Taking into account the fact the leader of the
Anti-Criminal movement Aram Karapetyan first gathers
intelligence and the spreads it in the form of
questions, we can say that the National Security
Service has split up into two parts. In order to make
this information public, Mr. Karapetyan asked Robert
Kocharyan a rhetoric question, `Is it right that two
groups have been created in the National Security
Service, one led by Gorik Hakobyan, and the other – by
Hrachya Haroutyunyan? Gorik Hakobyan tends towards
`Prosperous Armenia’, and Hrachya Haroutyunyan –
towards the Republican party’.

Aram Karapetyan is convinced that the authorities will
fight against the opposition together, but inside they
will have problems with each other. In this connection
he thinks that Robert Kocharyan and Serge Sargsyan
have serious disagreements. `If there weren’t such
disagreements, Samvel Babayan would never put forward
his candidacy against Serge’s brother, Sashik
Sargsyan. Does this fact ring any bells?’ said the
leader of the Anti-Criminal movement.

ONLY 20% OF 8013 INTERROGATED CITIZENS USE MODERN CONTRACEPTIVES IN
ARMENIA

According to the results of the Demographic and Health Survey
conducted in Armenia in 2005, 20% of the 8013 interrogated citizens at
the age of 15-49 use modern contraceptive methods in Armenia.

Today, when presenting the results of the survey, Deputy Health
Minister of Armenia Tatoul Hakobyan noted that 53% of the interrogated
women use contraceptives, 34% of them are married. T.Hakobyan said
that the most popular contraceptive methods in Armenia are the
interruption of sexual intercourse (28%), intrauterine devices (9%)
and condoms (8%). Though Armenian women prefer the interruption of
sexual intercourse as a planned parenthood method, nevertheless, it is
the most effective method to avoid pregnancy, T.Hakobyan emphasized.

The Demographic and Health Survey in 2005 was held by the Armenian
Health Ministry, the National Statistical Service of Armenia with the
financial support of the USAID, UNICEF and UNFPA. To note, a similar
survey was held in Armenia in 2000.

Gagik Tsarukian Reelected as Bargavach Hayastan’s Chairman

GAGIK TSARUKIAN REELECTED AS BARGAVACH HAYASTAN’S CHAIRMAN

YEREVAN, FEBRUARY 15, NOYAN TAPAN. Gagik Tsarukian was reelected as
Bargavach Hayastan (Prosperous Armenia) Party’s Chairman at the
party’s third special congress. This was reported at the press
conference following the congress, in which, as it had been announced
beforehand, the party Chairaman did not take part.

In the words of Vardan Vardanian, member of party’s Political Board,
no other candidate had been nominated for the post of party’s
Chairman. He also said that no institute of deputy chairmen is
envisaged by the party regulations.

Bargavach Hayastan’s Political Board headed by G. Tsarukian was also
elected at the congress. The Political Board consisting of 35 members
also includes renowned figures of science, art, health and sport
spheres. There are also some high-ranking officials among them – RA
Deputy Minister of Transport and Communication Vardan Vardanian,
Chairman of Physical Culture and Sport State Committee attached to RA
government Ishkhan Zakarian, the latter’s deputy Mikael Ispirian and
Prefect of Yerevan’s Nubarashen community Mher Hovhannisian.

Besides G. Tsarukian, the Political Board includes one more
businessperson, Chairwoman and Director of Garun OJSC Gohar Yenokian.
Former RA MP Vardan Bostanjian, Head of Yerevan State University’s
Financial-accountancy Chair, is the only one on this list who has a
great experience of law-creating activity.

In response to Noyan Tapan correspondent’s question, the latter said
that in addition to him, Bargavach Hayastan’s program’s author is also
former Secretary of NA Ardarutiun (Justice) faction Viktor Dallakian
who is not a member of the party is has not applied for joining the
party. It was mentioned that against some rumors, another former
member of Ardarutiun faction Tatul Manaserian is not party member,
either. And though independent MP Emma Khudabashian elected by PPA’s
proportional list is a member of Bargavach Hayastan, she was not
included in the Political Board.

It was mentioned at the press conference that currently the Bargavach
Hayastan party has 370 thousand members. In the words of Aram
Safarian, member of party’s Political Board, senior lecturer of YSU
International Relations Chair, former political commentator of H2 TV
company, this number can be checked easily. He said that the party has
526 offices, 42 territorial and 614 initial organizations in the whole
territory of Armenia.

