Le maire de Strasbourg soutient Pınar Selek

Roland RIES, Ã l’occasion du verdict du procès de Mme Pinar SELEK, le
jeudi 13 décembre 2012

Mme Pinar SELEK fait l’objet d’un acharnement judiciaire de la part de
certains magistrats de son pays, la Turquie, qui ont des objectifs
politiques, et ne servent pas la Justice de façon juste.

Mme SELEK est accusée d’un attentat qu’elle n’a pas commis. Elle fait
l’objet de jugements iniques, contre l’évidence même des enquêtes
menées, et l’avis de la plupart des magistrats qui ont eu à connaître
des griefs qui lui sont reprochés.

La Turquie est un très grand pays, de par son histoire, et de par sa
place aujourd’hui dans le concert des pays du monde, particulièrement
en tant que partie prenante à la fois du continent européen et du
Moyen Orient.

Il ne s’agit pas présentement de mettre en cause la liberté de ce pays
à mener les politiques qu’il souhaite, d’autant que le principe
fondamental de l’autodétermination des peuples est bien vivant en
Turquie.

Cela dit, le procès de Pinar SELEK relève des situations juridiques et
humaines qu’il est sain de mettre en cause. Aucun pays, a fortiori
aucune démocratie, ne peut critiquer d’être critiqué par rapport à ce
que sont les droits fondamentaux des humains. La France elle-même se
voit de temps à autre reprocher des travers condamnables, notamment
par la Cour européenne des droits de l’Homme : cela n’affaiblit pas la
démocratie française, bien au contraire, cela la renforce.

Les autorités turques devraient donc veiller à ce que le procès de
Pinar SELEK se conclue par la seule issue possible au regard du droit
: un acquittement pur et simple.

Il y a un lien entre mariages d’enfants, mariages forcés et crimes
d’honneur. Le taux d’assassinat des femmes a augmenté de 1400 % entre
2002 et 2009 en Turquie. Les mariages des fillettes à six ans sont
justifiés par l’exemple de Mahomet, dit Me Canan Arin. Les autorités
turques, pour qui la réputation de Mahomet est plus importante que la
vie et la sécurité des fillettes, veulent la faire taire. Me Arin, qui
défend leurs droits, n’a pas l’intention de se taire. Bravo madame !

Canan Arin, avocate et militante de premier plan pour les droits des
femmes en Turquie, a été illégalement détenue le 23 juin 2012 pour
avoir dénoncé les mariages d’enfants. Pendant que son procès se
poursuit, elle vit sous la menace permanente mais refuse de se taire.
Dingul Durbas l’a interviewée.

Bingul Durbas : L’Association du Barreau d’Antalya vous a invitée en
tant qu’avocate et formatrice à parler de la violence faite aux
femmes. Après votre présentation, vous avez été arrêtée. Que s’est-il
passé ?

Canan Arin : Je suis co-fondatrice du Centre pour la mise en
application des droits des femmes de l’Association du Barreau
d’Istanbul et j’y ai travaillé comme formatrice. L’association du
Barreau d’Antalya ouvrait un Centre pour la mise en application des
droits des femmes et les avocats avaient besoin de formation. Dans le
cadre de cette formation, j’ai donné une conférence sur les mariages
précoces et les mariages forcés comme formes de violence envers les
femmes. J’ai utilisé deux exemples pour illustrer mon propos. Le
premier est celui du prophète qui a épousé une fillette de sept ans.
Le second est celui du président de la République turque : son épouse,
la Première dame, avait 14 ans lors de leurs fiançailles et 15 ans
lors du mariage. Ce sont des faits.

Pendant que je parlais, des jeunes hommes se sont levés et ont
commencé à crier après moi. Ils disaient que mes propos étaient
insultants et hors sujet. J’ai nié, et je leur ai dit qu’ils étaient
libres de quitter la salle de conférence, ce qu’ils ont fait. Le
lendemain, un autre groupe de jeunes hommes (je ne suis pas certaine
que c’était des avocats) ont tenu une conférence de presse et m’ont
dénoncée à la cour en m’accusant d’avoir insulté le prophète et le
président de la République de Turquie. Ce groupe d’une dizaine
d’hommes qui ont déposé une plainte contre moi n’avaient pas assisté à
ma conférence.

