Restaurants looking to deliver open-air, mesquite-flavored dishes
take another hit from the city.

GLENDALE – Outdoor grilling at restaurants, a contentious issue in
Glendale, lost another battle Wednesday when an Armenian eatery’s
application to continue its smoky cooking method was denied.

Sam Arutyunyan submitted an application June 6 seeking a variance
to maintain an outdoor grill at his Karoun Restaurant in southeast
Glendale. In her denial issued on Wednesday, City Zoning Administrator
Edith Fuentes pointed to a city code that requires all commercial
grilling to be indoors.

Arutyunyan can appeal the ruling to the Zoning Board of Appeals. He
could not be reached for comment Thursday.

Banquet hall and restaurant owners have argued that their clientele’s
palates demand mesquite-flavored charcoal, and that moving outdoor
grilling operations into a specially constructed, enclosed room would
not be cost-effective.

The ruling comes less than a year after the City Council failed
to muster the four votes needed to lift the ban and allow outdoor
grilling under certain conditions.

At the time, the council’s only two non-Armenian members – Frank
Quintero and Dave Weaver – voted against it, prompting some residents
to call it a racial issue.

Weaver said his vote was about health issues and enforcing city code,
not race.

On Thursday, his opinion had not changed, but those of some of the
proponents for the original proposition had.

Mayor Ara Najarian had favored the ordinance change in 2006, citing
the need to stoke authentic Armenian cuisine in a city many Armenian
Americans call home.

But since the ordinance change was defeated – and the city’s
Neighborhood Services Department has stepped up enforcement of the
current ban – Najarian said he’s become more inclined to let the
issue fizzle out.

"At this point, I’d encourage restaurant and banquet hall owners to
bring their cooking indoors," he said. "In terms of energy and effort,
that’s perhaps the best direction to exert our effort, rather than
change an ordinance."

Any chance that the different makeup of the council this year may
give commercial outdoor grillers renewed hope is slim.

Councilman John Drayman, who replaced Rafi Manoukian on the council,
said he probably wouldn’t support a similar proposal.

"The issue is pretty much settled by now," he said.

Community activist Margaret Hammond, who has long beat the drum
against outdoor grilling, was relieved by the recent denial.

"I’m hoping this will send a message," she said. "The city is going
to enforce the ordinance."

Since it became apparent the council would not alter the ordinance,
the city has steadily whittled down the number of banquet halls and
restaurants that grill outdoors from about 12 to two, said Sam Engel,
director of Neighborhood Services Department.

MGM Hall on South Kenwood Street recently filed its intent with
Engel’s department to cease outdoor grilling after it received notice
of prosecution from the City Attorney’s Office, he said.

The last remaining violators, Engel said, are Verdugo Hills Country
Club and Karoun Restaurant, which will now see stepped-up code
enforcement.

Code violations for the country club are under review, according to
the City Attorney’s Office.

Mr Bryza Spokesman Chase Beamer told a PanARMENIAN.Net reporter.

However, he said, he doesn’t possess information on details of
the agenda.

The previous meeting of the Co-chairs took place in Vienna July 13.

The World Bank study "Fiscal Policy and Economic Growth: Lessons
for Eastern Europe and Central Asia" includes the public expenses
and fiscal tendencies of Eastern Europe, Turkey and Central Asia
from 1990 to 2004 and their comparison with the countries of high
economic growth.

According to that study, represented by the World Bank County Manager
for Armenia Aristomene Varoudakis on July 23, more efficient public
expenses, low fiscal deficit and right taxation policy will contribute
to the economic growth in Armenia.

The study was first represented in Brussels, on July 2.

According to Mr. Varoudakis, the experiences of those countries assure
that in case of good government the public expenses will contribute
to the economic growth.

When the public expenses exceed about 1/3 of GDP, they are combined
with the low economic growth in the countries that have weak
government.

"The high level of public expenses is at risk, when the state
institutions are weak", mentioned the World Bank representative.

The public expenses on education and health care in Armenia are low
in comparison with GDP. The financing of education has improved in
the sphere of general education, but the quality is still a serious
issue in that sphere.

Though the health care system in Armenia is more favorable compared
with other countries of the same level, its financing still remains
incomplete.

The participation of the private sector in power engineering and water
spheres is big in Armenia, but it’s limited in the sphere of transport.

The on-budget expenditures on government, education, health care and
social spheres are low because of informal economy in the country,
though the expenditures can be increased by the amendments to fiscal
bureaucratism.

