Several acts of violence were reported in Yerevan over the past few
days. First the cars of the members of Preparliament and civic
activist Karen Harutiunyan were set on fire. Then, Gevorg Safaryan,
member of Preparliament, was assaulted and severely injured in the
head.

Veterans of war Manvel Yeghiazaryan, Razmik Petrosyan, Suren Sargsyan,
Member of Parliament Aram Manukyan were battered.

The veterans were assaulted after a meeting with General Yeranosyan,
deputy chief of police. The assaulters hinted that they want a change
of government, they want to change the president. Yeranosyan himself
announced that he will cut the ears of everyone who will swear at
Serzh Sargsyan.

By the way, in one of the rallies of the non-governmental troika,
Member of Parliament Aram Manukyan swore at Serzh Sargsyan and
afterwards a Republican member of parliament announced that such
things are not left unpunished.

The Pre-Parliament had announced that they are going to organize
resistance. The veterans announced that the assaults will not be left
unpunished. And yesterday it became known that a contractual
serviceman of the Police Forces was taken to hospital with a wound
caused by a cutting-piercing tool.

For his part, the Chief of Police hinted while commenting on the arson
of cars of members of Preparliament that those were parked in places
where no surveillance cameras were available.

A juxtaposition of facts reveals an interesting picture where
everything seems to match. This means that the developments were
“interrelated” and were implemented by a scenario with specific
targets. In other words, coincidences are too many and carefully
“arranged” with a firm cause and effect structure.

Razmik Petrosyan, the commander of Aparan Detachment, said in an
interview with Lragir.am what their assaulters said did not match the
content of their conversation with Yeranosyan in the restaurant. He
says “you cannot assert with 100% confidence that this is the order of
the government because the government may say they refer to it but are
after personal matters… They came in accordance with a plan and they
could speak so to mislead because the one who orders would not ask to
tell them something on their behalf. They would say only in case they
were going to kill.”

On the other hand, the reverse of this thesis may also be true, in
other words, the government used this for an alibi.

Razmik Petrosyan says those who did it intend to cause civic clashes.
Who is the author and what is their purpose? Who might need this?

There was not a “hot autumn” in the domestic life despite promises.
Both the government and non-government “postponed” all the main
developments till spring.

Serzh Sargsyan announced that he will come back to the Constitutional
reform in February or March. Gagik Tsarukyan said they will wait till
February.

Information came that agreement has been reached not to spoil the
general atmosphere of membership of Armenia to the Eurasian Economic
Union. This membership is marked by total unity of the political
forces.

Instead, the winter seems to be hot and, in fact, an attempt is made
to break the silence with a solid scenario and targets, ensuring a
comprehensive “alibi”.

In this situation, the only one responsible for the situation is the
government until the crimes are revealed.

His Holiness Aram I Visits the Lebanese Embassy in Abu Dhabi

Antelias – 8 December 2014. On Monday, Catholicos Aram I arrived at
the Lebanese Embassy accompanied by the Catholical Vicar for the UAE,
the prelate of Isfahan (Iran) and representatives of the Armenian
Community in the Emirates. After his warm welcome, Ambassador Hassan
Saad thanked the Catholicos and the Armenian community for promoting the
national interests of Lebanon.

In his response His Holiness thanked the ambassador for his kind words
and said that Lebanon has a special place for the Armenians in the
diaspora. The Catholicos then expressed his gratitude to the Arab people
and to Lebanon, which welcomed the survivors of the Armenian Genocide
and embraced them as co-citizens.

After the formal exchange of gifts, His Holiness and his delegation
joined the luncheon organized by the Ambassador in his honour.

Antelias – 9 December 2014. On Tuesday evening, His Holiness Aram I
attended a special event organized by the Lebanese Embassy, where he met
members of the Lebanese community in the UAE.

