In the early morning of September 23 Azeri hackers broke the official
website of National Competitiveness Foundation of Armenia. At present
works are being done to restore the website.

Note, that from September 18-21, the National Competitiveness
Foundation of Armenia and the representatives of RNK along with
Armenian tourism companies , were representing Armenia and Artsakh in
“TopResa 2012” annual international tourism exhibition held in Paris.

During the exhibition Azerbaijanis destroyed the united pavilion,
under which Armenia and Artsakh were to show up, they tore the flag
of Armenia and Artsakh, the united map of Armenia and Artsakh and
the information booklets.

PARLIAMENTARY ELECTIONS: GEORGIA AHEAD OF THE CONTROVERSIAL EVENT

This autumn Georgia will face serious political challenge – regular
and very important parliamentary elections will be held. On August
1, 2012 the president of Georgia Mikhail Saakashvili appointed the
day of parliamentary elections. According to law they should be held
in 60 days, i.e. on October 1. In our opinion this will be the most
crucial elections over the last decade of the Georgian history. Only
the 2003 elections can excel them in the aspect of their significance
as they triggered the “revolution of roses” and raised the incumbent
president and his team to power.

The upcoming elections are remarkable for several reasons. But the
most important is that they are connected with the end of Mikhail
Saakashvili’s second presidential term. No matter what the incumbent
president of Georgia wants, next year his second presidential term
expires and he will have to leave. There is no other way. Neither
Georgia’s public and political elite, nor some circles in the
western countries which still sympathize with him are ready to accept
Saakashvili’s third term. After all even Vladimir Putin with whom they
like to compare Mikhail Saakashvili (of course discrediting his Russian
“colleague”), did not stand for the third presidential term in a raw…

In fact it may turn out for the first time in the post-Soviet history
of Georgia that its president after two presidential terms will pass
his post voluntarily (even if many believe it is a formal procedure)
to someone else. After that Georgia will become the fifth among the
recognized, unrecognized and semi-recognized countries in the South
Caucasus where the head of the state voluntarily gave his place
to its successor. There were such precedents in Armenia, Abkhazia,
Nagorno-Karabakh and South Ossetia. And in Azerbaijan Ilham Aliyev
who inherited presidency after his father’s death, most probably, is
going to stand for the third presidential term, especially, taking
into consideration the fact that Azerbaijani constitution provides
no restrictions in this aspect.

Under such conditions the issue of further “employment” of Mikhail
Saakashvili becomes rather topical. In the opinion of many analysts
Saakashvili, giving up the highest elective office in the state,
will tend to preserve leverages of real power, taking advantage of the
recent changes made in the constitution of Georgia which delegate wider
authority to the parliament of the country. Though the constitutional
changes are coming into power after the presidential elections in
2013, but this fact even intensifies the political intrigue and the
significance of the October elections is increasing disproportionately.

The case is not only the political fate of Saakashvili and his
team-mates, but continuation of the policies of Georgia in the next
decade, or just the opposite (in case if the authorities failed
the elections) – its essential change by the leading oppositional
power “Georgian dream”, headed by the Georgian billionaire Bidzina
Ivanishvili. That is why for Saakashvili and the ruling team the
results of the elections have double meaning in the context of both
provision of the political future of the incumbent president and
continuation (even partial) of the policies initiated in the November
2003 by the “revolution of roses”.

Against this background it is natural that just like the leading
oppositional power “Georgian dream” (which initiated public electoral
campaign last year after Ivanishvili switched to the opposition)
the Georgian authorities also take seriously the elections set on
November 1. And the “arsenal” of the actions of the authorities is
rather diverse – from using the “administrative recourse”, which is
so characteristic of the post-Soviet countries, to pretty drastic
(though expected) changes in Saakashvili’s team.