Le FMI accorde un nouveau prêt à l’Arménie

Le Fonds monétaire international a appelé à une amélioration plus
radicale de l’économie et de la fiscalité en Arménie et a annoncé
qu’un prêt de 51 millions de dollars allait être fait aux autorités
d’Erevan. Un haut responsable du FMI a déclaré que faire des affaires
dans le pays demeure « difficile » en raison de sa corruption et d’un
manque de réglementations gouvernementales claires et prévisibles.

Les prêts approuvés par le Conseil exécutif du Fonds à Washington sont
les dernières tranches d’un programme de 409 millions de dollars de
prêts qui a été lancé en juin 2010 afin de sortir l’Arménie de la
récession économique. « L’économie arménienne a continué à se remettre
de la récession en 2008-2009 dans le contexte de la crise financière
mondiale. La croissance s’est accélérée en 2012, et devrait se situer
autour du même potentiel en 2013 », a déclaré Nemat Shafik, directrice
générale adjointe du FMI.

Shafik a félicité le gouvernement d’avoir réduit le déficit budgétaire
depuis 2010, mais a souligné la nécessité des efforts du gouvernement
pour stimuler davantage les recettes fiscales et pour renforcer le
cadre juridique, améliorer la gouvernance et renforcer la
compétitivité.

Guillermo Tolosa, représentant du FMI à Erevan, a déclaré que les
autorités arméniennes n’ont pas réussi à atteindre des objectifs
convaincants jusqu’à présent. Tolosa a également déclaré que
l’environnement des affaires en Arménie laisse encore beaucoup à
désirer, malgré de vastes réformes structurelles mises en `uvre par
les autorités au cours des dernières années. « La situation s’est
améliorée. Mais il est encore difficile de faire des affaires et
d’attirer les investisseurs étrangers, en particulier, par les temps
qui coutent », a-t-il dit. L’enquête annuelle des entreprises publiée
par la Banque mondiale en octobre a indiqué une amélioration du climat
des investissements en Arménie. L’Arménie est classée au 32e rang des
économies sur 11 aspects de la réglementation gouvernementale des
petites et moyennes entreprises. Elle occupait la 50e place dans le
classement de 2011.

Tolosa a félicité le gouvernement pour avoir donné plus de pouvoirs à
la Commission d’État pour la protection de la concurrence économique
(SCPEC) l’année dernière. Pourtant, il a laissé entendre que la SCPEC
a jusqu’ici échoué à libéraliser les secteurs de l’économie arménienne
dominés par une poignée de riches entrepreneurs.

Dans ce contexte, Tolosa a appelé à une réforme majeure du service des
douanes arménienne, dont beaucoup se plaignent.

YEREVAN, DECEMBER 11, ARMENPRESS. The Police of the Republic of Armenia
answered to the letter of the “Trchkan” civil initiative and stated
that they are still in the process of investigation of the material
introduced in the message and video clip.

As reports “Armenpress” in the message it is stated: “In accordance
with the order of the Head of the Police the route of patrol service
in the territory of “Symphony of Stones” will be organized so that the
monument could always be in the centre of the attention of the police.

Also the issue of erecting barriers near the monument is being
considered. Notwithstanding, in our opinion it’s necessary to solve
the problem of territory and chose appropriate status for it.

As per the alarm regarding the construction of buildings using stones
of natural monuments, than we should note that the Police is taking
all necessary measures aimed to the discovery of those criminals.

Notwithstanding the necessity of excluding such cases in future
is of a certain importance now and in this respect the Police is
expecting support and assistance from public organizations and civil
initiatives.”

Interview with Manvel Sargsyan, ACNIS Director

Mr. Sargsyan, why have we arrived at this state of political
degradation? Is this political degradation due to public degradation?

Everything is based on human thinking. Over the past twenty years of
independence of Armenia this thinking that seemed very convincing has
revealed its void. A lot of people think this is something objective,
a thinking that has been void since the very beginning, leading the
country into this metamorphosis. Ara Nedolyan says Gagik Tsarukyan
is Levon Ter-Petrosyan’s mask, this is a thinking that gives birth to
heroes. The hero of 1991 has transformed into this hero which reveals
the essence of this void thinking. A hero is a mythical character
which matches the dominant thinking. It has been a void phenomenon
which is a deep, complicated phenomenon. The society will not get
anywhere new unless it tries to understand why this approach is void.