After Ambassador Saad’s introduction, His Holiness addressed the
guests. He first thanked the Emir of Abu Dhabi, Sheikh Khalifa bin Zayed
Al Nahyan, for his leadership, characterized by moderation, openness and
respect. The Catholicos then invited the Lebanese to protect the unique
identity of Lebanon, which is based on the principles of co-existence
and democratic values of freedom of conscience and respect for liberty.
His Holiness noted that Lebanon has traditionally been a bridge between
the East and the West and has contributed its culture and economic and
financial systems to the world at large. Although Lebanon is a small
country, he said, `its potential transcends its geographical
boundaries.’

The Catholicos ended his address by asking the Lebanese to strengthen
the internal unity of their country and preserve its neutrality, and he
called upon them to rise above all political differences and work
together to determine the future of their country.

Antelias – 10 December 2014. On Wednesday, His Holiness Aram I and his
delegation visited the Embassy of Armenia in Abu Dhabi. Ambassador
Kegham Gharibian and the staff welcomed the Catholicos. After the
blessing of the bread and salt, they led the Catholicos to the garden to
plant a tree in order to memorialize his visit.

In his welcoming speech, the Ambassador thanked the Catholicos for his
efforts to strengthen the Armenian Republic through his international
and ecumenical work. In his response, His Holiness thanked the
ambassador and asked him to transmit his greetings to the President of
Armenia, adding that Armenia has a special place in the heart of every
Armenian, not only as the land, but also as the symbol of its
centuries-old civilization. The Catholicos said that the Catholicosate
of Cilicia, its dioceses and the faithful are dedicated to working with
the embassies to strengthen and sustain their homeland, their culture
and their civilization. He then blessed the ambassador and his staff and
left to meet with the members of the Church Council of Abu Dhabi.

On Thursday, 11 December, in the evening, His Holiness will consecrate
the Armenian Church in Abu Dhabi, according to the ancient tradition of
the Armenian Church. In the ceremony, the Catholicos will be assisted by
the Catholical Vicar of the UAE, the prelates of the dioceses of Tehran
and Isfahan, the dean of the seminary and the staff bearer.

ASA INC ANNOUNCES 2014 “ARTHUR HALVAJIAN MEMORIAL” ARMENIAN POETRY
COMPETITION

WARWICK, RI—The Armenian Students Association, Inc. (ASA Inc.) announced
the start of its 5th annual poetry competition. Once again, the ASA, Inc.
is partnering with the Armenian Poetry Project for the writing competition
which is named in honor of the late Arthur Halvajian, a former ASA, Inc.
trustee who led the Board of Trustees in sponsoring the first competition.
The 2014 competition opens December 1st and the deadline for submissions is
March 1, 2015. Competition winners will be announced in April 2015.

“Over the past four years we have received hundreds of entries from across
North America and continue to be impressed with the creativity, quality,
and range of poems we receive. We look forward to reaching out to even more
communities in the coming months,” said Alice Movsesian, a member of the
ASA, Inc. Board of Trustees as well as its liaison to the competition
organizing committee.

The Armenian Poetry Project, led by Lola Koundakjian, is a research and
documentation site of 19th to 21st Century Armenian poets and poetry.
Whether it is through its website/blog, Facebook, or iTunes presence –
which features podcasts of recited works – the Project brings together
writers from all walks of life across the world.

All individuals of Armenian descent, residing in the United States and
Canada are invited to submit their work, in English or Armenian for the
competition. Entries should be e-mailed to [email protected]
with the subject heading “Halvajian ASA/APP Poetry competition”. Only one
poem per individual may be submitted.

The competition groups submissions into three categories; students (ages
12-17), college age (ages 18-22), and adult (ages 23 and older). A top
prize will be awarded for each of the categories in the amounts of US $50
(students), $100 (college age), and $250 (adult).

Each poem submitted for the competition must be accompanied by the author’s
full name, age, home address/telephone number, students must include school
name, and sponsoring teacher’s telephone number.

In her welcoming remarks, AANA founding President Ms. Salpy

The lawyer of Erhan Tuncel, an informant for the Trabzon Police
Department who was accused of initiating the effort to have
Armenian-Turkish journalist Hrant Dink murdered in 2007, has said
that the recent testimony of the hitman who killed Dink, Ogun Samast,
is part of a plot designed to link the faith-based Hizmet movement
with the murder.

