OSCE MONITORING REVEALS NO CEASEFIRE VIOLATIONS IN KARABAKH

The OSCE mission conducted on Wednesday a planned monitoring of the
line of contact between the armed forces of the Nagorno-Karabakh
Republic and Azerbaijan in the direction of Askeran in accordance
with the arrangement reached with the NKR authorities, News.am reports.

>From the positions of the NKR Defense Army, the monitoring was
held by Field Assistant of the Personal Representative of the OSCE
Chairman-in-Office Jiri Aberle (Czech Republic) and Coordinator of
the office of OSCE PRCiO Peter Kee (Great Britain).

>From the opposite side the monitoring mission was led by Personal
Representative of the OSCE Chairman-in-Office, Ambassador Andrzey
Kasprzyk (Poland).

The monitoring proceeded in accordance with the agreed schedule. No
violations of the cease-fire regime were registered.

Armenia has the highest number of life-termers in Europe, Robert
Revazyan, lawyer for the Helsinki Committee of Armenia, told
journalists on Tuesday.

Specifically, Armenia has 105 life-termers with a population of
3m; Estonia, 36 life-termers with a population of 1.3m; Holland,
120 life-termers with a population of 16.5m; Sweden, 170 with a
population of 9.5m; Poland, 200 with a population of 38m; France,
550, with a population of 67m.

After Armenia abolished death penalty in 2003, the Armenian president
signed a decree replacing it with life imprisonment for 40 death
row inmates.

“From the legal point of view, the presidential decree imposed a
punishment, which is courts’ exclusive right. The prisoners have since
been serving their sentences on the basis of the presidential decree,”
the expert said.

Armenian life-termers include persons convicted for murdering up to
eight people and dangerous recidivists. On the other hand, aiders
and abettors are among life-termers as well.

Mr Revazyan reported that 41 of the life-termers were convicted for
murdering one person, with 26 of the cases being the first conviction.

Twenty-two of them are under 21, with 15 of them convicted for
military crimes.

“Did we send dangerous criminals to the army? Moreover, what did
commanders do to prevent the crimes? If a state has an army with so
many crimes committed there, who is responsible for that?”

Five of the life-termers have spent 20 years in prison, which allows
them to apply for early release. However, the human rights activists
do not know a single case.

Mr Revazyan noted that only a low percentage of life-termers serve
out their sentences in different countries due to reduced terms for
applications for early release – 14 years in Great Britain, nine
years in Sweden, 10 to 15 years in Finland, 12 years in Denmark.

In this context, the human rights activities propose relevant
amendments to Armenia’s laws.

Ex-Foreign Minister Vartan Oskanian, who now represents the Prosperous
Armenia party faction in parliament, has proposed a five-clause
platform, addressing the major challenges in Armenia.

“The presidential election is not far off. ‘Political’ debates in
Armenia have always addressed individuals, as opposed to political
content. Regardless of who will be the main contenders, I think it
is important, from now on, to open discussions and debates over the
key challenges facing our country and people and start looking for
alternatives, considering the complicated situation,” the politician
says in his public profile on Facebook.

Oskanian calls for efforts to bring about moral, social, economic and
other changes in each citizen’s life within the shortest timeframes.

His considerations are presented below.

1. The country’s moral-psychological atmosphere: The main debate
here has to address measures expected to make tolerance and justice
dominant and the state institutions -comprehensive bodies serving
the people’s interests.

2 Improvement of the political arena: The discussion at this point
has focus on the form and content of the state government system.

Transition to the parliamentary system is very often discussed today.

This could be among the key topics of the campaign. But simultaneously,
it is necessary to address the political counter-balances as an
important groundwork for strengthening democracy in the country.

3 Economic policies: New economic approaches replacing the obviously
effective policies have to be a key topic here. They should be anchored
on the principles of eliminating artificial monopolies in the quickest
possible manner, free competition and immunity of property.

Economic growth and the creation of jobs have to be the main target
of the economic policies. To achieve that the Government has, within
the shortest timeframes, commit itself to tax reforms aimed to promote
an economic growth.

4. Foreign policy: We definitely need a restart in all directions
here. It is necessary, first of all, to shape the ideological basis
of foreign policy and apart from viewing it as an objective, switch
over to using it as a tool, and demonstrate an initiative to use the
situation in the region and beyond for gaining a diplomatic advantage
and positive results in all matters of concern.

5. Selection of integration area: It is important to launch an open
and honest debate over the integration trend to be eventually adopted
by Armenia.

This presidential election is not a choice of individuals, but rather
a determination of Armenia’s future, Oskanian says at the end.

The office of Fundamental Rights Ombudsman of Hungary Mate Szabo said
on Monday that the Justice Ministry had not responded within 15 days
to a request for information regarding Ramil Safarov’s repatriation.

According to , the ministry responded by saying
that Justice Minister Tibor Navracsics had replied promptly to Szabo’s
letter of 19 September, asking the ombudsman to submit an official
request for access to classified documents.

Szabo noted in his letter that Hungarian law prevents the repatriation
of a convicted criminal in the absence of assurances that he will
serve out the remainder of his sentence. The documents released by
the government as the scandal broke in the days following Safarov’s
release contained no assurances from the Azeri side that the murderer
would not be pardoned, referring only to a clause in the relevant
treaty that prevents the alteration of the sentence.

on the wall of Mayor’s Office building together with his friends at
night that the Ghukasyans built it, while it is clear that it was
built with state resources.

