around 2 am on May 7, when Armen Sargsyan,
President of the Ajgevan village election committee was transporting
election documents to the town of Armavir for processing, his car
was stopped by a son of one of the above-mentioned MPs.

The man ordered Sargsyan to hand over the documents or else. Sargsyan
was able to flee the scene and head to the Prosperous Armenia Party
headquarters.

A group of men then escorted Sargsyan and the documents to the election
district office.

We telephoned Sargsyan for clarification. He neither denied nor
confirmed the story.

“I will tell you only if you show up at the Prosperous Armenia offices,
in the presence of our boss Roustam Gasparyan,” Sargsyan said.

We’ve been trying to get in touch with Gasparyan since last night to
no avail. Our telephone calls are being returned with the notation,
“Out of Reach”.

chess tournament in traditional chess centre of USA Saint Luis city.

12 chess players will take part in the competition including famous
grandmasters Hikaru Nakamura, Gata Kamsky, Grigory Kaydanov, Aleksander
Onischuk and others.

Hakobyan who traditionally has good performance in USA chess
tournaments this time also is considered to be as one of the favorites
of the tournament.

In USA women national chess tournament in Saint Luis city will take
part Armenian grandmaster from America Tatev Abrahamyan who will
struggle with Irina Krush, Sabina Foishor and other 6 grandmasters
for the tournament’s medals.

YEREVAN. – Irates De Facto tried to receive assessments, with respect
to Armenia’s May 6 National Assembly elections, from the political
forces that ran in them. And Ruben Avagyan from the United Armenians
Party specifically noted:

“I had said that the majority [election] would not be fair, whereas
the proportional was 60-percent free, but not fair. These are different
things. We are not ready for fair elections. The Armenian nation sold
its future for five years. What else can I say if the people give 75
percent of the votes to the authorities? There will be darkness at
the top, [and] the rule of darkness below for five years,” Irates De
Facto writes.

To note, Armenia’s Central Electoral Commission has issued the
preliminary results of the May 6 parliamentary elections. Five parties
and one political bloc will be represented in the 131-seat National
Assembly (Parliament) of Armenia: Republican Party of Armenia – 44.05%
(663,066 votes), Prosperous Armenia Party – 30.20% (454,684 votes),
Armenian National Congress – 7.10% (106,910 votes), Heritage Party –
5.79% (87,095 votes), ARF Dashnaktsutyun Party – 5.73% (86, 296 votes),
and Orinats Yerkir Party – 5.49% (82,690 votes).

Interview with Edmond Marukyan, lawyer, human rights activist, who
defeated Republican Victor Dallakyan in Vanadzor, electoral district 30

Mr Marukyan, in the past decade you were committed to democratic
transition of Armenia, promotion of the civil society, strengthening
of democratic institutions. Can we say your activities in these years
were productive, the citizens of Vanadzor made a civic vote, despite
the support Victor Dallakyan received from the Republican governor?

In the past ten years I was a civil society activist, participated
in the promotion of the civil society, democratic institutions. As a
lawyer, I protected human rights in different instances of the European
Court of Human Rights. In the past ten years, I was a human rights
activist. As a civil society personality, I tried to influence through
different NGOs the development of different democratic institutions,
political agenda, the continuous process of strengthening the civil
society. It is known that the civil society in Lori marz is more
developed than in other marzes and even Yerevan. So, the success
of my campaign can be linked with our contribution in the past ten
years. We are reaping what we sowed.

Victor Dallakyan was a non-partisan member of parliament but recently
he has joined the Republican Party. Will you later change your decision
or is it your principle to be non-partisan?

As long as the political system in Armenia is not developed to the
degree of democratic decision making, participation of everyone in
decision party, I cannot see myself in any party. As a representative
of the civil society, as a human rights activist, I am committed to
independent and free activities rather than political agreements. In
the nearest future I will not join any party. As to Victor Dallakyan,
once he used to be a Republican in the past, and frankly speaking,
I don~Rt want to discuss this.

In these elections we saw abundance of election bribes. What will be
your priority in the National Assembly?