Tuncel’s lawyer, Erdoðan Soruklu, told the press that they had heard
earlier that a plot was being designed regarding the Dink assassination
and that someone was attempting to convince Samast, who was sentenced
to 21 years and six months in prison in 2011 for assassinating Dink,
to speak “as desired.” “We had heard about a plot, but we were not sure
whether Ogun [Samast] was convinced or not. The testimony [recently
provided by Samast] has shown that he was convinced,” Soruklu said.

Seven years after the murder, Samast suddenly decided to testify as
a witness on Dec. 5 to Prosecutor Yusuf Hakký Doðan. Samast’s latest
testimony differs from what he said back in 2010. Most recently he
claimed that while at Tuncel’s house he heard a conversation between
two people who were talking about Ramazan Akyurek, the former head
of the intelligence unit of the National Police Department, and a
police chief named Fuat.

Samast said that when he asked Yasin Hayal — another suspect in the
case who was sentenced to life in prison for inciting Samast to commit
the murder — about the names he overheard, he was told that Tuncel
knew these people and that they were fully behind the plot to kill
Dink. The testimony contradicts Samast’s 2010 deposition that led to
his conviction. He had earlier claimed that he never knew Tuncel and
that Hayal was acting as a liaison to Tuncel.

Pro-government media outlets, such as the Sabah daily, used Samast’s
testimony to report on an alleged link between the Dink murder and
the Hizmet movement, which is inspired by the teachings of Turkish
Islamic scholar Fethullah Gulen. Their reports implied that Hizmet
members were the ones behind the assassination.

Soruklu said Samast’s testimony is contradictory, adding that it
would be very easy to expose these contradictions.

Soruklu says evidence in Dink trial destroyed

The lawyer also said that the location where Dink was attacked is one
where there are security cameras everywhere, but just one recording
was provided as evidence. “We believe that almost all the evidence
and video collected from the security cameras was destroyed,” he said.

Hakan Bakýrcýoðlu, a lawyer representing the Dink family, filed a
complaint against police inspector Selim Kutkan, who was the head of
the Ýstanbul Police Department’s anti-terrorism unit when Dink’s murder
took place on Jan. 19, 2007, for playing a role in the destruction of
security camera footage from an ATM on the street where Dink was shot
and killed. Bakýrcýoðlu had said Kutkan was a lackey of Workers’ Party
(ÝP) leader Doðu Perincek, who was given life without parole in August
of 2013 in the trial against the Ergenekon terrorist organization,
but was then released in March of this year.

Dink was assassinated in broad daylight outside the office of his Agos
newspaper by an ultranationalist teenager in January 2007. Samast and
18 others were brought to trial. During the process, the lawyers for
the Dink family and the co-plaintiffs in the case presented evidence
indicating that Samast did not act alone.

Tuncel, who was the man accused of initiating the effort to have
Dink murdered, was acquitted of all charges related to the killing
of Dink, but then rearrested during the retrial of the murder case
early in 2014. He was released again in March of 2014 as part of a
bill reducing the maximum period of arrest to five years.

Deputy governor confirms Dink ‘warned’ over Sabiha Gokcen reports

In recent years, there have been claims in the media that former
Ýstanbul Deputy Governor Ergun Gungor and National Intelligence
Organization (MÝT) members invited Dink to the Ýstanbul Governor’s
Office to warn him of “possible danger if he continues to make
controversial statements.”

Testifying for the Ýstanbul Chief Public Prosecutor’s Office on Dec. 9
as a suspect in the trial into the Dink murder, Gungor reportedly told
the prosecutors that his meeting with Dink at the governor’s office
took place “on an order from MÝT.” Confirming MÝT’s role during his
testimony, Gungor also stated that Dink was warned that his report
about Sabiha Gokcen, the adopted daughter of the founder of the
Turkish Republic, “might be manipulated by someone or some segments”
during the conversation at the governor’s office.

It was claimed that Gungor had summoned Dink to his office on Feb. 24,
2004, where two MÝT agents warned the journalist to be “more careful”
about what he wrote. The meeting came a week after Dink had suggested
that Gokcen was in fact an Armenian orphan. During the conversation,
the deputy governor and the two MÝT officials threatened Dink by
saying things like, “We know who you are, but society may not” and
“We are concerned that society might not be able to understand things
like this.”