What is meant here is first of all “formalization of informal” –
appointment of all-powerful Minister of Home Affairs Vano Merabishvili
who was born in the mostly Armenian populated Samtskhe-Javakheti
region to a post of the prime-minister this June. According to a
well-known Georgian political scientist Gia Nodia, for the first time
since the death of one of the “fathers” of the “revolution of roses” –
a former prime-minister of Georgia Zurab Zhvania – a real significance
of the post of a prime-minister “has been in accord with his formal
rank”. Naturally, and this is accepted by the obvious advocates of
the authorities, appointment of Merabishivili symbolizes the fact
that the authorities has seriously underestimated political potential
of the oppositional “Georgian dream” and now they try to compensate
lost opportunities. But at the same time appointment of the former
head of the Ministry of Home Affairs who has acquired reputation for
terseness (unlike Saakashvili) and is known as an efficient manager,
has also brought up to date the conversations about the candidacy of
a possible successor of Saakashvili, thus drawing parallels with the
“job swap” according to the “Russian scenario” in 2008.

But it is obvious that too straightforward option of “putinization”
of Georgia (according to Gia Nodia) would be very undesirable for
both Saakashvili and his team. One way or another it will greatly
affect the efficiency of one of the most important “power” resources
of Saakashvili – mixture of a fantastic creative political PR and a
skillful usage of the image of a “democratic pro-western politician”
in the eyes of a considerable part of a global community. That is why
many observers in Georgia believe that in consequence of multi-shift
cabinet reshuffle and in case of a successful for the current
authorities results of the upcoming parliamentary and presidential
elections, a possible combination of a top authorities’ posts will
be a little different.

E.g. Mikhail Saakashvili will take the post of the speaker of the
parliament (thus gradually turning into the Georgian “Deng Xiaoping”),
Vano Merabishvili will remain a prime-minister (considerably
consolidating his positions in a result of constitutional changes)
and the incumbent speaker of parliament David Bakradze will stand as
a candidate for presidency with considerably curbed authority. Another
option is proposal by Mikhail Saakashvili today’s mayor of Tbilisi Giga
Ugulava as a candidate for presidency. He is the only representative of
Georgian political establishment who can be compared by the qualities
and position with Vano Merabishvili. But this option is possible only
in case if Saakashvili does not rely on an unconditional loyalty of
the prime-minister and would like to counterbalance him with no less
influential and active Ugulava.

The degree of practicability of such political combinations will be
proved by time. However, it is obvious that for the implementation of
such scenarios the current authorities will have to solve a crucial
short-term task – to secure convincing victory at the parliamentary
elections in two and a half months. And this seems to be rather
hard task for Saakashvili and his team under current conditions,
even taking into consideration a “classical” usage of administrative
resources and obvious power pressure in favour of a ruling party.

However wining the majority at the parliamentary election will be
ambivalent victory for the ruling elite. It would be much harder to
get the legitimization of such a victory which will be most probably
impossible without using the administrative resource. In other words
Saakashvili and his team will have to go through serious post-electoral
processes, because the opposition, which has been winning serious
public support for recent months, will hardly put up with expected
mass violations about which the leaders of “Georgian dream” are
cautioning their electorate and international observers.

The elections in 2012 differ from the previous elections considerably
because there are at once several factors directed against the current
authorities of Georgia. The strength and maturity of the opposition
(many political powers which cannot be called marginalized gathered
under the “umbrella” of Ivanishvili’s movement), serious financial
possibilities of billionaire Ivanishvili, and West’s “tiredness”
of Saakashvili’s harsh and extravagant steps put themselves on the map.

However, even against this background Saakashvili still has an old
political ace up his sleeve (though used for many times but still in
demand) – demonstration of his phenomenal image of a strong-willed
leader which has no alternative against the background of “inadequate”
opposition. Till now it allowed Saakashvili to use his “administrative
resource” without paying too much attention to the opinion of the
international community and to successfully “manage” the elections.

But the degree of the efficiency of that ace supplemented by the
unrestrained political improvisation of the Georgian president will
become clear within the next two months.

