Armenia’s armed forces do not war against peaceful residents. We just
try to expose, neutralize and destroy the firing points of the enemy,
Defense Minister of Armenia Seyran Ohanyan told the Public Television
of Armenia.

“The major goal of our actions is to create conditions for Baku to have
no other choice but refuse from provocations on our territory. We seek
to make the enemy stop shelling at our villages. This what explains
are strong and asymmetric retaliations,” the minister said.

According to him, the analysis of the enemy’s actions shows that
it is Azerbaijanis who continue the sniper war, sabotage attacks,
shelling at peaceful near border communities. The minister said that
Armenia’s Armed Forces take all the necessary measures, including
preventive ones, to force the enemy to peace.

“Of course, public would like to see our activity more transparent, but
there are issues we cannot made public due to specifics of the warfare
and military secrecy, especially given that most of the sabotage
attacks are on the Nagorny Karabakh Republic and the decisions on
retaliations are made in Stepanakert only,” the minister said.

Le CCAF Sud, Conseil de Coordination des Armeniens de France pour
la region Sud, condamne ce drame, et appelle la justice a agir au
plus vite. Ce meurtre premedite, fait suite a de nombreux actes
anti-armeniens, et laisse planer le doute quant a la nature de cette
agression. La violence a encore frappe aveuglement avec sauvagerie.

Alors qu’un elan de solidarite envahit la France, pour condamner
la haine de l’autre, le fanatisme, et l’extremisme, Marseille, au
lendemain du grand rassemblement citoyen, est le triste exemple d’une
situation deletère qui n’a que trop dure.

Cette tragedie met en evidence un climat de tension qui règne de
plus en plus dans nos quartiers, et dont nos jeunes en sont les
tristes victimes.

Ce jeune homme exemplaire par son engagement associatif ne demandait
qu’a vivre une vie, paisible et servir son quartier et sa ville.

Le CCAF, presente ses sincères condoleances attristees, aux parents

The incident in France is not only a cruel terrorism act, but also
violation against freedom of speech. “Charlie Hebdo” magazine has
risen problems through cartoon.

Cartoonist Arzo has fought against undesirable phenomena through
pencil for 20 years. He has depicted almost all the politicians in
his pictures, but he has never received threats against him.

“7 or” (7 Days) news website regularly presents cartoons mainly on
inner political topics. Media in Armenia have their unwritten moral
norms and they try not to violate them.

“Chorrord Ishkhanutyun” (Fourth Power) newspaper editors have their
own moral limits. Especially they take into account the geopolitical
location of Armenia.

Mher Ghalechyan, the Director of “Chorrord Ishkhanutyun” (Fourth
Power) newspaper, notes, “I don’t imagine someone making the cartoon
of Muhammad in our region taking into account our location, our
neighbors. Maybe it isn’t prohibited but we understand that it can
have unpleasant consequences.”

“It is difficult to give a definite assessment. Naturally, any form
of terrorism should be convicted and severely punished”, so responded
Director of “Partnership for Democracy” Center Stepan Danielyan,
in response to the question of Aravot.am as to how he will assess
the incident against Charlie Hebdo satirical weekly in Paris, and
whether it was a move against freedom of expression. Referring to the
limits of freedom of expression, Mr. Danielyan said, “If we estimate
only the issue of limits of freedom of expression without focusing on
the original fact of terrorism, which, I repeat, is a convicted and
unacceptable deed, then the right to freedom of expression is already
restricted by the law. For instance, the Criminal Code prohibits and
punishes preaching religious and racial hatred, interracial enmity,
call for war, people’s humiliation and so on. Whether the weekly
has gone beyond the limits or not, it is already a matter of legal
dispute. Some caricatures do really go beyond the limits and not
only in terms of Islam but other religions and not just in terms of
religions.” Mr. Danielyan sees a delicacy in this matter. “The French
claim that caricatures are involved in their cultural traditions,
and France is one of the most popular countries in the world, but the
French have already started to realize, and this case will help to
better realize that France is no longer a homogenous country. There
are millions of Muslims living here who have a different culture,
with which, willy-nilly, they have to take into account. This is the
reality. And it refers not only to France, but also Spain, Italy,
Sweden, Belgium and so on. This is a new situation, which implies
compromising with this phenomenon, I say again, willy-nilly.” To the
question of how he treats the caricatures on religion subjects, Mr.

Danielyan responded, “This is a complex matter. There are similar
cases at the European Court of Human Rights, which creates precedents,
but much depends on the interpretation of the law, in which political
and social situations are also taken into account. This case will
have its impact on the development of regulatory approaches. The
European science has much talked about the Islam, especially in the
19th and 20th centuries, there were many critical books and studies,
but none of the authors was subjected to terror, perhaps, the tone and
the intention of mere insulting is significant.” According to Stepan
Danielyan, any religion can be criticized, even present well-grounded
accusations, however, apparently, there should be a limit. To our next
question of whether there is a threat to Armenian media, especially
when there are so many caricatures published in our newspapers, Mr.

Danielyan replied, “There have always been terrorisms against
journalists in Armenia, though not so bloody. It is not always that
the journalists were correct, but lynching should be excluded, there
are courts for such cases, which, on the other hand, do not deserve
the trust by the majority of the public. It is also a serious problem.

Evidently, there are publications breaking all standards for specific
religious matters, but they continue their activities with no
punishment. That is our reality, too.”

Armenian Deputy Foreign Minister Shavarsh Kocharyan received Russian
Ambassador to Armenia Ivan Volynkin.

The parties expressed deep concern over the brutal killing of the
Avetisyan family in Gyumri.