Georgia’s relationship with one of its nearest neighbours is deepening
after the two countries’ Prime Ministers met in Tbilisi.

Prime Minister of Armenia Hovik Abrahamyan met Georgia’s Prime Minister
Irakli Garibashvili at the Government Administration yesterday, where
the parties discussed readiness to enhance cooperation across the
board. The enduring Georgia-Armenia friendship was also reaffirmed
by both leaders.

The main topics of the face-to-face meeting were continuing bilateral
friendly relations, maintaining the current trade regime and further
strengthening economic cooperation.

“The meeting between Mr. Irakli Garibashvili was held in a warm and
friendly atmosphere,” said the Armenian PM afterwards at a joint
press conference.

“We once again reaffirmed the strong friendly bond between our two
countries and expressed readiness to further strengthen cooperation,”
Abrahamian said.

The Armenian official also said the sides stressed the importance of
a Georgia-Armenian intergovernmental commission and the necessity of
regular meeting.

“We also discussed the issue of modernising customs checkpoint. Great
importance was given to the operation of Upper Lars checkpoint without
any problems. We also spoke about the construction of a 400kV power
line between Georiga and Armenia,” Abrahamian noted.

“In addition, both sides stressed the importance of rehabilitation
and protection of historic and cultural heritage.”

When the Georgian Prime Minister spoke, he commented that the two
friendly countries were driven by strong will and aspiration to
continue mutually beneficial cooperation, and this was once again
confirmed by the meeting.

“I am happy to have the opportunity of meeting the Armenian Prime
Minister and members of his delegation. Our countries count this
relationship and history over numerous centuries, which is a firm
foundation for enhancing our cooperation,” Garibashvili said.

“The current year is especially distinguished with the visits between
our two countries. As you know, I went to Armenia in August for an
official visit where we discussed a wide range of common interest
issues and set a plan for their development. Today’s meeting was a
continuation of the dialogue started in Armenia,” he noted.

“We have noted that Georgia and Armenia have close political and
economic relations, despite the fact Armenia will become a member of
the Eurasian Union and we have signed the Association Agreement with
the European Union, it does not affect us. On the contrary, we will
use this to the best interest of our countries,” the Georgian PM said.

Today, the Armenian Prime Minister met with the country’s President
Giorgi Margvelashvili. Afterwards Margvelashvili hosted the Armenian
delegation at a working lunch, which was attended by Georgia’s Culture
Minister, State Minister for Diaspora Issues, Ambassador to Armenia,
National Security Council Secretary and the President’s advisers.

AZERBAIJAN WARNS AGAINST ‘DIRECT INTERFERENCE’ IN ITS JUSTICE SYSTEM BY FORCES WITHIN PACE

Azerbaijan has cautioned fellow members of the Parliamentary Assembly
of the Council of Europe (PACE) against using the pretext of human
rights to engage in “direct interference” in the Azerbaijan justice
system.

Elkhan Suleymanov, a member of the Azerbaijani delegation to PACE,
issued the warning after a meeting of the PACE Legal Affairs and
Human Rights Committee in Paris, Wednesday, at which an information
note covering Azerbaijan human rights was discussed.

That note, by the Rapporteur on Azerbaijan Pedro Agramunt, was critical
of Azerbaijan but it did state that the issue of so-called political
prisoners in Azerbaijan should be resolved in a legal context, and
that these prisoners should have recourse to the European Court of
Human Rights.

This, Suleymanov told the Committee, is something with which he agrees.

“I particularly stressed that the issue of political prisoners is a
legal issue and should be resolved on a legal context rather than a
political one,” he said.

But he added that despite consensus on this point there remain forces
within PACE out to use this issue “in a deliberate and exaggerated way”
to politically pressure Azerbaijan. This is evident in just the title
of the information note: Azerbaijan’s Chairmanship of the Council of
Europe: What follow-up on respect for human rights?

