Panorama.am. Mr. Nikonov you’ve done various political analysis on
Armenian inner political developments.

What do you think is there are only two major poles between Serzj
Sargsyan and Levon Ter-Petrosyan and that the main struggle is
between them?

Nikonov. The survey results which I’ve seen show that Levon
Ter-Petrosyan is not even the second one, but the third probably. That
why I can not say that he is a major candidate. I think that the
elections should have only one part and Serzh Sargsyan will win.

Panorama.am. How do you evaluate Armenian-Russian relationship?

Nikonov. I evaluate the development of our relations positively in any
sphere. There is an integral mark on increase of economic connections
and it presents the entire image. For the last years this mark is
68% which is the highest mark in 2007 (I am talking about trade
relations). So there is a positive dynamic.

Defence Expenditures Grow by 22.4% in 2007 as Compared with 2006

ARMENIAN DEFENCE EXPENDITURES GROW BY 22.4% IN 2007 AS COMPARED WITH 2006

YEREVAN, FEBRUARY 8, NOYAN TAPAN. Out of budgetary expenditures of 565
bln 854.9 mln drams (about 1 bln 654.2 mln USD), 95 bln 819.3 mln drams
was spent in the defence sector in 2007, which exceeds by 22.4% the
index of 2006. The ratio of defence expenditures to GDP increased from
2.9% in 2006 to 3.1% in 2007.

According to the RA National Statistical Service, in 2007 budgetary
expenditures on public order protection, national security and justice
made 51 bln 452 mln drams, exceeding by 28% the index of 2006. Their
ratio to GDP grew from 1.5% in 2006 to 1.6% in 2007.

Expenditures on education and science made 87 bln 355.2 mln drams
(23.8% growth on 2006), their ratio to GDP grew from 2.7% to 2.8%. 62
bln 285.1 mln drams was spent in the social insurance and social
security sector (17.4% growth), their ratio to GDP remained unchanged
and made 2%; 44 bln 942.2 mln drams was spent on health care (25%
growth), the ratio of these expenditures to GDP did not change and made
1.4%.

39 bln 418.9 mln drams was spent in transport, road and communication
sector in 2007 (29.2% growth on 2006). The ratio of these expenditures
to GDP grew from 1.1% in 2006 to 1.3% in 2007.

Ericsson Wins IMS Contract With ArmenTel

ArmenTel, VimpelCom’s operator in Armenia, has selected Ericsson as
the supplier and systems integrator of an IP multimedia subsystem
solution, it has been announced.

The solution will deliver a next-generation network which will
support integrated fixed and mobile services.

As part of the deal, Ericsson will transform ArmenTel’s
already-existing network into an IMS-based, fixed, mobile convergent
one.

An IMS-based service allows personalised communication through voice,
pictures, video and text media.

long-term cooperation with Ericsson as mobile systems supplier served

Armenia Willing to Fully Implement EU-Armenia Action Plan

ARMENIA WILLING TO FULLY IMPLEMENT EU-ARMENIA ACTION PLAN

YEREVAN, FEBRUARY 7, NOYAN TAPAN. The Armenian foreign minister Vartan
Oskanian on February 6 received the EU Troika composed of Dimitri
Rupel, the foreign minister of Slovenia – the country presiding over
the EU, Benita Ferrero-Wildner, the European Commissioner for External
Relations and European Neighborhood Policy (ENP), and Peter Semneby,
the EU Special Representative for the South Caucasus.

The delegation head D. Rupel conveyed the high opinion of the EU
regarding the implementation of the ENP Action Plan by Armenia. He
pointed out the achievements reached during the first year of the
plan’s implementation in fair governance, human rights, justice spheres
and the successful process of reforms in the police and civil service.
In the opinion of Minister Rupel, the economic growth registered in
Armenia may contribute to a growing speed of reforms in the indicated
spheres. Commissioner Benita Ferrero-Wildner spoke about democratic
reforms, saying that Armenia is confidently proceeding along the path
of European integration.

Welcoming the EU’s decision to be represented by a full mission in
Armenia, V. Oskanian underlined Armenia’s willingness to fully
implement the EU-Armenia Action Plan. He spoke about several new
initiatives aimed at increasing the efficiency of cooperation. In his
words, Armenia welcomes the current close relations with EU countries
and is confident that the past years’ positive experience of
cooperation with EU structures has created formats for establishing
closer links with the EU.

During the meeting, the sides addressed the issue of reorganizing the
EU foreign policy under the Lisbon agreement of 2007.

The interlocutors also dicussed inner political developments, in
particular, issues related to the presidential elections to be held in
Armenia on February 19. The guests attached special importance to
holding free and fair elections, underlining the necessity of progress
in holding the presidential elections.

The sides also addressed the Armenian-Turkish relations and the
prospects of solving the Nagorno Karabakh problem.

58th Berlin Festival kicks off today

58TH BERLIN FESTIVAL KICKS OFF TODAY

Today 58th Berlin festival kicked off that will
continue until February 17. Several international
films will be premiered during the festival.

In the ”Panorama” project of the festival Anna
Melikyan `Water-nymph’ will be shown. Melikyan is an
Armenian producer living in Moscow. This is the second
time that the young producer is invited to Berlin. In
2004 A. Melikyan’s `Mars’ was shown in `Panorama’
project.

`Water-nymph’ is not included in the competition phase
of Berlin festival. The reason is that it is included
in `Sidens’ festival in America.

Russia, Ukraine, Georgia, Armenia and Turkey plan to establish a
ferry link running along the Black Sea’s entire coast, Transportation
Minister Igor Levitin told reporters Wednesday.