I will participate in lawmaking, I will continue to be a human rights
activist, represent the interests of people in the National Assembly
to ensure that human rights, interests and freedoms are respected by
any law adopted by the National Assembly, as long as my powers as a
member of parliament will be enough.

The use of administrative resource and other problems relating to the
elections are solved in some places, neutralized in other places, and
yet there are places where there is nothing we can do. It is connected
with general development. If the voters are poor, it will always be
easy to direct them, have them vote for one candidate or another, for
one force or another, by attracting them with something. In this sense,
we are facing a challenge, and the civil society cannot develop in
isolation from social issues and have any impact. On the other hand,
the administrative resource did not have the expected impact in some
places. There were other factors that mattered.

As a lawyer and human rights activist, what is your evaluation of
the post-election and pre-election period?

The pre-election period is the period which starts from the next day
of an election and lasts till the next election. Now the pre-election
period of the next parliamentary election started. It means that we
must ensure freedom of speech, assembly, press, television, pluralism,
equal opportunities by 2017. In that case, we will be able to state
that the pre-election period was democratic and compliant. Meanwhile,
we pay attention to this only during the official campaign period,
while people did not have freedom of speech, freedom of assembly,
other freedoms for 4-5 years, which affected the pre-election process.

As to the campaign itself, it was mostly calm, the administrative
resource was used, and thus the candidates or parties did not have
equal opportunities.

The civil society won in Mashtots Park, the citizens won in Vanadzor.

Does the citizen win?

Yes, we the representatives of the civil society win victories but
these victories are single cases, although they are encouraging. In
other words, we cannot achieve systemic change, we must try to move
forward and transform single victories to systemic change, change
of phenomena.

mort de plusieurs personnes de valeur, abrite des chroniqueurs et
journalistes animant des campagnes de haine et de calomnie face aux
Armeniens, aux Kurdes et aux autres minorites, preparant le terreau
propice a leur lynchage.

PROSPECTS OF AZERBAIJANI-RUSSIAN RELATIONS DISCUSSED IN BAKU

The Russian Information and Cultural Centre in Baku held on Monday
discussions of the prospects of the Azerbaijani-Russian relations,
dedicated to the inauguration of Vladimir Putin.

At the opening of the round table political scientist Fikret Sadikhov
said that improvement of the Azerbaijani-Russian relations is closely
related to the name of Vladimir Putin. “After Putin came to power
for the first time the relationship between the two countries rose
to a new level,” Sadikhov said. He said that at present Russia is a
reliable partner of Azerbaijan.

MP Asim Mollazade during the discussions touched on the prospects of
relations between Azerbaijan and Russia. He said that in many cases
positions of Azerbaijan and Russia will be the same, “except for
military partnership between Russia and Armenia”. Nevertheless, the
MP believes that Russia will exert pressure on Armenia to resolve the
Nagorno-Karabakh conflict. Mollazade also said that further cooperation
between Azerbaijan and Russia should be expanded not only in economic
and energy, but also in the cultural sphere.

Deputy Director of the Center for Strategic Studies Gulshan Pashayeva
said that since 2001, with Putin’s visit as president of Russia to
Azerbaijan a new phase began in relations between the two countries,
particularly in the humanitarian sphere. She expressed hope that
Russia will use its potential for finding ways to resolve the
Nagorno-Karabakh problem.

MP Elmira Akhundova said that Vladimir Putin is a politician who knows
the problem of Azerbaijan, the man who wants peace to his people. She
wished Russia to confirm during Putin’s presidency its great power
status, and wished Russia’s opinion to be taken into consideration more
when making decisions on peace and security. Nevertheless Akhundova,
referring to Putin’s latest article, noted that she is disturbed by
the absence in this article of reflections about the prospects of
cooperation with Azerbaijan.

MP, a political scientist Rasim Musabekov in his speech paid attention
to the issue of the Gabala radar station. He said the issue should
be resolved by taking into account economic and other interests of
both countries. He also noted that the two countries have overlapping
interests in the energy sector.