Susianna Kentikian kam als Fluchtlingskind nach Hamburg und begann
nur durch Zufall mit dem Boxen. Mittlerweile gilt sie als Nachfolgerin
von Regina Halmich. Am Freitag kampft sie um den WM-Titel

Manche nennen sie "Fliege". Auf den ersten Blick konnte die
Beschreibung vielleicht noch zutreffen. Spatestens aber wenn
Susianna Kentikian die Arme uber der Brust verschrankt oder sich
zurucklehnt, die Beine ubereinander schlagt und sich die Jeanshose
an den Oberschenkeln spannt, weicht man ein Stuck zuruck.

Die junge Frau mit den dunklen, welligen Haaren, dem madchenhaftem
Gesicht und den zierlichen Handen ist Profiboxerin und Internationale
Deutsche Meisterin im Fliegengewicht. Fur Peter Hanraths, den
ehemaligen Geschaftsfuhrer von Universum, ist sie das "großte Talent im
Frauenboxen". Er hat die geburtige Armenierin entdeckt und war schnell
begeistert von ihrer Entschlossenheit, ihrem Siegeswillen, ihrem Biss.

"Eigentlich ware sie die Herausforderin von Regina Halmich. Der gehen
wir aber aus dem Weg und boxen um den WBA-Titel", sagt ihr Manager
Dietmar Poszwa. Am kommenden Freitag wird das 19-jahrige Boxtalent
in Koln gegen Gegnerin Carolina Alvarez aus Venezuela antreten.

Seit Anfang 2005 ist Kentikian bei Spotlight-Boxing, einer
Nachwuchs-Sparte von Universum Box Promotion, unter Vertrag. Seitdem
hat sie 14 Kampfe geboxt und alle gewonnen, allein elf durch
technischen K.o. Sie wiegt 50 Kilo und misst 1,53 Meter. Wird sie
gefragt, wie groß sie sei, dann lautet die Antwort meist 1,55 Meter.

"Ich runde das auf, weil die Leute immer horen wollen, wie klein
ich bin."

Irgendwie passt die Anekdote zu ihr, denn bisher hat es zu ihrer
Geschichte gehort, dass sie immer ein Stuck großer sein wollte, als es
das Leben fur sie vorgesehen hatte. Denn wenn das abgedroschene Bild
von einem Menschen, der sich "durchgeboxt hat", zu jemanden passt,
dann wohl zu ihr, dem Fluchtlingskind. Geboren in einem kleinen
armenischen Dorf, wuchs sie als Kind im Krieg auf.

Als Susianna sieben Jahre alt war, sollte der Vater in den
Armeedienst eingezogen werden. Damals floh die Familie zu Verwandten
nach Deutschland. Die ersten eineinhalb Jahre lebten sie auf einem
Fluchtlingsschiff an der Elbe in Altona. Die Enge in den Raumen und
die Tatsache, dass man mit mehreren Menschen in einem Raum schlief,
das alles kann sie sich heute gar nicht mehr vorstellen.

In dem Umfeld, in dem sie lebte, gehorte Gewalt zum Alltag. Das
anderte sich auch in den folgenden Jahren nicht, als die Familie in
einem Asylantenwohnheim lebte. Doch statt mit Aggression antwortete
sie mit Disziplin und Fleiß und Ehrgeiz: Morgens ging sie in die
Schule, abends verdiente sie als Putzfrau ein paar Mark dazu, damit
die Familie uber die Runden kam.

Sie war zwolf Jahre alt, als sie ihr Bruder eines Abends mit zum
Boxtraining nahm. Jemand warf ihr ein paar Handschuhe zu und meinte,
wer herkomme, musse auch was tun. "Noch nie zuvor war ich korperlich
so gefordert worden", sagt sie. "Dieses Gefuhl, weiterzumachen, wenn
man eigentlich am Ende ist, das hat mich von Anfang an begeistert."

Es dauerte nicht lange, da begann sie mehrmals pro Woche zu
trainieren. Sie bewies Talent und ging auf Titeljagd, wurde Hamburger
Meisterin, norddeutsche Meisterin, internationale deutsche Meisterin.

Dabei mussten sie und ihre Familie bis 2004 mit der Abschiebung
rechnen. Mittlerweile wurde der Familie ein dauerhaftes Bleiberecht
eingeraumt.

Anfang 2005 bekam Kentikian dann ihren ersten Profivertrag. Obwohl
sie sich mittlerweile eine eigene Wohnung leisten konnte, wohnt
sie noch mit ihren Eltern und dem Bruder in einer Mietwohnung in
Rahlstedt. Von hier aus fahrt sie an sechs Tagen in der Woche zum
Training ins Universum-Gym.