It has been stated for several times that at the beginning of
independence we had a different parliament, an intellectual
parliament. Or has it been “bankrupt” since the very beginning?

They were mostly educated people who came with the wave of the movement
but being educated and being void are different things. If healthy
thinking were based on education, we would not be in this situation
but this is not so. I can see that the main reason is the lack of
internal freedom. The Armenian political class has had a servile
attitude so far. People could not believe that a person can establish
his right. Look, they want to surprise us with the idea of legitimacy
with Brussels, Moscow, Washington. Performances of legitimacy are a
means of gaining value in the eyes of people, having people recognize
them as an important figure. However, when a person is not free and
is looking for masters, he is their master. Now the greater part of
the society doubts and rejects this thinking because has understood
the void of this thinking.

You mean the society has gained inner freedom while political
figures not?

Yes, the society has changed its approach, and now what is found in
Armenia is thought to be a void thinking and life style, this is now
happening and this is a painful process which boosts aggression in
the society. When part of the society rejects this thinking, they
are treated with cruel hatred, the old society does not recognize
the new ones, they say they are not like us so they are safe. This
process is a hard process but one needs to be happy because people
with old thinking cannot make decisions now, they must free the space
for those new. This is a lasting process and it does not necessarily
need to proceed in leaps.

Why are the new ones unable to infect the society with a majority
that wants to be a kind and lives with the psychology of a servant?

Victory is to overcome oneself, become a master from a slave. Then,
whatever you put your finger on is yours. This is a difficult process
because even a person who is aware of the situation must display an
attitude. There are larger layers of people who understand what is
going on but it does not mean that they have changed their attitude
to the reality – being a slave is more attractive. They are nervous
but it does not mean that they have overcome themselves. So, there
is jealousy with people who can overcome. People can understand their
own weakness, so can a slave understand that he is a slave but it does
not mean they will change their attitude. Those are deep psychological
issues. Most people who have left are people who have realized this.

But they did not want to change their attitude and become free, they
simply left and abandoned the space. It is very important whether
a citizen changes his attitude after understanding comes on on the
contrary.

Or a lot of people say it is clear that the election will be rigged
but we must vote and prove to people and the world that they will rig
the election again. But is proving a value? There is no need to prove
anything to people. People have already got enough evidence. The idea
of proving is the same void thinking of the past twenty years the
meaning of which is to prove the abstract meaning of life. In other
words, the meaning is to prove to everyone that you carry something in
you. However, a master will never prove anything to anyone, a master
will stand up for his rights. A person who is unable to stand up for
his rights focuses his philosophy of life at proving. As soon as people
overcome this issue, there will be a revolution. A revolution is to
gain the ability of establishing one’s right instead of proving the
revolution here and there. Are you able to prove your right and have
others recognize your right? If yes, you are a free person, if no,
you share the same void thinking. A person feels weak but does not
understand that his thinking makes him weak.

What can the new thinking change in the old society?

When a society is unable to take care of their rights, form a
government, the entire country falls into an oligarchy, decays, and
all the mechanisms go to the riffraff. However, the most important
question that occurs is why the society has been unable to change
the situation for such a long time. Why did we lose these five years?

Because we tried to overcome oligarchy, the result of the thinking
of the past twenty years, by means of the same thinking. How can you
bring something new with the old thinking? New thinking will lead to
change? Why are they all mad about Mashtots Park? Because they saw
that people are saying something else, they do not say we will prove
or we will beg anyone. We say go away, we are the masters. Have you
ever seen an average statistical Armenian intellectual behave in this
way? That is why they do not believe. This is the agony of a dying
person, they do not understand that their death and their tragedy is
caused by the mania of proving…

PanARMENIAN.Net – Prosperous Armenia party leader Gagik Tsarukyan
was rumored to hold a political council meeting on Dec 10, Hraparak
paper says. Tsarukyan is said to have announced a decision neither
to join the presidential race, nor to back Serzh Sargsyan.

In conversation with the paper’s reporter, Prosperous Armenia spokesman
Tigran Urikhanyan said the meeting day had not been specified.