“Dear colleagues,” he asked in response. “Did any of 600 PACE
members raise the issue of What follow-up on Armenia’s occupation of
Azerbaijani territories? during Armenia’s Chairmanship of Council of
Europe Committee of Ministers?”

Suleymanov warned PACE against making sweeping demands to release
from custody those who are midway through criminal cases being heard
by the Azerbaijani courts.

“Such kinds of demands call for the violation of a fair trial for
those persons and (amount to) direct interference with the course of
the investigation,” he cautioned.

Azerbaijan feels aggrieved that it is continually attacked by
European politicians while Armenia turns its back on Europe (by
joining the Russian-sponsored Eurasian Customs Union), yet still
receives generous funding.

But of more concern to Suleymanov is that not only does Armenia escape
the kind of scrutiny that Azerbaijan is now enduring, it is allowed
to blithely ignore the international community year after year.

International bodies including the United Nations Security Council
and the Council of Europe have called for Armenia to withdraw from
Nagorno-Karabakh and surrounding territories, but it steadfastly
refuses to do so.

Human Rights Watch has expressed concerns that Turkey’s new security
bill adopted by Parliament last week dangerously increased the powers
of the national police force and could undermine human rights, the
Hurriyet Daily News reports.

The new bill allows the police to take people who are considered to
be a “serious threat to public order” into 24-hour custody without
evidence, amid criticism that the measure will make police actions
even more arbitrary than before.

“The government has already pushed problematic new police measures
through Parliament, and now it wants to give itself even greater
security powers,” said Emma Sinclair-Webb, senior Turkey researcher
at Human Rights Watch, calling on Parliament to reconsider the new
measures introduced by the bill.

“Parliament should put the brakes on to ensure that this bill protects
human rights as well as public safety,” Sinclair-Webb added.

The bill was brought to Parliament after a wave of protests in October
over the assault of the Islamic State of Iraq and the Levant (ISIL)
on the Syrian Kurdish town of Kobane, particularly in southeastern
Turkey, where demonstrators accused the government of turning a blind
eye to the jihadist advance.

Prime Minister Ahmet Davutoglu has defended the bill, saying it
aimed to end the “ambiguity” over the use of “weapons of violence”
in demonstrations.

Davutoglu also dismissed claims that the competences given to the
police were too great, stressing that the measures would be “in line
with EU standards and based on universal standards.”

However, Human Rights Watch argues that the new measures will pave
the way for “more abusive police action.”

“The government’s legitimate concern about violent protests should
not be a blank check for police powers,” Sinclair-Webb said.

reprochiez a certains de vos eveques leur passivite pour avoir omis
de repondre aux nombreuses critiques qui s’elevaient a votre encontre

le sujet de la retrogradation du Patriarcat Armenien Apostolique de
Jerusalem en une ” sorte de diocèse “, un sujet que vous aviez evoque
dès les premières annees de l’exercice de votre charge au cours d’une
reunion similaire. Selon l’adage, ” le fruit ne tombe jamais loin de
l’arbre “, et cette annee, un certain nombre d’eveques dechaînes…

Hovnan, Mikayel, Haygazoun et Hovaguim… pour des raisons et
motivations que l’on peut comprendre – (moins pour proteger leur siège
et leur position – et plus pour ne pas avoir a puiser dans leurs poches
– mesure avouee comme etant votre but et unique preoccupation) ont ”
heroïquement ” demande que le Patriarcat Armenien de Jerusalem soit
deplace d’urgence sous la juridiction d’Etchmiadzine.

et de catholiques dans son diocèse, l’eveque Mikayel passe son temps
sur des questions qui depassent ses capacites intellectuelles. Tandis
que l’eveque materialiste Haïgazoun qui a dû attendre très longtemps
avant de se voir reconnaître le merite du rang d’eveque, a cette
fois transforme son anti ” comptine karekinienne ” en hymne ” seul
Karekine “. Je souhaite ne rien dire a propos de l’affligeant eveque
Hovaguim, qui a l’instar de quelques-uns des eveques de la Fraternite
d’Etchmiadzine visitant Jerusalem ne tarissait pas de plaintes envers
votre regime despotique. Je m’en tiendrais a ces mots simples pour
decrire votre attitude envers la Fraternite dans son ensemble.