Benjamin Graber’s unusual early start for the 2008 primary poses a
direct threat to the incumbency of Rep. Robert Wexler (D-FL) who
chairs the Congressional Turkish Caucus and an adamant opponent of
Armenian Genocide recognition.

His public criticism of Wexler’s stance on the Armenian Genocide
has been dubbed as "an issue splitting the Jewish Community" by the
Palm Beach Post, and calling his opponent "an embarrassment to the
Jewish Community." Graber, like Wexler, is of Jewish ancestry but
is also the son of a Holocaust survivor.

Audiences will also have a rare opportunity for a book signing by
the author of The Knock at the Door, Margaret Ahnert. Mrs. Ahnert’s
book is based on her personal encounter with her mother who
survived the Armenian Genocide. The Publisher’s Weekly hailed
Anhert’s book as "a force [that] lies in the interplay between the
narratives of mother and daughter."

The town hall style meeting is among the first in a series of
activities and meetings involving Members of Congress and the
Florida Armenian community during a 7-day trip to the state by ANCA
Eastern Region Director Karine Birazian.

On August 4th, South Florida Armenians will drive four hours north
to Orlando for a weekend getaway before schools open the following
week; a trip organized by the Armenian Students’ Association of
South Florida, and collaborated by the ANC of Florida. "Karine’s
presence and participation among the vacationers will immensely
give a human face to the ANCA," said Michael Toumayan, a former Leo
Sarkisian ANCA intern and president of the South Florida ASA.
Birazian will give a brief lecture at the Doubletree Castle Hotel
in Orland, Florida at 7pm on youth activism and meet and greet
college students and families enabling her to build a dynamic
relationship between the community members and the ANCA.

During the week of August 6th, Birazian will be traveling throughout
Florida meeting with Members of Congress and local Armenian
American activists in an effort to strengthen the community’s
political advocacy efforts in Florida.

The Armenian National Committee is the largest Armenian American
grassroots political organization in Florida and nationwide. The
ANCA actively advances a broad range of issues of concern to the
Armenian American community.

First Issue Of Supplement To "Mankapatanekan Azg" Newspaper Launched

FIRST ISSUE OF SUPPLEMENT TO "MANKAPATANEKAN AZG" NEWSPAPER LAUNCHED

YEREVAN, JULY 20, NOYAN TAPAN. The event held in the UN Office of
Armenia on July 19 was dedicated to the presentation of the first
issue of a supplement to the "Mankapatanekan Azg" newspaper, which
was prepared by children and young people aged between 10-17. This
supplement to the newspaper is a product of a three-month intensive
project by a group of 30 children and young people. These children took
part in the essay competition beforehand, then underwent training on
children’s rights and journalism, which was organized by UNICEF and
editorial board of "Azg" Daily.

According to Emil Sahakian, the UNICEF Information and Communication
Officer, this supplement is a unique venue for children and young
people to express their thoughts and opinions concerning this or that
issue. In his conviction, there are very few newspapers and journals
for children in Armenia: "they can be counted on one’s fingers and
the existing ones are launched in an electronic variant."

Hakob Avetikian, the editor-in-chief of "Azg" Daily, stated that
the subjects located in the supplement express sincere observations
and understandings of children concerning different issues troubling
society. "I have seen such questions and observations among them that
can be noticed, perhaps, only by children," Hakob Avetikian mentioned.

The supplement to "Mankapatanekan Azg" newspaper will be published
on a monthly basis.

According to Emil Sahakian, the UNICEF Communication Officer, after
the end of this nine-month program, a similar program is envisaged
to be carried out in other regions.

Iran’s foreign minister regarding the 7th shared economic commission
between Iran and Armenia said the two sides’ relations had been
satisfying in the recent years and that considerable results had been
achieved.

Manouchehr Mottaki added "New horizons have been created for
expanding the mutual ties in every field between Tehran and Yerevan."

Also the Armenian foreign minister, Vartan Oskanian on his part,
called the 7th commission gathering "A leap forward in relations
between the two sides."

Mottaki also met the Armenian minister of energy, Armen Movasisyan.

In this meeting, Movasisyan expressed satisfaction over the boosting
relations of the Islamic Republic of Iran and Armenia.

"The expansion felt is due to the friendly ties and relations between
the two nations and governments."

STEPANAKERT, July 19. /ARKA/. President of the Nagorno-Karabakh
Republic (NKR) Arkady Ghukasyan held a meeting in Stepanakert with
the member of the European Parliament Julietto Piezu, who is on an
observer mission to the NKR.