“Many know that private and state properties are not differentiated
in this family. It is rumored that Vardan Ghukasyan wanted to have a
valuable chandelier hanging in the church he built. And out of this
“honest” motive he moved one of the antique chandeliers kept in
Aslamazyan Sisters House-Museum to his church,” Hraparak writes.

Armenian Defense Minister Seyran Ohanyan met with European officials
within the framework of the visit to Brussels. Issues related to

Armenia-EU defense programs were discussed at the meeting.

Today Minister Ohanyan participates in the sitting of the Defense
Ministers of the countries participating in NATO-led peacekeeping
missions in Afghanistan and Kosovo.

Seyran Ohanyan will participate also in the discussions organized
by the German Defense Minister, featuring the Defense Ministers of
countries contributing forces to the Northern Command in Afghanistan.

A l’issue d’un vote secret (64 voix pour, 6 contre et 1 bulletin
annule), les parlementaires ont donne le feu vert a la levee de
l’immunite de Vartan Oskanian, ancien Ministre des AE, a l’issue
de deux jours de debats houleux. Les deputes d’Armenie prospère,
des partis Dachnak, Heritage, et du CNA ont boycotte le vote. Plus
tard dans la journee, M. Oskanian a ecrit sur sa page Facebook que ”
cette injustice n’etait pas commise contre lui, mais contre tous les
citoyens ordinaires, les jeunes generations et le pays en general “.

Interroge jusqu’a present en tant que temoin, M. Oskanian pourra
maintenant etre accuse de blanchiment. Hovik Abrahamian, President de
l’AN, a declare que si Vartan Oskanian etait en effet non coupable,
toutes les institutions qui ont entame l’enquete seraient tenues pour
responsables et je lui demanderais pardon. Il a par ailleurs ajoute
que le President Sarkissian suivait de près cette affaire et tenait a
ce que la verite soit etablie. Le Chef de l’Etat a clairement indique
que tous les coupables seraient punis.

L’Ambassade des Etats-Unis a exprime sa preoccupation, au sujet des
poursuites engagees contre l’ancien ministre, affirmant que des enjeux
politiques pourraient en etre la motivation : ” Nous avons suivi les
mesures prises contre l’ancien ministre des Affaires etrangères. Nous
sommes très preoccupes par la tournure que prennent les evenements.

Nous esperons que ce cas n’est pas politiquement motive, ce qui
nuirait aux efforts des autorites armeniennes visant a promouvoir
une plus grande transparence juridique “. Hayots Achkhar a critique
la declaration de l’Ambassade americain et relève que jamais une
representation diplomatique etrangère ne s’est prononcee au sujet de
la levee de l’immunite des elus armeniens.

L’ex-President, Robert Kotcharian, dont Vartan Oskanian a ete le
Ministre des AE pendant 10 ans, a qualifie le vote du Parlement de ”
cas evident d’auto-discredit, dont les consequences negatives pour le
pays sont très inopportunes en ce moment “. Vartan Oskanian a ete,
selon lui, l’un des Ministres les plus competents et demeure aussi
honnete qu’il l’etait autrefois : ” Il faut choyer des personnalites
possedant de telles qualites et une telle experience, si ce n’est que
pour renforcer sa propre autorite que ce soit au moins par souci de
l’electorat d’un parti aussi important qu’Armenie Prospère … toute

Matthieu Besson membre de l’Assemblee Internationale du Vin a declare
que les vins blancs et roses sont les meilleurs en Armenie.

” En ce qui concerne les vins rouges, je peux dire qu’ils sont
vraiment savoureux mais ils n’ont pas longtemps ete distilles ”
a dit Matthieu Besson.

Il a ajoute que les vignerons armeniens travaillent maintenant
a l’amelioration de l’extraction du vin rouge aussi bien que la
culture de varietes europeennes de raisins. Il a aussi ajoute que
des vins armeniens sont populaires aujourd’hui en francais et sur
les marches europeens.

Matthieu Besson a precise qu’il y a 10 ans des vins armeniens ont
ete exportes en France, cependant la qualite de la production n’etait
pas suffisante.

” Le brandy armenien n’est pas aussi très populaire auprès des
consommateurs francais ” a dit matthieu Besson.

Selon lui, les brandy les plus populaires en France sont Lois 13,
Hennessy et Remy Martin.

Selon le Service National de la Statistique d’Armenie la production
de vin entre janvier et mai s’est contractee de 40,1 % a 1597,3 mille
litres. Selon le Ministère de l’Agriculture, la moisson de raisin
s’est elevee a presque 200 000 tonnes en 2011.

L’ambassadeur d’Allemagne en Armenie, Reiner Morell, a loue la decision
du gouvernement armenien d’unilateralement enlever les visas d’entree
pour les citoyens de l’UE et quelques autres pays membres de l’espace
Schengen, disant la decision donnera une forte impulsion a l’industrie
du tourisme dans le pays.

” La decision produira de bons resultats et par dessus tout, surtout en
termes d’augmenter l’industrie du tourisme local ” a dit l’ambassadeur.

L’ambassadeur a aussi dit que la decision pourra avoir un impact
positif sur les relations commerciales entre l’Armenie et les membres
de l’UE, mais a evite de fournir des donnees concrètes.