Tous ces membres de la Fraternite d’Etchmiadzine, qui ont apprecie
la chaude hospitalite de ce Saint Siège, semblent etre les otages
des reflexes lies a leur fonction et n’ont pas voulu voir ce combat
permanent que chaque membre de la Fraternite de Saint Jacques
a engage pour proteger et preserver le doit national du peuple
armenien. Comme si nos problèmes et difficultes avec les autres
confessions chretiennes, comme si le conflit constant avec les Juifs et
l’Islam, ne suffisaient pas, voila a present que la Fraternite du Saint
Siège que vous personnifiez lance une croisade contre le Patriarche de
Jerusalem, intoxique par votre quete debridee de l’autorite absolue…

le fruit ne tombe pas loin de l’arbre. Votre Saintete, il n’y a pas
si longtemps, a tente de neutraliser les Patriarcats Armeniens de
Jerusalem et de Constantinople, et elle a echoue. N’essayez pas une
autre fois. N’oubliez jamais un fait… que les etrangers ont fait
connaissance avec l’Eglise Armenienne en la personne du Patriarcat
Armenien de Jerusalem et grâce a lui.

Cette sainte institution a survecu a travers les âges malgre tous
les desastres humains et naturels, vos predecesseurs – toute une
generation de catholicos – ont reconnu et respecte l’independance et
la Constitution de la hierarchie patriarcale, et où prenez- vous cette
autorite pour encourager vos larbins a prendre une telle position
negative envers la Fraternite ?

Vous croyez-vous plus sage que vos predecesseurs ? Le sens des affaires
commerciales n’est pas une manifestation de sagesse. Vous pouvez
acheter ou rejeter les hommes mais N’AVEZ PAS LE POUVOIR D’USURPER
ET DE VOUS APPROPRIER LA SAINTETE.

Au cours de la seconde guerre mondiale, Winston Churchill avait averti
les dirigeants allemands : ” ceux qui sèment le vent recoltent la
tempete “. Et tout au long de decennies d’exercice de votre charge,
vous avez seme le vent ; preparez-vous a affronter la tempete. Les
annees ont passe depuis la chute de l’Union Sovietique, depuis les
jours où des laïcs au passe incertain, et meme des clercs vicieux,
avaient ete engages pour creer des institutions comme l’ ” Eglise
Libre “. Il est penible, de nos jours, de voir le meme esprit maladif
s’installer dans notre Patrie, où fleurissent et se developpent

‘. Vous qui avez ete appele pour etre le chef de notre Eglise, main
dans la main avec des responsables politiques anti – religieux et de
peu de foi, vous vous efforcez, avec votre esprit bradeur et pueril,
avec vos decisions capricieuses tendant a deraciner le chene plusieurs
fois centenaire de notre Eglise Armenienne, parce qu’en depit de votre
âge, vous n’avez point encore atteint la maturite. Tout au long de
votre vie, vous avez manque de bon sens, de cette combinaison de foi
et de clairvoyance qui est l’une des plus grandes vertus qu’un homme
ait pu recevoir.

Tout comme vos raisonnements sophistes, votre expression et vos
decisions sont irresponsables. L’eglise Apostolique Armenienne,
tout au long de ses siècles d’existence, n’a pas eu peur des
dangers venus de l’exterieur, et il en est de meme pour vos actes
insenses et destructeurs que votre Saintete – un fils issu du sein
de cette meme Eglise – emploie dans une guerre, en elle-meme et
contre elle. Priver l’Eglise de ses qualites particulières revient a
compter le cordon ombilical qui la relie a son passe a un moment où
le renforcement de la religion et de son influence, le miracle de ce
siècle, contribue a affirmer notre image. Ceux qui se sont donnes par
eux-memes l’autorite de veiller a l’interet general et a sa sauvegarde

son peuple sont plus le resultat d’actes irresponsables et egoïstes ;
elles peuvent etre considerees comme la mort naturelle d’une nation.

