HIS HOLINESS ARAM I RECEIVES THE EXECUTIVE COMMITTEE OF THE
ARMENIAN DEMOCRATIC LIBERAL PARTY (RAMGAVAR)

On Saturday morning a delegation representing the Executive Committee of the
Party, Mr. Mike Kharabian (Chair person) and Mr. Haroutiun Yerganian (a
member) met with His Holiness Aram I in his office.

They discussed plans for the 100th anniversary commemoration of the
Genocide, Armenia-Diaspora relations and cooperation between the Armenian
political parties. Catholicos Aram I emphasized the urgency of all political
parties to work together in preparing the 100th anniversary and to demand
with one voice justice for the survivors of the Genocide and the Armenian
Cause.

The representatives agreed with His Holiness Aram I’s suggestions and
promised to prepare the 100th anniversary events in a spirit of unity.

RENCONTRE « Je suis ce qu’on appelle un expert en géopolitique
pétrolière et gazière. » Mais pour définir Pierre Terzian, PDG de
Pétrostratégies, il faudrait aussi parler de sa nostalgie pour un
Liban qui a changé, des actions qu’il ne cesse de déployer pour
l’Arménie, des conseils, analyses, conférences qu’il donne à des
gouvernements et des pays souvent très différents. Et de l’écriture,
sa passion première.

Il a quelque chose de Brassens, la moustache, peut-être, la pipe qu’il
a longtemps affectionnée, le sourire éclairé, le regard, tendre mais
acéré, et une révolte intérieure qui continue de le remuer quand il
s’agit d’injustices, de gaspillage de notre nature, et de sa douce
Arménie. Résidant en France depuis de longues années, Pierre Terzian
confie, à l’occasion d’un de ses passages au Liban : « Quand je suis
loin et que je pense à ce pays, j’y pense avec nostalgie. À peine
arrivé, j’y pense avec douleur. Je l’ai sillonné du Nord au Sud, d’Est
en Ouest en sac à dos, je suis horrifié de constater tous les
changements provoqués par le béton. Parfois, lors de séjours au sud de
la France, j’arrive à saisir des arômes que je ne retrouve plus ici…
»

Aujourd’hui PDG de la société Pétrostratégies, qui, comme son nom
l’indique si bien, s’occupe d’ériger un pont entre les deux domaines,
Terzian a été également cofondateur du Petro-Money Report,
sous-directeur du Centre arabe d’études pétrolières et enseignant à
l’Université de Grenoble. « J’aime ces trois notions de politique,
d’économie et de droit qui se rejoignent dans mes activités. »

Parcours et hasard

Né à Bourj-Hammoud lorsque cette dernière n’était encore qu’une ville
extrêmement modeste, envahie certains jours d’hiver par un fleuve
débordant de colère et par des marécages, Pierre Terzian se souvient
avec une grande précision de ces années de jeunesse, la « pédagogie
très avant-gardiste des Frères maristes de Jounieh » où il poursuit
une partie de sa scolarité, son amour pour la philosophie, abandonnée
au profit d’études en sciences économiques, qui étaient enseignées de
manière « moins livresque » et plus adaptées aux années 70. « Je suis
tombé par hasard dans le pétrole », confie-t-il. Alors qu’il prépare
sa licence, les premières négociations se font sous l’égide de l’OPEP.
Un nouveau monde et un nouvel or, noir, envahissent le monde. « Attiré
par le domaine, raconte-t-il, j’ai rédigé mon mémoire sur le sujet et
j’ai envoyé un exemplaire à Édouard Saab, alors rédacteur en chef de
L’Orient-Le Jour qui l’a publié. » 2 semaines plus tard, Nicolas
Sarkis, directeur du Centre arabe d’études pétrolières, le contacte et
l’engage. « Je suis ainsi devenu rédacteur du bihebdomadaire Pétrole
et gaz arabes puis directeur du département pétrole aux FMA. » Une
opportunité entraînant l’autre, il crée, en coopération avec le
Financial Times et Lucien George, un hebdomadaire spécialisé dans les
pétrodollars, qu’ils baptisent Petro-Money Report.