The NKR presidential press service reports that the sides pointed out
the importance of free and fair presidential election in the NKR for
the country’s international reputation and democratic development.

President Ghukasyan thanked Julietto Piezu for accepting the invitation
to monitor the presidential election in the NKR, pointing out the
importance of the observer mission in ensuring transparent and
fair elections. He expressed the confidence that Artsakh will show
determination to consolidate its democratic achievements this time
as well.

Regular presidential election was held in the NKR on Thursday. Five
candidates were running for the NKR presidency: Bako Sahakyan, Masis
Mailyan, Armen Abgaryan, Vanya Avanesyan and Hrant Melkoumyan.

composition of Armenian peacekeeping battalions in
Iraq and Kosovo has not been taken yet, colonel
general Seyran Ohanyan, the Chief of the RA Armed
Forces General Staff told reporters today. There is no
decision on sending Armenian officers and physicians
to Afghanistan either, he added.

"As to the officer injured in Iraq, his health state
is described as good and he will return to Armenia
soon," he said.

Earlier, head of International Cooperation and Defense
Programs Department at the Armenian Defense Ministry,
major general Mikael Melkonyan said that Armenian
officers and physicians will depart for Afghanistan
with a peacekeeping mission. As this is a new field
for us, our assistance will be exclusively
humanitarian. The main point here is an agreement with
partners and provision of documentation," Melkonyan
said.

According to the RA Constitution the issue of sending
peacekeepers demands signing of an appropriate
agreement, a special procedure in the Constitutional
Court and approval by the parliament, he added.

DERRY CITY pulled off a shock when they beat SPL new boys Gretna in
the qualifying rounds of the Uefa Cup last season, but they could
prove to be the victims in the Champions League tonight when they
entertain Armenian champions Pyunik.

Pyunik have won their national title for the last five years and
appear to be in line for another success with three games of the
campaign to go.

They have won ten of their 13 league games and have certainly not
disgraced themselves in their recent attempts in European competition,
losing narrowy to Shakhtar Donetsk of Ukraine and CSKA Sofia of
Bulgaria.

After finishing behind Shelbourne in the Eircom Premier last term,
it has been a season to forget for Derry, who met Paris St-Germain
in the Uefa Cup just nine months ago.

Former Hearts boss John Robertson has only taken the helm for one
match following the departure of Pat Fenlon and they find themselves
a disappointing seventh.

That 4-1 success over Sligo was only their second home success in
their last eight, so Robertson has plenty of work to do.

A great deal of debate could be generated on the merits of each league,
but the Armenians certainly look to be overpriced.

Derry face the prospect of a terrible ordeal for the second leg,
which sees them travel via London and Prague, but 5-1 for an away
win looks a big price.

RESOLUTION

Mercer Island, WA – Members from the Washington ANC met with Congressman
Dave Reichert (R-WA) and Deputy District Director Sue Foy to thank him for
his support of the Armenian Genocide Resolution, H. Res. 106, as well as to
discuss other issues of concern including the genocide in Darfur and Autism
awareness.

"We were very pleased to meet with Congressman Reichert to show the
Washington Armenian community’s appreciation for his cosponsorship of H.
Res. 106 and his excellent track record on genocide prevention," said
Washington ANC Chairman Armen Abrahamian, who has been active with the
Seattle-area community since relocating for work two years ago.

Also in attendance at the meeting were ANCA Eastern Region Executive
Director Karine Birazian, and Ms. Natalie (Atamian) Bauge. Bauge, a
constituent in the Congressman’s district, had an opportunity to thank the
Congressman for his support of Armenian Genocide legislation and also
discussed another issue close to her heart, Autism awareness. "It was a
great honor to meet and speak with my Congressman about various issues of
concern," stated Bauge. "We look forward to continue building a
relationship with the office," she added.

Congressman Reichert serves as Representative from the eighth congressional
district of Washington. He currently serves on three House Committees,
including Homeland Security, Transportation and Infrastructure and Science
and Technology. Reichert has a leadership role in the Committee on Homeland
Security, and is Ranking Member of the Subcommittee on Intelligence,
Information Sharing, and Terrorism Risk Assessment.

As part of the ANC-WR’s POWER Initiative, Abrahamian and members of the
local Armenian American community met with Congressman Reichert’s office
recently to request that the Congressman support this important human rights
legislation. The Congressman cosponsored the Armenian Genocide Resolution on
April 16, 2007.