“Ex-president Robert Kocharian is expected to meet with Moscow-based
political circles Dec 2, with the discussions to affect Tsarukyan’s
decision on presidency. Meanwhile, Prosperous Armenia members were
still unaware of Tsarukyan’s plans following the latter’s visit to
Brussels and meeting with President Sargsyan. The party itself has
split into two camps, one encouraging their leader to run for the
president, the other standing against it,” the paper says.

Below is the paper’s editorial regarding the situation in the
Prosperous Armenia party (PAP) in the run-up to the 2013 presidential
campaign.

“Following the Prosperous Armenia parliamentary faction’s clamorous
visit to Brussels, [PAP leader] Gagik Tsarukyan seemed likely to
declare his plan for nominating his candidacy in the presidential
election. But after returning from Brussels, Tsarukyan met President
Serzh Sargsyan, causing uncertainties in the PAP. The report on the
Sargsyan-Tsarukyan meeting was not denied, but neither was there an
official statement in that connection. According to well-informed
sources, Tsarukyan had meetings in Brussels, while some of his
team members faced ‘working meetings’ with representatives of
law-enforcement and tax agencies. In particular, the semi-outlaws
affiliated with or close to the PAP were given a hint by the law
enforcement bodies that their activities will not go unnoticed in
case there remain committed to the PAP ideology. The same message
was conveyed to the PAP businessmen. Upon returning from Brussels,
the above circles briefed Tsarukyan on the developments in his
absence; that was why Tsarukyan himself asked for a meeting with
Sargsyan. The PAP leader told the president that he is ready to comply
with any decision of his; Sargsyan said, however, that he is to make a
decision. That means Tsarukyan has missed the chance of describing his
steps as a support to the president and expecting something in return.

Let’s note again that the abovementioned is a non-official report on
the meeting, with the PAP and RPA [ruling Republican Party of Armenia]
members who communicate them insisting that they got it at first hand.

After the meeting with Sargsyan, Tsarukyan thinks not only about giving
up the idea of nominating himself for presidency, but also quitting
politics once and for all, according to these reports discussed in the
RPA and PAP circles. As early as this February, Tsarukyan announced,
‘Once I realize I am unable to fulfill my duties as the party’s leader,
I will call a special session to offer my resignation. And the one who
enjoys a greater trust by the public will come to replace me.’ Hence,
if the reported pressures against the PAP members are true, Tsarukyan
is now in a situation that makes him unable to fulfill his duties of
a party leader, i.e., to protect his fellow partisans.”

Russia has ceased using an early-warning radar station based in
neighboring Azerbaijan after the two countries failed to reach an
agreement on extending the lease.

The Foreign Ministry of Azerbaijan said Monday that the decision was
taken after talks failed on renewing a 10-year lease dating from 2002.

Media in Russia had earlier reported that the two sides disagreed
over financial terms. Some reports claimed Azerbaijan was seeking up
to $300 million annual rent, up from earlier demands for $15 million.

Moscow had until now paid $7 million per year for use of the
Soviet-built Gabala radar station.

The commissioning of the newer Voronezh-DM radar station near the
town of Armavir in Russia’s southern Krasnodar region may have made
the facility in Azerbaijan redundant.

A Russian news agency quoted a local military source as saying that the
decision to suspend use of the radar station would not harm relations
with Azerbaijan.

As the Russian-Azeri talks over Gabala progressed Armenia also
indicated that it was ready to discuss a possibility of Russia’s
building a new radar station in its territory if Moscow and Baku were
unable to reach agreement.

Professor Richard Hovannisian has focused on the 90th anniversary
of the destruction of Smyrna/Izmir and its Armenian Community in
1922 in his speaking engagements during the Fall Term. Smyrna,
with Constantinople, boasted the most vibrant Armenian community in
the Ottoman Empire, both culturally and economically. Hovannisian
has prepared a power point presentation on the historical Armenian
presence in the city and its destruction in the Great Fire four
days after the Turkish army entered Smyrna on September 9, 1922. The
publication of Hovannisian’s most recent volume in the UCLA series of
Historic Armenian Cities and Provinces, titled Armenian Smyrna/Izmir:
The Aegean Communities, has coincided with the sad anniversary.