Mais nous sommes en 1975, et la guerre du Liban qui vient de démarrer
fait exploser le pays et son infrastructure. Les bureaux des
représentants des grandes compagnies internationales se vident. «
Pendant 13 mois, poursuit-il, j’ai bougé et changé de pays tous les 2
jours au Moyen-Orient. Au Liban, nous vivions souvent à l’hôtel. Ces
années, très formatrices, m’ont permis de bien connaître les pays
arabes du Golfe, qui n’étaient alors qu’une immense étendue de sable,
et les personnalités influentes. » Pour fermer, provisoirement, cette
parenthèse, le jeune journaliste décide de préparer sa thèse de
doctorat à Paris. C’est en travaillant sur son sujet, les contrats
d’exploration et de production, que, horrifié par la colonisation dans
ces pays producteurs de pétrole, il décide de créer une méthode,
résumée en une formule mathématique « qui facilite à ceux qui n’en ont
pas les moyens scientifiques l’analyse des contrats ». La thèse,
publiée, deviendra un manuel d’enseignement en Arabie saoudite.

Académique et humanitaire

La suite du parcours de Pierre Terzian peut sembler logique et
conséquente à sa philosophie et ses objectifs. Auteur de plusieurs
ouvrages, enseignant à l’Université de Grenoble, organisateur de
conférences internationales et intervenant, PDG de Pétrostratégies,
une société d’études stratégiques et de la presse pétrolière, il est
également consultant auprès des gouvernements lorsqu’il s’agit de
signer des contrats d’exploitation de gaz ou de pétrole. La Grèce, la
France, le Japon, la Belgique, l’homme au sourire affable, sans
accepter de compromis, qui sait faire souffler le chaud et le froid,
s’adapte aux mentalités, aux marchés qui diffèrent, aux nouvelles
énergies et aux soucis écologiques. « Nous nous dirigeons vers un
monde avec, à long terme, moins de fossiles et plus d’énergies
renouvelables et propres. Les habitudes doivent changer. »

Concerné par le monde, il est aussi et surtout impliqué dans « le
volet arménien ». Dès 1969, il publie ses révoltes dans un journal
très contestataire qu’il cofonde : Jeune Arménien. « Écrire fait
partie de ma personne de manière intime », avoue-t-il. Après
l’indépendance de l’Arménie en 1991, il cofonde également le Fonds
arménien de France dont il devient le président, participant ainsi à
la construction et à la réhabilitation de logements, d’écoles,
d’hôpitaux et d’infrastructures dans l’ensemble de l’Arménie, et plus
particulièrement dans les régions nord sinistrées par le séisme du 7
décembre 1988. Ainsi, depuis ses débuts, le Fonds a permis la création
de 424 logements sociaux pour plus de 960 familles, 476 km de routes,
517 km de canalisations d’eau potable desservant 70 sites, 334 écoles
et centres d’éducation, 71 institutions de santé, 53 centres sportifs
et culturels, 71 km de lignes électriques et 144 km de gazoducs, ainsi
que la rénovation de nombreux ponts, l’installation de réseaux de
télécommunication et d’Internet, la distribution de semences et de
carburant aux agriculteurs ou encore le soutien à des chercheurs, des
étudiants, des écrivains et des artistes. « C’est très bon pour mon
équilibre », précise-t-il enfin. Et de conclure : « Le Liban doit
s’apprêter dès maintenant à produire du pétrole. C’est une chance et
un danger. Une chance si cet argent est géré en toute transparence et
investi dans l’avenir, les infrastructures et l’éducation. » Alors,
gare… au danger.