As for the areas of compact settlement of the national minorities –
Armenians in Samtskhe-Javakhq and Azerbaijanis in Qvemo-Kartli – there
will be no special political developments before the elections. The
authorities will traditionally use those regions, which are under
the tough police and force control, as a kind of a saving-box for the
votes of the electorate of the Armenian and Azerbaijani origin. The
public control in these regions has always been lower than the police
control which allowed the authorities to openly use these regions
for ballot rigging. As for the effect the elections will have on the
population of the regions where mostly Armenians and Azerbaijanis
live it will become clear only in October. However this regards the
rest of Georgia as well…

Ministers of Justice of CIS member countries will host in Armenian
Republic and Armenian Minister of Justice Hrair Tovmasyan has been
elected as the Chairman of CIS Council of Justice Ministers. As
Armenpress was informed from the Ministry of Justice this was decided
in Minsk on September 19-22, during the 7th session of CIS member
countries’ Ministers of Justice.

Different issues and projects concerning this sphere have been
discussed during the session.

The importance of the Council’s activity has been also discussed.

A bilateral meeting of the Justice Ministers of Armenia and Belarus
took place in the framework of the 7th session during which Ministers
also discussed issues related to the changes being implemented in
their countries. Armenian Minister of Justice presented the reforms
carried out in his office.

Ministers of two countries signed an agreement on “Cooperation in the
sphere of judicial expertise between Armenian Republic and Belarus
Republic”.

Armenian Minister of Justice Hrair Tovmasyan, the Deputy Minister
Aram Orbelyan as well as the Ministers of Justice of Belarus, Russian
Federation and Tajikistan participated in the 7th session of the
Council of Ministers of Justice of CIS member countries.

session of the Armenian State Pedagogical University (ASPU) named
after Khachatur Abovyan was held, headed by the Prime Minister of the
Republic of Armenia, the ASPU Council Chairman Tigran Sargsyan. As
Armenpress was reported by the Information and PR Department of the
Government of Armenia, during the session the report of the Foundation
“National Center for professional education quality assurance” was
discussed on the institutional accreditation test results implemented
at the Armenian State Pedagogical University.

“We wish that the Pedagogical University, which successfully
implements its reforms, becomes one of the leading institutions for
higher education in the Republic. Currently we implement improvement
reforms at the institutions for higher education in the country and
it is clear that the lecturers should be on the first place. It means
that the Pedagogical University should provide the entire educational
field with highly professional specialists, who will be able to make
root reforms in our educational system. I am certain that the progress
of our country will be conditioned by these very reforms.

If we are able to achieve our goals, there will be new quality changes
in the country due to the lecturers, whom you are preparing now”,
– said the Prime Minister of Armenia Tigran Sargsyan. The Chairman
of the Pedagogical University Council instructed to make phased
and scheduled targeting of reforms and time to time discuss their
implementation process.

According to the Prime Minister, currently the Pedagogical University
has the opportunity to cooperate with international organizations and
get technical assistance, so it should use its potential to prepare
highly professional specialists.

During the session the issue of involving young lecturers in the
Pedagogical University was discussed, whose number is currently
scarce. On that occasion Tigran Sargsyan stated: “It is fact that
one of the ways of attracting young scientists is the financing. Mr.

Mirzakhanyan, in 2011 I recommended you to increase the salaries of
the lecturers by 40%, what you did. But I think that this amount
is not sufficient. I instruct you to raise the salaries of your
lecturers by another 40% by the end of the year of 2012. We should
continue the process of increasing the salaries, so that the young
specialists want to cooperate with the Pedagogical University. They
should understand that for their high quality skills they will be
remunerated correspondingly”.

On the instruction the Rector of the Armenian State Pedagogical
University Ruben Mirzakhanyan stated that by the end of the current
year the salaries of the 900 representatives of the professors and
lecturers staff will be increased by 40%.