The Russian Ambassador offered his condolences and noted that the
Russian side is interested in disclosing the details of the case and
holding the guilty accountable as soon as possible.

He stressed that the Russian military base in Gyumri cooperates with
the Armenian law-enforcement bodies and provides necessary assistance.

Karabakh: Azerbaijan Used UAVs In Ceasefire Violations

KARABAKH: AZERBAIJAN USED UAVS IN CEASEFIRE VIOLATIONS

Military authorities in Stepanakert have reported the use of unmanned
aerial vehicles (UAV) by Azerbaijan amid an increased rate of ceasefire
violations along the line of contact.

The Defense Ministry of the Nagorno-Karabakh Republic said on Sunday
that the previous night Azerbaijani armed forces violated the truce
200 times, firing at least 2,000 shots from different firearms.

It said the Defence Army’s units are in full control of the situation
and retaliate if necessity.

Meanwhile, the Karabakh Defense Ministry also reported attempts by
Azerbaijani forces to infiltrate into Armenian-controlled territory
in the northeastern (Jraberd) and eastern (Akna) directions last night.

It said both attempts were timely spotted by Karabakh’s advanced
units and were stopped.

Also today, Armenian Defense Ministry spokesman Artsrun Hovhannisyan
said in a Facebook post that Armenia’s armed forces allowed Azerbaijan
to recover the body of one of its servicemen who was part of a sabotage
group that attempted to infiltrate into Armenian-controlled territory
in Tavush on Sunday afternoon.

An Armenian herdsman who happened to be in the area was killed in
the exchange of fire during the engagement in which Hovhannisyan said
Armenian forces managed to stop the Azeri raid.

We do not possess any functional information aside from what the press
informed. Starting March 2015 the Armenian office of the National
Democratic Institute funded by the U.S. government will freeze its
activities “for an indefinite time”.

This institute is widely known as the political and ideological
instrument of the U.S. Democratic Party. For many years, the Armenian
office of this institute, as well as a lot of other donors generously
encouraged the activities of these people or rather the personal
activities of those who worked for the Russian interests, or rather
the interests of common totalitarianism in Armenia.

Receiving money from such institutions of the West, those people did
not stop their activities aimed at the interests of Russia and those
who were implementing a pro-Russian policy in Armenia. They have been
warned for a number of times but, apparently, inertia is more powerful.

The first shot was made in the right direction: it is not worthwhile
continuing to feed those people who failed the job they were doing.

Other similar institutions are standing in line. They have sufficient
dossier on these pro-Russian people.

Armenian Defense Minister Calls For Strengthened Border Control

ARMENIAN DEFENSE MINISTER CALLS FOR STRENGTHENED BORDER CONTROL

In the wake of the past days’ subversive border attacks by the
Azerbaijani armed forces, Armenia’s Ministry of Defense has elaborated
procedures to strengthen border control.

The document, a seven-clause order calling for a higher vigilance,
was introduced by Minister Seyran Ohanyan at a working meeting in
Yerevan on Monday.

“It is necessary to ensure an enhanced military vigilance and to
improve the monitoring system; we have to fight against subversive
intelligence operations and to conduct trainings to raise the
efficiency of all the subdivisions. We have to enforce punishment
against the adversary and sometimes be the first to initiate attack,
without waiting for the adversary to take any measures. We must
have the abilities to react regularly and to always have all the
counteractions and punitive measures in our hands,” he noted.

The minister said he thinks that the commands of battalions and
companies will be able to take independent action to avert aggression
after studying the adversary’s strengths and weaknesses and the
directions of possible attacks.

“I call for giving that freedom to commanders,” Mr Ohanyan added.

YEREVAN, January 12. / ARKA /. Armenian President Serzh Sargsyan sent
January 7 a letter of condolence to French President Francois Hollande
on the terrorist act committed at the office of Charlie Hebdo newspaper
which left 12 innocent victims dead and a number of people injured,
Sargsyan’s press office said.

“We strongly condemn all manifestations of terrorism and reiterate our
continued commitment to continuing the fight against international
terrorism. In this difficult time, Armenia and the Armenian people
stand beside the friendly people of France. We express our full support
for the relatives and friends of the victims, wishing steadfastness and
presence of mind to them and a speedy recovery to the injured. Please,
accept, Your Excellency, my assurances of highest consideration,”
the letter reads.

The terrorist act was also strongly condemned by Foreign Minister
Edward Nalbandian, who said in a statement that Armenia shares the
grief of the French people over the death of innocent people and
expresses its support to the friendly France.

He said these horrific acts have demonstrated again the need for
united efforts of the international community in fighting terrorism.-0-

Armenian Police Announce Hunt For Russian Soldier

ARMENIAN POLICE ANNOUNCE HUNT FOR RUSSIAN SOLDIER

YEREVAN, January 12. / ARKA /. Armenian law-enforcement bodies said a
Russian soldier from the Russian military base in the town of Gyumri,
identified as Valery Permyakov, is suspected of killing six members
of a local family.

According to investigators, the victims are a couple, their son
and daughter-in-law, a 2-year-old granddaughter, and an unmarried
daughter. They all were found shot dead in their house on January 12.

The couple’s six-month-old grandson was hospitalized in a grave
condition.

The Police have issued a statement calling on all those who have seen
Valery Permyakov to call the number 1-02 or visit the nearest police
station. The Police said they are investigating the crime together
with representatives from the military base.

Armenia is a member of the Russia-led Collective Security Treaty
Organization (CSTO) and the Eurasian Economic Union.-0-