Mysterious Muslim Charter School Hires Broward Democrat Chairman As Lobbyist

A proposed Broward charter school with ties to Fethullah Gulen, the
mysterious Islamic cleric, hired Broward Democrat Chairman Mitchell
Ceasar as its lobbyist before the Broward County School Board. Known
as `Gulen Schools’, followers of Gulen have built thousands of charter
schools all over the world. Last May, CBS News 60 Minutes television
program documented the growing Gulen school movement in the United
States. 60 Minutes said Gulen, living in seclusion in the Poconos
mountains, appears only via video webcasts. Gulen, a Turkish citizen,
was accused of treason by calling for an Islamic coup of the Turkish
government. The report mentioned classified emails released by
Wikileaks which disclosed some in the Turkish government see Gulen as
a `political leader such as Iran’s Ayatollah Khomeini.’

The 60 Minutes report covered accusations that Gulen schools abuse
U.S. immigration laws by bringing in thousands of Turkish citizens to
teach math and science at the charter schools. An official with a
Texas charter school group called the claim `not sure’ saying Turkish
citizens are brought over because of a lack of `qualified’ American
teachers. But 60 Minutes found that visa applications for Gulen
teachers listed them as `English teachers.’ Oops! Some American
teachers claim Gulen teachers are forced to give a portion of their
salaries back to the Gulen movement.

Paging the Broward Teachers Union!

Dating back to 2007, Gulen followers, under the name of Riverside
Science Inc., have been trying to open a charter school in Broward
County. Their first try, Riverside Science Academy, failed after
school officials were unable to secure a lease. Just before the start
of the 2012-13 school year, the group’s second try, `Broward Math And
Science School’, was denied the right to open a Margate campus. CBS 4
News reported, `The district said each school failed to submit
documentation of certain provisions they had to meet before the July
20th deadline. The schools in question were given several reminders of
the deadline and notified that `Failure to provide the required
documents within the specific timeframe terminated the charter
agreement.”

So like any other business seeking government influence, Riverside
Science Inc. decided they needed a lobbyist. According to Broward
Schools lobbyist records, the group hired Mitchell Ceasar in December
2012.

Caesar, a Plantation attorney, is also the chairman of the Broward
Democrat Executive Committee.

Sure, local Republicans and Tea Party groups will be quick to blast
Caesar for helping the controversial Gulen followers. However, even
liberals may find fault with the Gulen schools.

The New York Times reported on State of Georgia audits which found
Gulen charter schools funneled money and contracts to other Gulen
followers. `The audit, released Tuesday by the Fulton County Schools
near Atlanta, found the schools made purchases like T-shirts, teacher
training and video production services from organizations with
connections to school officials or Gulen followers. Those included
more than $500,000 in contracts since January 2010 with the Grace
Institute, a foundation whose board has included school leaders. In
some cases the awards skirted bidding requirements, the audit said.’

Why is Mitch Caesar so eager to help followers of a shadowy Muslim
cleric funnel taxpayer dollars to Turkey and who knows where? Broward
school dollars should be spent in Broward, not in the Poconos
mountains or Turkey.

There is a political and economic crisis in the country, the former
presidential candidate Andrias Ghukasian said at the meeting with reporters
today.

He expressed an opinion a critical atmosphere exists in society and it may
result in serious clashes.

The speaker noted that new parties should join the ranks of the opposition.
`New approaches to party building are necessary. New competitive forces
should be set up’.

Ghukasian announced he plans to found a new party by late 2013, but will
not head it.

`I myself hold social democratic views and believe that such a force is
absent. The rights of working people are not protected. I think this gap
should be filled up,’ A. Ghukasian stated.

In his opinion, the fake party system has had its day and `the parties
continuously show their feebleness’.

`We have the problem of fake opposition. These are all forces, which
contributed to holding fake elections. New approaches are needed in party
building. New competitive forces should be set up. It is impossible to
achieve success without democratic principles,’ Ghukasian said.

The country is in political and economic crisis, and the critical
atmosphere in society can lead to serious clashes, former presidential
candidate Andrias Ghukasyan told today’s news conference.

According to Ghukasyan, the opposition field needs rearrangement, and
the current parties have to be reconstructed.

`New opposition parties are necessary. The existing parties show
inability to be transparent and democratic,’ he said.

Andrias Ghukasyan noted that he has social-democratic ideology but is
not going to join any of the existing parties.