To the question concerning the building of the student dormitories
the Prime Minister Tigran Sargsyan answered that in the program of the
Government of Armenia, which was approved by the National Assembly of
Armenia, that issue had been included. The Ministry of Education and
Sciences of the Republic of Armenia currently works on the development
of a clear program.

Concerning the observation of one of the students that at present
the graduate cannot find a job, as the employer demands professional
experience, the Minister of Education and Sciences of Armenia Armen
Ashotyan informed that by the instruction of the Head of the Government
they currently work on the legislative package, which will regulate
the issue. The project intends to consider the educational years as
working experience, which will facilitate the entrance of the young
to the civil service and private sector.

The members of the Council of the Armenian State Pedagogical University
expressed their gratitude to the Prime Minister of Armenia Tigran
Sargsyan for the consistent assistance, provided to the University
and personal contribution in the reforms implementation process.

L’ancien Ministre des Affaires Etrangères Vartan Oskanian a souligne
l’importance de la victoire du parti Armenie Prospère (BHK) lors des
elections municipales a Gyumri, disant qu’il pourrait affaiblir la
poigne du President Serge Sarkissian sur le pouvoir.

Vartan Oskanian a minimise le fait que le maire nouvellement elu de
Gyumri, Samvel Balasanian, a ete approuve par Serge Sarkissian et le
parti Republicain (HHK).

Vartan Oskanian a ecarte les speculations, disant que la nouveau
maire Samvel Balasanian etait un proche du president et a affirme
qu’il aurait gagne meme sans le support du HHK. Il a soutenu que le
BHK et ses candidats ont defait le parti dirigeant dans toutes les
circonscriptions electorales de Gyumri lors des elections du 6 mai.

” Il faut regarder la question dans le contexte des resultats des
elections parlementaires ” a dit Vartan Oskanian au service armenien de
RFE/RL (Azatutyun.am). ” Le parti a prouve la qu’il a beaucoup d’appuis

at a meeting of the PACE President Jean-Claude Mignon expressed its
position on the place in the world political and economic processes,
ethnic conflicts, terrorism, etc.

The conference also made by the Secretary General of the Council of
Europe, Thorbjørn Jagland, head of the Committee of Ministers of the
EU Josefina Topalli, President of the European Court of Human Rights
Nicolas Bratz, etc.

The head of the Azerbaijani Parliament Ogtay Asadov, responding to
the attacks by the speaker of the Armenian parliament, said that
Armenia and its lobby and patrons of exaggerating the issue Safarov,
intend to maintain the status quo in the Karabakh conflict.

Asadov said that the extradition of Safarov was made in compliance with
all national and international legal norms and principles. “I would
like to note that the status quo is not acceptable. Exaggeration

reports that in the battle for Aleppo, long-time Christian communities
are caught in the middle of a political conflict that threatens to
turn into a sectarian war. Among the Christian communities, Armenian
leaders steadfastly insist they remain neutral in spite of being
caught between the hammer of the revolution and the anvil of the
regime. Read his account further below.

Random bombs fall on Aleppo’s Christian neighborhoods of al-Midan,
al-Suleimanieh and al-Azizieh, and the fighting comes closer to
the heart of the one of the oldest centers of Christianity in the
Middle East.

None of the warring parties are listening to each other. The problem
is that neither side can tolerate minorities coming to terms with
the other side. Syria’s Christians face a badly arranged marriage
and will have to endure it until the rifles are silenced and cooler
heads prevail.

Armenians articulate minority dilemma

Among all the communities in Syria’s largest city and the center of
the nation economic pulse is the Armenian community, perhaps the best
organized, internationally well-connected and among the most vocal
Christian minority communities in the region.

The Armenian community formed several aid committees to help its
members, and its leadership adopted a policy of “positive neutrality”
toward the Aleppo’s conflict. Nevertheless, the community leadership
has been intolerant of diversity of thought or opinion.