Kentikian ist dankbar fur das, was sie bisher erreicht hat, und
trotzdem ist ihr das naturlich noch nicht genug: Ganz oben will sie
mitboxen. Kein Wunder, dass ihr großtes Vorbild Regina Halmich ist:
"Sie hat bewiesen, dass Boxen nichts mit Draufhauen zu tun hat,
sondern mit Technik und Taktik." Wenn sie in den Ring steige, sei sie
eine andere, sagt Kentikian. Das Einzige, was dann zahle, sei prazise
und taktisch klug zu boxen. Ihr schonstes Kompliment bekam sie von
Regina Halmich selbst, die ihr sagte, sie sei eine kluge Boxerin.

Um ihren Hals tragt Susianna Kentikian eine Kette, an der ein
halbrundes Amulett hangt. Es ist ein Geschenk ihrer Mutter und stellt
ein Auge dar, das sie vor Neidern beschutzen soll. Bevor sie in den
Ring steigt, legt sie die Kette ab. "Da nutzt dann kein Aberglaube",
sagt sie und lacht, "da zahlen nur noch gute Haken."

Sie ist 1,53 Meter groß, 50 Kilo schwer und schickt ihre Gegnerinnen

His Eminence, Archbishop Khajag Hagopian, Prelate of the Armenian
Prelacy of Canada, will be joining Prelacy pastors and other clergy
members of Eastern and Western USA in Orange County, California for
the annual commemoration of St. Ghevont the Priest and Companions
from February 12 to 14, 2007.

His Eminence Archbishop Hagopian will be delivering a sermon tonight,
at St. Mary Armenian Apostolic Church, Glendale, California, on the
Feast of Tiyarentarach (Presentation of the Lord to the Temple).

The annual clergy conference, which precedes the Feast of Vartanantz,
is marked with an atmosphere of brotherhood and fellowship and
has become a time of edification, renewal, and reflection for the
Armenian clergy.

Yerevan, February 13. ArmInfo. Azerbaijan ignores the inquires of
the Armenian side concerning the captives and missings, the Head of
the Working group of RA State Commission for captives, hostages and
missings, Armen Kaprielyan, told ArmInfo.

Having noted that there are no direct contacts between the two
countries’ State Commissions, A. Kaprielyan reminded that an
International Working Group (IWG) is functioning in Karabakh
conflict zone for search of the missings and hostages and release
of the captives in the Karabakh conflict area. "The organization
works actively and we mainly work through the IWG. We also try to
work via the ICRC. Under the aegis of ICRC, I had met with the Head
of the Working Group of Azerbaijan’s State Commission, Firuddin
Sadygov, on September 24, 2006. A verbal arrangement was reached
there for the cooperation establishment. Unfortunately, everything
has remained orally as yet", Kaprielyan said. I think, Azerbaijan
tries to create an outward appearance of readiness to cooperate with
Armenia in resolution of this humanitarian issue. The situation may
be fundamentally changed in case of a relevant political will of
Azeri authorities", A. Kaprielyan said.

Preconditions to Yerevan to normalize its relations with Turkey and
Azerbaijan are unacceptable for Armenia, Adviser to the RA President
on National Security Garnik Isagulian stated at a press conference
held in Yerevan.

In his words, Armenia will not surrender to any intimidation in the
issue of the Nagorno- Karabakh conflict settlement. As to fact that
Armenia does not participate in the Kars-Akhalkalaki-Baku railway
project, Isagulian does not believe the above-mentioned stance
will significantly harm the country’s economy in such extent that
Azerbaijan and Turkey account for. "Armenia is a bit concerned by
Georgia, but its stand in the construction of Kars-Akhalkalaki-Baku
railway is the Georgian authorities’ inner business," Isagulian noted.

At the same time the RA President’s Adviser reminded such concerns
used to arouse during construction of Baku-Tbilisi-Ceyhan oil pipeline
as well. "But as you all see, little has changed after launching the
pipeline. In any case, the situation in the region remains an object
of our rapt attention," Isagulian underscored, PanARMENIAN.Net reports.

"Armenia has raised its relations with the European Union to a
qualitatively new level. The partnership and cooperation agreement
is in place and the recently signed Action Plan will provide a new
impetus for Armenia’s cooperation with the EU.