`We are planning to create a new political party by the end of the
year,’ the former presidential candidate said, adding that he himself
will not lead it.

“Gazprom”‘s subsidiary “ArmRosgasprom” addressed to the Public
Utilities Commission (PUC) with the proposal to revise the price for
natural gas sold to consumers. Instead of the current 132 thousand
drams ($ 1 = 415 drams) per thousand cubic meters of gas the company
offers to fix the price at 221 thousand drams. It is related to the
increase in the 64-65%. The gas supplied to entrepreneurs will also
become more expensive – instead of the current 243 drams per one cubic
meter the rate of 392 drams, i. e. higher by 62%, is proposed.

The last time the price of Russian gas for Armenia was increased on
April 1, 2010. The decision about the next revision of the tariffs
will be made within three months, and the increase is expected by 1
September.

Media reports about another increase appeared in the summer of 2012.
It was indirectly confirmed by President Serzh Sargsyan, who, after a
meeting with his Russian counterpart, in August last year, said that
the price of gas has to be connected to the reality of the market
value, comparable with regional rates. But then, in order to avoid
social tensions on the eve of the presidential elections in Armenia,
the parties agreed that the prices would rise after the election.

According to the spokesman of “ArmRosgasprom” Shushan Sardaryan, the
increase in gas prices is due to changes in customs tariffs and
inflation. “In 2010, the dollar was 386 drams. Today, it rose to 416.
Gas prices in Armenia, compared to prices in other CIS countries, are
considered exclusive, we have a relatively low price. Armenia in this
sense is second only to Belarus”, Sardaryan said.

The head of the “Alternative” research center, economist Tatul
Manaseryan thinks that in parallel with the increase in gas prices
price not only for food but also for electricity, transportation and
other services will raise. The PUC has already started the process of
revising electricity tariffs. If various state agencies will conduct
the necessary activities comparable to the monetary policy, the
inflation will be a maximum of 1-1.5%; otherwise, this figure will
reach 3%. Manaserian does not exclude that inflation will increase the
scale of migration.

Chairman of the Consumers’ Association of Armenia Armen Poghosyan is
sure that the increase in gas prices will see an increase in prices
for essential commodities and undermine a number of industries, such
as cement production.

Future increase in gas prices caused a wave of indignation in the
Armenian society, which is interested neither in the fact that the
increase was expected, nor in the fact that it is based on inflation
or on the changes in customs tariffs. At the initiative of a group set
up on Facebook, “Let’s nip gas price hike”, a protest rally in front
of the Armenian government was organized. Participants of the rally,
which included members of the opposition party “Dashnaktsutiun”
“Sardarapat” organization and civil initiatives, required to
reconsider the decision to raise tariffs, saying that it is fraught
with the disappearance of the middle class and rising inflation. Head
of the department for letters, requests and complaints by citizens of
the government Alexander Ghazaryan noted that “the demands of the
demonstrators coincide with the wishes of the government”, and the
latter will make every effort so that rise in price will be minimal.

Indeed, the government has responded remarkably quickly. Prime
Minister Tigran Sargsyan sent a letter to the chairman of the PUC: “In
the letter, we can state that the government subsidizes 30% of the
price of gas. I want to inform our citizens that socially vulnerable
families will receive assistance, and higher gas prices will not
affect their family budget negatively.”

According to some reports, for the citizens of Armenia, whose monthly
consumption up to 10 thousand cubic meters, the prices will be higher
by 35%, and every 1000 cubic meters will be sold for 180 thousand
drams instead of the current 132 thousand.

Today, “Gazprom” gas supplies to Europe are on average at 415 dollars
per 1000 cubic meters. The same price applies to Ukraine. The other
countries of the CIS buy gas at $ 200-300.

If we consider the issue of raising tariffs by Russia for its
strategic ally from a commercial point of view, there is somewhat
strange picture.