The project is called the Black Sea Ring, he said.

At present, ferry links exists between Russia’s Kavkaz port, Ukraine’s
Kerch port and Georgia’s Poti port, Levitin said. He added that
additional ferry links to Bulgaria’s Varna port and Turkey’s Istanbul
port would be established in 2010-2015.

Armenian nuclear power plant construction expected in 2010-2011,
Russian nuclear chief Sergei Kiriyenko said.

"Armenia plans to build a nuclear power plant with 1 thousand megawatt
capacity. The project will cost $1 billion. It is supposed to build
two nuclear reactors or one reactor with big capacity. At that,
the Metsamor NPP under trust management of Russian Inter RAO UES and
Rosenergatom will function till 2016," he said, IA Regnum reports.

Russia, Ukraine, Georgia, Armenia and Turkey are planning to launch
Black Sea Ring Highway project supposing ferry communication,
Russian Transport Minister Igor Levitin said. Kavkaz-Kerch (Ukraine)
and Kavkaz-Poti (Georgia) are functioning. The project includes
establishment of ferry communication with Varna (Bulgaria) and Istanbul
(Turkey).

According to the Minister, the Black Sea Ring Highway project is
supposed to be implemented in 2010-2015. The cargo traffic will raise
from 2.000.000 to some 5.000.000 tons. In all, 12 ferries will be put
into operation. "We don’t think there can be problems with Georgia
except for some tariff issues. Anyway, Georgia can’t block the cargo
pass," Mr Levitin said, Georgia Online reports.

Russia To Export First SuperJet-100s To Armenia

Armenia will be the first foreign state, where Russia will supply new
Sukhoi SuperJet-100s, RIA Novosti reported February 6 with reference
to RF Transport Minister Igor Levitin.

"The first jets will go to Aeroflot, while the first order from
foreign airlines will [be executed] for Armenia," Levitin told the
reporters. In addition to the transport minister’s office, Igor
Levitin co-chairs the bilateral intergovernmental committee for
economic cooperation.

The matter at stake, Levitin reminded, is the supplies of two jets
to Armenian Armavia in 2008. The contract worth over $50 million was
made in September of 2007.

WHITE HOUSE SLASHES AID TO ARMENIA;
BREAKS MILITARY PARITY AGREEMENT

— Proposes 59% Reduction in Economic Aid to Armenia

WASHINGTON, DC – President George W. Bush, in his last budget
proposal to Congress, continued his Administration’s track record
of recommending dramatic reductions in U.S. economic aid to Armenia
and seeking to tilt the military aid balance in the region in favor
of Azerbaijan, reported the Armenian National Committee of America
(ANCA).

The President’s budget recommends cutting U.S. economic aid to
Armenia from the FY2008 estimated level of $58 million to a
proposed FY2009 level of $24 million – a cut of nearly 60% and $11
million less than his FY2008 request. This dramatic reduction to
Armenia, a nation economically blockaded by Turkey and Azerbaijan,
takes place against the backdrop of assistance proposals to other
Independent States of the Former Soviet Union that are either
remaining constant or experiencing increases. According to the
President’s figures, Georgia, for example, would receive $52
million, while Azerbaijan, which is collecting billions in oil
revenues, is set to receive $19.5 million. The President’s budget
proposal does not include any specific assistance figures for
Nagorno Karabagh.

The President’s budget, in yet another clear breach of the White
House’s agreement with Congress in 2001, seeks to tilt the military
aid balance toward Azerbaijan. His proposal includes three times
as much International Military Education and Training aid to
Azerbaijan ($900,000) than Armenia ($300,000). Foreign Military
Financing is kept constant for both countries at $3 million. No
specific dollar amounts are allocated for either Armenia or
Azerbaijan in the President’s request for Nonproliferation,
Antiterrorism, Demining and Related Program (NADR) funds. The
President’s budget estimates that, in actual practice, the U.S.
government spent three times more IMET assistance in Azerbaijan
($952,000) than Armenia ($286,000) during FY2008, despite the fact
that the U.S. House specifically stated that equal amounts of IMET
aid ($500,000) should be given to both nations.

"The President, in his last year in office, has, unfortunately
chosen to leave a legacy of eight straight years of proposing sharp
reductions in Freedom Support Act aid to Armenia. Even worse, he
is, once again, seeking to tip the military aid balance in favor of
Azerbaijan, at a time when leaders in Baku are escalating their
threats to renew their aggression against Armenians," said ANCA
Executive Director Aram Hamparian. "If the President’s figures are
accepted, he will have succeeded, during his time in office, in
presiding over the reduction of U.S. economic assistance to Armenia
>From more than $90 million, when he took office, to less than $25
million."

The State-Foreign Operations Subcommittees of the House and Senate
Appropriation Committees will now review the budget and each draft
their own versions of the FY2009 foreign assistance bill.

The agreement to maintain parity in U.S. military aid to Armenia
and Azerbaijan was struck between the White House and Congress in
2001, in the wake of Congressional action granting the President
the authority to waive Section 907 restrictions on aid to
Azerbaijan. The ANCA has vigorously defended this principle,
stressing that a tilt in military spending toward Azerbaijan would
destabilize the region, emboldening the Azerbaijani leadership to
continue their threats to impose a military solution to the Nagorno
Karabagh conflict. More broadly, the ANCA has underscored that
breaching the parity agreement would reward the leadership of
Azerbaijan for obstructing the peace process, and undermines the
role of the U.S. as an impartial mediator of the Nagorno Karabagh
conflict.