Since the start of the uprising, most Christian communities had
followers who sympathized with the revolutionary ideals of the rebels.

Some of them were actively engaged in combat and support operations.

Most Christian minorities have representation in the Syrian National
Council, but not the Armenians.

One reason Armenians have not supported the expatriate opposition may
be that Turkey, their historic foe, sponsors the movement. But this
can’t entirely explain why the Armenian community hasn’t tolerated
members opening independent lines of communication with other
opposition or “third way” factions. Armenian leaders prefer to put
all of their eggs in the “neutrality basket.”

The recent violent turn of events in Aleppo and recent developments
makes it harder for the Armenian community’s leaders to continue their
neutral position: a few dozens of Armenian young men have accepted the
offer of Assad regime guns and joined the ranks of its shabiha gangs.

Maybe with good intentions…

Armenians caught in the middle

The few who have joined the shabiha have not saved the lives or homes
of minorities, and especially Armenians; bombs and artillery shells
continue to fall. In one case, a bomb fell on a residential building
killing a young Armenian woman. In a separate incident, another bomb
fell on a residential building in the heavily middle-class Christian
al-Villat Street neighborhood, causing major property damage but
no deaths.

Many times, the cause is indiscriminate firing of rockets and bombs in
Christian communities by ill-trained Free Syrian Army soldiers aimed
at government security buildings. On the other hand, a better-trained
and equipped regime air force pilot in a MIG shelled the main water
pipe of the city near al-Midan, disrupting the water supply and
causing shortages in most of the city for several days.

Recently, four Armenians were killed when driving from the airport
into the city. Thirteen were wounded. The first reports blamed the
FSA for the incident. But later, eyewitnesses said that it was the
driver’s fault, because he failed to stop at a checkpoint. A few days
later, an FSA brigade denied responsibility and said Assad forces shot

Rebels on the edge of al-Midan

Last week, FSA brigades were at the edge of al-Midan, and tried to
break into the neighborhood. They made a sortie in the direction of
the St. Vartan, a Jesuit monastery where a large number of refugees
and relief workers are based.

The government replied with great force. Armenians and other nearby
Christians took refuge in other neighborhoods until the regime forces
smashed the rebels with tanks, heavy bombardment and air strikes.

Rebels seized large parts of the strategically located Hanano army
barracks for a short period of time. The barracks are only a kilometer
away from al-Suleimanieh, the another Christian neighborhood.

While battles rage, there still seems to be no substantive or
meaningful communication between the FSA and the Christian communities.

Why do the rebels want control of al-Midan?

A senior FSA liaison told me they have no clear-cut plan for the battle
of Aleppo. The question then is, what does the Free Syrian Army gain
from entering the Christian neighborhoods of Aleppo? Up until now,
they have been “welcomed” in the neighborhoods that supported mass
anti-government demonstrations. There were no street protests in
the Christian neighborhoods; and aggressive rebel moves on Christian
neighborhoods might bring negative publicity to the FSA. Of course,
that would only matter only if international supporters of the
opposition were interested in human rights and minorities.

Armenian leaders politely refused an offer by the government to arm
them, basically because they knew that this sort of help doesn’t
come for free. Armenian leaders understood that such moves are more
about control and that they would drag Armenians into one side of
the conflict, rather than offer them protection and security from
both sides.

The Syrian government has more than one way to skin a fish. Two
weeks ago, the government-run Syrian State News channel reported with
great fanfare that a group of jihadists in the Zamalka neighborhood
of Damascus executed Armenians for sectarian reasons.

Later that same day, the same new channel denied the account without
explanation. The sectarian panic that results from such disinformation
can only help the regime create and fuel hatred and recruit as many
people from minorities as it can to actively fight on its side.

On the other hand, the Free Syrian Army demands that Armenians condemn
those who fight on the regime’s side and insist they turn in those
who cooperate with shabiha gangs.