Le temps est venu pour votre Saintete de redecouvrir nos valeurs
spirituelles, si vous en avez jamais eues vous-meme. Dans le cas
contraire, vous pourriez vous declarer vous-meme defroque et eviter
a notre Mère l’Eglise la destruction absolue.

L’eglise Armenienne a toujours ete le foyer des aspirations
intellectuelles, spirituelles et morales de notre peuple. Il a ete
par excellence le bateau de sauvetage de notre foi. Notre Eglise,
cette estimable institution religieuse- nationale, a survecu a toutes
sortes de situations historiques et politiques adverses, elle a pris
forme et vous, comme ” Père de Tous “, vous etes force d’agir sans
esprit de vengeance, avec generosite et avant tout, gracieusement. Les
griefs que vous evoquez, fondes ou infondes la plupart du temps,
mais en reconnaissant vos erreurs, vous serez considere comme vertueux.

Votre Saintete, peut etre certaine que le Saint Siège d’Etchmiadzine
est pour nous et restera toujours la source de notre inspiration et

Baret Dzayrakouyn Vartaped Yeretsian (ne en 1946, ordonne en 1966)
a ete designe par le Synode de la Fraternite de St Jacques doit etre
eleve au rang d’Eveque. L’honneur de cette ordination est reserve au
Catholicos de Tous les Armeniens. Dans cette attente, Sa Saintete a
refuse d’acceder a la decision unanime de la Fraternite.

Plus De Visas Pour Les Americains Visitant L’Armenie

PLUS DE VISAS POUR LES AMERICAINS VISITANT L’ARMENIE

A compter du 1er janvier 2015, les citoyens des Etats-unis n’auront
plus besoin de se munir d’un visa pour se render en Armenie, a annonce
jeudi 11 decembre le gouvernement armenien. Le ministre armenien
des affaires etrangères, Edouard Nalbandian, a annonce la levee des
procedures de visa pour les ressortissants americains, lors de la
reunion hebdomadaire du Conseil des ministres a Erevan. M. Nalbandian a
precise que le gouvernement americain devrait appliquer le principe de
la reciprocite en facilitant les mesures de son côte pour les citoyens
de l’Armenie qui devaient en passer par des procedures fastidieuses
et contraignantes pour obtenir un visa pour les Etats-Unis. En
particulier, “plusieurs categories” d’Armeniens seront desormais en
mesure d’obtenir ce visa a entree multiple valable 10 ans, auquel
ils ne pouvaient avoir droit jusque la, a ajoute le ministre.

Le projet de Erevan de supprimer unilateralement le regime de visa
avec les Etats-Unis avait ete devoile en mai dernier par l’un des
adjoints de M. Nalbandian, Sergey Manasarian. “Cette mesure montre le
haut niveau qu’ont atteint nos relations avec les Etats-Unis”, avait
declare alors M. Manasarian devant les parlementaires. Les procedures
de visa imposees par l’Armenie se sont considerablement simplifiees
depuis la fin des annees 1990. Les citoyens americains,pour la plupart
d’origine armenienne, voyageant en Armenie, pouvaient dès lors retirer
leurs visas son seulement dans les consulats armeniens a l’etranger
mais aussi aux poste-frontières et dans les aeroports. Les citoyens
de l’Union europeenne, quant a eux, peuvent deja se render en Armenie
sans visa si la duree de leur sejour n’excède pas 90 jours.

Le gouvernement armenien les a exemptes de visas en 2012, peu avant
la signature d’un accord avec l’UE sur la simplification du regime
des visas. Cet accord, qui a pris effet en janvier 2014, avait
facilite les procedures contraignantes imposees par l’UE a certaines
categories d’Armeniens se rendant en Europe. Les autorites de Erevan
ont maintenu les termes de cet accord après leur decision controversee
d’interrompre le processus de rapprochement avec l’UE pour se rallier
a l’Union eurasiatique dirigee par la Russie en septembre 2013.

L’adhesion de l’Armenie a l’Union economique eurasaiatique, approuvee
par le Parlement armenien et par le Parlement russe le 10 decembre,
sera effective a compter du 1er janvier 2015.