The Action Plan clearly states all measures and programs that should
be implemented sphere by sphere," the representative of the Armenian
Revolutionary Federation’s Supreme Body of Armenia and chairman of
the National Assembly Standing Committee on Foreign Relations Armen
Rustamian stated at a press conference this week.

At the IX session of the Armenia-EU Parliamentary Summit on January
29-30 in Brussels a number of serious provisions were included in
the adopted joint statement.

Before commenting on the statement, let us first of all note that
upon the Armenian delegation’s proposal the session started with one
minute of silence commemorating Hrant Dink, the Armenian journalist
murdered in Turkey.

"Of course we explained the necessity for commemoration telling what
activities Dink was engaged in that dealt directly with Turkey’s
membership in the EU. The adopted joint statement strictly condemned
the murder of the ethnic Armenian journalist, public leader Hrant Dink
who was a leading activist in defending freedom of speech and always
supported Turkey’s democratization through the process of accession
to the European Union," Rustamian said.

Armenia’s inclusion in the European Neighborhood Policy is a serious
accomplishment. Proper implementation of the European Neighborhood
Policy’s Action Plan will strengthen the continuous political dialog
between the EU and Armenia, Rustamian believes.

Even though the OSCE Minsk Group is dealing with the settlement of
the Nagorno Karabagh conflict Rustamian believes the position taken
by the EU on this issue is very important: the European Commission
supports the OSCE Minsk Group ‘s efforts aimed at finding a settlement
mutually acceptable for the parties involved in the conflict. According
to Rustamian, the EU believes that a fair solution to the conflict
should reflect the people’s right to self-determination and the rights
of national minorities.

"The people of Nagorno Karabagh must be directly involved in the
settlement negotiations. Further consolidation of democracy and
improvement of the Nagorno Karabagh governance system will contribute
to the peaceful settlement of the Karabagh conflict," the statement
says. In this context, Rustamian noted that the European structures
should welcome any steps in the direction of consolidating democracy
in Nagorno Karabagh instead of making statements as was the case
after the constitutional referendum in Karabagh.

Rustamian stressed the importance of some issues connected with the
Armenian-Turkish relations in the context of Turkey’s EU membership
process.

The European Commission encourages Turkey to fully comply with its
status and undertake measures to establish democratic relations with
Armenia with no preconditions in accordance with the bills passed
by the European Parliament in 1987-2005, open the land border with
Armenia as well as the Kars-Gyumri railway.

As to Turkey’s internal and foreign policy issues, representatives of
Armenia and the EU once again stressed that Armenia should continue
its integration with European structures noting at the same that that
holding free and fair parliamentary elections will be an important
step in this direction and will strengthen Armenia’s involvement in
the European Neighborhood Policy.

Foreign Minister Abdullah Gul has declared that if the Armenian
genocide bill is approved by the US Congress, Turkish-US strategic
relations will sustain a lasting blow.

Gul concluded his contacts in the USA and returned to Ankara.

Commenting on his visit in a statement at Ankara’s Esenboga Airport,
Gul said that Turkey had fulfilled its task of issuing a warning
before the bill pertaining to the Armenian genocide allegations was
debated at the US Congress. Pointing out that there were efforts to
present the bill as a local problem, the minister stated: A local
issue does not have the right to poison a strategic matter.

Gul said that Nancy Pelosi, Speaker of the US House of Representatives,
avoided meeting him on the grounds that she was not ready.

Also emphasizing importance of cooperation with regard to combating
the terrorist organization, Gul said: The patience of the Turkish
people has run out. The United States should place itself in our
position. If it does, it would also not tolerate this. We have tangible
expectations, not just words.

Belgrade: Arms Export Delayed Despite Russian OK

ARMS EXPORT DELAYED DESPITE RUSSIAN OK

KRAGUJEVAC, BELGRADE — The first shipment of Zastava’s Armenia-bound
arms export will be delivered next week.

Although Zastava-Weapons received a government green light to
realize one of the two previously arranged sales to Armenia, the
first shipment, worth 1.7 million dollars, is already a month late.

The fate of the second shipment worth 900,000, however, remains
uncertain, since none of the relevant ministries have to date
issued necessary permits that would allow the Kragujevac-based arms
manufacturer to honor its contractual obligations toward the Armenian
defense ministry.

Although Russia gave Serbia permission to export its arms to the
Euro-Asian countries, with the exception of Georgia, reporters have
unofficially learned that the latest delay once again has to do with
what the authorities in Belgrade view as "higher national and state
interests", inevitably linked to the Kosovo status issue.