The challenge of staying neutral in a war

The “positive neutrality” policy adopted by the Armenian leadership
might be the wisest choice right now, but as Free Syrian Army soldiers
fight face-to-face with some Armenians and other Christians beyond
community control and serving in shabiha ranks, the talk of “positive
neutrality” makes little sense and could foment a sectarian backlash.

Some Armenian leaders claim that establishing contacts with the Free
Syrian Army is similar to being set up for a blind date. The fragmented
and often poorly coordinated groups of rebels are a very chaotic and
confusing negotiating party. They say that it would be difficult to
come to any agreement with many of the rebel forces and that risking
any such agreement would likely cause a hostile reaction from regime
forces, with whom Armenians have had decades of friendly relations,
and most likely, still have in one way or another.

It’s not just that fighting units are not under any central command,
but Armenians doubt that commanders can effectively maintain discipline
among enthusiastic and fundamentalist volunteers and recently arrived
radical Islamist foreign fighters.

For the past two weeks Free Syrian Army officers and other opposition
groups have issued assurances they would not harm Christian minorities,
and called on them to join the revolutionary struggle of the Syrian
people.

Rebels threaten to take Christian neighborhoods

Free Syrian Army brigades have moved toward Aleppo’s Christian
neighborhoods, including the Armenian neighborhood of al-Midan.

However, very few people in the Christian and Armenian neighborhoods
of Aleppo have taken those announcements seriously.

In August, a group of 48 of Aleppo’s Sunni elite who call themselves
the “Front of Aleppo Islamic Scholars” (FAIS) called for the advance.

The announcement was signed by Ibrahim Abdullah al-Salqini, the
grandson of the former Mufti of Aleppo Ibrahim al-Salqini, who passed
away a year ago. The mufti’s funeral turned into an anti-government
demonstration that was launched from the Grand Mosque in the heart
of the Old City of Aleppo.

The announcement asked the leadership of the Christian community to
“condemn the Assad regime publicly for its crimes, to turn its back
on the Syrian army and security forces, not take arms from them,
and instead support the FSA.” The FSA declaration also demanded that
the Christian community turn over a list of those who have cooperated
with the security forces, or joined the shabiha.

Christian bishops insist on peace through dialogue

The condescending tone of the announcement compelled the Christian
bishops of Aleppo to jointly issue a counter-declaration, insisting on
the importance of equal citizenship, freedom of speech and diversity.

The bishops called for an “end to the violence and the building
of peace through dialogue.” Nevertheless, the bishops echoed a few
demands by the FSA, such as “condemning every kind of armament in or
around churches.”

Two days later the Supreme Council of the Syrian Revolution Command
acknowledged that there were “some … members of the Armenian
community, who are participating in fighting the rebels.” But a few
days later, the council’s Brigadier General Moustafa al-Sheikh called
the announcement a “media fabrication” and promised that the rebel
command had no ill intentions toward Syria’s Armenians, “not now,
and not in the future.”

The next day the commander of the Military Council of Aleppo, Colonel
Abdul Jabbar al-Agidi, condemned sectarianism and called minorities
an inseparable part of the Syrian people in an online interview
on YouTube.

In another note, when FSA brigades seized the Bustan al-Basha
neighborhood two weeks ago, the Armenian community decided not to
evacuate residents of its nursing home. Perhaps this was a gesture
of trust toward the opposition rebels. The rebels apparently got
the message, and were content to only put the three-star flag of the
revolution on the building.

SMUGGLER DETAINED IN ARMENIA’S SHIRAK AIRPORT

GYUMRI. – Karen O., who was born in 1990, was detained at 4.00 p.m. at
the Shirak airport in Armenia’s Shirak Region on Sept. 23 after the
Moscow-Yerevan flight landed, as a result of the operative measures
taken by the line employees of the airport.

He was wanted by the police of the Gyumri department and charged with
smuggling since last June, police information center reports.

According to the report issued by the U.S. State Department, Armenia
made progress in improving border security.