Dr. Hovannisian first presented Armenian Smyrna/Izmir to a
capacity audience of students, faculty, and community members at
Chapman University in Orange County on September 6. He served as a
distinguished Chancellor’s Fellow at Chapman during the Fall Semester,
during which he taught a fifteen-week course on the Armenian Genocide
for history majors. This talk was followed by others under the
sponsorship of Boston University, the National Association for
Armenian Studies and Research, and the First Armenian Church in
Belmont, Massachusetts (September 27); Fresno State University
(October 5); St. Mary Armenian Church, Washington, DC (October
28); AGBU, Montreal (November 1); AGBU, Toronto (November 2);
Armenians of Colorado (November 18); Oxford University (November 22);
Hamazkayin Cultural Association, London (November 24); and Berlin
Hay Hamaynk–Armenische Gemeinde zu Berlin (November 25). During this
period, he also participated in an international conference at Woodman
University (October 27) on the occasion of the 125th anniversary of
the Hnchakian party, with a paper on the role of the party during
the first Armenian republic.

Hovannisian will bring the story of Armenian Smyrna to Los Angeles on
Thursday, January 31, in a program at the Zorayan Museum of St. Leon
Armenian Cathedral in Burbank, sponsored by the Diocese, NAASR, and
the Ararat Eskijian Museum. Subsequent engagements are scheduled for
Scandinavia and South America.

Honors Bestowed

Richard Hovannisian was honored in special ceremonies at St. Leon’s
Cathedral on November 11. Received at the request of his Eminence
Archbishop Hovnan Derderian, an encyclical from Holy Echmiadzin
was read by Bishop Armash Nalbandian of Damascus on the occasion
of Hovannisian’s birthday. The church services were followed by
a reception hosted by the Armenian Bar Association, during which
felicitations were extended by ABA President Garo Ghazarian, Raffi K.

Hovannisian, who had flown from Armenia for the occasion, and by their
eminences Hovnan Derderian, Vatche Hovsepian, Armash Nalbandian,
and Yeprem Tabakian, to which Richard Hovannisian responded with
words of appreciation to His Holiness Garegin II, Archbishop Hovnan,
and the Armenian Bar Association.

At the same time, from November 9 through 11, a three-day international
conference organized by Professor Sebouh Aslanian at UCLA on “Port
Cities and Printers: Five Centuries of Global Armenian Print,” was
dedicated to Richard Hovannisian. The opening remarks by Aslanian,
recently-appointed holder of the Armenian Educational Foundation’s
Richard Hovannisian Chair of Modern Armenian History, were followed
by Hovannisian’s brief reflections on his career and thanks to the
University for a smooth transition without interruption in the Armenian
history program at UCLA.

The Armenian National Committee, Eastern Region, honored Richard
Hovannisian with the Vahan Cardashian award during a gala banquet in
northern New Jersey on December 1. Baroness Caroline Cox was presented
with the Humanitarian Award for her long years of service to the
Armenian cause. In his remarks after a thoughtful introduction by
Marc Mamigonian, NAASR Director of Academic Affairs, Hovannisian drew
attention to the legacy of Vahan Cardashian, who in the aftermath of
the Armenian Genocide was the foremost activist in the United States
and the driving force behind the bipartisan American Committee for
the Independence of Armenia (ACIA).

Professor Hovannisian has been invited by the Maison de la Culture
Armènienne of Alfortville (Paris) and Lyon, France, from December 13
through 17, as the featured and honored author of the year. He will
be presented by scholar Dzovinar Kevonian and will deliver three
community lectures during this period.

During the Winter Quarter of 2013, Richard Hovannisian has been invited
by the University of California, Irvine, as a distinguished lecturer
to offer a course on Modern Armenian History.

Russia’s Defense Minister Sergey Shoygu was elected chairman of the
CIS Council of Defense Minister. The decision was made during the
63rd session of theCouncil held in Moscow.

The Voice of Russia reported Azerbaijani Minister Safar Abiyev offered
to nominate Shoygu.

The chairman is elected for three years. Defense Ministers from
Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Ukraine as well as Deputy Defense Minister of
Uzbekistan, are participating in the work of the session. The
participants will sum up the activities and will confirm the program
for 2013.