After the previous increase in gas prices in 2010, some villagers
started to use wood instead of gas. According to the press-secretary
of the PUC Mariam Stepanyan, “gas consumption was reduced by reason of
the fact that in many villages, despite the gasification, people
prefer to use wood instead of gas for heating.” And this in a country
where the rate of gasification is more than 90%!

Obviously, the increase in gas prices in Armenia, where there is more
than one-third of the poor people, will not give commercial advantage
to “ArmRosgazprom” which is automatically associated with Russia. It
turns out that the answer lies in the political arena. Perhaps Russia
took up the “gas cudgel,” because the strategic ally is in no hurry to
fulfill any obligations taken on. Some Armenian experts believe that
this step shows Russia’s desire to “drive Armenia into a corner in
joining the Customs Union.” In this case, the actions of Russia are
quite logical: putting pressure on the leadership, which will feel the
outrage of the public. But in Armenia any statement about raising gas
prices provokes anti-Russian sentiment. During the years of
independence, a new generation grew up in Armenia, which, due to
objective factors, is remote from Russia, and the use of “gas cudgel”
enhances this process.

On May 14 President Bako Sahakyan convened a regular conference
participated by the heads of the regional administrations and
discussed a number of issues with them. The details of the meeting
were not announced and it is not clear whether the President is
satisfied with the regional administration heads’ activities or not,
however, the fact that they continue holding their posts actually
proves that he is not displeased.

And in this framework the only exception is the change of the regional
administration head of Shahoumyan. Vitali Danielyan, having been
released from the same post several months before, was again appointed
head of the regional administration. I doubt whether it was the
inhabitants’ wish to release and reappoint him but if the official
worked well enough when holding the office he should not have been
released, yet if that was not the case why has he been reappointed?

Instead, the inhabitants of Martouni are discontented with the
President’s regular visit to the regional administration centre as
they had expected him to come and announce about the release of the
regional administration head but on the contrary the head of the
country thanked him for his activity. Of course, the citizens of
Martouni know that the regional administration head is appointed not
by the President but by the government, yet at the same time they
understand that all this happens in conformity with the President’s
decree.

Martouni citizens say that they cannot understand this step of the
President which increased the dissatisfaction among the natives.
What does this all mean? Don’t the authorities take into consideration
the public opinion or are they unaware of the public dissatisfaction,
though most probably it is not the case, maybe they are guided by
their preferences or they do not know themselves how to overcome the
situation?

Cadres policy is the weakest point of the current authorities,
otherwise the ministers will not be changed every few months, there
will be no reshuffles. If these were real changes during which the
competent officials would continue holding their posts, the others
would be replaced by new, more experienced workers of the field and
not by power structure representatives, we would be able to
understand. Whereas the present-day cadres policy as the most
vulnerable point of the current government turned the country into an
experimental field.

Incidentally, a lot of people standing in support of the President are
also dissatisfied with this policy and it means that discontent has
spread even among the `supporters” circles.

Member of ARFD parliamentary faction Artsvik Minasyan says that the
government program submitted by Prime Minister Tigran Sargsyan is not
a program, but rather a declaration which lacks clear formulations.

`The program does not reflect the main challenges faced by the
country,’ the MP told reporters, adding that it was prepared based on
the President’s speech as well as the viewpoints of various political
forces.

According to Minasyan, the authorities should have involved
individuals with sound professional skills and those enjoying public
confidence in the new government.

A vague future awaits our people, the ARFD MP said, expressing
confidence that a public riot will soon occur in the country.

Russian Foreign Minister to discuss Karabakh settlement in Moscow

Azerbaijani Foreign Minister Elmar Mammadyarov is leaving for an
official visit to Moscow on Monday, Interfax was told at the press
service of the Azerbaijani Foreign Ministry.

The visit will last for two days. The development of
Azerbaijani-Russian relations and the settlement of the Nagorno
Karabakh conflict are expected to top the agenda of the talks with
Russian Foreign Minister Sergei Lavrov.

Earlier Lavrov discussed the settlement in Nagorno Karabakh with
Armenian Foreign Minister Edvard Nalbandian during the visit of the
Armenian leader to Moscow at the end of April.
